MissionThe Minnesota Laborers-Employers Cooperation & Education Trust (LECET) fund was created in 1992 as a non-profit joint Labor/Management cooperation effort affiliated with the Minnesota Laborers Union. LECET aims to promote the many benefits of Union construction while addressing a number of initiatives that are of mutual benefit to both signatory Union Contractors and LiUNA members.

Recent Illinois Study Supports Prevailing Wage LawsIn 2013, the University of Illinois at Urbana – Champaign studied the economic and social impacts of repeal of the prevailing wage law in Illinois.3

In summary, the report states that prevailing wages for public construction projects provide numerous positive economic and social impacts such as construction worker benefits and Apprenticeship and training opportunities.

Repeal Has Consequences for Local WorkersThe State of Michigan proposed repeal of its prevailing wage laws has serious consequences according to Dan Husted, Business Manager of Laborers Local 1075, Mt. Morris MI. “Prevailing wage acts as a minimum wage on publicly financed construction projects,” said Husted. “A repeal would open the door to unscrupulous out-of-state contractors who want to reap the benefits of our tax dollars.”

Prevailing wage is the best way to ensure taxpayers and citizens are getting the most out of their tax dollars on construction projects, according to Husted. The law helps ensure that much of Michigan’s tax dollars go to Michigan contractors and workers.

Minnesota’s High Rankings Led by Skilled WorkforceWhen CNBC Cable Channel named Minnesota as “America’s Top State for Business” it highlighted Minnesota’s workforce, citing quality and availability of skilled workers in the state.4 The study cites that Minnesota’s workforce is highly educated and the state also offers unique worker – training programs to ensure future placement of jobs.A significant portion of the high rankings of workforce can be pointed to advanced worker training programs like the Construction Craft Laborers Apprenticeship and Training Program. These programs are an engine for workforce development and have stabilized Minnesota’s construction industry over the past 30 years. Credit is certainly owed to Minnesota’s current Prevailing wage law which has proven to be a wage and benefits stalwart for workers, while offering equal pay for equal work and promoting opportunities within the industry.

Lecet Announces 2015/16 Construction Scholarship WinnersMinnesota LECET has announced the winners of the 2015/16 Minnesota LECET Academic Scholarship/Leadership Grant Program. Four individuals will receive a $1,000 financial assistance award and have met the program eligibility requirements of being either a current Minnesota Laborers Union member/family member or by their employment with Union Contractors signed to a collective bargaining agreement with the Minnesota Laborers Union. Awards apply to construction industry related programs such as construction management, engineering and specialized construction industry training.

“As the construction industry looks to bring new people in, our organization is helping develop the future stars of tomorrow through our Academic Scholarship/Leadership Grant Program,” said Dan Olson, Chairman of Minnesota LECET and Business Manager of Laborers Local 1091 in Duluth, MN. “This program is truly making a difference in the lives of people, as it is not always affordable to take on additional training and education. The surging construction economy has led to strong hiring numbers by Signatory Contractors working in all aspects of construction from Highway Heavy to General Construction and specialty work. This growth has increased the participation of new workers in the Construction Craft Laborers Apprenticeship Program which recently surpassed 3,000 new Apprentices in enrollment.

The Laborers Apprenticeship Program is a mandatory, state-regulated program monitored by the Minnesota Department of Labor & Industry. The program is proving to be essential to the future of the construction industry by offering new industry workers high valued skills, environmental and safety training through a 3 year ‘earn while you learn’ Apprenticeship training program.

Once enrolled, Laborers Union members need to schedule training on their own and PLAN AHEAD by calling well in advance to book classes. Apprentice Laborers are required to get a minimum of 100 hours of classroom training each year to stay current.

Laborers Apprenticeship Program Reaches 3,000 Mark

The Construction Laborers Training Center (LTC) in Lino Lakes, MN continues to be a stronghold in Minnesota’s construction industry in more ways than just highly sought skills and safety training for Laborers Union members.

The facility has drawn the interest of elected officials because of its strong training record and the opportunities the facility presents for working men and women. In the past, legislators like U.S. Congressman Rick Nolan and Minnesota Speaker of the House Paul Thissen have been to the

facility. More recently, the Healthworks Coalition hosted a meeting at the LTC with a visit from U.S. Congressman Tom Emmer to hear about the coalition’s concerns with respect to the Affordable Care Act. The coalition meeting provided a chance for Minnesota Laborers Union leadership to introduce the high valued training facility to the congressman and the coalition partners.

The 44,000 square foot Laborers Training Center hosts two separate open houses annually and other outreach efforts

throughout the year. In 2014, the LTC reached an all-time high of 146,895 total training hours with over 6,000 Laborers Union members enrolling in a wide range of classes.

