WHAT IS BEING PROPOSED?

Making sure businesses have a say in the future of Brixton!

A BiD (Business improvement District) creates, develops and funds area-based projects that benefit the commercial environment, the area as a whole and the public realm. BiDs deliver additional services to those provided by the Council, focused specifically on business-related improvements. BiDs bring local businesses together to work collectively to improve their district; importantly, businesses decide on the priorities for projects – it is your area, therefore BiDs believe it should be your choice!

Businesses in Brixton want to create a BiD to permanently put the area on the map as a forward-thinking and fantastic place to have a business – the BiD would work for you, improving the area in the way that you need and maximising footfall in your businesses.

INTRODUCTION

What is a BID?A BID is a non-profit, business-led partnership between local businesses which exists to implement projects which benefit the business environment and local area as a whole. Projects depend on the needs of each area and its businesses, but generally include area promotion, place and environmental improvements and enhanced safety measures.

BIDs raise money through a levy from businesses with a rateable value over a certain amount. In Brixton, this levy would be 1.5% and the rateable value £5k. BIDs also seek additional income from government schemes and grant funds.

BIDs have had huge success across the country, in London and in Lambeth itself, where three successful BIDs exist to date – Waterloo Quarter, Vauxhall One and in Streatham. Based on their success, all BIDs who have completed a first term have been voted in for a second.

Why does Brixton need a BID?A BID in Brixton would enable the area to benefit from similar success, making notable improvements to the area as a top destination in which to do business, visit and live.

As a major commuter hub and top visitor destination with a diverse business community, Brixton is the capital of Lambeth. Brixton BID will ensure these characteristics continue to thrive and improve, eliminating dangers and annoyances and boosting footfall.

Brixton has been supposedly up and coming for the last 5-8 years, I believe that in the last couple of years it has really arrived. It is an

exciting place to be with its mix of SMEs and chain stores and companies are chomping at the bit to set up in Brixton. A BID in Brixton I think will be the icing on the cake, marketing Brixton internally and externally, public events, bringing local groups together, who share a common goal to develop and keep Brixton great! A VISION FOR BRIXTON CREATED BY ITS BUSINESSES

We want Brixton to continue to thrive and believe that working with and listening to you as its businesses is critical to this.

Brixton BID Development Company (Brixton BID) is governed by 18 Board members from local businesses, with consumer and public organisations also represented – this ensures that business needs are at the forefront of our strategy.

We held an initial consultation with 90 Brixton businesses to gauge interest in a BID – 97% indicated that they would vote ‘yes’ to a BID in principal.

Businesses identified key priority areas for a new BID which fall into three categories: Marketing, Environment and Partnerships. The vision we have developed for the BID is based on these.

Businesses consulted want a BID to:

• Market Brixton, promoting it internally and externally, improving signage and enabling a better Brixton experience.

• Enable businesses to benefit from being part of a connected community, working together for business efficiencies and investing in the skills of its employees and residents.

• Create a cleaner, greener and safer Brixton – an attractive and sustainable environment which represents the area and its unique offer.

If you vote ‘yes’, Brixton BID will work to successfully implement this vision over its five year term.

In the consultation you told us that further promotion of the area is critical to increasing success for your businesses; a BID in Brixton would prioritise marketing and promotion of the area, helping to increase footfall and targeted engagement with the services offered by your businesses. To really capitalise on its potential success, the BID will market Brixton internally, improving relationships between local service providers and increasing local business, and externally, driving an increase in visitor take-up of leisure and business services. In addition to targeted communication campaigns, we will deliver top quality events, designed to showcase Brixton businesses in different sectors.

In collaboration with Brixton Market Traders and Lambeth Council, we are staging a food festival in October; the aim is to celebrate Brixton’s food and drink businesses and encourage residents and visitors to become acquainted with the full range of Brixton cuisine.

We are in conversation with TFL to secure funding for a town centre booth to improve access to and from businesses in the area and promote a better Brixton experience.

What are we going to do?We understand that to really boost image and footfall, we need to engage with visitors and customers on multiple levels, promoting Brixton in print, online and through live events. We plan to develop the Brixton brand, making the opportunities within the area more visible and easier to engage with. To this effect, we are going to implement a number of exciting projects.

