MEETING OF THE PERSONNEL COMMISSION POWAY UNIFIED SCHOOL DISTRICT

Welcome! The following information is provided to assist persons who attend the meeting of the Personnel Commission and wish to participate in the meeting. Addressing the Commission: There are two ways to address the Commission during the meeting. These are 1) speaking to the Commission regarding an item already on the agenda, and/or 2) speaking to the Commission about a new topic not on the agenda. Speakers will be asked to keep their comments brief, and allotted approximately 3 minutes per speaker, per topic.

1. Items on the Agenda – Speakers may comment on any item on the meeting agenda in order to share information for consideration by the Commission immediately before the Commission begins deliberation on the item. A speaker slip must be completed and provided to the Director prior to the agenda item.

2. Items not on the Agenda – Item C (Public Comments) provides the opportunity where individuals may address topics that are not listed on the agenda. The Brown Act restricts the Commissioners from engaging in a discussion of non-agenda items or issues raised during public comment except to acknowledge receipt of the information, refer it to staff for further study or refer the item to a future meeting. The Commission may not take any action on issues or topics presented during Public Comments.

Placing Items on a Future Agenda Any member of the public may request that a matter within the jurisdiction of the Commission be placed on the agenda of a regular meeting. The request must be in writing and must describe the item to be discussed with sufficient detail including the history of the issue and how it is related to the Personnel Commission. Also to be included is any information or material that the requestor wishes to be reviewed by the Commission regarding the issue. It must be submitted to the Personnel Commission Director at least five (5) working days before the scheduled meeting date. Items submitted less than five (5) working days before the scheduled meeting date may be postponed to a later meeting date to allow sufficient time for consideration and research of the issue. The Commission Chair and the Director shall decide whether a request is within the subject matter jurisdiction of the Commission. Items not within the subject matter jurisdiction of the Commission may not be placed on the agenda. In addition, the Commission Chair and/or Director will determine if the item is merely a request for information or whether the issue is covered by an existing policy or administrative procedure before placing the item on the agenda. The Commission Chair and/or Director shall decide whether an agenda item is appropriate for discussion in open or closed session, and whether the item should be an action item, information item, or agenized under Public Comment. Agenda and Agenda Materials A copy of all documents related to any item on this agenda that have been submitted to the Commission may be obtained from the Commission office upon request. Requests may be made via email communication to the Director no sooner than 72 hours prior to the meeting. A copy of a previous month’s agenda and attachments may be requested by email communication to the Director at any time. Assistance/Accommodations In compliance with the Americans with Disabilities Act, if you need special assistance, disability-related modifications or accommodations, including auxiliary aids or services, in order to participate in the public meetings of the District’s Personnel Commission, please contact the Personnel Commission Office at (858) 521-2794. 2. Director Interim Personnel Commission Director Rick Labib Wood was introduced. He will start on Wednesday, February 13, 2019. Director Martinez presented a class on Preparing for Your Promotion and Interview Skills at the recent PSEA Professional Growth Day.

Update on Classified Employee of the Year. Selection Committee met and chose three candidates. The Superintendent, Board Members and Cabinet members will be completing surprise site visits between 8:30 – 11:30 am on Wednesday, February 27, 2019. Personnel Commission Staff will attend an SDSU Job Fair on Tuesday, March 12, 2019. The next Merit Academy class will be held on Saturday, February 23, 2019.

3. District Personnel Support Services Associate Superintendent James Jimenez thanked Director Martinez for her service.

4. Employee Association President Courtney Martin thanked Director Martinez for her service. Professional Growth day was a success with over 1,000 registrants. PSEA

F. DISCUSSION 1. Interview of Candidates for Commissioners’ Appointee to the Personnel

Commission Prior to the start of the interviews, Commissioner Wyatt read a statement regarding the process and proper protocol for the interviews. a. Hans Christian Sison was interviewed by the Personnel Commission. He was then

excused from the room as the Personnel Commission deliberated.

