A public-private partnership model for
eliminating child labour in seasonal hazelnut harvesting
The overall objective of the project is to contribute to the elimination of worst forms of child labour (WFCL) in seasonal agriculture. This is in line with the Turkish Government’s strategy which brings combines the National Employment Strategy (2014-2023) and the National Programme for the Elimination of Child Labour (2017-2023).
The project is based on three pillars: Capacity Building
Direct Intervention Awareness Raising
The project is implemented through key stakeholders and based on strategic intervention model undertakes a holistic approach to ensure local and national ownership to reach at risk children as well as their families, agriculture intermediaries and orchard owners. Identification and referral activities as well as education, counseling and rehabilitation services take place during the hazelnut harvesting season for effective withdrawal
and prevention of child labour.
The project was first implemented in 2012-2015 in Ordu under the partnership of the General Directorate of Labour of the Ministry of Family, Labour and Social Services and the International Labour Organization (ILO) Office for Turkey; then expanded to the provinces of Düzce, Sakarya and Şanlıurfa in
2015-2018, and is scheduled to run until the end of 2020.
The project, funded by the Association of Chocolate, Biscuit and Confectionery Industries of Europe (CAOBISCO) and the Kingdom of the Netherlands, appears as the first ever public-private partnership project of the ILO Office for Turkey in action against child labour. Contributing members of CAOBISCO taking part in the current phase of the project (2018-2020) are Ferrero, Nestle, Storck, Barry Callebaut, Ritter Sport, Mars, Chocosuisse, BDSI, Baronie Group, Cemoi, Griesson - de Beukelaer, Jancke, Neuhaus,
Koenig, Fazer, Jordans Dorset Ryvita.
