I am proud to present another edition of

INSITE magazine. INSITE is a great opportunity to

showcase the quality, complexity, and professionalism

that you can expect from the dck family. Over the last

year we have been working on a number of spectacular

projects, some of which are highlighted here. We have also

been very busy supporting the communities that we have become a part of.

We pride ourselves on never being comfortable and always looking for ways

to improve how we support our clients. dck is constantly learning and using

that knowledge to provide better value. Toward that end, we acquired

Oakview Construction, headquartered in Iowa. This was an opportunity to

welcome a well-recognized company with a shared culture into the dck family.

We also divested of our transportation construction management company.

This division had long been a successful and profitable part of dck. The

divestiture allowed us to reinvest in our core competencies and gave the CM

division an opportunity to grow under a new umbrella.

I am confident that as we go through the next year we will continue collabo-

rating with our clients in innovative ways to create opportunities, add value

to the construction process, and deliver outstanding projects that we will

In September 2010, dck pacific, injoint venture with The Penta Group,turned over the keys to the last ofthe ten three-story buildings on this28-acre Waikoloa site in Hawaii.The dck team served as general con-tractor for this project that involvedconstruction of the buildings, alongwith all the surrounding buildingsand amenities. Once covered withlava rock, the stunning new HiltonGrand Vacations Club Timeshare Resort is reminiscent of a lushHawaiian plantation nestled amongchampionship golf courses and thebeauty and serenity of the KohalaCoast.

Guests are welcomed in an open aircheck-in lobby area designed arounda grand central courtyard with lavarock masonry, dark tropical woods,and wide eave tile roofs. The club-house is part of the creation of a sus-tainable community and is the first

resort project in Hawaii to apply forLEED Silver certification. Given itstropical geographic location, a num-ber of ancillary spaces are naturallyventilated by the cool island tradewinds to be energy efficient. Whereair conditioning was required, it wasdesigned to be a model for energy ef-ficient design, which includes highperformance insulation, controls,and using the excess heat exchangeto heat the pool. Many of the build-ing finishes reflect its unique loca-tion, such as lava rock, coral carvedpanels, banana and pandanus wallcoverings, reclaimed Ohia timbertrellis and bamboo flooring.

Other facilities include a traditionalHawaiian Great Room which servesas a gathering area for guests andevents, sales center, operations cen-ter, fitness room, and games area.Set amongst lava rocks and pictur-esque waterfalls, guests can enjoy plunge pools, whirlpool spas, a sandbottom kids’ pool with interactive water features, and a sports pool

with volleyball and basketball.

The one-, two-, and three-bedroomtimeshare units offer all the conven-ience of home, including separate liv-ing and dining areas with wood-styleflooring, a fully equipped kitchen,cable TV and high speed internet,washer and dryer, and a spaciousbathroom with “soaking tub” andshower. Each unit has its own pri-vate lanai with comfortable sofasand chairs to enjoy the serene sur-roundings and tropical breezes ofWaikoloa. ■■

On August 3, 2010, representativesfrom the National Security Agency(NSA), Naval Facilities EngineeringCommand (NAVFAC ) Hawaii, theNavy’s Resident Officer In Charge ofConstruction (ROICC), and dck pa-cific attended an official “Key Hand-Over Ceremony” officially turningover the Hawaii Regional SecurityOperations Center (HRSOC) projectto the NSA. NSA Associate Directorof Installations and Logistics Dr.Harvey Davis and NAVFAC PacificRear Admiral Kate Gregory praisedthe efforts of dck pacific in workingtogether to get the project off theground, and ultimately achievingtheir goals.

