I have recently been informed that I am named as an Executor in the Will of a close friend who passed away. I’m not really sure what I need to do and whether or not I need to instruct a solicitor. Are you able to give me any guidance?
As an Executor, you have no legal duty to appoint a solicitor but if you choose to do so, you can work together, allowing your solicitor to take some of the burden. An Executor is responsible for administering an estate in accordance with the Will. After a death, Executors need to gather all information relating to the estate (such as values held in bank accounts, shares, and any liabilities etc.); report to HMRC; pay any inheritance tax that may be due and ensure that the estate is distributed correctly after a grant of probate has been obtained (where appropriate). If the estate is likely to be complex or if you foresee difficulties or complications, it may be advisable to appoint a professional to assist you. Even where you are named, you do not have to act and can consider renouncing your position or opting to have power reserved if you think it would be more appropriate.

I’ve heard that Lasting Powers of Attorney have changed. What are the changes, and if I have already completed a Power of Attorney, is it still valid?
The ‘old’ LPA forms had been phased out on 1 January 2016. All ‘old’ LPAs completed and signed before 1 January 2016 can still be registered at any time, so if you have already created one, it will not become invalid. No changes have been made to the rules regarding Enduring Powers of Attorney (EPA) and it will still be possible to register a valid EPA once the new forms are in place.
Depending on your wishes, it should now be cheaper and easier for someone to instruct a solicitor to prepare and register a new LPA on your behalf. How to make it -
Using an 8 inch loose bottom tin, grease the edges of the tin
and line with baking paper. Place the amaretto biscuits in
a blender and blitz until all broken up or place the biscuits
in a sealed bag and hit with a rolling pin until all broken
up. Once all broken, melt the butter and mix the crushed
biscuits and butter together, place evenly in the bottom of
a tin and then put the tin in the fridge to chill whilst making
the filling.
Place the cream cheese on a mixer and mix until soft. Add
the cream and the amaretto to loosen the cheese. Once
thoroughly mixed, melt the dark chocolate and leave to
cool slightly. Once cool poor into the cheese mix and gently
combine the two. If not sweet enough you can add a little
icing sugar.
Retrieve the base from out of the fridge and place the
cheesecake mix on top of the base and knock gently on the
table top so that any air at the bottom of the tin is removed.
Once the mix is spread evenly place the cheesecake back
into the fridge and chill overnight for best result. Once
chilled remove the cheesecake from the tin, discard the
paper lining and using a hot clean knife cut the cheesecake,
wiping the knife each time so you get a clean cut, and serve.

Places for People Leisure Management Ltd has been announced as the new leisure contract provider for Test Valley.
Test Valley Borough Council agreed to award the 30-year contract to Places for People at a full council meeting on 9 November but had to wait for a legal standstill period to pass before announcing the successful bidder.
As part of the terms of the new contract, which is set to start on 1 April 2017, significant investment is planned to improve the borough’s leisure facilities. This investment will help to provide a brand new Andover Leisure Centre, on the current site, and a number of improvements to the other leisure centres including the Romsey Rapids, Romsey Sports Centre, Knightwood Leisure Centre and Charlton Lakeside Pavilion.
The new Andover Leisure Centre will feature a 165-station fitness suite including a virtual cycling studio, 25m six lane pool with 15m learner pool, dance studios, eight court sports hall, squash courts, adventure play, and café. The impressive new centre will also offer a splash pad and Clip and Climb™ to encourage more young people to adopt healthy habits for life.
Places for People Leisure currently partners 35 local authorities, managing 112 leisure centres across England. Its sites attract over 30 million visits every year and in the past ten years the award winning organisation has built 14 new leisure facilities.
Enhancements to the existing leisure centres will soon be underway with extensive refurbishment work planned including a new state of the art fitness suite at Romsey Rapids and Knightwood Leisure Centre. The new fitness suites will include the latest equipment such as powerless skill mill treadmills, Octane fitness trainers, Watt Bikes, V plates, Total Gym Gravity trainers and functional equipment such as battleropes.

