General Definitions:
Construction – Processing workmanship & materialsthe way in which something is built, especially with regard tothe type and quality of the structure, materials, and workmanship
Construction monitoring : the process of checking a group of people engaged in activities to physically build a
structure with regard to specified type, quality, materials, and workmanship
its purpose to certify the works are constructed in accordance with the design and specification
it differs from construction supervision in that the team only checks to certify physically works are completed to scope, schedule, budget, quality, and safety
it is similar to construction supervision in that it requires the use of plans, specifications, estimates, schedules and resources to carry out activities

Construction supervision:
the process of overseeing a group of people to engage and complete the activities which lead to the physically creation of a structure with regard to specified type, quality, materials, and workmanship
its purpose is to ensure the works are constructed in accordance with the design and specification
it differs from construction monitoring in that the project team physically conducts the works to scope, schedule, budget, quality, and safety
it is similar to construction monitoring in that it requires the use of plans, specifications, estimates, schedules and resources to carry out activities
Evaluation: is the assessment at one point in time of the impact of a program/project or of a work and the extent to which stated objectives have been achieved.

Monitoring before the start of construction:

Before the start of construction we should follow the below process:-Visit Project Site - inform supervision team about site visit date and team members making the visit, travel to location and project site
Observe protocols - check the process and procedures of site reception including security, entry protocols, workers uniform, etc
Hold meetings - before inspection get to know supervision team and their report and after inspection give supervision team your observation, inspection results, initial recommendation, and expected report information
Conduct inspection – first evaluate construction capacity of project location, and then check progress, quality and conformity of site to environmental, and health and safety requirements; and works according to plans, specifications, schedule, budget expenditure, risk register, and overall site organization

During the construction monitoring, the monitor engineer should inspect every single activity, raw material quality, manpower and report the findings accordingly. The report should submitted to FC’s and DPM
After construction:
Review documents - review all project documents and analysis the documents against project status reports (latest), interview client and other stakeholders (government, regulators, interest groups, users, etc..) and contractor management

Construction monitoring in JICA IV Project – purpose, objective, and roles/responsibilities
Purpose of Construction monitoring: Purpose of construction monitoring in JICA IV is to certify the works are constructed in accordance with the design and specification
Objective Of Construction Monitoring: Objective of construction monitoring is to acquire project documents, gather project plans, specifications, budget, schedule, contracts, permissions, risks register, and condition for facilities, resources needed, and services to be provided, and the location construction capacity report.
Roles and responsibilities: To ensure that the construction works at all sites are in accordance to the project specification and contract roles and regalities.

1. Miss use of land belong to DoE or PH departments at all sites2. Poor layout by contractor3. Poor quality output4. Delays in completion5. Increase gaps between community, Gov, JICA and UNOPS6. Miss trust of donor agency

Recommendations for best practices in JICA IV project:
1. Strength contractor capacity to adhere of the contract documents2. Advising them to assign experienced staff3. Encourage them to communicate properly for all correspondence4. Encourage them to provide up to date photos5. Encourage them to provide up to date test results & on time6. Schedule regular progress and quality control meetings including
video and power point slide shows of ongoing activities.7. Link them with community CDC’s to assure good quality works
