A Look Back at 2011 – Community Collaboration and Transformation
Dear Friends:
In 2011, the 1,000 Homes Campaign was
launched in Richmond. The purpose of
this statewide campaign modeled after
the national 100,000 Homes Campaign
was to galvanize the community to find
and house the most vulnerable people
who were homeless before they died on
the street. Both of us volunteered in the
Registry Week which meant canvassing
the community between 4 and 7am
and administering a five-page survey
measuring each person’s vulnerability.
What we encountered as we woke
people up from their sleep on park
benches, under bridges and tractor
trailers, and in camps touched us in
profound and life-changing ways. For
the most part, people were responsive
and open to telling very personal things
about their health, mental health, and
substance abuse behavior. We came
away from the experience feeling
exhausted, not just from the early
morning hours, but from the fact that
we were up close and personal to real
people in terrible need. We came away
with a strong resolve that we needed
to provide more permanent housing
so that no one would have to sleep
outside. The Board adopted a vision
to end chronic homelessness in the
communities we serve.
With our renewed focus on taking
people off the streets, in 2011 we
accomplished the following:
� Opened a 21 unit addition, the studios
at south Richmond, with support
from Henrico and Chesterfield
Counties as well as Richmond City;
� Began HomeLink in Richmond,
a housing first program serving
individuals with substance abuse as
well as physical and mental health
issues;
� Began a collaborative partnership to
coordinate all outreach in Richmond;
� Began operating the norfolk Housing
First program serving 60 individuals in
rental apartments in the community;
� Held a Groundbreaking for The
Crossings in Charlottesville; and
� Began working on the launch of the
1,000 Homes Campaign in the south
Hampton Roads region.
The 1,000 Homes Campaign transformed
VsH and communities where we have
a presence by targeting our efforts on
those who are most vulnerable and
who would die if they remained on the
streets. We are solving homelessness
one person at a time as evidenced
by the 21% reduction in street
homelessness in Richmond over the
last 3 years and the overall reduction of
homelessness in the Commonwealth.
This can only happen by collaborating
with the entire community, including
homeless and human service providers,
local governments, the faith community,
and donors of time and resources. We
deeply appreciate the support from all
of you as we collectively work towards
solving homelessness in Virginia.

During the summer of 2011, Craig
Thompson lived in a makeshift tent in
a wooded area of Henrico County. The
aftereffects of a bicycle accident the
previous year left Craig unable to work
and resulted in his homelessness.
Through the 1,000 Homes for 1,000
Virginians – Richmond initiative,
designed to provide housing and
services to the most vulnerable
homeless individuals in Greater
Richmond, Craig was contacted by
VsH staff with an offer to assist him
in getting out of the woods and into
permanent housing.
Immediately following the initial
encounter, Craig began working with
VsH staff to complete the application
process. Within a few weeks, he was
able to make the transition from
sleeping under a tarp to living in his
own apartment, ending over a year of
housing instability.
Today, Craig continues to successfully
reside in his apartment at studios at
south Richmond. On a recent evening,
after watching a news story featuring
homelessness, Craig reflected on his
own experiences and was inspired to
send VsH staff an email to “thank all
of you so much for all that you do.”
He stated his gratitude and immense
respect for the staff at VsH and other
housing agencies for providing him with
“the opportunity for another chance at
success.”
