But how, exactly, did an anthropo-morphic sponge, a lazy starfi�sh, agreedy fast-food restaurant-owningcrab, a squirrel and a fastidious squidbecome cultural icons?
For folks in their late 20s and early30s who were among the fi�rst “Sponge-Bob” viewers, the cartoon series earneda dedicated following by treating thekids who watched it as adults.
Nothing about “SpongeBob” is evercutesy or condescending. Its charactersare adults, if a little juvenile in their be-havior. And “SpongeBob” makes adult-hood seem fun and appealing. Its ver-sion is what kids themselves woulddream up: Working at your favoriteplace, hanging out with your friends allthe time and living in a cool pad withyour pet. Even if it’s underwater.
The series also gets in plenty of digsin at the worst part of growing up:Losing your sense of fun. Its mainantagonist, Squidward, is a straight-laced rule follower who is always tryingto bring SpongeBob’s carefree attitudedown.
SpongeBob’s surrealist, odd sense ofhumor was far ahead of its time. Videosand screenshots from years-old epi-sodes proliferate modern meme culture.It’s harder to express your feelings bet-ter now than “SpongeBob” did then.
When you revisit famous episodes,it’s easy to see the show’s quiet bril-liance (its running “my leg!” gag never
gets old). The comedy ranges from fartjokes to dark capitalist satire.
“SpongeBob” fi�nds nearly as muchtime for sophisticated parody as ani-mated peers “The Simpsons” and “Fam-ily Guy” (which premiered four monthsbefore “SpongeBob”), even though it isaimed at a considerably younger audi-ence. It boasts a brilliant superhero gagin recurring characters Mermaid Manand Barnacle Boy, and makes endlessallusions, from Edgar Allen Poe to “KillBill.” Writers – including series creatorSteven Hillenburg, who died last year –were never afraid to be strange, loudand daring.
A few years ago, Gen Xers had theirheyday of nostalgia when childhoodcartoons such as “Transformers” and“G.I. Joe” were rebooted as big-budgetfi�lms. The “SpongeBob” anniversarycomes as millennial nostalgia is startingto take over (just look at all those 2000sfashion trends coming back). Thank-fully, the little sponge has never gotten a gritty, PG-13 reboot, and probablynever will.
The brilliance of “SpongeBob” is thatit appeals to both kids and adults justthe way it is: peppy, a little grating andtotally bizarre.

Hard as it is for the millennials whogrew up watching to believe, “Sponge-Bob SquarePants” turns 20 on Wednes-day. The beloved Nickolodeon showpremiered May 1, 1999, and quickly be-came a pop-culture institution thatshaped a generation of humor and re-mains relevant even into its originalviewers’ adulthood.
Although children’s TV can be forma-tive, few series have echoed the culturalfootprint of “SpongeBob,” whichspawned a (short-lived) Broadway mu-sical, two feature fi�lms (a third is due in2020), comic books, video games,theme-park rides and even a wax fi�gureat Madame Tussaud’s.

The U.S. Fish and Wildlife Service is proposing to down list the American
burying beetle from endangered to threatened status under the Endan-
gered Species Act. The proposal was published in the Federal Register
(Docket No. FWS-R2-ES-2018–0029, Vol. 84, pages 19013-19029) on
May 3, 2019. We are seeking comments on the proposal through July
2, 2019.
The American burying beetle is a black and orange beetle that occurs
in portions of Arkansas, Kansas, Oklahoma, Nebraska, South Dakota
and Texas, Rhode Island, Massachusetts, and Missouri. The beetle was
listed as endangered in 1989. Due in part to efforts through state and
Federal partnerships, the Service has determined that species status has
improved, but is still at risk due to future changes in climate and land uses.

