Jeffrey S. Rouse, D.D.S. maintains a full-time private practice and is a Clinical Adjunct Associate Professor

in the Department of Prosthodontics at the University of Texas Health Science Center at San Antonio. After graduation from dental school in San Antonio, Dr. Rouse completed a 2-year General Practice Residency at the University of Connecticut Health Science Center. He practiced family dentistry for twelve years before returning to school. Dr. Rouse received his specialty certificate in Prosthodontics from the University of Texas Health Science Center at San Antonio in 2004. He is a member of the American Academy of Restorative Dentistry, the American College of Prosthodontists, past president of the Southwest Academy of Restorative Dentistry and the Excellence in Restorative Dental Education “Los Guapos” Seattle Study Club.

Dr. Rouse has written numerous journal articles including the “Annual Review of Selected Dental Literature” published each summer in the Journal of Prosthetic Dentistry. Moreover, he has contributed chapters on porcelain veneers and anterior ceramic crowns to a dental textbook. Dr. Rouse lectures nationally and internationally on a wide variety of topics ranging from dental esthetics to complete dentures. Most recently, Dr. Rouse was appointed as a 2012 keynote speaker for the British Academy of Aesthetic Dentistry (BAAD), London, England, and as an adjunct faculty of the John Kois Center, teaching exclusively on Sleep Prosthodontics and the treatment of sleep-disturbed breathing.

As your new president of the Capital Area Dental Society, I want to welcome all of you to the start of

another great year. I want to thank all of the members who had the confidence in me to elect me to this position. Our Society has accomplished so much in the past years, and we should all be proud of the work that has been done. I know that I have several hard acts to follow, but I am inspired by the fact that my job will be made easier, thanks to the support of my fellow Board members and our past presidents. When I was first asked to serve, I did not know much about what all goes on behind the scenes to bring quality, organized dentistry and programs to the Capital Area. Like many of you, I would show up to the monthly meetings and enjoy a good meal and fellowship while earning a few CE’s. Occasionally, I would listen to some of the programs that CADS was involved in—TMOM, DOCs, and CADF, to name a few. At the time, I did not appreciate the importance of it all. When I attended my first Board meeting, I was a little overwhelmed at the whole process, but was amazed at how well the group functioned. All of the committees were filled, and monthly reports were given as to the progress in each area. I found that we have a group to be proud of. Just take for example

this past year with our past president Jeff working to keep our water fluoridated. The bottom line is that here were a few volunteers out of the total CADS membership working to bring you a quality organization and experience. I would like to ask the membership to consider becoming involved. You don’t have to become president, but you could

help out with a committee. We would love to have you. Also, invite a colleague who is not a member to attend a few of the meetings and let them see for themselves the value of organized dentistry. For my part, I want to keep CADS moving forward and to be the Flagship District within the State. In the next couple months the

committees will lay out their goals and objectives so that we will have a clear vision of where we are headed. I am enthusiastically looking forward to my year of serving you, the membership of CADS. I have enjoyed the experience greatly so far, and I am sure that with everyone’s help, I will enjoy this year as well.

Your Capital Area Dental So-ciety Delegates came to the

142nd Annual Session of the Texas Dental Association prepared and participated in the proceedings of the House.

Reference Committees hear testimony concerning reso-lutions to be considered by the House of Delegates from delegates and any member of the TDA and make recom-mendations to the House for disposition of the resolutions.

Dr. Julius Eickenhorst served on Reference Committee A, which hears matters concerning Administration, Budget, Building, House of Delegates and Membership Process-ing. Dr. Rhonda Stokley served on Reference Committee C, which concerns Dental Education, Health and Dental Care Programs.

Your new Texas Dental Association President is Dr. Mi-chael Stuart from Mesquite, Texas. Dr. Stuart has served on the Board of Directors of the Texas Dental Association and most recently as Parliamentarian. He is Past President of the Texas Academy of General Dentistry. He has served on numerous committees for these organizations as well as the American Dental Association and the International College of Dentists.

Dr. Glen Hall of Abilene has served the Texas Dental As-sociation as Speaker of the House of Delegates since 2000. He has resigned in order to run as Speaker of the American Dental Association. Dr. John W. Baucum III was elected as the new TDA Speaker of the House.

As an Alternate Delegate, I am happy to report to you that there are no new assessments or dues increases. The House approved a survey to be conducted to determine what type of dental setting Texas dentists practice in, whether it is as sole proprietors, group practice, or as an employee of a corporation. It is important to determine changing trends in order to better serve the membership. Dr. Lance Sanders was elected as a Delegate to the Ameri-can Dental Association and Dr. Alan Moore was elected as an ADA Alternate Delegate.

Dr. David L. Hime was awarded the Order of Good Fellow of the Texas Dental Association.

Dr. Gregory N. Burroughs, Dr. Julius W. Eickenhorst, Dr. David R. Gustafson, Dr. Glenda F. Smith, and Dr. Mervyn Yankleson were presented with TDA Life Member Awards.

Dr. Louis R. Cannatti was presented with the prestigious Fifty Year Award.

Mr. Julio Seretti was awarded the Texas Dental Association Certificate of Merit. This is the highest award bestowed upon a non-dentist by the Texas Dental Association and is for dedication and service to improve the lives of the citizens of Texas. Mr. Seretti was nominated by the Capital Area Dental Society (CADS) and the Capital Area Den-tal Foundation (CADF) for his years of donated services to the Donated Dental Services program and the Texas Mis-sion of Mercy events.