People going out and having fun in Andover will have more choices for entertainment in 2017 when a 10-pin bowling alley opens in February.
Riverside Bowl will be a new venture for Valley Leisure and will feature eight bowling lanes, interactive 3D glow-in-the-dark golf and an American style diner.
Renovation work at the site above Wilko in Bridge Street has begun and is breathing new life into the venue that was previously run by a local community group.
“This is an exciting new venture for Valley Leisure. We’re delighted to launch this new community facility and provide a bowling alley for Andover and the surrounding area, we will continue to have the community at the heart of the charities future plans.” said Kevin Paterson, CEO of Valley Leisure.

Test Valley Borough Council has successfully defended a High Court challenge from a local landowner to the Test Valley Local Plan.
The trustees of the Barker Mill Estate, who have residential and commercial development interests in Nursling and Rownhams, challenged the Local Plan, which was adopted in January 2016 after being approved by a government-appointed inspector. The trust challenged the plan on several grounds, including claiming that it failed to provide sufficient housing, employment and commercial land to meet the local need.
But all of the trust’s claims were rejected in a High Court judgement issued by Mr Justice Holgate on 25 November. He said that Barker Mill Estates had “failed to identify any misinterpretation of any planning policy”, either by the council or a planning inspector who had considered the plan, and that there was nothing irrational about the way in which the council and inspector applied planning policies.
The judge also rejected a challenge against a planning inspector’s decision to refuse planning permission for warehousing on land at Adanac Park, Nursling.
Welcoming the court’s decision, Portfolio Holder for Planning Policy and Transport, Councillor Martin Hatley, said: “We were disappointed that after all the time, effort and resources that had been invested in getting the Local Plan produced and adopted, a legal challenge was made. The challenge had threatened to give others an opportunity to pursue residential development in inappropriate locations because of the absence of an up-to-date Local Plan. We are, of course, relieved, but not surprised, by the court’s judgement and the outcome of the decision is very good news for the borough. The judge has concluded that the decisions the council

Portfolio Holder for Planning and Building, Councillor Phil Bundy, said: “I am pleased that the judge also rejected the Trust’s challenge against the appeal decision to refuse planning permission for warehousing at Adanac Park. We often have to make difficult decisions, particularly in planning, but there are strict guidelines for determining planning applications, whether by the council or a planning inspector, and the judge agreed that these had been followed.”

into freelancers, contractors and company directors alike. If you’re one of the nine million people required to submit a tax return you have until the 31st January 2017 to do it or you’ll be hit with a £100 fine. To help out Self Assessment first-timers or just those who need to brush up on their tax return skills, Oaktree Business Management have put together this straightforward guide to completing your Self Assessment.
1. Are you registered with HMRC? If you have a new business you will need to register as self-employed to receive your Unique Taxpayer Reference (UTR) number, without which you can’t complete the return. You can do this on the HMRC website in 10 minutes – you will need your National Insurance number. HMRC send your UTR out to you by post so if you haven’t done it yet get cracking.
2. Get organised. Find everything you’re going to need and put aside a whole day to do it - ideally at the beginning of January. Don’t leave it until the 31st January like so many do – if you come to file and discover you are missing a statement or invoice, you will have to delay your submission, earning yourself a fine in the process. You’re going to need your UTR, online password, P60, invoices and spreadsheets from 6 April 2015 to 5 April 2016.
3. Make sure you declare everything. This could be anything from paying off your student loan to redundancy pay. If you have been freelancing for companies that pay through PAYE you must include these earnings on your return – if you haven’t kept a record ask the company’s Payroll department to send you your P60 which will confirm the figures. HMRC need as full a picture as possible of your situation to be able to assess how much tax you should – or shouldn’t – be paying.
4. Completing your return. The time has finally come. You’ve registered for Self Assessment online, you’ve collected all the relevant paperwork and have locked yourself away in a quiet place for the day so let’s do this! If you’ve done all your preparatory work, completing your Self Assessment online isn’t actually a particularly arduous task. It basically amounts to transposing data from your financial records into HMRC’s system. You’re just filling in a form.
5. What to do if you make a mistake? If you suddenly wake up in the middle of the night in a sweat as you remember you haven’t included some vital piece of information, don’t panic. There is a whole section on the HMRC website telling you what to do if you need to correct something. The good thing about filing your tax return online is that, in theory, you are less likely to make a mistake because calculations are done automatically, and you get on-screen help as you work your way through it.
So there we have it. It’s actually a fairly simple process but if you’re disorganised and don’t set aside enough time to do the form, you could still run the risk of slipping up so don’t put it off any longer.

Christmas is over for another twelve months and a New Year is upon us. I’ve decided that the time has come to see if I can rid myself of a few annoying skin problems that have developed recently and are a pain to conceal every morning. A consultation with Dorthe Thomas, my Danish skin expert, reveals that thanks to CryoPen™ - the latest Cryotherapy innovation available at her Spa - she will be able to effectively, quickly and safely remove them.
The CryoPen™ emits a fine jet of liquefied Nitrous Oxide (N2O) to freeze off all benign skin imperfections including skin tags, sun spots, warts, freckles, milia, cherry angiomas and verrucas. The N2O destroys tissue by freezing the inter-cellular fluid and forming ice shards and crystals that rupture the cell membrane, destroying the cell without harming any of the surrounding healthy tissue. Sounds a little vicious but Dorthe assures me it is painless and even safe for children.
First on my hit list is a blood blister (cherry angioma) which suddenly appeared in the middle of my nose over a year ago. Maybe we need to approach this list from a different direction. Maybe we need to take the pressure of trying to become a better human being off our shoulders a little for fear of the weight of perfection becoming too much.In a world where we are deafened by social noise in the form of stick-thin, photo-shopped models and living the perfect life, maybe we should be kinder… but to ourselves. By all means be more organised and lose weight if you want to, but rather try to achieve your goals by simply looking after yourself.Our necks seem permanently craned to our phones or computers and when they’re not our bodies are being pounded by exercise classes or gyms or dashing around to get everything done; kids to school; shopping finished; all in the name of the perfect life. We should take time out for ourselves. We are advised by healthcare professionals to have a regular dental check-up to help prevent problems with the teeth and mouth, an area of the body that is relatively small. However, the idea of having a regular check-up with a physical therapist is alien to many people. Yet, this type of check-up covers a general health examination, followed by treatment of your entire mechanical structure – your skeleton and muscles. A structure, that despite its size and importance we expect to keep going for seventy-plus years with little or no maintenance. It follows that when the musculoskeletal structure is well-maintained with good posture, core stability, flexibility and strength, there will be less abnormal pressure and forces applied to the joints of the
spine, hips, knees and ankles. This could lead to a significant reduction in the potential of damage to those joints and therefore less likelihood for the need of joint replacement operations in later life. In turn this could lead to a much better quality of life, possibly the difference of an active life or one spent sitting in an armchair because anything else is too painful. Ask yourself one question, do you think that your entire body is as important as your teeth?
It seems the norm to only visit a Chiropractor when you are in pain but maybe our resolution this year should be to make regular visits to our health professionals even when we feel OK. Not only will this correct any minor misalignments before they become issues, it will also give us something that we are steadily erasing from our lives… ‘Me Time’. Do not underestimate the power of ‘Me Time’. It is a wonderful resource for mind, body and soul and whilst our lives get busier and busier, ironically, the need to slow down and take care of ourselves becomes all the more important.
So rewrite those resolutions and make sure you take care of yourself this year. I came across this statement a little while ago and it caused me to pause. It sounded very high minded and black and white. But then I reflected on the fact that Socrates was a classical Greek philosopher and philosophers do tend to spend a lot of time thinking and examining the meaning of things.
However most of us do not have the luxury of time. Our lives are so mapped out. We are meant to have done certain things by the time we are 18, or 25, or 35. By the time we are 40 we are expected to be married with children, earning enough money to keep our heads above water whilst giving love and care to those nearest to us. This leaves little time for thinking and reflecting on our self, examining our life thus far and seeing how we can improve our quality of life.
Counselling assumes that we all have the capacity within ourselves to make sense and heal ourselves. But by being with another person, a counsellor, we can be helped and guided to make sense of what is going on for us. It can give us the tools to examine and continue to reflect and examine our lives as
we go forward in order to restore and maintain our mental wellbeing.

