I am pleased to present to you this year’s NYSRPS Annual Report. This report has been compiled by the staff and board members and will give a brief overview of all that we have accomplished over the last year.

An area that I wanted to highlight in my term as president was the importance and impact of our profession. One of the first things I did as president was to send a “letter to the editor” to newspapers throughout the state that promoted the many benefits of parks and recreation. I was very fortunate that several publications decided to print this letter and it got us some positive press for no cost at all. In addition to the public route, I also dedicated a lot of time in my President’s Messages that went out in our electronic formats and The Voice as well with this message. Having an opportunity to reach membership directly for a year, I felt it was important to share messages that reassured members what they do is important and that all of our members are important.

During the course of the year, we were fortunate to add two new members to our board. Early in the year, we were managed to keep our relationship alive and well with NYS Parks as we appointed Maryann Corbisiero to our ex-officio member from NYSOPRHP. Later in the year, we were able to appoint Patrick McGinnis, from the City of Binghamton to fill our vacant Region II position on the board. With these valuable additions, our board was/is filled with high quality and contributing members. We are fortunate to be in this position and happy to have such committed professionals who are willing to freely give their time.

Throughout the year, one of our Vice President’s, Gregg Goodman has worked tirelessly with his committee and the Executive Director to review and revamp our Constitution, By-Laws and Manual of Procedures. The time and energy that has been put into this important project cannot be overstated enough. At today’s meeting, Gregg will be presenting the work of his committee and be seeking input from the membership. The hope is to have something approved and in place by the end of the year at the very latest. I would like personally thank both Gregg and Lisa for their hard work on this project.

From a financial standpoint, I am very pleased to share that the finances of the Society are in excellent shape as we finished the year “in the black.” For a number of years, primarily after losing our Youth Bureau grant, the Society has struggled to operate in this fashion. Much of the credit for this turnaround can be attributed to our Treasurer Nate Nagle and our Executive Director Lisa Morahan. In addition to being in the black, we have also moved some of our savings into accounts that have better interest rates and given us a better return on our investments. The Finance Committee continues to explore better investment options to make our money work for us. Due to the better financial standing of the Society, we are and will be able to offer opportunities to our membership that we haven’t been able to offer in the past.

One of these opportunities involved our reimbursement rates to our Regional Partners. This year, NYSRPS Past-President Jeff Myers chaired a committee that reviewed our reimbursement rates and made a recommendation to the Executive Board to increase this amount. Our Regional Partners were excited by this and it is the hope of the Executive Board that this change may encourage some of our Affiliates to consider making the jump to becoming a Regional Partner. Thank you to Jeff and his committee for their work with this.

Early in the year some attention was given to some administrative issues with our Executive Director. The Executive Committee worked with our Executive Director and conducted her annual performance evaluation. As a result of this process, the groups worked together to create a new contract that is signed through 2019. Having quality leadership and stability is important to achieve organizational success. We are fortunate to have this in our organization and would like to thank Lisa for everything she does.

In September, I had the opportunity along with many of my colleagues to attend the annual NRPA conference. While attending the event, I had the opportunity to represent the Society at both the Council of State Executive Directors and the Mid-Atlantic Section of NRPA. Each of these meetings provided an excellent opportunity for informational exchanges and networking opportunities. In addition to the work aspect, we were also able to enjoy a NYSRPS social that was sponsored by former NYSRPS President Paul Blake. Thank you Paul!

Also in the fall, I had the opportunity to represent NYSRPS as a presenter at the NYS Youth Bureau conference that was held in Syracuse. Earlier in the year, we had conducted a survey on the impacts of the increasing minimum wage and the Youth Bureau was very interested in this. I was pleased to take an afternoon to share the results of this survey in one of their educational sessions. It was a well-attended session that attendees appeared to find beneficial.

During the course of the year I had the opportunity on three different occasions to represent the Society in Albany. Once in the fall and once in the spring I had the chance to attend the NYS Health Department’s Camp Advisory Council meetings where I serve as a Board Member. This board’s role is to advise the Health Department on rules and regulations that impact our summer day camp programs. I am happy to fill this role and advocate on behalf of children and all municipalities who offer summer programs. Along with these trips, in March I attended the NYS Parks and Trails Advocacy Day where we had the chance to meet directly with NYS Senators and Assembly member’s to promote legislation that benefits our field. I was able to attend the day along with Past President Jeff Myers and Executive Director Lisa Morahan.

