Strengthening the efforts of the governments of Argentina, Bolivia, Brazil, Paraguay, and Uruguay

Ações 1.ASPECTOS INSTITUCIONAIS 1.1 Preparação da legislação nacional de recursos hídricos. 1.2Apoiar os Planos de Recursos hídricos. 1.3Apoiar os países no fortalecimento das instituições de recursos hídricos e meio ambiente. 1.4 Desenvolver uma ação com relação a base de informações na bacia. 1.5 Desenvolver uma agenda de pesquisa para a região 2. SANEAMENTO AMBIENTAL DAS CIDADES 2.1 Incentivar o desenvolvimento de uma estratégia regional escalonada no tempo para cada país através de um Plano Integrado de Abastecimento, esgotamento Sanitário, Drenagem urbana e resíduos sólidos para as cidades. 2.2 Implementar mecanismos institucionais e econômicos nos países para o desenvolvimento e implementação dos planos integrados. 3. IMPACTOS DO DESENVOLVIMENTO AGRÍCOLA 3.1Quantificar a produção de sedimentos e da qualidade da água das áreas críticas. 3.2 Avaliar o resultado do impacto existente a jusante (efluentes rurais) das áreas agrícola e o aprimoramento de técnicas de predição; 3.3 Incentivar o uso de práticas sustentáveis a nível distribuído na bacia através de programas de extensão rural. 4. NAVEGAÇÃO 4.1 Construção de uma agenda positiva. 4.2 Acordo internacional para regulamentar a água de lastro nos portos e vias da região 5.Biodiversidade de áreas úmidas e pesca 5.1 O monitoramento destes sistemas de forma permanente. 5.2 Desenvolvimento de um programa de aumento da produção e exploração da pesca. 5.3 Criação de um grupo de pesquisa regional para desenvolvimento de uma solução sustentada para controlar do mexilhão dourado e cianobactérias. 6. VARIABILIDADE CLIMÁTICA 6.1 Estudos para melhorar o entendimento da variabilidade inter-decadal das variáveis hidrológicas visando a predição da disponibilidade hídrica; 6.2 Avaliar o impacto da variabilidade climática no setor energético da bacia do rio da Prata 6.3 Melhorar a previsão de longo prazo com vistas a reduzir o impacto do risco da variabilidade climática: verificar a previsão de longo prazo para agricultura e energia através de projeto piloto regional. 7. INUNDAÇÕES E SECAS 7.1 Identificação dos locais para gestão das inundações: cidades, trechos agrícolas, obras hidráulicas e priorização das áreas de controle; 7.2 Estabelecer o zoneamento das áreas de inundações para as cidades e para as áreas agrícolas, visando definir o risco associado a inundação como base para gestão e planejamento do espaço; 7.3 Aprimorar a rede de monitoramento para alerta de inundações; 7.4 Aprimoramento dos programas de alerta de inundações com base no uso de uma visão pragmática dos modelos disponíveis 7.5 Identificar áreas com falta de água e analises de riscos de secas da bacia