Dr. Karen Frazer is outgoing Vice-President of the Texas Dental Association representing our Southeast Division. She has also served as Chair of the Council on Annual Sessions and other Councils and Committees. Thanks to Dr. Frazer for years of continuous service to our state as-sociation.

How Much Radiation Do You Get From Dental X-Rays?

Steven D. Rima is a Board Certified Health Physicist with over 20 years of experience in radiation safety, including teaching medical and dental professionals for state licensure to take medical and dental X-rays. Dr. Rima says that The National Council on Radiation Protection (NCRP) says that the average resident of the U.S. receives about 360 mrem every year from background sources. This comes from outer space, radioactive materials in the earth, and small amounts of radioactive material in most foods we consume. “Since your dentist gains valuable information from X-rays to aid you in keeping healthy teeth, it is also not in your best interest to refuse dental X-rays because of the very small amount of radiation you receive from them,” he adds. http://www.physics.isu.edu/radinf/dental.htm CADS past president, Dr. Joe Neeley, shares a letter his office has written to inform patients about radiation safety and their protocol. A study published April 10, 2012, in Cancer, a scientific journal of the American Cancer

Society, associates yearly or more frequent dental X-rays with an increased risk of developing meningioma, the most commonly diagnosed brain tumor. This type of tumor is usually not malignant. ABC’s Good Morning America broke this story on April 15, 2012. In a U.S. News and World Report story, ADA media spokesperson Dr. Matthew Messina states that one of the weaknesses of the study is that people’s memories about their X-rays are unclear. “It’s difficult to pin this down, especially without dental records,” he said. Dr. Messina added that the amount of radiation in dental X-rays has gone down significantly over the years, thanks to factors such as advancements in X-ray technology, faster speed X-ray film and the advent of digital X-rays. The study was also observational in nature, meaning it can show an association but not cause-and-effect. “Our take home message is don’t panic. Don’t stop going to the dentist,” said the lead author of the study Dr. Elizabeth Claus, a neurological surgeon at Brigham and Women’s Hospital in Boston and the Yale School of Public Health.

Opening: Dr. Jeff Brunson called the meeting to order at 6:17 pm. There was a discussion on new regulations for oral sedation. As of January 1, 2012, must take a course every 2 years instead of 3 years.

Secretary’s Report: Dr. Misti James presented the minutes from the February board meeting and general meeting. A motion was made to accept the minutes. Motion #120429BM Hollander/Rouch—Passed

President Elect’s Report: Dr. Tom Wicheta announced that Dr. Jason Gillespie will be presenting information on digital impressions at the next general meeting. Rep. Donna Howard will be speaking on tax issues and Mike Martinez will also be at the meeting to answer any questions. He helped on the city’s fluoridation issue. The Installation of Officers meeting will be May 10, 2012 at Maggiano’s at the Domain at 6:30 pm.

Treasurer’s Report: Dr. Don Taylor presented the February and March Income Statements and Balance Sheets. A motion was made to accept the treasurer’s report. Motion #120430BM Sanders/James—Passed

Committee Reports: • Member Benefits: Dr. Wayne Radwanski reported that he met with Bill from People’s

Pharmacy and he would like for a dentist to go on the radio show with him on an upcoming Saturday morning. There was also discussion about the pros and cons of current member benefit programs.

• Dental Health/Access-to-Oral Health Care: Dr. EnsyAtarod reported that the DOCs program was a success and that the dentists enjoyed volunteering. They went to 18 schools, had 22 volunteers, and spoke to 1800 children. There is a power point presentation and the program is set up to make it convenient for any dentist to volunteer.

• Judicial: Dr. Bill Estes reported that there are 7 new applicants for membership to CADS. They are: Drs. Priscilla A. Donangelo, Corina E. Estevez, Juan Carlos Gutierrez, Avish Haria, Kristen C. Hendricks, Amir Kasouha, and Adriana Laperyra-Gutierrez.A motion was made to accept the new members. Motion #120431BM Peppard/Rouch— Passed

• Membership: Dr. Staci Ianiro will be researching how many dentists in the Austin area are not current members of CADS.

• New Dentist: Dr. Russell McFarlane reported that the new dentist meetings have been successful. There may be one final event before his term is over, possibly a boat party.

• Parliamentarian: Dr. Lance Sanders advised everyone to read the bylaws. He also presented the quick read for smart phones, which will take you to dental websites. Volunteers are needed for the dental programs.

• Public Relations: Dr. Barry Rouch reported on the Austin City Council meeting. Lake Travis will be having a meeting to vote on fluoride. Anyone in the Steiner Ranch, Lakeway, 620 area please try to attend the meeting and support this issue. If you are unable to attend, please write a letter. The meeting is April 19 at 6:30 pm at Travis County Water District #17 on Eck Lane. Dr. Mark Peppard made a motion to have the CADS support Mike Martinez for city council. Motion to table the motion. Motion #120432BM Hollander/Peppard—Tabled

• Sponsorship: Nancy Nisbett reported that sponsorship is going well. Please be sure to visit all the sponsor’s tables.

• TDA/TDA Delegates/Legislative Action: Dr. Jeran Hooten and Dr. Mark Peppard reported on state level Medicaid issues for orthodontic practices. He also discussed corporate taxes and an excise tax on medical devices. Bill Nance is running for the TDA board. Dr. Alan Moore is running for ADA delegate. There is talk of dental therapists in California. The CDA is opposing this. Coorperate dentistry is also a topic of discussion for the TDA board of directors.

President’s Report: Dr. Jeff Brunson made a motion to accept the Strategic Plan. Motion #120433BM Hollander/Radwanski—Passed