What is the Lawsuit About?
The lawsuit involves lender-placed insurance(“LPI”), also known as “creditor-placed” or“forced-placed” insurance. A bank or mortgageservicer may arrange for the placement of LPI ona property when it is believed that the borrower’sinsurance is insufficient, when the borrower’spolicy has lapsed, or the borrower has notprovided sufficient proof of insurance coverageon the property.
The lawsuit claims thatM&T received commissionsor other payments from other Defendants. Thelawsuit also claims that these practices causedpremiums and coverage amounts to be excessive.Defendants deny all allegations. Both sides haveagreed to a Settlement to avoid the cost and riskof trial.
Am I Included?
You are a member of the class if you werecharged for and paid or still owe M&T for variousresidential LPI policies between January 1, 2011,and January 25, 2019. The LPI policies included inthe Settlement provided hazard, flood, flood gap orwind-only coverage.
What are the Benefits?
If the court approves the Settlement, ClassMembers who submit valid Claim Forms willreceive a cash award or a credit (towards what theycurrently owe M&T) of an amount equal to 6%,
4.5% or 3% of the Net Premium charged to theclaimant during the Class Period for the LPI Policyby M&T during the Class Period; the percentageamount depends on when you were charged.
• If you already paid: You will receive a checkpayment.
• If you still owe: You will receive an escrowaccount credit, unless Defendants decide to sendchecks instead.
The Defendants have also agreed to injunctiverelief, which means they will stop some businesspractices at issue in the lawsuit.
How do I get Benefits?
You must complete a Claim Form, along with therequired verification documents. The Claim Formdeadline will be no earlier than September 23,2019. More information is available via theWebsitelisted below.
What are my Other Options?
If you don’t want to be legally bound by thisSettlement, then you must exclude yourself byMay 25, 2019. Otherwise you won’t be able to sueM&T or the insurance companies about the claimsin this case. Gritty role player PatrickMaroon, a St. Louis native,scored the winner at 5:50 of
double overtime. This couldhave been the most entertain-ing game of the playoff�s. Ten-sion. Drama. Memorable playsand saves. Good TV.
“It doesn’t get better thanthat: a Game 7 double-overtimegoal in your hometown,” saidRobert Thomas, who assistedon the winner.
Bishop was so spectacularhe could have beat almost any-one on this night. But hecouldn’t beat a Blues team thatcontrolled the puck for most ofthe game.
In the second and third peri-od, the Blues outshot Dallas31-4. But Bishop kept thwartingthem. He made 47 consecutivesaves before Maroon tappedone in the net.
“That’s the story of our sea-son,” Thomas said. “We keep

fi�rst Game 7 was equally im-pressive. Bishop is known forhis puck-handling, but Bin-nington’s puck-handling un-dermined the Dallas forecheckin this Game 7.
In Games 5, 6 and 7, theBlues gave up a total of fourgoals to the Stars.
The Blues are playing the ed-gy, defensively stingy style thatoften wins a Stanley Cup.When you look at who’s stillalive in the playoff�s, there’s noone there that the Blues shouldbe intimidated by.
These St. Louis players alsobelieve in each other. Maroonsaid after the game that theBlues expected to win. Confi�-dence is crucial for a contender.

Two-time Stanley Cupchampion Corey Crawford willassist in the start of Saturday’sIndyCar Grand Prix at Indian-apolis Motor Speedway.
Crawford, goaltender for theChicago Blackhawks, will drivethe pace car, IMS offi�cials an-nounced.
The Montreal native willlead the NTT IndyCar Seriesfi�eld as drivers begin their 85-lap race on the Speedway’sroad course.
Crawford will drive an “arc-tic white” Chevrolet CorvetteGrand Sport Coupe, a car thatfeatures a 460-horsepower V-8engine.
“Indianapolis is an incredi-bly passionate sports city, and Icouldn’t be more excited to rep-resent the Blackhawks and see(fans’) love for IndyCar racingin person,” Crawford said in astatement.

The Contractor shall pro-vide written notification tothe Director of the Office ofFederal Contract Compli-ance Programs (OFCCP)within 10 working days ofaward of any constructionsubcontract in excess of$10,000 at any tier for con-struction work under thecontract resulting fromthis solicitation. The notifi-cation shall list the name,address, and telephonenumber of the subcontrac-tor; employer identifica-tion number of the subcon-tractor; estimated dollaramount of the subcon-tract; estimated startingand completion dates ofthe subcontract; and thegeographical area in whichthe subcontract is to beperformed.
4. As used in this noticeand in the contract result-ing from this solicitation,the “covered area” is Loui-siana, Beauregard Parish,and DeRidder.
Disadvantaged BusinessEnterprise – 49 CFR Part 26 :The Owner’s award of thiscontract is conditionedupon Bidder or Offeror sat-isfying the good faith ef-fort requirements of 49 CFR§26.53.
The successful Bidder orOfferor must provide writ-ten confirmation of partici-pation from each of theDBE firms the Bidder orOfferor lists in its commit-ment within five days afterbid opening.
1) The names and address-es of Disadvantaged Busi-ness Enterprise (DBE)firms that will participatein the contract;
2) A description of thework that each DBE firmwill perform;