The Department of Defense projectbegan on April 12, 2007, when dckpacific received a $318 million contract, the largest NAVFAC PacificMILCON contract issued, to performboth Design-Build and Design-Bid-Build services at Naval Computerand Telecommunications Area Mas-ter Station (NCTAMS) Pacific. In over three years, at peak construc-tion activity, more than 300 workerslabored 1.2 million manhours totransform an undeveloped 337.34-acre site into a new state-of-the-artfacility. The main structure, a two-level, 240,000 SF Operations & DataCenter (OPS) building includes mis-sion, operations and administrativeoffices, video conference spaces,briefing rooms, technical libraries,training rooms, technology supportspaces, and other ancillary spaces re-quired to support intelligence acqui-sition. It hosts a large one-story

mission critical data center and cen-tral plant wing that houses all of the redundant mechanical, electrical,data, and telecommunication sys-tems that ensure continuous and re-liable operations. A corporate-stylecafeteria within a large employeedining room is available for employ-ees working in this 24/7 facility.

The OPS building was designedusing Building Information Modeling(BIM) to facilitate integration ofstructural, architectural, mechanical,and electrical design elements; antic-ipate and address construction inter-ferences during the design phase;and enable key project participantsto collaborate in real time. The use ofBIM minimized field conflicts and al-lowed the project to achieve sched-uled milestone dates.

Seven critical buildings support andare located at various locationsaround the new OPS building. Theyinclude a Visitors Control Center toprovide screening and control ofpedestrian traffic, such as enteringvisitors and employees; Base ControlPoint facility for screening and ac-cess control to NCTAMS; vehicle in-spection area; warehouse for alldeliveries and storage; disintegrator building for shredding of materials;

antenna building; and dog kennel. dck pacific performed all infrastruc-ture and site improvement work thatinvolved the construction of a 120-ft.bridge, 1.5-mile access road leadingto the OPS Building, and installationof underground utilities.

A testament to the success of theHRSOC project is the acknowledge-ment received by dck pacific fromNAVFAC of an Outstanding Per-formance Evaluation for quality,timely performance, effectiveness ofmanagement, compliance with laborstandards, and safety. dck pacific guam completed the construction of the Coast 360 Fed-eral Credit Union, the first LEED-certified commercial facilityconstructed in Guam. This award-winning project was an excellent ex-ample of the client, design team, andcontractor working together to reachtheir LEED goal. The end result wasa very satisfied client, as describedby John Arroyo, President and CEOof Coast 360. “Throughout con-struction we found dck to be ex-tremely attentive to our needs,innovative in providing solutionsthat saved and/or reduced costs, andfirmly committed to a finished prod-uct the Credit Union would be proudto own and occupy.”

This three-level, 48,000 sf concretestructure consists of:

• the credit union with office space, community meeting room, facility maintance office, and future office space (first floor);

• corporate office operations, lunch/break room with outside rooftop garden, exercise room with locker

rooms and showers, and the main server room (second floor); and exceutive offices with library, board room, and training rooms (third floor)

In addition to the three-story lightwell with sky lights in the center ofthe building to provide natural lightto the lower floors, the building de-sign incorporates several other fea-tures that enhance the overall energyefficiency. Some of these include:low-flow dual flush toilets, tempertinted low-E exterior glass, energyefficient lighting, a building manage-ment system with electronic controlsthat will maintain building tempera-ture and lighting controls, aluminumsunscreen around the building topartially block and absorb heat fromsunlight, and an earth roof system.

LEED design features are incorpo-rated around the site as well. A fewexamples include preferred parkingfor low-emission vehicles to encour-age their use, a recharging station toencourage the use of electric cars,

and carpool parking to encourage carpooling. In addition, along the back of the site where the areahouses a chiller, mechanical andelectrical rooms, a generator, andwater storage tanks, a rainwaterstorage tank is also included for irri-gation and other non-potable wateruses. ■■

ck’s project experience withphotovoltaics began this pastyear, and since that time, sev-

eral of its projects have included pho-tovoltaic elements. Photovoltaics isdefined as a method of generatingelectrical power by converting solarradiation into direct current electric-ity using semiconductors that exhibitthe photovoltaic effect. See below formore information.

