History of Licensure In the USA
Federal Mandate Effective in 1970 Requires Licensure of Nursing Home Administrators Federal Mandate gave responsibility of licensure to state licensing
boards/agency
States have the authority to establish practice standards
Result is 51 different practice standards.
(i.e. training periods range from 0 to 2080 hours)
State Mandates starting in mid 1980s require licensure of Assisted Living Administrators (RCAL) – Currently 14 states Practice standards are different in all 14 states
2013 First State Mandates licensure of Adult Day Care Managers (HCBS)

NAB conducted a contemporary and aspirational study
across multiple lines of service (NHA, RCAL, HCBS) to
provide a basis for a forward looking competency-based
credential (HSE)
To investigate similarities and differences and identify
Common or core domains, tasks, and KSs
Specific or unique domains, tasks, and KSs
Meet needs of existing programs—NHA & RC/AL
Provide groundwork for new credentials, HCBS, HSE

Less-experienced devote more time in Customer Care, Supports and Services and less time in Management and Leadership than more-experienced
