It is my pleasure to welcome you all to the fifth edition of the Oman Energy and Water Conference and Exhibition, organized by the Public Authority for Electricity and Water in partnership with Omanexpo, the pioneer exhibitions and conference organizer in Oman, whose events are recognized to contrib-ute to the advancement of Oman’s key industries.

This event aims to showcase the Sultanate’s major multi-million power and water projects, support the government’s long-term energy and water infrastructure plan, attract public, private and foreign investment, and present business opportunities in order to fulfill the rising demand for these resources.

The Oman Energy & Water Conference & Exhibition is an international event dedicated to the power generation, renewable and alternative energy and transmission and distribution, and water-related indus-tries. It is designed to be a platform for stakeholders to discuss real issues and solutions to the energy and water challenges and opportu-nities in Oman.

Oman Water and Wastewater Forum will center on Oman’s unified water strategy, water and wastewater restructuring, Optimization of water networks using digital solutions, water treatment and utilization.

Oman Solar Forum will place attention on the viability of solar energy in Oman, case studies, international best practices for successful solar energy development, available technologies, local value creation, and opportunities and risks for industrial solar energy in Oman.

Oman Power Forum will focus on the power industry’s latest research, technical advances, development trends and business strategies, including power plant operations, maintenance, performance, economics and regulatory compli-ance by qualified stakeholders.

UTILITIES SECTOR

Oman’s growing economy, as seen in the stape of large scale infrastructure projects resulting from rapid urban and Indus-trial expansion, fast-rowing population and change in modern lifestyle, are contributing much to boost demand for power and water.

Developing sustainable water and energy supliers and finding innovative sources are critical to the country’s immediate and log-term future, which is high in the government’s agenda. Currently, it is focusing its attention on developing renewable energy on electricity production, boosting investment opportu-nities and capacity, and implementing big projects.

ENERGY MASTER PLAN

A long-term energy infrastructure master plan, dubbed the Oman Electricity Transmission System Plan (2014-2030), designed by Oman Electricity Transmission Company (OETC), which operates the northern half of the electricity grid, outlines “a well-defined target for harnessing the Sultanate’s prodigious but largely untapped renewable energy resources, chiefly solar and wind power, to help meet the country’s galloping electricity demand, currently averag-ing 10 per cent annually.”

KEY POWER PROJECTS IN OMAN

IBRI AND SOHAR INDEPENDENT POWER PROJECT

The construction of two gas-fired power plants with complex cycle in the wilayats of Ibri and Sohar (Sohar Industrial Port), commercial operations of which are expected to start in the first quarter of 2019. Both will have a combined capacity of 3,219 MW.By April 2019, Ibri IPP is scheduled to deliver the full capacity of 1,509 MW, shortly after Sohar III begins deliver-ing its full capacity of 1,708 MW.

Combined Project Cost: US$ 2.2 billion

SUR POWER PLANT PROJECT

A 120 MW gas-driven engine power plant which is aimed to reduce fuel gas consumption and greenhouse gas emissions. It is the first of its kind for liquefied natural gas (LNG) applications in Oman.

“Oman will need to invest US$ 5.4 billion in additional generating capac-ity and another US$ 3.4 billion in trans-mission and distribution by 2022.”

DUQM COAL-FIRED INDEPENDENT POWER PLANT

The first large-scale natural gas-fired power plant in Oman, and one of the first in the Gulf region, it is a proposed 1,200-megawatt (MW) coal-fired power station associated with a desalination plant, expected to have a contracted capacity to generate 183 MW of power; along with a 9.5-million imperial gallons of water per day-capacity desalination plant.

AN OVERVIEW OF OMAN’S WATER SECTOR

SALALAH INDEPENDENT WATER PROJECT

The first standalone water desalination project in the governor-ate of Dhofar, which will have a capacity to generate 25 million gallons per day of desalination water using reverse osmosis technology. It is expected to be operational by 2020.

Estimated Project Cost: US$ 155 million

KEY WATER PROJECTS IN OMAN

SHARQIYAH DESALINATION PROJECT

The construction of a water desalination project (IWP) with a contracted capacity of 80,000 cubic meters/day (equivalent to 17 million imperial gallons per day MIGD). The IWP is due to come on stream by April 2021.

Estimated Project Cost: US$ 200 million

MASIRAH ISLAND INDEPENDENT WATER PROJECT

Masirah Island’s first independent water project, which is expected to provide a capacity of 10,000 cubic meters of potable water per day (equivalent to 2.2 million gallons per day). The project, which is operated and maintained entirely by the private sector, is slated to come into operation by the first quarter of 2023.