• In April 2010 dck (dba Bishman Continental Services) was con-tracted by Johnson Controls for a solar photovoltaic project at Naval Base Guam. For this $1.2 million contract, dck provided services related to site preparation and installation of solar photovoltaic system panels (also called solar or PV arrays) with the technology to convert sunlight directly to elec-tricity, generating 250 kW of elec-tricity. dck also provided labor, tools, and equipment to install the 225 KVA pad-mounted transfor- mer, 15 KV disconnect switch, and elbow connectors for the dis-tribution system along with the PV modules, combiners, inverters,and related accessories. dck is currently in discussions with

Johnson Controls to install another 250 kW array.

• dck was contracted to include PV work in the $24 million DB MACC seed project,which involves the design and construction of the Torpedo Exer-cise Support Building and Consoli-dated Submarine Learning Center Training and Commander Subma-rine Squadron 15 Headquartersfacility at Polaris Point, Guam.

• dck is constructing 146 military family housing units and renovating the fitness center at U.S. Naval Station in GuantanamoBay, Cuba. Shortly after the proj-ect started, NAVFAC added the design-build work for a 240 kW AC photovoltaic system to supportthe Fitness Center’s renovation. The work includes design of the PV array and distribution system to connect the remote PV array, which will be constructed in an unused soccer field, to the reno-vated fitness center. The array will consist of approximately 1,176 panels and inverter equip-ment. It is scheduled to be on-linein November 2011.

• dck is currently executing the AJ Celebrezze Federal Building façade and roof replacement projectin downtown Cleveland, Ohio. This $100 million project has an option under consideration for thesupply and installation a PV farm on the roof of the 32-story office tower. ■■

dWorking with Photovoltaics

Photovoltaic (PV) power is produced by taking sunlight (pho-tons), which strike the surface ofa semiconductor material such assilicon. The photons liberate theelectrons from the silcon’s atomsand the electrons are collected toproduce direct current (DC).Many PV panels can be gangedtogether, either on a the roof of ahouse or building or in an openfield, to produce significantamounts of current that are gath-ered and connected to an inverteror battery storage system. Theinverter changes the DC current to AC or alternating

current, which can then be usedin a home or business to powerlights, appliances, etc.

Although the electricity producedby PV equipment cannot competeeconomically with today’s com-mercial power plants, today’s federal and state tax incentivesoften make PV installations viablefor environmentally consciousconsumers.

The North American photovoltaicmarket is predicted to double in

2011 as stated by research firm, IDC. ■■

orking in the Caribbean isnothing new for dckworldwide. The company

has been working throughout the re-gion for the last 15 years, completingprojects in locations such as An-guilla, the Bahamas, Cuba, Nevis, theU.S. and British Virgin Islands, andPuerto Rico. While completing a$30 million hurricane renovationand repair project at the Four Sea-sons Resort on Nevis, dck estab-lished relationships with two majordevelopers on St. Kitts. As a resultof these relationships and the subse-quent projects, we have established adck St. Kitts office to provide ourclients with a high level of expertiseand service as they move forwardwith their plans.

• Christophe Harbour is a mixed usenew development by the successfuldevelopment team, Kiawah Devel-opment Partners (KDP), that built one of the U.S.’s finest golf course communities. Christophe Harbour’s2500 acres will eventually feature 1400 homes, several hotels, a mega yacht marina, and a Tom Fazio golfcourse.

As one part of this plan, dck is the general contractor for The Beach

Club at Sandy Bank Bay. This$7 million, 9,400 sf beach clubwill serve as a vibrant gather-ing space for Christophe Harbour Club members and their guests and includes a swimming pool, changing area, and covered beach bar and grille as well as access to Sandy Bank Bay Beach and the Atlantic.

• Cockleshell Bay is also planned as a mixed-use development that fea-tures a 125-room Park Hyatt Resort and Spa. Also planned are 100 Park Hyatt residences; 160-slipmarina; Marina Village to include retail, condominiums, and townhomes; and 70 estates homes. The anticipated overall development time frame is 10-15 years, with an overall construction value of $600 million.