2. Deliberation and Announcement of Intended Appointee Following the interview, Commissioner Little and Commissioner Wyatt discussed the candidate. Mr. Sison was invited back into the room. The Personnel Commission then announced Mr. Sison as their intended appointee.

3. Motion by Personnel Commission Motion by David Little, seconded by Margaret Wyatt and carried (2-0), to schedule an open hearing for public comment regarding the intended appointee during the March 18, 2019, regular meeting. Vote: Ayes – Wyatt and Little, Absent – Keenaghan

► February is Black History Month

Many thanks to all of our teachers, staff and students who celebrated Black History Month and worked to

provide students with lessons, demonstrations and presentations of the history, struggles and contributions of

African Americans in the United States.

► Superintendent and Board Recognition

The Superintendent and Board recognized student and staff accomplishments at school sites and the District.

Among those highlighted include:

National School Counselors Week: Thank you to school counselors for all that you do, including

supporting our students in college and career readiness and social/emotional wellness.

A large number of PUSD high school students were selected for the All State Honor Band and Orchestra

and the All State Honor Choir; and middle school students for the All State Honor Bands.

Del Norte High School’s cyber security team – “CyberAegis Chobani,” Oak Valley Middle School’s

cyber security team – “CyberAegis Chaos,” and Design39Campus' team - "CyberAegis Kronos," are

now the nation’s top ranked high school and middle school teams, in the CyberPatriot Competition.

They have qualified to compete in the National Finals, to be held in Baltimore, Maryland in April.

ACSA Region 18 Administrators of the Year: Greg Magno, Colin Young, Kimberlie Rens, Tim Purvis,

Northrop Grumman

PUSD was selected as the California Exemplary District to represent San Diego County. The award,

presented by the California Department of Education, celebrates the outstanding implementation of

practices that have had a positive impact on student outcomes.

► Student Board Representative Reports

For the 2018-19 school year, the six representatives alternate months, with the students attending every other

board meeting. This month we heard reports from Del Norte High School. Due to the inclement weather, the

students from Mt. Carmel and Abraxas were absent. The students from Poway, Rancho Bernardo and Westview

High Schools will give their next reports at the March 14th meeting.

Delaney Anderson and Alexis Long (Del Norte HS): this is Delaney’s last meeting as ASB president,

Alexis is taking over. Hundreds of students are participating in the District Thoughtexchange survey, the

campus will be hosting the next What I Wish My Parents Knew, student have been celebrating Black

History Month and will hold a Cultural Awareness Week after break, they will be welcoming Japanese

exchange students, getting ready for another round of finals, spring sports tryouts, several winter sports

teams advanced into CIF playoffs, DNHS is participating in battle of the fans competition for the first

time, performing arts put on a production of My Fair Lady

► Public Comments The Board heard comments from the public regarding:

-Thanking Board and District for future and ongoing work on student safety

-PUSD Performing Arts students performing in all-state ensembles and choirs

►Ameresco Facilities Condition Assessment Report

Ameresco conducted a districtwide facilities condition assessment to assess all major building systems,

document deficiencies, and establish the current facility condition index (FCI) for each building throughout the

District. FCI is an industry standard index used to track condition performance of facilities. The Ameresco team

provided a brief summary of the assessment, including the amount of resources needed to maintain the

condition of our school buildings. The report will be uploaded to the PUSD website.

► School Site Safety Plans

Each school site reviewed and updated its Comprehensive School Site Safety Plan in cooperation with local law

enforcement agencies, community leaders, parents, staff, students, administrators, and other stakeholders.

Members of the Board commended our school sites for doing an excellent job, including incorporating

Guidepost recommendations.

► Initial Proposal from the Board of Education to PSEA UNIT I & II

The initial proposals from the Board to Poway School Employees Association Units I & II were presented as a

first reading. At the March meeting, there will be a public hearing on the District’s initial proposal and the

Board would adopt its initial proposal.

► Authorization to Adopt the Post-Employment Benefit Irrevocable Trust

The District requested proposals from qualified firms for Other Post-Employment Benefit Irrevocable Trust

Fund Administration Services. After a thorough review conducted by a committee consisting of District

management, PFT, and PSEA representatives, the proposal from Public Agency Retirement Services (PARS)

was determined to be the most advantageous to the District. The Board approved the resolution.