It is the policy of theBeauregard Regional Air-port to practice nondiscri-mination based on race,color, sex, or national ori-gin in the award or per-formance of this contract.The Owner encouragesparticipation by all firmsqualifying under this solici-tation regardless of busi-ness size or ownership.
Davis-Bacon Act, asamended – 29 CFR Part 5:The Contractor is requiredto comply with wage andlabor provisions and to payminimum wages in accord-ance with the currentschedule of wage rates es-tablished by the UnitedStates Department of La-bor.

Certification of Lower TierContractors Regarding De-barment:The successful bidder, byadministering each lowertier subcontract that ex-ceeds $25,000 as a “cov-ered transaction”, mustverify each lower tier par-ticipant of a “coveredtransaction” under theproject is not presentlydebarred or otherwise dis-qualified from participa-tion in this federally assist-ed project. The successfulbidder will accomplish thisby:

3. Inserting a clause orcondition in the coveredtransaction with the lowertier contract.
If the Federal Aviation Ad-ministration later deter-mines that a lower tier par-ticipant failed to discloseto a higher tier participantthat it was excluded or dis-qualified at the time it en-tered the covered transac-tion, the FAA may pursueany available remedies, in-cluding suspension anddebarment of the non-
compliant participant.
Trade Restriction Certifica-tion:By submission of an offer,the Offeror certifies thatwith respect to this solici-tation and any resultantcontract, the Offeror –
1) is not owned or control-led by one or more citizensof a foreign country includ-ed in the list of countriesthat discriminate againstU.S. firms as published bythe Office of the UnitedStates Trade Representa-tive (USTR);
2) has not knowingly en-tered into any contract orsubcontract for this proj-ect with a person that is acitizen or national of a for-eign country included onthe list of countries thatdiscriminate against U.S.firms as published by theUSTR; and
3) has not entered into anysubcontract for any prod-uct to be used on the Fed-eral project that is pro-duced in a foreign countryincluded on the list ofcountries that discriminateagainst U.S. firms publish-ed by the USTR.
This certification concernsa matter within the juris-diction of an agency of theUnited States of Americaand the making of a false,fictitious, or fraudulentcertification may renderthe maker subject to pros-ecution under Title 18 USCSection 1001.
The Offeror/Contractormust provide immediatewritten notice to the Own-er if the Offeror/Contractorlearns that its certificationor that of a subcontractorwas erroneous when sub-mitted or has become er-roneous by reason ofchanged circumstances.The Contractor must re-quire subcontractors pro-vide immediate written no-tice to the Contractor if atany time it learns that itscertification was errone-ous by reason of changedcircumstances.
Unless the restrictions ofthis clause are waived bythe Secretary of Transpor-tation in accordance with49 CFR 30.17, no contractshall be awarded to anOfferor or subcontractor:
1) who is owned or control-led by one or more citizensor nationals of a foreigncountry included on thelist of countries that dis-criminate against U.S.firms published by theUSTR or
2) whose subcontractorsare owned or controlled byone or more citizens or na-tionals of a foreign countryon such USTR list or
3) who incorporates in thepublic works project anyproduct of a foreign coun-try on such USTR list.
Nothing contained in theforegoing shall be con-strued to require estab-lishment of a system of re-cords in order to render, ingood faith, the certificationrequired by this provision.The knowledge and infor-mation of a contractor isnot required to exceedthat which is normally pos-sessed by a prudent per-son in the ordinary courseof business dealings.
The Offeror agrees that, ifawarded a contract result-ing from this solicitation, itwill incorporate this provi-sion for certification with-out modification in all low-er tier subcontracts. TheContractor may rely on thecertification of a prospec-tive subcontractor that it isnot a firm from a foreigncountry included on thelist of countries that dis-criminate against U.S.firms as published byUSTR, unless the Offerorhas knowledge that thecertification is erroneous.
