  • This overview serves as a guideline for employers of German organisations abroad. It is a summary of key aspects of their work in terms of the immigration of high-skilled workers. This should allow for easier planning and conduct of events and encourage joint activities. The following institutions / organisations give information on their competences, objectives, services and offers as well as on existing collaborations with other organisations:

    The AHKs represent a global network for the German economy that supports companies in their involvement in foreign markets. They represent the first point of contact in 85 countries. The AHKs major task is the support and promotion of bilateral economic relations. Among the specific services the AHKs provide are market analysis, establishing business contacts and legal advice. They provide a closely linked network and offer business support in search of skilled employees in their host countries.

    Promotion AbroadTypical Tasks

    The AHKs offer their expertise to German businesses abroad in terms of search and recruitment of skilled employees and are also providing information on the work in German companies. AHKs strive to find skilled employees in their host country today for German companies who intend to recruit personnel abroad tomorrow. Currently AHKs organise events, search for skilled employees or operate as job exchange partners in coordination with other local German institutions, for example the Embassy or the Goethe-Institut.

    The ZAV is an internal service provider for the Federal Employment Agency. It offers support in filling vacancies for which there are no applicants throughout Germany by integrating international labour markets. The focus lies on the technical field, health care system and the hotel and catering industry. The ZAV is primarily active in the EURES-network (European Employment Services) of the European Labour Administration but also in the context of placement agreements with third countries.

    One of the major tasks is providing information and advice for foreign applicants in order to recruit them for the German labour market. The strained training market in Germany in 2013/2014 makes initiatives for the recruitment of foreign apprentices necessary. These will be implemented in collaboration with partner administrations of countries that face high youth unemployment rates. In contrast to the recruitment of skilled employees, apprentices are required in all sectors.

    The Federal Ministry of Labour and Social Affairs (BMAS), the Federal Ministry of Economics and Technology (BMWi) and the Federal Employment Agency (BA) started the Qualified Professionals Initiative in June of last year for a long-term assurance of skilled employees. In the context of this initiative the portal Make it in Germany was created especially for foreign professionals in order to provide information on life and work in Germany.Events and job fairs abroad to inform and recruit skilled employees for Germany are organised in collaboration with European labour administrations, and other partners like Embassies, Chambers and Goethe-Institutes.

    On behalf of the Federal Foreign Office (Auswrtiges Amt) and in close cooperation with the Lnder, the Central Agency for German Schools Abroad supports educational work abroad. Worldwide, about 140 German schools and 870 Language Certificate schools offer the German Sprachdiplom (DSD). Most of them are run by private organisations, receive personnel and financial assistance from the ZfA and teach students not only the German language but also sensitize them to the German culture.

    German Schools Abroad: More than 140 German schools abroad offer a bilingual school education where German/foreign language certificates can be acquired. They prepare the students for the higher education in Germany. During study and career counselling at most schools the students learn about study and career opportunities in Germany. The German schools abroad organise numerous public events often in collaboration with international partners in the individual countries. Employees of the ZfA: The employees of the ZfA work at national schools worldwide that offer an extensive German programme and are usually DSD accredited. The DSD enables a higher education in Germany. With the diploma the graduates acquire a level D-II language certificate for higher education or a level D-I language certificate for post-secondary institutions like Studienkollegs in Germany.

    DAAD has a worldwide network of 15 regional offices and 55 information centres. The latter are usually linked to institutions of higher education in the individual countries. These 70 regional offices provide the following services: conduct the DAAD programme (calls for grants, selection of scholarships, assistance for funding recipients, administration of university projects etc.), marketing for science and research in Germany (including student counselling, staging of events, publications, public relations etc.), active alumni service, building and maintaining relations to Ministries, universities, organizations etc.

    Promotion AbroadTypical Tasks

    The DAAD promotes Germany as a location for higher education. Its goal is to encourage outstanding young students and academics from abroad to come to Germany for study and research visits. After graduation the DAAD supports the scholars to either stay and work in Germany or return to their home country or a third country. In order to attract qualified students and scholars the DAAD organizes the participation of German universities at education fairs, organizes promotional events
