Crater Lake Report. As of Sunday, Dec 11th, the road from Steel Visitor Center to Rim Village is CLOSED. The only way to see the lake is by snowshoeing or skiing up the Raven Trail. Be advised that if you choose to snowshoe/ski up to the rim you will be traveling in avalanche terrain. Walking or skiing on the road is prohibited.

Recently there was an attempted burglary at a Rocky Point Forest Service summer home, as well as an actual theft of property and mail. Around the same time, tape footage at Crater Lake National Park captured the images of a man and a woman breaking into the fee envelope collection station at the park. Both parties were apprehended, and authorities report that they are the same people sighted in Rocky Point. They have been charged.

Winter has arrived in Crater Lake National Park! With an average snowfall of 43 feet per year, the park offers spectacular winter recreation including skiing, snowshoeing, and more. Every Saturday and Sunday (and some holidays) Crater Lake National Park offers free guided snowshoe walks. Ranger-led snowshoe walks are a fun way to explore this winter wonderland and learn how plants and animals survive the snowy months. Walks are offered on weekends through April 30, 2017, with additional weekday hikes in late December and early January. The two-hour walks start at 1:00 p.m. and cover one mile of moderately strenuous terrain. Walks are off-trail explorations through the forests and meadows at the rim of Crater Lake. No previous snowshoeing experience is necessary. Snowshoes are provided free of charge, but advance registration is required. Space is limited on walks. For more information and to sign up, call the park’s visitor center at 541-594-3100 from 10 a.m. to 4 p.m. Participants should be at least 8 years old and come prepared with warm clothing and water-resistant footwear. The weather that gives us spectacular winter recreation also presents people with challenging road conditions. Throughout the fall, winter, and spring, visitors should come prepared for snowy, icy roads, and limited visibility. Before you leave home, ensure that your vehicle is equipped for winter conditions and that you are comfortable driving on snowy roads. Visitors must have traction tires on their vehicles or carry chains, and know how to use them. Drive for the conditions; the posted speed limit is not always a safe speed. Visitors may encounter heavy snow removal equipment on park roads. Please drive slowly and give plows and other heavy equipment plenty of space. Crater Lake National Park is open 365 days a year. The Steel Visitor Center is open every day except December 25, and food and gifts are available in the Rim Café and Gift Shop year-round except on Thanksgiving Day and December 25. For independent explorations, snowshoes are available for rent at the Rim Café and Gift Shop. Lodging and gasoline are not available in the park from mid-October to late-May. "The Klamath Tribes are extremely happy about this decision today," said Klamath Tribal Chairman, Don Gentry. Chairman Gentry added, " In September of this year, our Tribal Council, on behalf of the Klamath Tribes, voted to oppose the pipeline. The construction of the LNG pipeline from Malin, Oregon to the Pacific Ocean Coast, would take place on lands that are within the traditional territory of the Klamath Tribes, and where there are located many significant cultural resources of historical importance to the Tribes. The route of the LNG pipeline that we examined showed it would go through areas where villages once existed and may unearth human remains since graves with human remains have been found in these areas. The route would also go under the Klamath River and the Rogue River, which since time immemorial have been and continue to be important sources of fish. The Tribes were very concerned with the risks to fish species if the LNG pipeline was to leak or otherwise release contaminants into these two rivers, and how that would adversely affect these important resources and the health of millions of people. And in closing, I would like to add that our Council and people are dedicated to this effort and the protection of clean water and natural resources now and in the future. This is great news. www.NoLNGExports.org expains: Back in March, FERC denied the Jordan Cove LNG Export Facility and the Pacific Connector Pipeline because the risks to communities and landowners did not outweigh the benefits. In a ruling issued this week, FERC upheld their decision! In their decision, they said that they have given the pipeline company ample time to demonstrate that there is a significant need for the project, and Pacific Connector has not been able to do that. We know that it is important we stay vigilant, as Jordan Cove and Pacific Connector Pipeline will likely take this decision to the courts. But for now, let’s celebrate all of the amazing community organizing and work that has been done over the past 10 years to stop this project. When we organize, when we come together to protect our communities, our rivers, our climate, we win.

