Dear ECICAA Team,
Thank you to all programs listed in this publication! You all do an amazing job of
representing community action through our anti poverty mission work. I am pleased with the
hard work you do every day in all of our programs. Head Start, Early Head Start, ETS, CSBG,
LIHEAP, and WAP are featured in this publication.
As leaders, we will begin to look at how we can tell our success stories in our three counties, throughout the state of
Illinois, and the nation using data to speak for us in a different way than we have done. Our leadership team will begin
to explore ways to bring a community wide positive image to our agency and the good news we have to share with all.

! Learning musical techniques!!! The Paxton Head Start children learned breathing
techniques while using musical instruments. Pictured below is guest saxophonist, and the
Head Start children displaying their new breathing techniques. The children practiced
their breathing, by blowing in and out, taking deep breaths, and blowing into the
saxophone to create a sound. The sound was the indication the children did their
breathing technique correctly. Tyler, guest musician, played a couple songs; one favorite
song was Baby Shark! A guest musician in the classroom enhanced the children’s ability
to learning music, displayed creative curriculum, and made for an exciting day! For more

EDUCATIONAL TALENT SEARCH
The ETS team attended the 38th annual Council for Opportunity in Education [COE]
conference hosted by the Hyatt Regency in Chicago on September 8-11, 2019. This was
the national TRIO [Department of Education] event which showcased the program's
achievement nationwide. The team attended breakout sessions that targeted recruiting,
building generational wealth, mental health issues, STEM programs and financial aid.
This was a great opportunity for the ETS team to network with other TRIO leaders, and
pick their brains on how to improve ECICAA’s program. New tactics were gained on
how to increase male student involvement, and also how to utilize social media
platforms to brand the ETS program. Additionally, the team also experienced a college
fair, amazing exhibits and an award dinner which highlighted former TRIO students
with amazing success stories. Pictured below is Ms. Teena Alpers, Michelle Harrier and

HEAD START
Community Services Block Grant
CSBG The team participated in the Watseka Park
District’s Step, Stand, Salute Character Still Counts event
on Saturday, October 19, 2019. This event featured the
9/11 Tunnel to Towers Exhibit and much more. ECICAA
presented health and wellness products, held a bicycle
and helmet raffle for the children and presented agency
fliers and brochures. Below are pictures of participants
remembering and respecting the 9/11 heroes and those to

Helping People, Changing Lives
Low Income Home Energy Assistance Program
LIHEAP The LIHEAP program has started and is off
to a great start. The team hosted outreach events on
October 11th and 17th, 2019 at Valley View and Deer
Creek Manor. Many customers were served, and these
outreach efforts made the intake a seamless process
serving the most vulnerable customers.
Here are the next upcoming priority groups:
November 1, 2019: Families with children in the home
five (5) years and younger
December 1,2019: Open for all income eligible
individuals and families.
The Percentage of Income Payment Plan
PIPP This program is available on a first come first
serve basis. Income eligible customers may continue to
apply for PIPP in this next priority group. For more
information concerning any of the department’s

Weatherization The 2020 Weatherization program has 3 homes in final
status to date, 6 homes near completion for a total of 9
homes completed under the 2019 carryover funding.
Weatherization has 6 assessed jobs ready to go out to
contractors once the 2020 weatherization budget is
approved. The goal for the weatherization program is to
complete 30 homes by June 30, 2020. For more