Finally, I was fortunate to sit on the “sidelines” and watch the work of both the State Conference committees for both the 2018 and 2019 conferences. I want to thank all the committee members for their hard work and dedication to this important cause. The State Conference is one of the most valuable and important services we offer membership. I am pleased to say that due to the committee’s efforts, we are able to offer two outstanding conferences for both this year and next.

I would like to give a big “shout out” to Tom Venniro for his willingness and hard work to put together this Annual Report. We are fortunate to have a professional grade presentation to share with our members.

Immediate Past President Report

NRPA Annual Conference: In the end of September, I attended the National Recreation and Park Association Annual Conference, held in New Orleans, Louisiana. I was honored to be joined by other NYSRPS Executive Board members Eric Bacon, Nate Nagle, Julie LaFave, Jason Marra, Leiko Benson and Linanne Conroy, in addition to NYSRPS Executive Director Lisa Morahan. It was also an honor to have several NYSRPS Past President’s also in attendance. They included Paul Blake, Thomas Venniro, Bill Zimmermann, Elaine Apfelbaum, Gerry Byrne and Jen Fava. Thank you to NYSRPS for hosting a New York State social at Pat O’Brien’s, in the French Quarter.

Regional Partner Reimbursement Rates:

The Regional Partner Committee that Paul Blake activated during his presidency met one final time to research the feasibility of increasing the per member reimbursement rates for Regional Partners. Following some research into the reimbursement amounts the Regional Partners had received in recent years, and some calculated estimates of financial impacts of increasing the per member reimbursement rates, the committee presented a proposal to the Executive Board to increase the rates. The proposal called for the $13 reimbursement rates to increase to $18; the $6 rates to increase to $10; and the $3 rates to increase to $5. Our research indicated that the state society would only pay out an additional $1,004 in reimbursements for the year. On December 14th, 2017, the Executive Board approved the proposal to increase the per member reimbursement rates for the Regional Partners. We feel this will be a substantial benefit for our Regional Partner organizations. Park Advocacy Day: On March 5th, 2018, I joined NYSRPS President Eric Bacon, and Executive Director Lisa Morahan in Albany for the Parks and Trails, NY, Park Advocacy Day. This is an annual event where delegates visit numerous state senate and assembly members’ offices, to advocate for funding and resources for the state and local parks through New York State. We were joined in the morning by NY State Senator Rich Funke, who serves as the chair of the Senate Committee on Cultural Affairs, Tourism, Parks and Recreation; and Senator Jose Serrano, the ranking minority member of the same committee. We also heard from the Commissioner of NYS Parks, Recreation and Historic Preservation, Rose Harvey. Following lunch, we split up into teams, based on our geographic area of New York state, and visited the offices of the legislators that serve our respected areas.

Immediate Past President Report

Nominations for the Executive Board: As part of my responsibilities as Immediate Past President, I compiled and prepared the nominations process for the 2018 Executive Board elections. I determined that five offices would be up for election in the spring election. Those offices are: President – Elect, Vice President for Programs and Services, Treasurer, Region I Representative and Region II Representative. On December 4th, the ballots for nominations were distributed to the membership, giving February 8th as the deadline to submit a nomination. When February 8th came and passed, I had received one nomination for every office open for election. The ballot of nominees was then submitted to the Executive Board for acceptance. Nominees for the five offices are as follows: President – Elect: Charry Lawson, Town of Onondaga Vice President of Programs and Services: Gregg Goodman, retired Treasurer: Nate Nagle, Village of Horseheads Region I Representative: Tom Meyering, Town of Poughkeepsie Region II Representative: Patrick McGinnis, City of Binghamton On February 22nd, the Executive Board accepted the ballot of nominees. NYSRPS Annual Conference, 2019: As my time on the state society Executive Board winds down, I am looking forward to the challenges that lie ahead as we begin the planning process for the 2019 state conference. After a hiatus of 22 years, the state conference will be returning to the small village of Lake Placid, New York. I am excited to be co-chairing this conference once again with my friend and colleague, Linanne Conroy. We have already established our sub-committee chairs. The contracts with the convention center and hotels have been signed. The general schedule has been established, and we have begun our fundraising efforts. President-Elect Report

Strategic Plan:

I worked with Executive Director Lisa Morahan on revisions to streamline and update the Society‘s Strategic Plan.