• Providing the best overall value to the client, dck was awarded the DeVry Inc./Ross University’s reno-vation of the University’s on-campusresidences. dck is serving as the general contractor for this project, which involves five buildings and atotal of 120 rooms. Each building has a series of dorm rooms, study

lounges, laundry facility, and vari-ous utility closets. The structures were completed by another con-tractor in 2007 but because of the numerous problems with leaking roofs, windows, etc., dck will up-grade the structures, which includesproviding protection against a Category 5 (greater than 155 mph) hurricane.

dck worldwide is providing its existing and new clients with thespecialized expertise we have gainedworking in the logistically challeng-ing Caribbean region. In addition,our staff is becoming integrated intothe Kittitian culture, participating innumerous organizations, sponsoringcharity events, and providing train-ing for craftsmen in various con-struction means and methods,including a local program throughthe USAID.

PAHRUMP PROJECT WINSSAFETY AWARDDuring the course of the construct-ing the Nevada Southern DetentionCenter—the Federal prison that dckcompleted in Pahrump, Nevada—dck was awarded the Safe PartnerAward by the State of Nevada De-partment of Business and IndustryDivision of Industrial Relations SafetyConsultation and Training Section(SCATS). The SCATS representativepraised dck’s program and ourproactive project effort, “wishedthere were more contractors likeus” in its coverage area, and is look-ing forward to working with dckagain in the near future.

One of the unique challenges thatthe Oakview dck projects have is anaccelerated schedule. The speed atwhich these projects start requiresthe safety program to adapt quicklyto meet the needs of the project.Oakview dckmay receive notice ofan award on a Thursday, and theproject team starts the site mobi-lization process the next day, Friday.This challenge may be difficult totackle, but far from impossible.With proactive pre-planning withEstimating, Project Managers, Proj-ect Supervision, and Safety, thesechallenges are being resolvedthrough collaborative planning.

dck’s Safety Department has beenworking with Oakview dck employ-ees to provide them with a proactivesafety training agenda that has beenwell received and implemented.David Swan is a dck Regional SafetyDirector assigned to the region.

dck’s Guam office celebrated 25years of success in the Pacific Regionon Sunday, June 27, 2010, with morethan 600 employees, their families,dck subcontractors, and businesspartners in attendance at TanguissanBeach Park in Harmon. As a pre-mier design-build constructor onGuam, dck pacific guam has per-formed more than $836 million ofwork on Guam since 1985. Thecompany has completed over 30projects for the military during the

last 25 years, with seven major proj-ects completed in the last four years,and in 2009 was awarded GuamContractor of the Year for the thirdconsecutive year by the Guam Con-structors Association, as well as win-ning the 2010 Project of the Year.

The day, which was a success andenjoyed by all, featured culturaldances as well as games, caricaturedrawings, a sushi station, and deli-cious local food and barbecue. ■■

hile dck has been workingunder open-ended con-tracts for years, recently

the company has won eight of thesetypes of contracts.

• In 2010, dck, in partnership with Environmental Chemical Corpora-tion (ECC), was selected for the Design-Build Multiple Award Construction Contract (DB MACC) to support the relocation of miltary personnel from Okinawato Guam. The dck/ecc team was awarded the first project under that contract—the $24 million submarine warfare training and operations facility. This $4 billion,five-year contract is the largest ever awarded by NAVFAC Pacific.

• In 2009, NAVFAC Pacific awardedthe dck/TtEC LLC team a GlobalMultiple Award Construction Contract (GMACC) for projects at DoD installations worldwide. This is a five-year $900 million contract.

• dck has served the U.S. Naval Station in Guantanamo Bay,

Cuba, for more than eight years.Through Multiple Award Construction and Job Order Contracts (i.e., JOC, Large MACC, Mini MACC, former Big MACC), dck has executed more than 500 task orders, including the Joint Task Force Complex completed in 2005 and the currentGTMO Hospital Renovation project.

