Mrs. Coutu gave the staff report. Mrs. Pace made the PowerPoint presentation. She explained that this application would correct the master plan designation to recognize where the drainage retention area was actually constructed.

Block 312, Pine Ridge Unit 3 (Pine Ridge/Beverly Hills Area) ACREAGE: Approximately 2.2 acres

CHARACTERISTICS OF THE SUBJECT PROPERTY: According to the Soil Survey of Citrus County (1988}, the soil types in the area are primarily Arredondo and Candler fine sands, with zero to five percent slopes. Limitations to building site development are only slight. The subject property appears to be located in Flood Zone C, as found on the Flood Insurance Rate Map 120063-0140B.

BACKGROUND: This application was prepared at the request of the Department of Public Works in order to correct a drainage retention area (ORA} discrepancy. Specifically, a DRA was constructed on Lot 2, Block 312 in conjunction with the adjacent DRA site to the west. However, Lot 2 was platted and indicated on the Pine Ridge Unit 3 Master Plan as a single-family residential lot. In addition, a DRA was not constructed on the ORA-designated area approximately five lots to the east on W. Mustang Blvd.

ANALYSIS: The proposal would "swap" the land use designations between a ORA and a single-family residential site to reflect the actual constructed location of the DRA. Currently, the ORA is located on a privately owned lot with a single-family residential designation, whereas the ORA-designated site is vacant and does not contain a ORA.

This application is being reviewed in conjunction with pending application PV-07-05, which would vacate the plat designations of "DRA" and "lot" for these lots so that they could be recognized for their current use.

CONCERNS EXPRESSED BY OTHER AGENCIES: No concerns have been expressed by other agencies to date.

SUMMARY OF ANY CONCERNS RECEIVED PU~SUANT TO LEGAL ADVERTISEMENT AND/OR PUBLIC NOTIFICATION PROCESS: At the PDRB meeting, a Pine Ridge resident expressed concern regarding the

other concerns identified as a result of the public notification process to date.

COMPREHENSIVE PLAN CONSISTENCY/IMPLICATIONS: The request is consistent with the Comprehensive Plan. A Comprehensive Plan Amendment is not required because the property is designated as part of a Master Plan (PDR), and this request would swap existing land uses. Since there is not any increase in intensity or density in the area, there are no concurrency issues evident.

ANALYSIS OF THESE FACTORS: Based on a review of the application, the following findings of fact are cited:

1. The request is to swap the designations of "drainage retention area" and "single-family residential" lot to reflect where the drainage retention area is actually constructed within the Master Plan of Pine Ridge Unit 3.

2. Compatibility of land use designations would not appear to be affected since this application would revise the Master Plan to reflect the actual existing uses in the area.

3. The proposed amendment is consistent with the Comprehensive Plan and the Land Development Code.

STAFF RECOMMENDATION: Based on findings of fact, staff recommends APPROVAL of Atlas Amendment application AA-07 -06.

Citrus County has reached an agreement with the developers to accept Lot 2, Block 312 (where the actual ORA is built) in exchange for reclassifying the platted ORA to a buildable lot. COMPREHENSIVE PLAN CONSISTENCY/IMPLICATIONS: The request is consistent with the Comprehensive Plan. A Comprehensive Plan Amendment is not required because the property is designated as part of a Master Plan (PDR), and this request would swap existing land uses. Since there is n<;>t any increase in intensity or density in the area, there are no concurrency issues evident. r

ANALYSIS OF THESE FACTORS: Based on a review of the application, the following findings of fact are cited:

1. The request is to swap the designations of "drainage retention area" and "single-family residential" lot to reflect where the drainage retention area is actually constructed within the Master Plan of Pine Ridge Unit 3.

2. Compatibility of land use designations would not appear to be affected since this application would revise the Master Plan to reflect the actual existing uses in the area.

3. The proposed amendment is consistent with the Comprehensive Plan and the Land Development Code.

STAFF RECOMMENDATION: Based on findings of fact, staff recommends APPROVAL of Atlas Amendment application AA-07 -06.

Please initiate an Amendment to the Master Plan for the referenced subdivision. Block • 311 shows a DRA between Lots 2 and 3. Citrus County has reached an agreement with the developers to accept Lot 2, Block 312 (where the actual DRA is built) in exchange for reclassifying the platted DRA to a buildable lot. Attached is a letter from Engineering verifying this is not needed as a DRA. If you require further information, please contact me at extension 5460. Thank you for your assistance in this matter.