I obtained committee chair nominations for the Strategic Plan core service committees: Membership, Professional Development, Public Policy Development and Resource Development.

NYSRPS Annual Conference, 2019:

I appointed the 2019 annual conference co-chairs; Linanne Conroy and Jeffrey Myers.

I provided assistance with initial 2019 annual conference planning including reviewing typical conference financial arrangements, visiting the Lake Placid venue and program partner discussions.

Miscellaneous: I participated in VP Programs & Services Gregg Goodman’s Constitution/By-Laws/Policies & Procedures committee revising those documents into the Operations Manual.

I participated in the Executive Committee’s annual performance review and contract development for Executive Director Lisa Morahan. I reviewed the 2018 budget with the rest of the Finance Committee.

I reviewed the Draft Financial Controls Policy and the Draft Investment Policy and submitted comments to Treasurer Nate Nagle. I reviewed Friends Foundation documents and participated in a meeting to better understand its status, operations, relationship to NYSRPS and potential updates to such. I attended the Downstate Recreation conference and the Cortland Recreation conference including participation in the annual meeting of the Metcalf Foundation Executive Board of which I am now a member. [The Metcalf Foundation funds the Cortland students chosen by the Recreation Department to attend the NYSRPS (and other) conferences.] Respectfully submitted, Debra Keville President-Elect

President-Elect Debbie Keville worked on securing a Chair Person for the Professional Development Committee. We will hopefully be appointing that person at the annual meeting.

Constitution/By-laws/MOP Committee

Eric Bacon, Debra Keville, Charry Lawson, Lisa Morahan, Jeff Myers, and I have held numerous conference calls since the December Meeting, continuing to discuss revisions to what will become the NYSRPS Operations Manual. We have completed our review of the Policy & Procedures and are at the point of getting the document out to the general membership. The following is the proposed timeline for getting the Operations Manual approved:

Executive Board Approval to Distribute Operations Manual to Membership, February 22, 2018: The draft of the Constitution, Bylaws and Policies & Procedures is included with this report. Please review these three portions of the Operations Manual and bring any questions or comments to this Executive Board Meeting. We will discuss any concerns, questions, etc. and approve sending the updated version to the general membership.

Send Updated Document to General Membership, March, 2018.

Provide Opportunity for any Questions and Comments from General Membership, NYSRPS Annual Conference April 15 – 17: An area and times can be set up for general membership to be able to discuss the document. We may also wish to set up a time to present document explain rational for changes and answer any questions and concerns.

Final Update of Document and Executive Board Approval to Set Up Constitutional Vote, May 17, 2018 Executive Board Meeting.

Public Policy Development Park Advocacy Day - 2018

Resource Development — NYSRPS Partnerships The beauty of belonging to a large organization is there is power in numbers. With membership spanning across New York State, companies seek ways to leverage their reach through our channels. Through group discounts we are able to offer a win-win situation with every affiliated partnership. These agreements are typically for a defined time and may be renewed or replaced with other attractive programs. We will continue to seek out partnerships as a cornerstone of membership benefits. Here is one partnership we wish to highlight from 2017:

MUSCO Lights the Way for Students

The New York State Recreation & Park Society would like to thank Musco Lighting for their generous offer to partner with NYSRPS in a campaign to raise awareness for the importance of student memberships. In an unprecedented move, Musco Lighting has offered to underwrite half of the cost of new student memberships for the first 100 new students to join NYSRPS in 2018. Longtime Musco representative and friend, Don Rhuda, said that he was moved by NYSRPS President Eric Bacon’s letter in our January newsletter. In his letter, Eric shared the importance of belonging to a professional society, and the opportunities he personally experienced as a student–thanks to NYSRPS. Musco understands the value of our organization and wants to do all they can do to encourage new students to join and realize the benefits of belonging to a professional society. With Musco’s offer; A new student joining NYSRPS can enjoy an annual membership ($35) at a 50% discount, paying only $17.50. For colleges able to join as a Small or Large Student Chapter the price per student is $15. A Small Student Chapter (seven students plus one faculty member) pays only $120. A Large Student Chapter (fourteen students plus one faculty member) pays only $225.