We will improve signage and create a staffed town centre booth, promoting the best way to engage with and travel round Brixton. This will de-clutter the area, improve safety of travel (illegal cabs and a confusing bus parade are real dangers which need removing), and help to show Brixton in its best light.

We will develop targeted communications to create a buzz around Brixton and ensure that residents, visitors and businesses have up-to-date information about what is happening in the area. We also want to improve uptake on local initiatives such as the Brixton pound. We’ll have a say in the Brixton Blog and Bugle, featuring information and news about the area and its businesses. We’ll also create an online Brixton Business Forum, with daily updates and news shared by visitors and businesses. A presence in the Blog and Bugle will mean increased and improved engagement with your business.

We will deliver a range of events to promote Brixton and its businesses. We will run seasonal events, such as Christmas lights and shopping markets and themed events to promote different sectors.

We will create a Brixton App to ensure that visitors have the most up-to-date information about the area, tying into our forum, offering deals, promotions and competitions to develop up-take on services. The App would be tied into the Brixton Pound, to increase usage and develop the way in which it is used.

What are we going to do?To truly connect the community in a way which has benefits for all, the BID will act as your representative, taking into account your needs to initiate collaborative projects. Based on what you’ve asked for, we are planning to run the following initiatives.

Deliverables

We will improve business efficiency by setting up a co-operative to allow savings. Purchases might include alcohol, specialist stock not available in the market and stationery. Cooperatives such as this have had huge success for businesses elsewhere, an example of which is in Ibiza where the large clubs reduced their alcohol spend by 30%. We will also work with utility companies to decrease your bills, encouraging maximum participation from businesses to make the most savings.

We will develop targeted communications to create a buzz around Brixton and ensure that we understand that to develop your business you need well-trained, quality staff. It is also important to invest in local residents who represent your future candidates to ensure they have the best possible chance of success and that Brixton bucks the national trend of unemployment – both important factors in developing the area. Brixton BID will therefore be running initiatives to develop the skills base of people living and working locally. We’ll be working with Lambeth College to offer free/subsidised training for your staff and deliver opportunities to students to ensure that they are better able to enter the local job market, such as mentoring, employer talks and internships.

We know engagement with and supporting the community is a focus for businesses in Brixton. To support this, we’ll be creating business-led volunteering opportunities and community events.

There are fantastic benefits to be realised from local businesses working together and we want to create opportunities for you to do this. This is why we’ll be running networking events throughout our term. We also know how important it is to celebrate business success, so we’ll be hosting an annual business awards ceremony, in collaboration with Lambeth and its other BIDs.

Safer, greener, cleaner Brixton!Brixton is a fantastic place to work and live and we want to ensure the environment reflects this. Brixton and its streets have a strong cultural identity and a lot to offer; it is important that this shines through and isn’t clouded by nuisances and environmental issues. We want visitors and residents to feel safe in Brixton to enable positive experiences in the area. Businesses in Brixton should be proud of all aspects of the way business is conducted so environmental efficiency is also critical.

We know from both the consultation and the Night-Time Economy Forum we set up in February 2013 that there are numerous issues in the environmental remit which need to be addressed. Brixton BID would seek to build on existing services delivered by the council in this area and deliver additional initiatives to enhance the environment. Furthermore, we will monitor public service delivery to ensure that businesses have an understanding of how the Council is meeting its baselines.

The areas of focus identified by Brixton businesses include improving security and monitoring, working with the public sector and developers to ensure sustainable building work, improving environmental efficiencies through cycling and recycling schemes and improving cleanliness of the area.

What are we going to do?To develop and maintain Brixton’s environment, Brixton BID will implement projects to improve safety, ensure business and new developments are delivered responsibly and help to make physical improvements to Brixton as a place.

Deliverables

Issues including illegal cabs and the current policies surrounding this and a need for more police are strongly felt in Brixton. Brixton BID is working with the Lambeth Crime Reduction Board to increase and improve radio and camera links and has set up a Night-Time Economy Forum to create a collective voice for night-time issues in the area and collaboratively address dangers and annoyances.