J.R. Pearson, Laborers Local 563 employee of McGough Construction won the 2015 Arctic Cat All-Terrain Vehicle and trailer during an exciting random drawing ceremony at the Annual Contractor Appreciation Open House last spring. Pearson, a 16 year employee was a graduate in the very first class of the Minnesota Laborers Apprenticeship Program. He is known to be an effective organizer, planner and mentor to his peers and sets a very high standard of achievement as a skilled Laborers Union member.

The work of the political and legislative department of the Laborers District Council of MN & ND does not end when the Legislature adjourns or after the current elections are over. We stay busy year around working on issues of importance to our industry, LIUNA members and the signatory contractors who employ Skilled Laborers. As the political stakes get higher, it has become necessary to keep engaged in the political and governing process throughout the year. Capitol insiders know that when the legislative session ends, the real work of governing begins. I would like to thank our LIUNA members and Signatory Contractors who stay involved on our issues. This ‘off season’ we continue to advocate for LIUNA members on a number of critical issues:

Relationship Building – We continue to build relationships with politicians on both sides of the aisle through meetings, attending hearings and fundraising events throughout the year;

Pre-Election Work – It is crucial that we begin meeting with candidates to educate them about our issues and start the process of endorsing candidates. Quite simply, we support candidates who are good on our issues;

Transportation Funding – With highway heavy work opportunities being so important to members and signatory contractors, we continue strategizing with transportation industry stakeholders on a plan to pass a comprehensive transportation infrastructure investment bill in the 2016 legislative session;

High Speed Rail – We have been engaged in early meetings with private developers who are planning to build a multi-billion dollar high-speed rail project between Rochester and the Twin Cities;

Light Rail Transit – Because of the huge opportunity that light rail construction brings to our members and contractors, we continue to monitor the next major transit project in the twin cities metropolitan area – the Southwest Light Rail Transit line;

Mining in Minnesota – We remain steadfast in our efforts in working with Minnesota’s long-standing mining community and with industry allies for the creation of jobs while supporting communities in Northern Minnesota through the development of the Polymet project, a non-ferrous mining project and others;

Destination Medical Center – Our efforts involve continual participation in the Rochester MN Destination Medical Center initiative to help pave the way for future project and job opportunities for signatory contractors and our skilled LIUNA members.

Dean Mills has been hired as the new Director of Training to lead the Laborers Training Center in Lino Lakes, MN into the future. He was brought on when the position became available due to the retirement of previous Director Russell Beyer in June, 2015.

Mills began his career working in the field for Park Construction and spent a significant amount of time working for Boldt Construction at the Ashland Oil Refinery in St. Paul Park. In 2001 he was hired as an instructor for the LTC and was appointed to the position of Apprenticeship Director in 2008. He is

noted for developing good relationships with Union contractors and expanding Apprenticeship opportunities for construction craft Laborers statewide through his involvement in a number of career outreach efforts including the Construct Tomorrow program.

The Construction Craft Laborers Apprenticeship Program had 209 graduates in 2014 to Journey worker level and are tracking for even more in 2015. “It is an honor to work in this professional facility for a great organization - the Minnesota Laborers Union,” said Mills. “Our main goals

are to make sure we have the most skilled construction workforce out there to meet the needs of our contractors and support evolving opportunities in infrastructure, energy, light rail transit and more. Skilled construction craft Laborers are the backbone of the industry and are involved in almost every type of construction worksite imaginable from tunneling to building skyscrapers. The LTC is here to make sure Laborers are prepared to do this critical work.”

Mills to Lead the Laborers Training Center

Note: Students are reminded that all day classes begin at 7:00 AM at the LTC. Trainees must come to class dressed as if they were reporting to work at a construction site. The Minnesota Laborers Union netted over $22,000 for charities from their annual Laborers Family Fun-Raiser – an event to benefit Ronald McDonald House Charities, Upper Midwest and the Laborers Charitable Foundation, a national charitable organization affiliated with the Laborers International Union of North America. Total charitable giving by the Minnesota Laborers in their fundraising efforts over the past 12 years has now reached $120,000.

Nearly 500 people attended a family picnic event held at historic Minnehaha Falls Park, Minneapolis, on a beautiful summer day. The event involved numerous kids activities, door prizes and a barbecue lunch for attendees.

The Ronald McDonald House, Upper Midwest Charities organization expressed their appreciation for the event and the continued support of the Minnesota Laborers. “Thank you so much for going above and beyond every single year to support our families,” said Terra Peterson, Manager of Community Fundraisers for RMH.

Todd Pufahl, Chairman of the Fun-Raiser event for the Laborers District Council of MN & ND was pleased with the overall results. “We are grateful for the overwhelming support we received from our signatory union contractors, service providers, labor partners and members,” said Pufahl. “Their generous contributions allowed us to make this great family event possible for our members while raising over $22,000.00 for our charities who support Laborers and other families in times of need.”

The Minnesota Laborers Union continues to make communities better through this annual event, playground builds, coat drives, food missions and other efforts in Minnesota and North Dakota.
