Substance misuse and howto deal with its consequencesis an ever-present challengein many parts of society.Most of us will at some pointencounter someone whomay need help, advice ortreatment around this issue.
This directory forprofessionals was compiledto help you identify theagency most suited to theneeds of anyone who mightbenefit from help aroundsubstance misuse.
There are a number ofagencies in the City ofWestminster that provideassessment, treatment,advice and information for drug and alcohol use.
The drug and alcoholagencies in this guide providea wide range of services for those using drugs and/oralcohol or those concernedabout someone else’ssubstance use.
Open access agencies acceptself referrals and may offer a drop-in service. The aim of these services is to engagepeople into drug and alcoholtreatment services andreduce drug related harm.
Structured treatmentagencies provide specialistsubstance misuse treatmentprogrammes and in mostcases, can only be accessedvia a formal referral.
Some residential, in-patientand day programme servicesrequire funding. If a clientcannot pay for the servicethemselves, they shouldcontact the WestminsterSubstance Misuse Team foran assessment of their needs.
TIER 1 - NON SUBSTANCEMISUSE SPECIFIC SERVICES:This category covers the rangeof generic services that arenot directly related tosubstance misuse but where asubstance misuser might beidentified (eg. GPs, housing,social services, pharmacies, A& E departments, etc). Due tothe vast number of agenciescontained in this category, itwas deemed unrealistic toinclude this particular Tier inthe directory. Instead we haveincluded a ‘Useful Contacts’section which lists a range ofvarious helpful agencies andtelephone helplines.
TIER 2 - OPEN ACCESSSUBSTANCE MISUSESERVICES:In Tier 2 you will find allagencies that act as a firstport of call for anyonewishing to discuss theirsubstance misuse. TypicallyTier 2 services provide lowthreshold intervention aimedat engaging a substance userin treatment and reducingharm. All agencies containedwithin this tier will conduct anassessment of the client’sneeds and will know how todeal with the outcome(s) of it.A Tier 2 agency may chooseto refer the substance user onto a more appropriate agencyto address the range of needsidentified at assessment stage.

THE NATIONAL TREATMENT AGENCY (NTA) HASSPLIT DRUG TREATMENT SERVICE DELIVERY INTO FOUR DISTINCT “TIERS OF CARE”. EACH TIERDEALS WITH SPECIFIC AREAS AROUNDSUBSTANCE MISUSE AND SOME WILL BE MORESUITABLE THAN OTHERS FOR THE PERSON YOUARE TRYING TO HELP. THESE FOUR TIERS CAN BESUMMED UP AS FOLLOWS

TIER 3 - STRUCTUREDCOMMUNITY BASEDSPECIALIST SUBSTANCESERVICES: Tier 3 services offerstructured programmesprovided solely for drugand/or alcohol users. Once a comprehensive assessmenthas been carried out, thespecialist agency willrecommend a course ofaction which will includecare planning, co-ordinationand review.
Some Tier 2 agencies alsoprovide Tier 3 services but thisis not necessarily the case.Westminster agencies whichprovide both Tier 2 and Tier 3services are clearly identified assuch in this guide.
TIER 4 - RESIDENTIALSPECIALISED DRUGTREATMENT: Tier 4 is aimed at individualspresenting with high levels of need. Services in this Tierinclude: inpatient drug and alcohol detoxification,residential rehabilitation unitsand stabilisation services. These programmes are highlystructured and referral is usuallyconducted from Tier 3 services.
NB - Unless you can clearlyidentify yourself as part ofa Tier 2 or Tier 3 service(i.e. if you are working fora drug or alcohol service)you should only ever refera potential client into aTier 2 service.

WESTMINSTERDRUG ANDALCOHOLSCREENING ANDREFERRAL TOOL
All services (Tier 1,2,3,4)should use the Westminsterdrug and alcohol screeningand referral tool for initialassessment and professionalreferral to any of thetreatment services listedwithin this guide.
Screening assessment is a brief process that aims todetermine if a client has a drug or alcohol problem,related or co-existentproblems and whether there is any immediate risk for theclient. The assessment shouldidentify those who requirereferral to drug or alcoholtreatment services and theurgency of the referral.
The Westminster drug andalcohol screening and referraltool was developed to assistwith the screening assessmentand improve clients’ access to treatment services byformalising referral processes.It also aims to reduceinappropriate referrals andduplication of assessments.

The Blood Borne Virus Serviceprovides a specialist clinicalservice developed to promoteHepatitis B and C testing,Hepatitis B vaccinations and toreduce the risk of transmissionof blood borne viruses throughharm minimisation initiatives.The Blood Borne Virus Serviceis a community based serviceand provides advice andinformation, testing andvaccination, pre- and post-testcounselling and referral. It willalso provide consultation andliaison to other professionalsand the wider community.
Services are provided viasatellite clinics at thefollowing services:
