One school board member mentioned raising lunchroom pri ces to offset the deficit in this account. It was discussed . but no action was taken . The board approved the transfer of two student s from Lubbock Christian High Sch oo l. The two students transfe rring to this school distri ct are Tisha and Terra Pack. They prese ntly reside at New Deal. Th e two school pickups and two " 'honl \'ans. used mainly by the ag depa rtment. arc a ll reaching middle age. The two pi ckups have 44 ,000 and 37.000 mil es on them and the two vans 43.000 and 42.000. The topic was bro ug ht up because the school does not want to be in a position where it will have to trade four vehicles at one time. The refore. it was suggested by a board ' member that the school alter- nate trading these vehicles, where the ones with the most miles are traded eve ry year. or when needed . The board discusssed calling for bids for t" 0 new piclwps at a future school board mee ting. It was pointed out in the school tax report that 90. 10 percent of school taxes have been collected, which is 2. 24 percent ahead of collections at thi s time in January of 1983 . Under _ the sillool board received a thank you note from Dot Wilson concerning the 20-year service pin and plaque she received . Martin and Becky Kenned y also se nt the board a thank yo u note fo r se nding Oowers on the de ath of hi s father . The Abernathy Invitational Tourne y the last item discussed . Receipts from the tourney totaled 52,055, thus giving the 1.5.0 . a profit of 51 .269. This was a bigger profit than the school made last year and the increase was attributed to the large crowds at the tourney. Accountants Say "City In Good Shape · Financially" The Abernathy Cit y Council met Mo nd ay and approved the Cit y's fi nan cial s tatements for the yea r ending September JO, 1983. Jack Moss. repre se nting the ac- <'Dunting firm Bolinger. Segars , Gilbert and Moss of Lubbock. was present to conduct the financial audit and answer any question s the council members might have . After Moss had gone o ver the financial s tatements , he concluded by sayi ng that the City has made some good strides financiall y in the past three years. " The City is in good shape financially, going into 1984." . Moss sai d. The financial statements revealed that the City has total assets of $4.088, 787. Total fund equity alone amounted to 53,187,233. It was also menlioned that the City has 5759 thousand due on notes , thus the City could be virtually debt free by 1995, if there are no bond issues in the near future. The council considered a request made by three local property owners that a street light be placed in the 600 block of Avenue A. This request was approved by the council. The light will cost $68.52 per year . A decision on the bids submitted for the City's insurance coverage. which have been discussed al the last two City Council meetings, was finally made and the council accepted the bid by Farmers Insurance Group of Lubbock for 519,723. The only other bid submitted for the City's insurance coverage was from local agency, Hubbard Insurance . for the amount of 520,600. The council decided tha I it would be in the best interest of the City. to go with the lower bid and save th e Cit y $877. The Council then went into execu- tive session and discussed a complaint against the City filed by a local citizen: The complaint co n cerns lega l fees incurred by the local citizen for legal defense again st a c it y cla ss C misdemeanor charge. The jury ruled that the defendent was not guilty, and now the defendent ha s filed a complaint stating that he wants the City to pay for his legal fe es invol ved in defending his case. This was discussed by the council. but no action was taken . ChaDtber Diseusses Senior Center Matching Funds of raising funds for the cele bration at the next Chamber meeting . Condy eillings\ey and Coy Phillips were recognized for fixing breakfast at . the meeting. At the January Chamber of Com- merce meeting held last Thursday morning . City Manager Rod Ellis informed the small group Ihat soon the City should receive additional funds of 516.000 needed to make Ihe Senior Citizens 'Center operalional and keep it operational for the coming year . The board approved the transfer of two student s from Lubbock Christian Hig h School. The two students tra nsferring to thi s school district are Tisha and Terra Pack. They presently re side at New Deal.

The two school pickups and two " 'honl \'a ns. used mainly by the ag depa rtment. arc a ll reaching middle age. The two pickups have 44 ,000 and 37.000 miles on them and the two vans 43.000 and 42.000. The topic was bro ug ht up because the school does not want to be in a position where it will have to trade four vehicles at one time . Therefore . it was suggested by a board 'member that the school alter­nate trading these vehicles, where the ones with the most miles are traded every yea r . or when needed. The board discusssed calling for bids for t" 0 new piclwps at a future school board meeting .

It was pointed out in the school tax report that 90. 10 percent of school taxes have been collected , which is 2.24 percent ahead of collections at thi s time in January of 1983 .

Under cOlrespon<le~e , _ the sillool board recei ved a thank you note from Dot Wilson concerning the 20-year service pin and plaque she received. Martin and Becky Kennedy also sent the board a thank yo u note for sending Oowers on the death of hi s father .

The Abernathy Invitational Tourney wa~s the last item discussed . Receipts from the tourney totaled 52,055, thus giving the Abe~athy 1.5.0 . a profit of 51 .269. This was a bigger profit than the school made last year and the increase was attributed to the large crowds at the tourney.

Accountants Say "City In

Good Shape· Financially" The Abernathy City Council met

Mo nd ay and approved the Cit y's finan cia l s tatements for the yea r e nding September JO, 1983.

Jack Moss. representing the ac­<'Dunting firm Bolinger. Segars , Gilbert and Moss of Lubbock. was present to conduct the financial audit and answer any questions the council members might have .

After Moss had gone o ver the financial s tatements , he concluded by saying that the City has made some good strides financiall y in the past three years. " The City is in good shape financially, going into 1984."

. Moss said . The financial statements revealed

that the City has total assets of $4.088, 787. Total fund equity alone amounted to 53,187,233.

It was also menlioned that the City has 5759 thousand due on notes, thus the City could be virtually debt free by 1995, if there are no bond issues in the near future.

The council considered a request made by three local property owners that a street light be placed in the 600 block of Avenue A. This request was approved by the council. The light will cost $68.52 per year .

A decision on the bids submitted for the City ' s insurance coverage. which have been discussed al the last two City Council meetings, was finally made and the council accepted the bid by Farmers Insurance Group of Lubbock for 519,723. The only other bid submitted for the City's insurance coverage was from local agency, Hubbard Insurance. for the amount of

520,600. The council decided thaI it would be

in the best interest of the City. to go with the lower bid and save the City $877.

The Council then went into execu­tive session and discussed a complaint against the City filed by a loca l citizen: The complaint co ncerns legal fees incurred by the local citizen for legal defense again s t a c it y class C misdemeanor charge. The jury ruled that the defendent was not guilty, and now the defendent ha s filed a complaint stating that he want s the City to pay for his legal fees involved in defending his case. This was discussed by the council. but no action was taken .

At the January Chamber of Com­merce meeting held last Thursday morning . City Manager Rod Ellis informed the small group Ihat soon the City should receive additional funds of 516.000 needed to make Ihe Senior Citizens 'Center operalional and keep it operational for the coming year.

Since all funds provided to the City for senior prollrams are 90-10 malch­Ing funds . the Chamber will need to produce some 51 .600 as Abernathy's 10 percent of Ihe matching funds .

LUBBOCK, Friday, January 6, 1984 Five well· known High Plains cotton leaders will be

in Washington January 20 fora fourth and final meet­ingofthe U. S. Department of Agriculture's Premium and Discount Study Committee.

The committee's charge: to reach agreement on and recommend to the Department an equitable method for establishing premiums and discounts to be used in the CCC cotton loan schedule for 1984 and subsequent crops.

In 1982 and 1983, although compromise resulted in an improved procedure for those years, the committee fell far short of meeting its full responsibility. And. thanks to a two-year limit imposed on it by the Federal Advisory Committee Act, January 20 appears to be the committee's last chance to overcome regional and seg­mental interests and be the catall'lilfor a procedure that will more accurately reflect triif'market values.

The committee includes two producer representa' tives from each of the four major cotton producing areas in the U. S .. one merchant and one textile manufacturer.

Prior to 1982. premiums and discounts were set by taking asimple average of quotations from the official spot markets and averaging that figure with one or more previous years loan program differences. In 1982 and 1983, on the Study Committee's recom men­dation, the same procedure was followed on gtltde and staple differences, but micronaire quotations from only four of the eight markets (Lubbock. Dallas. Montgomery and Memphis) were used.

This change, according to PCG figures. resulted in loan program discounts for low mike cotton f~m $1.00 to $4.60 per bale below those that otherwise would have been in effect.

"The least we hope for is that this improvement can be maintained in 1984 and subsequent years." says PCG's Johnson. "But there still are inequi ties that we would hope the committee will recommend correcting as a result of the January 20 meeting."

Committee members have been evaluating and wi ll discuss three alternatives to the current system. One would call for dual quotations for micronaire. separat · ing mike discounts from cotton stapling an inch or less from those applied to longer staples.

Another visualizes mike discounts expressed a., a percentage of loan values for the predom inant qual ity or qualities in each market.

The third alternat ive is known as a "market trad ing value plan" which would use a 36·month a\'erage to determine base prices and d iscounts by marketing area.

Tooker died at 3 p .m. Friday. January 6. at Hi· Pla ins Hospital in Hale Cenler after a brief illness.

A native of Wheatland. Iowa. he moved to Abe rna· Ihy in 1910. The World War I Army vetera~ married Ge rthel Lowery on June 17. 1925. in Tye .

He was a Shriner. a member of the Scottish Rite Te mple and Yellowhou se Masonic Lodge No. 841 and a charter me mber of the Lubbock post of the Veter­ans of Foreign Wars.