• This fall, dck was selected by NAVFAC for the Mid-Atlantic MACC, a five-year, $750 million contract. dck was also selected forits $22 million design-build seed project for the School of Infantry East Facilities at Camp Geiger, Marine Corps Base, Camp Lejeune.

• After being awarded the South Florida-Andros Island MACC, dck began the Kings Bay ReactionForce Facility project in Georgia.

• dck was selected by the FAA (Federal Aviation Administra-tion for a Basic Ordering Agreement (BOA) for Design-Build Services for their En Route Facilities Planning and Modern-ization Program. This contract invloves facilities throughout the U.S., Puerto Rico, and Guam. ■■

EUL UpdateThis has been an active year fordck’s Property Development Pro-gram including Enhanced Use Lease(EUL) projects. Efforts have been primarily focused on negotiating andfinalizing the transaction on the twoEULs dck was awarded in Florida –Saufley Field in Pensacola and theEmerald Breeze Resort at Eglin AFBin Ft. Walton Beach. In addition,dck continued to assist the Navywith the education and training ofits personnel in the EUL process,with dck’s Joe Zukowski participat-ing in the Navy’s session in Norfolk.

Center for Innova-tion and Technologyat Saufley Field –dck, through its ven-ture as Saufley Group,LLC, is finalizing itsnegotiations with the Navy’s AssetManagement personnel on the termsof the lease and the project’s Busi-ness and Lease (B&L) plan. dck isalso working with NAS Pensacola onthe Navy’s transition plan as well asproviding oversight to a required En-vironmental Assessment, which isbeing performed for dck by Green-horne & O’Mara. The first phase ofthe project is scheduled for thespring of 2011, with three buildings(including a 30,000 sf hangar) to betransferred to dck’s control andavailable for tenants.

Emerald Breeze Resort, EglinAFB, Ft. Walton Beach – dck, inits joint venture with Innisfree De-velopment as Emerald Breeze ResortGroup, LLC, continues its progresstoward the hotel resort on the 17-acre parcel on Okaloosa Island. Negotiations with the Air Force RealProperty Agency are moving to aclose, as lease terms have been final-ized and discussion is now focusedon underlying details. Initial planscall for a 152-room hotel with twosupporting retail outparcels, expand-ing to add another hotel as needed.

Holland Yard, New London Submarine Base – dck, through itsventure as Safe Harbour, LLC, hasbeen notified as the highest rankedOfferor for the EUL at the New Lon-don Submarine Base in Groton, Con-necticut. Opening discussions arealready underway for this EUL—tentatively named Holland Yard—which consists of four acres locatedadjacent to the main gate to be usedas retail gateway for installation.

dck pacific guam’s Joint Region Marianas Headquarters project onNimitz Hill in Guam included reno-vation of a building that had oncehoused Navy administration officesand was later converted to a highschool. dck executed this $19+ million contract to convert the facil-ity back into modern Joint RegionHeadquarters for the U.S. Navy andU.S. Air Force Command.

Much of the work was demolition,including removing interior officeand classroom walls. While demol-ishing one particular wall, dck Car-penter Harry ‘Mark’ Whitehousemade an exciting discovery. As thewall was torn down, a bronze plaquewas revealed leaning on an innerwall, commemorating the historic pe-riod when Fleet Admiral Chester W.Nimitz commanded the U.S. PacificFleet. The famous Admiral workedon the very site of the newly reno-vated command facility from January 1945 to August 1945.

The plaque has been installed in aplace of honor as part of the lobbyfloor tile of the newly-renovated fa-cility, adding a bit of local history tothe state-of-the-art building. ■■

t all began back in 2007 when Corrections Corporation ofAmerica (CCA) came to dck to

discuss the possibility of dck build-ing a new prison just outside of LasVegas in Pahrump, Nevada. The twocompanies had worked together withgreat success prior to this on theNortheast Ohio Correctional Centerin Youngstown, and CCA knew theywanted to work with dck again.