►Low performing Students Block Grant Plan

The Board approved the Low performing Students Block Grant Plan. The Poway Unified School District Plan

will focus on building capacity of teachers in the area of mathematics in order to ensure our students, especially

our historically underperforming students of color, are provided access to quality interventions as well as strong

first instruction. In addition, our plan includes a home-school connection through the College Bound program.

►Fee Increase for the Extended Student Services (ESS) Summer, Spring, and Presidents’ Break

Programs

As a result of rising costs, ESS will implement a fee increase as of June 19, 2019 from $30 daily rate to $35 per

day. The last fee increase for the ESS program took place in 2015.

► National School Breakfast Week

The Board approved a resolution acknowledging National School Breakfast Week – March 4-8, 2019. National

School Breakfast Week (NSBW) was launched in 1989 by School Nutrition Association (SNA) to raise

awareness of the availability of the School Breakfast Program to all children and to promote the links between

eating a good breakfast, academic achievement, and healthy lifestyles. 18

BACKGROUND AND CURRENT CONSIDERATIONS: Following challenges during recent recruitments for Food and Nutrition Assistant II and Food and Nutrition Assistant III, Personnel Commission staff met with the Director of Food and Nutrition to review the minimum qualifications for these classifications. It was determined that candidates should be allowed the first 30 days of employment to obtain the required Food Safety Manager Certificate. Although sufficient quantities of applications are being received by the Personnel Commission, roughly 75 to 90 percent of the applicants for Food and Nutrition Assistant II are being disqualified due to not having the certificate at the time of application. Additionally, while recruitments for Food and Nutrition Assistant III are conducted less frequently, roughly 50 percent of these applicants also lack the required certificate. Personnel Commission staff conducted research and found the recommended change to be similar to many comparable districts which allow new employees in like classifications between 30 to 90 days to obtain the certificate. Additionally, the recommended change to the classification descriptions would be in alignment with other classifications within the job family. The recommendation was provided to PSEA and Personnel Support Services and there were no objections to the changes. RECOMMENDATION: It is recommended the Personnel Commission approve the revisions to the class descriptions for Food and Nutrition Assistant II and Food and Nutrition Assistant III as presented.

FOOD AND NUTRITION ASSISTANT II

BASIC FUNCTION:

Under the direction of an assigned supervisor, prepare and serve hot and cold menu items at an

elementary school nutrition center or perform record keeping and cash management duties at

central production centers; maintain nutrition centers, equipment and utensils in a clean and

sanitary condition; perform cashiering and money handling duties; order food and supplies;

operate a computerized cash management system; and perform other related work as required.

DISTINGUISHING CHARACTERISTICS:

Food and Nutrition Assistant II incumbents perform more complex food preparation and service

activities, and are typically assigned to elementary schools or perform record keeping and cash

management duties at central production centers. The Food and Nutrition Assistant III

classification is the advanced level in this series and performs large quantity food production at a

central production center for distribution to satellite nutrition centers. The Food and Nutrition

Assistant I classification is the entry-level class in this series. Incumbents perform basic and

routine nutrition service activities at an assigned site.

REPRESENTATIVE DUTIES:

Prepare and serve hot and cold food items; assemble various recipe and menu items; package and

wrap food items according to established procedures and portion control standards. E

Set up, replenish and break down hot and cold food serving lines, salad bars, carts, and other

remote serving sites. E

Serve customers promptly and courteously using correct portion sizes; ensure food items are

attractive and appealing; and maintain appropriate food temperatures. E

EDUCATION AND EXPERIENCE:

High school diploma or General Education Development (GED) equivalent, and six months of

experience preparing and serving food in a related food service operation.

LICENSES AND OTHER REQUIREMENTS:

A valid Food Safety Manager Certificate or equivalent must be obtained within the first 30 days

of employment or be submitted at the time of application. Maintenance of this certificate is an

ongoing condition of employment. Possess and maintain a Food Safety Manager Certificate or

equivalent.

