A Fond Farewell Pima County Health Department Weekly Digest, 5/6/2016 The Tobacco and Chronic Disease Prevention Program (TCD) would like to extend its deepest gratitude and appreciation to two very special people, Robert Clark and Amy Yang. These two interns have devoted countless hours to the Health Department, and we'd like to take a moment to share a little bit about their work. Robert began his journey with the Pima County Health Department in 2012 in the Epidemiology program while he was an undergraduate public health student at the University of Arizona. First as a volunteer and then as an intern, Robert worked on completing a norovirus presentation for long-term care facilities and developed a rabies education program (which is currently being reviewed for publication!). A volunteer position with Tobacco and Chronic disease soon turned into a formal internship. As part of a master's research project, he researched and developed a Needs Assessment and Call to Action for Alzheimer's care in Pima County. This project focused on how the family unit is affected when a loved one is diagnosed with Alzheimer's, including what types of support systems currently exist in Pima County and what service gaps need to be filled. Robert has also participated in numerous health fair and educational outreach events with TCD, including being a lay leader for the Healthy Living program. Amy Yang has been another indispensible part of the TCD team over the past two years. Amy was the first intern the TCD program had, starting in a volunteer position that quickly became an internship in 2014. Her tenacity and strong work ethic were evident from the start, and she was always quick to offer to help. Amy became the role model for other interns that joined the program after her, demonstrating her knack for leadership. Amy has meant much more to the TCD program than the title "intern" implies; she has truly been an essential part of the work that we do. At the start of her internship, Amy would spend time helping other employees with small projects. As her skill set grew, however, so did her level of responsibility. She has designed some of the better known posters and print materials that TCD has used, including materials that have been shared with state and partner agencies. At this point, there aren't many areas of TCD that she hasn't been involved with: she has helped create brochures, handouts, and other health education materials; participated in youth leadership events with TCD's tobacco-free youth coalitions; attended multiple outreach

events with TCD staff; and, most recently, created a survey to gauge the public's response to TCD's educational materials. Amy and Robert are both graduating from the University of Arizona next week. Amy plans to return to school in the near future for a Master in Public Health degree, and Robert aspires to earn a Ph.D. in Public Health. It is truly a bittersweet moment for TCD-while everyone in the program is very proud of and excited about Robert and Amy's accomplishments, we are also sad that we won't be seeing their smiling faces around the office every week. We would like to sincerely thank Robert and Amy for their years of hard work and public service, and we wish them all the luck in the world as they continue on their paths to becoming leaders of public health. We will miss you both!

Administrator sends Board proposed FY '17 budget

Pima County Administrator Chuck Huckelberry April 29 delivered his recommend budget for fiscal year 2017 to the Board of Supervisors. The $1.23 billion proposed budget is 5.1 percent more than the current fiscal year, which ends June 30. The county continues to struggle with cost shifts from the state to the county, Huckelberry told the board in his transmittal memorandum. State cost transfers account for nearly 30 percent of the current county primary property tax rate. Cost transfers this year total nearly $19 million, including more than $15 million for local school districts to pay for additional aid to public schools, which the state stopped paying for last year after 35 years of having done so. To pay for the aid to public schools, the Administrator is recommending a 10.3-cents per $100 of net assessed value increase in the county's primary tax rate. That's similar to the $10.98-cent increase to the primary property tax rate adopted by the board last year to pay for aid to public schools.

Current PPO enrollees will automatically be enrolled in the HDHP w/o HSA. HSA eligible employees will need to change to the HDHP w/ HSA during this time. Davis Vision will be the new vision carrier effective July 1, 2016 and current Avesis vision coverage will end June 30, 2016. If you wish to have vision coverage effective July 1, 2016, you must enroll in Davis vision during Annual Enrollment.

The Quality In Action Team (QIA) set-up a booth at the Pima County Fair to teach the community about all the wonderful things staff are doing to move the Health Department forward. At the fair, a man came up to the booth and said, "I bet you can't guess what service I've received from the Health Department."

Alan, of course, decided to take this bet and said to the man, "If I write your exact service on this piece of paper then you have to give me $50, but if I cannot, I will pay you $50."

She has designed some of the better known posters and print materials that TCD has used, including materials that have been shared with state and partner agencies. At this point, there aren't many areas of TCD that she hasn't been involved with: she has helped create brochures, handouts, and other health education materials; participated in youth leadership events with TCD's tobacco-free youth coalitions; attended multiple outreach events with TCD staff; and, most recently, created a survey to gauge the public's response to TCD's educational materials.

Amy and Robert are both graduating from the University of Arizona next week. Amy plans to return to school in the near future for a Master in Public Health degree, and Robert aspires to earn a Ph.D. in Public Health. It is truly a bittersweet moment for TCD-while everyone in the program is very proud of and excited about Robert and Amy's accomplishments, we are also sad that we won't be seeing their smiling faces around the office every week. We would like to sincerely thank Robert and Amy for their years of hard work and public service, and we wish them all the luck in the world as they continue on their paths to becoming leaders of public health. We will miss you both!