While relationships do exist with the council, the police and developers, there is more to be done to ensure these relationships deliver what businesses in Brixton need. The BID will represent businesses and liaise with partners to ensure more effective collaboration and improved outcomes. Issues with developers have been highlighted, where new developments are not supported, resulting in issues such as under-staffing and lack of cleanliness. The BID would ensure that new developments are properly managed and maintained. Via our forums and a newsletter, we will also ensure that businesses are aware of new developments, at pre-consultation, consultation and delivery stages.

Brixton BID has started initiatives to make the area greener and cleaner, including a planting project in partnership with Brixton Market to improve the environment on Brixton Station Road. We will deliver graffiti removal and sweeping services over the council baseline with a focus on market clean-up and night-time businesses. We will also have focused areas for regular deep cleaning, including jet washing. The BID will deliver affordable paper and glass recycling to all and free recycling for clubs in the area. We’ll also be working with TFL and the council on innovative cycling schemes to make the area more cycle-friendly.

I think having a BID puts some control into the hands of the people that are at the sharp end of making things happen, as opposed to people perhaps with less

information and less hands on experience controlling those elements. In particular, cleanliness of the town and of the stations so that people can travel. It’s a very short distance from lots of areas, but people would get off the train and think ‘yuk’ – the external image should be more indicative of what’s in the town. Stacey Raymond,

We are committed to using effective partnerships to deliver projects in all areas.

What will a partnership-based approach mean for a BID in Brixton?

Which partnerships do we already have in place?

Facilitated discussions with public service providers on key issues to improve relationships and ensure delivery.

Increased income to fund projects which benefit businesses at no extra cost to businesses. As a BID, we will be eligible to apply for a range of funds and Brixton BID will secure match funding from public funds to increase income by 25% plus.

Shared resources to deliver projects. This will mean that projects are delivered more effectively and efficiently.

Sustainable delivery. Strong partnerships will mean that projects are successfully completed and have a legacy that means continued impact.

Projects will benefit from cross-sector expertise, meaning that lasting working relationships are forged across Brixton. This will also deliver the better working relationships with the council and police outlined by businesses in the consultation as important.

We are in conversation with TFL regarding funding for the town centre booth.

We have been working closely with key local stakeholders including Lambeth Council, the police, Brixton Pound and Lambeth College. Representatives from each of these organisations are actively involved in the development of the BID either through representation on the steering group or Night-Time Economy Forum, or project-based partnerships.

We have begun engagement with potential service providers to the BID, such as Office Supplies, recycling services and food & drink suppliers.

We are already forging collaboration between Brixton businesses through the Night-time Economy Forum initiated in February and the Brixton Food Fest.

KEY QUESTIONS ANSWERED

Why do my business rates not cover the projects proposed by the BID?

How do I know that the BID is truly representing the views of businesses and that my interests are considered?

How will Brixton BID be funded?

Brixton BID will be funded by an annual levy of 1.5% of the rateable value of all eligible businesses (with a rateable value of £5,000 or over).

If the rateable value on your business is:

• £5,000 your levy will be £75 p/a

• £10,000 your levy will be £150 p/a

• £15,000 your levy will be £225 p/a

• £20,000 your levy will be £300 p/a.

The levy is discounted for charities at 50%.

The BID levy will be collected through the current business rates system but will be the subject of a separate bill.

The levy will be amended on an annual basis in accordance with inflation, at a rate agreed by the Brixton BID Board.

Brixton BID will clearly communicate expenditure to members, providing regular updates about income and expenditure.

Business rates are set and collected by Lambeth Council and of each pound submitted, 50p goes to Central Government, 30p goes to Lambeth Council and 20p goes to GLA. Brixton BID is privately funded and run by local businesses. It is obliged to provide services over and above those delivered by Lambeth Council and other statutory agencies.

Brixton BID is run by a board of 18 local businesses who must agree all projects prior to delivery. The projects outlined in this proposal have been developed in response to direct consultation with 90 Brixton businesses during an earlier phase of the ballot process. Any major decisions about new project areas will be taken to consultation with all BID members.