BASIC FUNCTION:

Under the direction of the Food and Nutrition Supervisor II, perform responsible duties in the

heating, preparation and packaging of large quantities of food at a production kitchen for

distribution to satellite school sites; maintain quantity and production standards of established

menu items; maintain food and nutrition facilities, equipment and utensils in a clean and sanitary

condition.

DISTINGUISHING CHARACTERISTICS:

Food and Nutrition Assistant III incumbents are assigned to a central production center and

perform responsible duties in the heating and assembly of large quantities of food for distribution

to satellite nutrition centers. Incumbents assure appropriate quantity and production of

standardized menu items. The Food and Nutrition Assistant I classification performs basic and

routine nutrition service preparation, service, and cashiering duties at secondary school nutrition

centers. Food and Nutrition Assistant II incumbents perform more complex food and nutrition

duties at elementary schools, or perform record keeping and cash management duties at central

production centers.

REPRESENTATIVE DUTIES:

Perform responsible duties in the cooking, preparation and packaging of large quantities of food

at a production kitchen for distribution to satellite school sites; assure compliance with safety and

sanitation regulations and distribution time lines. E

Observe and maintain quality, quantity, production, appearance and nutritional standards of food

served according to established procedures; maintain quantity and production standards of

established menu items; monitor temperatures of food to assure safety and quality standards are

met. E

Maintain food and nutrition facilities, equipment and utensils in a clean and sanitary condition;

clean preparation surfaces and kitchen appliances; empty waste receptacles; wash trays, pots, pans,

plates, utensils and other kitchen equipment. E

Assist in determining appropriate quantity of food items for cooking; follow standard recipes,

weigh and measure ingredients; adjust and extend recipes as needed; heat and portion food items

for distribution. E

Prepare hot and cold food items and a variety of other entrées, snacks, side dishes, condiments and

beverage items in large quantities for distribution and meal service; monitor products during

production and upon completion for conformity to standards. E

Package finished food products for serving, transport and storage; open cans; wash, cut, slice, grate

and assemble food items as assigned; replenish containers as necessary. E

Assist in the ordering, receiving and inventory of food and supplies; rotate food according to

established guidelines and procedures; dispose of unusable leftovers; utilize proper methods of

handling foods to be stored. E

Operate standard food and nutrition equipment such as food slicers, ovens, steamers, warmers and

carts; operate a computerized point of sale (POS) terminal to input data as assigned by the position.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to high school diploma or General

Education Development (GED) equivalent, and one year experience in quantity food preparation.

LICENSES AND OTHER REQUIREMENTS:

A valid Food Safety Manager Certificate or equivalent must be obtained within the first 30 days

of employment or be submitted at the time of application. Maintenance of this certificate is an

ongoing condition of employment. Possess and maintain a valid Food Safety Manager Certificate

or equivalent.

APPOINTMENT OF COMMISSIONER Personnel Commissioner appointments are for three year terms expiring on December 1. This year the term of the Commissioners’ Appointee, Darren Keenaghan, was due to expired on December 1, 2018. Commissioner Keenaghan accepted reappointed on an interim basis until such time as a replacement could be sworn in.

This seat is filled by the joint appointment of the appointee of the Board and the appointee of the classified employees. According to the Personnel Commission Rules and Regulations, Section 20.100.4 (C), “When the term of the Commissioners’ appointee expires on December 1, the Commission shall present and discuss the name of its intended appointee at a regular meeting of the Commission to be held in September.” And Section 20.100.4 (D), “When a vacancy occurs other than at the regular expiration of a term, the procedures set forth above shall be followed, allowing a minimum of 30 days between the announcement of a recommended candidate and the actual appointment date.”

At the February 11, 2019 Personnel Commission Meeting, the Personnel Commission announced their intended appointee to be Hans Christian Sison. In accordance with Education Code 45245 (f), this item is being brought forward for action by the Personnel Commission. Members of the public will have the opportunity to comment on the intended appointee during an open hearing prior to action by the Personnel Commission.