Health & WellbeingHow do I look after my denture properly?As dentures are worn in the mouth, it is very important to look after them and keep them clean just like you would natural teeth. Here are a few tips to help keep them clean, prevent issues like bad breath and other oral conditions.
• It is not essential to take dentures out at night time but letting your gums rest at night without the denture can help prevent conditions such as oral thrush. Oral thrush can be caused if dentures are kept in for too long because the denture prevents the saliva from getting to the gums which has some cleansing properties.
• If you do keep your denture out at night, always keep it moist otherwise the shape of the denture may change and won’t fit you properly. The best ways to keep it moist are to use a polyethene bag with some damp cotton wool or in a glass of water with a suitable denture cleaning solution such as Steradent. Cleaning solutions can also help to keep bacteria and stains at bay but always follow the manufacturer’s instructions for best results.
• Keeping them clean can also help prevent problems with gums and bad breath. The best way to keep them clean is to use a very soft brush (as you do not want to scratch the plastic or metal which could collect bacteria) and use a nonabrasive cleaning detergent like
washing up liquid as toothpaste can scratch the surface of the denture. Cleaning should be performed twice a day, just like you should with natural teeth. If you do have natural teeth, we advise for you to take the denture out so that you can clean them properly as having the denture in place may lead areas to be missed and can cause tooth decay.
• While cleaning the denture, it is a good idea to place a towel or flannel in the sink in case you drop it and the soft landing can help prevent damage or breakage to the denture. Also, filling the sink with some water can work just as well to stop the impact of a dropped denture.

For all of us the shorter winter days mean that we often find ourselves driving in challenging conditions. Whether it be due to weather, darkness or both, visibility can be very poor. For those of us that wear glasses, there is a lot that we can do to improve our driving safety. Several simple steps can make a huge difference.The first is to make sure that we have our most up to date prescription, by attending for regular eye exams. That small change in prescription that seems to make no difference by day can make a significant difference at night when the light levels are low and the eye needs all the information it can get, to produce a clear image of the road ahead.The second and most fundamental is to make sure that your spectacle lenses are clean and not smeared. We all invest in anti reflection coatings to reduce troublesome glare from oncoming headlights, but these coatings are worse than useless if they have a greasy film over them. The same is the case for scratches on lenses. The scratches will cause light
to scatter in different directions, increasing glare effects. To avoid scratches, clean your lenses with a microfibre cloth and a lens cleaning solution recommended
for Anti reflection coated lenses.Tinted lenses are a great help with the low winter sun that is so often blazing into our eyes on the way to or from work. Many of us have photochromic lenses that darken to provide protection from direct sunlight and clear when the sun goes down. However these lenses are never completely clear, they all have a slight residual tint, even in their unactivated state. Whilst these light tints conform to the legal standards for driving at night, they reduce the amount of light entering the eye and therefore in low light conditions they can be more of a hinderance than a help. Also as the lens material ages, they tend to stay more tinted in their unactivated state, further reducing contrast.Finally, making sure that we have the most appropriate lenses for the job. The vast majority of spectacle lenses worn for driving by the over 50’s are the varifocal design. When choosing varifocals, ask your optician about the quality of the peripheral vision afforded by the lens. Some older designs of these lenses have restricted peripheral, visual areas that mean you have to turn your head to remain within the clear, central visual zones. This makes glancing in the wing mirrors and up at the rear view mirror more difficult.These few small changes can make a big difference to confidence and comfort when driving at night.

In the post-Christmas period, dietary indiscretion is quite fresh in our minds. We sometimes see so many vomiting cases it looks as if there is an outbreak of a gut virus – while this may be true on occasion, the truth is usually far more prosaic – if there is a sudden change in diet then, just like us, the gut may be upset. Also with the mild wet weather dead bodies of wild animals may putrefy – besides dogs’ eating habits on walks, puddles of water may be contaminated.
In most cases, the consequences are quite minor (though may require lots of cleaning!) Most dogs will vomit for a day and with dietary management will get over it. In these cases we normally recommend restricting food for a day and just giving little-and-often cooled boiled water (it is important to allow the dog to drink lots, though you must avoid allowing them to drink large volumes of cold water in one go – it will usually come straight back up.)
If they stop vomiting in this time, then introduce small quantities of boiled rice/potato – again, feed little and often for a few days before gradually changing back to the normal diet.
In some cases you will need to seek veterinary advice:
• if vomiting doesn’t stop during/after restricting food
• if the dog becomes unwell
• if the dog is on pre-existing medication (or has any other concurrent illness)
If your dog becomes weak and/or shivery then veterinary attention should be sought as a matter of urgency – these signs may indicate dehydration and/or loss of electrolytes.
In these cases, most do really well with anti-vomiting drugs and antibiotics. However, some do need to be admitted to go onto a drip or may need further investigation (there’s always a chance that your dog may not be the same as the others and may have a foreign body!)
As in most things, if you are in doubt it is always safest to contact your vet for advice.

