A. INTRODUCTION

This alternative source demonstration (ASD) is for select Appendix III constituents of the

Federal CCR Rule (40 CFR 257) that had a statistically significant increase (SSI) identified at

the Walter Scott, Jr. Energy Center (WSEC) Coal Combustion Residual (CCR) South Surface

Impoundment. The October 2017 compliance monitoring analytical results identified SSIs for

Appendix III constituents including calcium (MW-9R), total dissolved solids [TDS] (MW-9R), and

chloride (MW-5R, MW-9R, and MW-19 through MW-24). Each of these SSIs were verified in

the February 2018 resampling event analytical results. Monitoring well locations and soil and

surface water sampling points are depicted on the attached Figure 1. During the March 11,

2018, and March 20, 2018, monitoring events, the following analytical program was utilized to

evaluate alternative sources:

The analytical reports for each monitoring event are provided as an attachment. Based upon

analytical samples collected from the site on March 11, 2018, and March 20, 2018, and a

review of literature and publicly available websites, elevated concentrations of chloride, calcium,

and TDS in groundwater samples from monitoring wells appear to be influenced by deicing

material applied to the road surface of Interstate I-29 which is immediately adjacent and

upgradient to the site.

B. DISCUSSION

Chloride:

The highest concentration of chloride during the October 2017 compliance monitoring event was

measured in monitoring well MW-9R (265 milligrams per liter [mg/L]) and the lowest in monitoring

well MW-18 (16.2 mg/L). The approximate distribution of dissolved chloride in the groundwater

based on the October 2017 analytical results is depicted on the attached Figure 2. The general

groundwater flow direction has been inferred to the west towards the Missouri River (MEC,

January 2018). Based on this groundwater flow direction, the high chloride concentration

observed at monitoring well MW-9R is upgradient to the impoundment while the low chloride

concentration observed at monitoring well MW-18 is downgradient to the impoundment.

Monitoring well MW-9R is located near Interstate I-29 and immediately adjacent to the drainage

ditch which collects runoff from the interstate. Based on the well construction information, the top

of well screen for monitoring well MW-9R is approximately five feet below ground surface. Surface

water pools in the drainage ditch in close proximity to monitoring well MW-9R following

precipitation events. The ASD evaluated whether this pooled water that collects in the drainage

ditch infiltrates into the subsurface and influences groundwater geochemistry by comparing

constituent concentrations between surface water and groundwater samples.

The Iowa Department of Transportation (IDOT) Office of Maintenance’s webpage (IDOT, 2018)

states approximately 200,000 tons of rock salt are used to keep Iowa highways clear of snow and

ice. IDOT apply either a rock salt/sand mixture or a brine to the highways. The IDOT defines a

brine as being a liquid saturated or nearly full of chloride. IDOT indicates their prewetting and

anti-icing operations brine is most often the mixture of sodium chloride (rock salt) and water.

Two surface water samples were collected from pooled water in the drainage ditch near

monitoring well MW-9R. On March 11, 2018, surface water sample SW-9R-221N was collected

and the laboratory analysis reports a chloride concentration of 300 mg/L. On March 20, 2018,

surface water sample SW-9R-30NE was collected and had a chloride concentration of 624 mg/L.

Groundwater samples collected from monitoring well MW-9R during the eight background and

one compliance sampling events conducted during the period from May 2016 through October

2017 had a range of chloride concentrations from 206 mg/L to 358 mg/L with an average

concentration of approximately 282 mg/L (MEC, January 2018). Based on the elevated chloride

concentrations in the surface water samples, runoff from Interstate I-29 may contain high

concentrations of dissolved chloride from rock salt/brine applications. This runoff pools in the

drainage ditch and could potentially infiltrate to groundwater. High chloride concentrations were

observed at monitoring well MW-9R. The groundwater chloride concentration distribution during

the October 2017 compliance monitoring event decreases when moving west from Interstate I-29,

across the impoundment, towards the Missouri River. This distribution of chloride parallels the

groundwater flow at the site. The rock salt/brine application to Interstate I-29 is considered a likely

source of elevated chloride concentrations in groundwater at the site.

Calcium:

The calcium concentration measured at monitoring well MW-9R (270 mg/L) during the October

2017 compliance monitoring event was the only SSI identified at the site for calcium. The

elevated calcium concentration in groundwater at monitoring well MW-9R could also be attributed

to the rock salt/brine application on Interstate I-29.

Groundwater samples collected from monitoring well MW-9R during the eight background and

one compliance sampling events conducted during the period from May 2016 through October

2017 had a range of calcium concentrations from 270 mg/L to 330 mg/L with an average

concentration of approximately 299 mg/L (MEC, January 2018). Surface water samples SW-9R-

221N and SW-9R-30NE had measured calcium concentrations of 128 mg/L and 70.8 mg/L,

respectively. Though calcium can be a component of rock salt or brine operations if the source

material contains calcium chloride, the IDOT states a majority of their material consists of sodium

chloride (IDOT, 2018).

Calcium is a naturally deposited analyte in soils and is a cation that is typically adsorbed to

negatively charged soil particles (i.e. clay, organic matter). Soil sample SS-1 was collected near

monitoring well MW-9R and had a calcium concentration of 8,730 milligrams per kilogram

(mg/kg). Calcium can desorb from the negatively charged soil particles and become mobile in

groundwater by being exchanged with other cations (i.e. magnesium, potassium, sodium). IDOT

states the rock salt/brine being applied to Interstate I-29 consists of mostly sodium chloride and

elevated chloride concentrations in surface water near and groundwater from monitoring well MW-

9R appear to be tied to these applications. High concentrations of sodium can exchange with

calcium on the soil particle and mobilize calcium in pore water and groundwater (Schuler &

Relyea, 2018). Thus, the application of rock salt/brine to Interstate I-29 in the form of sodium

chloride may increase the concentration of sodium infiltrating the groundwater near monitoring

well MW-9R. The sodium is exchanging with naturally present calcium in the soil and causing

calcium to mobilize and increase the calcium concentration in groundwater at monitoring well MW-

9R.

TDS:

The TDS concentration measured at monitoring well MW-9R (1800 mg/L) during the October

2017 compliance monitoring event was the only SSI identified at the site for TDS. The elevated

TDS concentration in groundwater at monitoring well MW-9R could also be attributed to the rock

salt/brine application on Interstate I-29.

TDS is a measure of the amount of dissolved inorganic and organic analytes in a solution. The

TDS concentration is a function of dissolved analytes like calcium, sodium, chloride, and other

cations and anions. Since elevated concentrations of calcium and chloride were measured at

monitoring well MW-9R, elevated concentrations of TDS are also expected. Attached are two

graphs which compare the concentration of TDS against calcium (Graph 1) and chloride (Graph

2) in groundwater samples collected from site monitoring wells (MW-5R, MW-9R, MW-18 through

MW-24, and MW-133) during the period from March 2016 through February 2018. The analytical

results for monitoring well MW-9R are circled on each graph. The elevated calcium and chloride

concentrations observed at monitoring well MW-9R appear to correlate with higher TDS

concentrations. Thus, the application of rock salt/brine to Interstate I-29 as discussed in previous

sections for calcium and chloride is increasing the groundwater TDS concentration at monitoring

well MW-9R.

C. CONCLUSION Rock salt and brine application on Interstate I-29 are considered an alternative source for the

elevated chloride, calcium, and TDS concentrations in groundwater at the South Surface

Impoundment.