When CCA was awarded a contractby the Office of the Federal Deten-tion Trustee to design, build, and operate the new Nevada SouthernDetention Center (NSDC), theyturned to dck again to be their de-sign/build contractor. Prior togroundbreaking, dck provided pre-construction services, including de-sign/build services, constructabilityreviews, permit requirement reviews,project budgeting, and scheduling.

This new 200,000 sf NSDC, whichhouses approximately 1,000 federalinmates and detainees, is broken upinto three main sections: the cellhousing section, framed in by thecareful placement of 204 doublebunk cells at the perimeter and aconcrete column, beam, and roofplank ceiling structure; the dormi-tory unit, which consists of a steel-frame skeleton and roof tied in witha rugged concrete perimeter wallconstructed with modern tilt-up con-crete construction methods; and theadministrative area, which is de-signed for video visitation and facil-ity personnel and is protected from

the cell housing andform units by a combi-nation of tilt-up andgrout-filled CMUwalls.

The facility is com-prised of the lateststate-of-the-art secu-rity and technology. Italso houses food serv-ice, commissary, ware-house, laundry,administration, visi-tors, medical, and intake facilities,and each cell housing and dormitoryarea has its own recreational area.For added security, the entire facilityis wrapped in a double row perime-ter fence with non-lethal electricfence and razor wire incorporated atthe top and along the perimeter. Allentrances and exits have a two-gatesystem.

Although CCA has built multiple de-tention facilities, this is the first fa-cility where a pre-fabricated metalbuilding was “married” with tilt-upconcrete construction for secureareas. The many challenges relatedto this method of construction wereaddressed throughout the projectthrough open communication and ateamwork approach from dck, DLR,and CCA. The end result of this en-deavor was a top-notch project. CCAVice President of Operations SteveConry said, “I get a chance to see alot of correction facilities obviouslyin what I do, but I never stop mar-veling every time I come here. This

facility is really rich in security fea-tures, in innovative design featuresthat really make [it] something to beproud about.”

Also, in addition to satisfying theclient, the project was awarded theSafe Partner Award by the State ofNevada Department of Business andIndustry Division of Industrial Rela-tions Safety Consultation and Train-ing Section (SCATS). ■■

dck pacific completed a $25.2 mil-lion design-build renovation at theKauai Marriott Resort & Beach Clubin Lihue on the island of Kauai. For15 months staff and crews workedon the renovation of 356 guestrooms located in three towers of this prop-erty, including work in the corridors,lobby, food & beverage, PorteCochere, elevator cab re-finishing,children’s center, and children’spool.

The hotel was fully operational (upto 100% occupancy) while dck reno-vated various spaces throughout the Property. The Property was also the on-island command post for the next Pirates of the Caribbeanmovie through the first half of 2010,

which required re-scheduling and additional coordination of selectwork activities as requested by thehotel. The safety and non-disruptionof hotel operations and guest comfortwere priority in the planning of all construction activities by ourproject team. ■■

Guam 123 BooksThe Guam office donated 100 copies of the Guam123 books to the Guam Memorial Hospital Pedi-atrics Ward. The books teach children their num-bers using familiar items found on Guam.

Golfing for a Good Causedck pacific employees are again planning the“Community Partnership” golf tournament inHonolulu to be held in May. This 16th annualevent draws 200+ participants, making it a suc-cessful event for dck and the organizations thatbenefit from it.

Rebuilding Day Pridedck employees are also planning the annual Re-building Together Pittsburgh event to be held inApril. This will be the 18th year that dck employ-ees and their family and friends volunteer theirSaturday to help people whose homes are in needof remodeling/repair.

dck worldwide Kids Learn to Builddck’s corporate office planned a “Bring Your Childto Work Day” that was fun and helpful. Twenty-four children (with the help of dck superintend-ents) constructed a kids-size playhouse, which wasdonated to a local family center that provides shel-ter, meals, and programs for homeless families.