NATIONAL WATER SECTOR MASTER PLAN

Oman’s National Water Sector Master Plan, includes a blueprint, spanning 25 years, for expanding and reinforcing the country’s water transmission and distribution infrastruc-ture. Its projected capital expenditure till 2040 is estimated at US$ 6.5 billion, with new water infrastructure expected to cost US$ 389.6 million annually over the 10-to-15-year master plan.

The investment will partly go to the deveopment of new networks to serve green-field areas being added to the water grid, while the rest will be utilized to finance the cost of renew-ing old transmission and distribution infrastructure.

Oman has unveiled a US$ 15.58 billion masterplan (2018-2045) for the future sanitary drainage projects. The master-plan seeks to integrate the public-private partnership in building the plants and benefit from the revenues generated through the sale of treated water and fertilizers.

The masterplan states that the number of water treatment plants will reach 133 with a total capacity of 979,000 cu m per day. The plants will serve about 4.1 million people by 2045.

Currently, the investment in managing, operating and maintain-ing all wastewater networks, desalination facilities, pumping stations and sewage treatment plants are reaching US$ 6.25 billion at a rate of about US$ 258.9 million per year. By 2020, the government aims to connect 80 per cent of Muscat residents, up from the current 30 per cent.

Oman will also invest US$ 2.8 billion for new wastewater projects across the country. During its 9th Five-Year Plan (2016-2020), Haya water, a government-owned entity, is mandated to manage, operate and maintain all wastewater networks, desalination facilities, pumping stations and sewage treatment plants in Oman, as well as the develop-ment of a national master plan for the management of the country’s wastewater and operate Muscat’s (the city’s capital) biggest sewage network. This involves an investment of US$ 6.25 billion at a rate of about US$ 258.9 million per year, and aims to connect 80 percent of Muscat residents by 2020, up from the current 30 per cent.

BAUSHER WASTEWATER NETWORK PROJECT

The construction of a new sewerage network to replace the current one, as well as additional sewerage networks located in Sultan Qaboos, Bausher, which includes 14.5-kilometer fiber optic line network. The network is a key part of a larger sewerage collection and treatment scheme—the Muscat Wastewater Services Project.

DARSAIT SEWAGE TREATMENT PLANT

The construction of a sewage treatment plant that includes two new tankers for reserving treated wastewater, a pumping station, and other related facilities. The project, aimed at providing the necessary advanced wastewater treatment capacity to accommodate the increasing population, and is expected to pump 50,000 cubic meters per day.

Estimated Project Cost: US$ 50 million

AL AMERAT WASTEWATER NETWORK PROJECT

The construction of a wastewater treatment plant with a capacity of 18,000 cubic meters per day. It includes laying of 6.2 kilometers of wastewater pipes, 70 kilometers of side pipelines, installation of 13.35 kilometers of treated water lines and 230.4 kilometers of fiber optic channels.

Estimated Project Cost: US$ 98 million

AN OVERVIEW OF OMAN’S SOLAR SECTOR

Oman is on the verge of a major shift to renewable energy as the government implements regulations and projects to harness the potential of solar and wind resources. Its strategy is to support the nation’s transition from gas-based electricity generation to renewables and other sustainable energy sources.

According to the Renewables Readiness Assessment Report by the International Renewable Energy Agency (IRENA), Oman receives among the highest amounts of solar radiation in the world, particularly in its desert areas.

The government is planning utility-scale renewable energy development projects following the rollout of CRTs in 2017. It is also developing plans for a more rapid transition to power supply from solar plants, wind farms and coal-fired genera-tion. It is also plans to utilize a sizeable amount of solar energy to meet the country’s domestic electricity requirements and develop some of it for export.

KEY SOLAR AND WIND PROJECTS IN OMAN

DHOFAR WIND POWER PROJECT

The building of the first utility-scale 50-megawatt wind farm in Oman and the GCC, estimated to produce enough electricity to power 16,000 houses. Consisting of up to 25 wind turbines, it will have a daily production estimated to be 1,200 megawatt hours (MWh).

Estimated Project Cost: US$ 200 million

SOLAR PV INDEPENDENT POWER PLANT

The development of a 500-megawatt solar PV independent power plant in Ibri, Oman’s first large-scale solar project. It is expected to commercially operate in 2020. The project will serve as a springboard for the development of other renew-able projects.

MIRAAH SOLAR PLANT PROJECT

The construction of a solar plant, which will be among the world’s largest solar plants delivering 1,021 megawatts of peak thermal energy to generate 6,000 tons of steam per day. The first block was completed and successfully delivered steam to the Amal West oilfield in November 2017.