Devil’s Garden mustang adoptions began last week. One was a blue roan yearling gelding adopted by Tessa Glaze of Davis Creek, CA. She named him Tuffy. For a mustang that had been living wild a short time ago, he loaded, traveled in the trailer for two hours, unloaded and settled into his new home with surprising calm. If Tuffy’s temperament is typical, these horses promise to be very tractable. More than 200 horses were gathered from Devil’s Garden in the Modoc National Forest in September. Mares over the age of six that were gathered will be inoculated with the fertility drug PZP and returned to the territory. There are currently more than 100 Devil’s Garden mares, fillies and geldings available for adoption at the BLM Litchfield Corrals. The breakdown is GELDINGS: 9 weanlings; 13 yearlings; three 3 year olds; 8 four year olds and 1 five year old. FILLIES & MARES: 13 weanlings; 15 yearlings; 18 two year olds; 11 three year olds; 13 four year olds and 6 five year olds. Several more weanling to two year old stud colts are scheduled to be gelded this week and will be available for adoption around Dec. 20. The colors are primarily roan, bay and black with some brown, sorrel, chestnut and grays. Some have blue eyes. The average height is 14 to 14.2 hands. These horses descended mostly from ranch horses and there is some draft horse influence as well. Due to budget constraints and the cost of holding these horses long term, they will only be available for adoption until June 2017. At that time any unadopted horses will be returned to the Devil’s Garden Plateau Wild Horse Territory. By STEPHEN FLOYD H&N Staff Reporter The winter is traditionally a time to slow down and work on long-awaited projects. After the frenetic pace of harvesting slows down and daylight comes at a premium, the season can become a time for handicrafts and projects suitable for a slower pace. For members of the Klamath Tribes, including the Klamath, Modoc and Yahooskin peoples, basket weaving is a time-honored winter tradition, producing storage vessels, cookware, clothes and toys.

Kelli Campagne, a case worker for the Tribes' social services department, said weaving is something she learned from her grandmother, and a skill she is more than happy to share with others. Pictured above with her handmade doll and traditional basket hats. “I picked it up right away,” she said. “This is my connection back.” Guided by the seasons Campagne said the traditional methods for basket weaving still hold true today, from the need to start harvesting materials in the spring to the types of fiber utilized. She said, given how important and lengthy the process is to cure weaving materials, it is not uncommon for harvesting to begin in April to be ready for weaving by the winter. She said materials like cattails (pōpas), willow (yaas), tule (may), cedar (wolwans) and pine (goos) are collected for making baskets and other items. If they do not dry for a long enough time, said Campagne, then the finished product may become warped and full of holes. “The better you prepare your materials, the better your baskets are going to be,” she said.

Once collected and cured, weavers start to turn their raw materials into threads, twisting them by hand as their ancestors would have done for time immemorial. Once creating a spider-like base of sturdy threads, weavers start shaping baskets for fishing, storing medicine, carrying children, wearing as hats and other uses the weaver sees fit to serve. And though useful tools, traditional baskets are not without their aesthetic charm. Campagne said patterns can be created using materials with natural variants in shade, while substances like cedar darken the longer they soak in water. Unique Klamath weave Campagne said Klamath baskets also have a unique weave because of the way artisans twist the thread. She said she can tell if an ancient basket was made by a Klamath weaver by how the threads interlock, and said she is aware of only one other native American group in Alaska with a similar style. While oral traditions have kept basket weaving alive for thousands of years, it has found use in less conventional ways as a therapy tool for those who have endured trauma. In her role as a case worker,

Campagne said she uses weaving to help assess the mental and spiritual condition of a client and can observe their progress through their craftsmanship. Campagne said the act of weaving itself can be soothing and empowering, and helped her personally turn away from two decades of substance abuse, from which she has remained sober for 23 years. “I truly believe if we take us back to our roots it will make our women stronger,” said Campagne. Finding their talents And basket weaving is not strictly reserved for women any more than hunting, fishing or dancing belong to specific genders. Taylor Tupper, spokeswoman for the tribes, said they encourage tribal members to find what they are good at and what stimulates them without regard for presumed gender roles. She said young people especially are encouraged to try their hands at traditional arts and the tribes are bolstering their youth initiative program to include skills like weaving. “The kids always have talents, culture and heritage,” said Tupper. Campagne said those interested in learning how to weave only need to ask as community members regularly come to her for help. She said they also host potlucks where weavers get together and gather materials, craft baskets and enjoy each other's fellowship. Earthquakes this week Magnitude ~7.8 earthquake reported in the Solomon Islands on Thursday. Mostly reverse focal mechanism (relative upward displacement of the island chain). There are reports of collapsed buildings in villages, but no deaths as people fled to the hills.