Region Reports Region I - WRAPS

Region I consists of four (4) affiliates that work collaboratively with NYSRPS by sharing likeminded missions and goals. Region 1 affiliates include Westchester Recreation and Park Society, Long Island Leisure Services Association, Hudson Valley Leisure Service Association, and Metropolitan Recreation and Park Society.

Current membership: 223 members (includes 26 vendor members and 22 entertainer members) Monthly Educational Settings & Luncheons:

October 2017: Accepting Transgender Individuals Into Our Recreation Facilities and Programs. Speaker: AC Dumalo. Site: Eastchester.

Successes to Report:

The 60th Annual Awards & Scholarship Luncheon in June was unique as we filled 17 of the 18 award categories including the new “Future Mentoring Fellowship”

“Camp Cares For Kids” food donation program (3rd summer).

Donations: Hurricane relief fund donations made to Houston Parks Board and Florida Recreation and Park Association in the aftermath of the hurricanes that affected both cities.

Other:

WRAPS President Matt Arone met with Westchester County Department of Human Resource Commissioner Mary Mahon and her staff regarding issues with civil service exam acceptances/denial in lieu of the recent March 2018 exams. Gerry Byrne from Town of Greenburgh and Sally Rogol from City of Rye were in attendance.

A WRAPS sponsored Water Safety Instruction course will be given in May at the Theodore Young Community Center in Greenburgh In the works:

WRAPS is currently finalizing two special event partnerships for the upcoming months. Used sporting good/equipment drop-off event with “Let’s Play It Forward”. All used sporting goods/equipment will be donated to underprivileged schools, charities and military. Scheduled for May 2018

Alzheimer’s Awareness adult softball week and softball tournament with “CaringKind” and “Hebrew Home at Riverdale”. All adult softball games during the week of June 17th will be dedicated to those affected by Alzheimer’s. An “overnight softball tournament” will be held in Irvington where entry fee proceeds will benefit CaringKind.

Hudson Valley Leisure Services Association: HVLSA is a small but very active group with 22 members dedicated to providing opportunities to help each other improve their services to their constituents. The cornerstone of their efforts is the offering of educational presentations during their monthly meetings. In the past year these presentations have included Adding Inclusive Elements to Existing Playgrounds; Group Volunteer Service Projects and Ideas to Enhance Day Camps. There have been leadership changes this past year. We wish the best of luck to past president Lou Fernandez as he moves out of state. We also welcome new president Chip Connington as he takes the reigns of leadership. METRO: The Metropolitan New York Recreation and Park Society is an organization “in transition”. They have a small active group of 12 professionals, mostly from the TR sector. The main focus of their efforts is to provide the opportunity for their members to earn CEUs. Due to the difficult nature of getting members physically together for meetings, they generally meet by conference call monthly. METRO is reaching out beyond their base to community organizations and colleges for increased participation. Along with WRAPS and Hudson Valley, they were active in running the Downstate Conference this past November.

The first Annual Spooky Irish Road Boling event was held on October 28th. It raised over $800 for the 2018 NYSRPS Conference and will be held continue to be held annually to benefit the Fran Tokar Scholorship Fund.

The Annual CNYRPS Holiday Luncheon was held on December 15th at Empire Farm Brewery.

CNYRPS celebrated their awards at a luncheon on March 21st.

The Board has worked many hours on 2018 NYSRPS Annual Conference at Hotel Syracuse with planning committee.

Region Reports Region III - NFRPS

February 25: Sean Green, Director of Athletics and Sponsorships at Buffalo Riverworks hosted 31 NFRPS Members for a meeting on Recreational Opportunities at Riverworks. Buffalo Riverworks is a multi-million dollar athletics and entertainment complex located along the Buffalo River. It has been a main part of the waterfront revival in Downtown Buffalo. The facility can host large groups and events. Activities/amenities include ice rinks, zip line, ropes courses, kayaking, an arcade and “backyard” games.

Upcoming Events:

April 11: NFRPS Meeting hosted by the Town of Amherst. This is a joint meeting

with the WNY Youth Bureaus focused on creating inclusive program

environments for youth with different abilities.

June 14: NFRPS Training Conference hosted by the Village of Hamburg and

sponsored by Parkitects. Various training topics will focus on Summer Staff

including Social Media, Safety Checks (equipment and facility), Aquatics, etc.