• When using salt to melt ice on walks and driveways, spread it carefully to avoid damage to nearby shrubs. Consider using sand or sawdust instead.
• Brush snow from evergreens as soon as possible after a storm (if we have any snow!). Use a broom in an upward, sweeping motion. Serious damage may be caused by heavy snow or ice accumulating on the branches.
• When pruning large limbs, always undercut first. This means to cut from the bottom up, one-third of the way through the limb, then finish by cutting from the top. The undercut keeps the limb from splitting and breaking off, which could damage the trunk and become an entryway for insects and diseases. Do not cut flush to the trunk, the collar or enlarged base of a branch produces hormones that help heal wounds.
• For easier lawn maintenance, eliminate the hard to mow spaces. Eliminate acute angles in beds and borders. Combine single trees or shrubs into a large planting connected with ground cover. Put the bird bath in a flower bed or surround it with ground cover.
• Avoid heavy traffic on the dormant lawn. Dry grass is easily broken and the crown of the plant may be severely damaged or killed.
• Review your vegetable garden plans. Perhaps a smaller garden with fewer weeds and insects will give you more produce.
• When reviewing your garden catalogues for new vegetable varieties to try, an important consideration is improved insect and/or disease resistance. Watch also for drought-tolerant types.
• Analyze last year’s planting, fertilizing and spraying records. Make notes to reorder succesful varieties as well as those you wish to try again.
• Check stored fruits and vegetables such as potatoes and apples for bad spots which may lead to decay. Remove and use those which show signs of spoiling. Separate others into slotted trays or bins to increase air circulation and reduce decay possibilities.

This walk begins at a location with
no pub or coffee bar to recharge afterwards, at Rownhams Wood, which can be found halfway between Rownhams and North Baddesley on the Rownhams Lane. As the road swings round a long bend (on the left coming from Rownhams), there is a substantial parking area which is always popular with the local walkers.
The start of this 4.5 mile walk is very easy, but latterly underfoot conditions can make the route seem a little longer.
Once out of the car we head down into Rownhams Wood (photo 1) along a wide trail that gradually reduces into a smaller path and then climbs gently
through some woods. Inevitably, the winter rain can make this soggy but navigable and emerges into pine woodland and up as far as a fence on the left (photo 2) with a Hamsphire County Council ‘Private’ sign on the right. We need to go through the fence gap and turn right following the path round past a copse of trees planted in a circle.

grounds of Manor House Hotel and the next 800 metres of gardens, lake and shrubs are all part of their surrounding environment. We need to walk round the lake (photo 3), across the open field and through the gate into the hotel’s extended car park. Keep going straight onwards towards the entrance gate which emerges on the edge of Chilworth Technology Park.
Taking care to cross this road we keep on the right hand side on the footpath for just 200 metres before turning right beside the Chilworth Arms, down Manor Road, past the Chilworth Playing Fields and then following the road round to the left as it becomes Chilworth Drove.
Once across the motorway bridge we are spoilt for choice of direction, with three options, our route is the sharpest left along the fence line beside the M27 (photo 4). If you can blank off the traffic noise this path is very pleasant for a long while until it drops down into rain washed gullies where there has been a lot of tree removal and coppicing. This has made the underfoot status challenging but not dangerous – and we need to persevere with this route for over a mile, by keeping the fence line always on our right hand.
The path joins a field on the right with a stream and woods to the left, which eventually meet a footpath finger post that aims us right over a gate and up through the next three fields, where cattle often graze.
The field can be surprisingly muddy despite being on the side of a hill, the left hand fence line probably being the firmest terrain! As we climb the fields Rownhams Services are just visible through the trees, but we are not going through them.
After conquering the muddy climb we mount the final stile, turn right and begin our return along Rownhams Lane to the car, which involves a 1 kilometre walk and a pleasant downhill stride to the car.
Essential items for walking anytime:
• High visibility clothing, vest or sash are ideal. Be seen at all times.
• Robust footwear, walking boots, good sturdy trainers – normal house shoes really not recommended.
• A torch (for gloomy days), mobile phone and a whistle (personal protection and safety).
• For dog walkers – take a supply of poop scoop bags.