An earthquake measuring 6.5 on Sumatra (Indonesia) Tuesday night killed more than 100 people, and several hundred wounded! At least 43,000 people have been displaced by the earthquake that hit Aceh

province on Wednesday, Indonesian authorities said. Officials expect the figure to rise as relief operations spread out into the affected areas, AP

reported. A magnitude 6.5 earthquake struck off the coast of Northern California at 6:49am on Wednesday. It was felt lightly up and down the coast of California including in parts of the Bay Area and also in Oregon. The quake was located on a transform fault that connects the Pacific plate and the Juan De Fuca plate. As of 9:20am, there has been one aftershock of magnitude 5.0.

U.S. Geological Survey (USGS) Since mid-October, hundreds of dead seabirds have washed ashore St. Paul Island, Alaska, in the Bering Sea. Most of the carcasses being found are tufted puffins, although horned puffins, murres, and crested auklets have washed ashore as well. What's going on? USGS scientists found that these fish-eating puffins were severely emaciated and likely died of starvation. Starvation could be related to a lack of prey or changes in prey distribution as a result of abnormal sea temperatures. Read more at http://on.doi.gov/2h2aMWT

It is a woody vine (with no leavaes or roots) related to grapes and has the world’s largest flower. The Raffelesia smells like a corpse to attract the carnivorous flies it uses to pollinate itself. This rare flower is found in the rainforests of Indonesia.

ART CLASSES AVAILABLE! It's happening! Classes open to families and individuals and to Chiloquin and all our surrounding towns. It is all about having fun in many areas of art. We now have Beading, Oil Painting, Watercolor, Calligraphy, Drawing, Ink and Alcohol, Nutrition, and even Survival Spanish Classes. Many of them are priced at $10 per class or $8 if a family of 3 or more people sign up. When we have 5 people sign up for the class the instructor gets busy finding a date and time that works for the initial signers and our Gallery advertises to find even more for the class. These classes are now scheduled: Oil Painting Classes; Judy Pate, Tuesday and Thursday evenings 6pm-8pm. $10 per class and $8 for families of 3 or more. Let’s get a head start on planting season! Klamath Sustainable Communities is hosting a presentation by Jacky Friedman speaking about milkweed stratification. Her expert knowledge and experience in growing and transplanting milkweed will inspire you (as well educate you in controlled rearing of monarch butterflies!) Then trade seeds with fellow gardeners (or pick up a few to start you off, if you’re a newbie). Local gardeners will be on hand to share tips on how to save your own seeds from your harvest, as well as what grows well (and what doesn’t) in the Klamath Basin. Be sure to bring envelopes or small plastic baggies to take home your treasures! (And don’t forget to label what you take home – otherwise you’ll have to wait until it sprouts to find out what it is!) America’s Oldest West Coast Birding Festival celebrates the return of Bald Eagles and waterfowl on the Pacific Flyway to the Klamath Basin. The Klamath Basin is renowned for its massive wintering population of Bald Eagles, but is prime habitat for many other raptors including owls, as well as a stunning abundance and diversity of waterfowl. In 2017 the festival will feature three dynamic keynoters. Join these pros and many other skilled presenters for an array of field trips, workshops, presentations, and receptions that highlight the wonders of the Klamath Basin in winter. Birders can enjoy a diverse group of activities that showcase the Klamath Basin. Several birding field trips are scheduled to the Klamath Basin National Wildlife Refuges complex (www.fws.gov/klamathbasinrefuges). New this year, Winter Wings partners with the Blue Zones Project in Klamath Falls to present two winter birding walks along the Link River Trail. A host of professional photographers and specialists will be on hand over the weekend to share their skills, including Abbott Schindler and Larry Turner. Money is raised through fund-raising projects such as a Thanksgiving turkey dinner fixings raffle with tickets being sold at Kirchers Hardware; Christmas Boutique at the Chiloquin Community Center; Kaleidoscope of Learning at Mazama High School in Klamath Falls. We are very active in our community and you will find FCE volunteers at many local events. Oregon FCE is a non-profit organization of volunteers who have worked on such issues as improving sanitary requirements in hospitals, women’s labor laws, requirements for high school teachers, and funding for the state library. Nationally, we began the school hot lunch program and pushed for bookmobile libraries. FCE asked for and got money from the legislature to fund an OSU research study on the dental caries problem in Oregon. We’ve studied our county governments and monitored their activities; worked on county and state fair boards to improve their quality; sponsored programs on rural road safety, farm safety, home safety, bike safety, Defensive Driving courses, campaigns to get the drunk drivers off the road, and child seatbelt laws. Current educational programs focus on the environment, children and television, literacy, and global issues. Current concerns include addressing the growing need for food banks, for shelters for the homeless, and for reducing the violence against women and children. Oregon FCE members donate thousands of volunteer hours and dollars to these causes.

Woodland Park Special Road District The road serves about 73 homes in the area between Chiloquin and Collier State Park. Meets the 2nd Monday of every month at 6:00 PM at the Community Center.

Chiloquin Vector Control The Chiloquin Vector Control District Board of Trustees meets on the 4th Wed of each month except for November and December at the Chiloquin Community Center Conference Room at 6:30PM The agenda includes discussions about mosquito control, mosquito monitoring, bill paying, budget issues and general management concerns. The public is encouraged to attend and offer public comments at the end of each meeting. The meeting room is wheelchair accessible.

High Desert Trail Riders Back Country Horsemen The GENERAL MEETING is held at 7PM on the second Tuesday of the month at Elmer's. We have NO meetings at all in August, and December meetings are held as announced each year. Come early to eat and socialize.

Board meetings are held at Mazatlán on Washburn every Third Tuesday of the month. Pack Clinic meetings are the Fourth Tuesday of each month at Red Rooster's. Come earlier to eat and greet. Meetings include guest speakers on various subjects. If you want to help save our trails & campsites, come see what we are about. Two Rivers Gallery: The gallery, which is a community project and has no paid employees, is seeking people to “gallery sit”. This involves talking to people who stop by to browse and shop. Contact the Gallery @ 783-3326.

Sage Community School – Sage Community School is looking for community volunteers interested in

Klamath Humane Society – volunteers needed at the Humane Society. We are getting started on our

disaster program and need volunteers in the Chiloquin area. We also are looking for people who can write grants. Foster homes for dogs and cats are always needed. For more information, contact the shelter at 882-1119 or e-mail [email protected]. Start Making A Reader Today (SMART) – a statewide program working with children K-3 during school hours. Each volunteer works one-on-one with a child for ½ hour, helping them read (or reading to the youngest). We always need volunteers, whether scheduled every week or merely as a substitute reader when the regular reader is unable to attend. Chiloquin Branch Library - The library has many ways to get involved and many fun ways to contribute to your local community. Some opportunities: 1. Evening volunteer: The library is open until 6pm on Tuesdays, Weds and Thursdays. We would really appreciate a volunteer who could help us out with closing tasks for the last hour or so on these days (especially Tuesdays). 2. Story time: If you would like to read two or three stories to a small group or preschoolers, and lead them in a simple craft or activity, the library staff can use your help. 3. Summer Reading Program: There are many opportunities during the summer to help out with this very worthwhile program. 4. Honor collections: These are racks of paperback books, magazines and audiovisual materials that patrons may check out without a library card. By offering these collections, more people in the community can be reached and a greater diversity of materials can be made available without incurring the costs of cataloging and processing items for the general collections. The staff would like to have some help in keeping these racks orderly, attractive and relevant. Check with the librarian for information on how to “adopt a rack”. 5. Help with sorting donations. 6. Go through Books for Sale section and tidy it once a month or so. Stop in at the library and see what they need or give them a call at 541-783-3315.