1. Keep headlights clean by using toothpaste, it really brightens them up, more so than soap and water.
2. Keep a plastic cereal container with a bin liner in the car for throwing away rubbish as you go – if you remember to!
3 Run out of wax car cleaner? Apparently, hair conditioner containing lanolin can work as a substitute and it can really make the car sparkle.
4. Leather seats with stubborn stains? Using hairspray can help lift them and to condition rub in Olive Oil to keep them soft and supple to hopefully avoid cracks.
5. Shine up interiors using good ole’ Vaseline – it apparently really makes them shine plus protects them too.
6. Use Coca Cola for your wheels as many people on the internet report that with a bit of ‘elbow grease’ it can really make a difference to those silver wheel trims and alloys.
7. Apparently the ‘best cleaning sponge’ is the Magic Eraser with many saying it cleans as effectively as a steel scourer but is gentle
enough to be used on any surface in the interior of your car. Read instructions before use and if you try them and they work, do let us know!
8. Cleaning your paint work with a clay bar after the wash seems to be the top suggestion to remove any dirt, grime or other substances that may corrode it, especially over the winter with the need to salt and grit the roads for poor weather.
9. Do you have cup holders that always seem to get gooey from spilt drink and crumbs from eating on the go? If so, you can use silicone cupcake cases to insert in the space. When dirty remove, wash them in the dishwasher and insert once again – no more struggling to clean them!
10. Lastly, while cleaning if you notice a hairline crack in your window. A temporary fix to get you to your nearest garage for a replacement is to use clear nail varnish. Remember this is not a solution – do get it fixed as soon as possible by a professional from a local garage.

The driving offences people often commit without realisingEvery day, many people are caught drink/drug driving, speeding or driving while using mobile phones. Those crimes are well known, however there are other offences motorists may unwittingly be performing every day. Drivers have a duty to ensure they are operating within the law. The Highway Code is freely obtainable to keep drivers educated on how to use roads safely.
Here are just some of the rules you may have forgotten about.
! It is illegal to change your name and address and not tell the DVLA.
! It is illegal not to tell the DVLA of a medical condition, or disability, such as epilepsy, diabetes (all types,) strokes, neurological and mental health conditions, physical disabilities and visual impairments.
! On roads with more than one lane, drivers must stay in the left hand lane unless turning right or overtaking.
! Drivers must not throw anything out of a vehicle, including food and cigarette ends.
! You must not drive on a pavement, footpath or bridleway, unless gaining access to a property, or in an emergency.
! It is illegal to use a hand-held phone when supervising a learner driver, when stopped at traffic lights or queuing in traffic and when the engine is running even if you are pulled over.
! Drivers must not stop or park within 10 metres of a junction, unless in a dedicated space.
! Drivers must not park on a road at night, against the flow of traffic, unless in a dedicated space.
! Drivers must not wait on single yellow lines, during the times stated.
! Drivers must not stop to drop off or pick up passengers on school entrance markings.
! Drivers must only flash their headlights to tell other road users they are there - not to communicate with, or to intimidate people.
! Your car horn must never be used when your vehicle is stationary, unless another vehicle poses a danger.
! Children up to the age of 12, or until they reach 135cm tall, must use a car seat appropriate for their weight.
! A rear facing baby seat can only be used in the front seat when the air bag is deactivated.
! 60mph is the maximum speed limit for vehicles towing a caravan or trailer on a motorway.
! Any new drivers that get 6 or more penalty points, within two years of gaining their license, have to retake their theory and practical tests.
