The current ‘rubble tipping’ site, at the base of ‘The Rock’ will be transformed into a community capturing the essence of this Mediterranean location. It will be supported by cultural, leisure, retail and commercial facilities, linked by a sequence of memorable landscape squares, plazas and recreational settings.     Eastside Gibraltar

    Philosophy

    The character of the buildings comprising Eastside Gibraltar will be contemporary in nature. While the buildings will be responding to similar broad influences of traditional Gibraltar buildings- climate, topography, the presence of the Rock- there will also be an appropriate response to more modern influences of view opportunity, structural and material innovations and modern responses to environmental and cultural considerations. As a result the buildings will share with the more traditional buildings of Gibraltar a distinct connection to the place, but without mimicking the form or overt character of those older buildings.

    There will, however, be created a connection to traditional Gibraltar buildings through a harmony of materials and colour which references Gibraltar town fabric, and a sharing of the delights of scale, mystery, exploration, open and contained spaces, and the sense of history which are typical of the Gibraltar western side.

    Additionally the character of the Eastside development will be infused by the response of the buildings and external spaces to the opportunities offered by the particular site location, climate, topography and view opportunity, and the proposed uses envisaged by the masterplan.

    Within the overall character, each of the buildings will display an individuality of response informed by their location within the development, the nature of sunlight and wind interactions, the character of streets and open spaces adjoining the buildings and the view opportunities at lower and upper levels. That individuality will harmonise within the consistent character of the overall development through the adoption of a palette of building materials, colours and textures to be adhered to throughout Eastside.

    8.4 architectural character, materials

    As most of the buildings will be residential in use, there will be the facade expression of open balconies and operable screens and the external manifestation of different apartment configurations within buildings.

    The buildings will also often display a differentiation in facade grain and materiality between a higher level of detail at the street level and in building podiums, compared with the upper levels of buildings.

    Recommendations

    Provide overall building forms which are sculptural, engaging and robust in nature.

    At lower levels, in buildings facing or overlooking streets and external spaces, create a finer grain of building elements rich in detail for visual and tactile delight.

    Incorporate the following palettes of materials, colours and textures on building elements. Use building materials that are appropriate for their use and which require minimal maintenance. Use materials that weather in a manner that enhances the material and allows ongoing change without reduction in the inherent qualities of the materials.

    Sculpting of the building in response to solar orientation and view opportunities will create an exuberance of building expression appropriate for Eastside.

    The appropriate combination of materials is a fundamental design element. In this example, timber adjacent masonry finishes assists in the creation of individuality and privacy for this podium level apartment.

    The podium structure here creates an excellent sense of containment and scale for the street environment. The combination of taller buildings, podium and ground level vertical creates a scaled, interesting and active street edge while at the same time facilitating sunlight access.

    Recommendations

    The heights, massing and forms of ongoing development in Eastside should reinforce the overall structure and character of the development in conformance with the Detailed Information. The buildings should attain a high standard of design in response to their context, uses climatic and resource considerations, and view opportunities.

    The development massing has been designed to create an appropriate sense of enclosure within streets while providing roofline modulation and the opportunity for views.

    Combine upper levels of tall buildings with podium structures to create a pedestrian scale at the street level in a form that mitigates unwanted wind effects and allows light access to the street level.

    Form an integration between buildings which creates individuality of address within an overall continuity of built expression.

    Avoid where possible reducing the amount of sunlight access to external areas from that anticipated by the Eastside Masterplan.

    Along the central spine road, generally set buildings up to the footpath to encourage interactivity between the pedestrian realm and retail/leisure uses. The use of colonnades to buildings may be considered. Set buildings back from the footpath only to create differentiated use zones, or to provide wind shelter or sunlight access to that domain. Encourage integration of the pedestrian realm with the pedestrian connections shown on the Masterplan between the central street, the waterfront, or Catalan Bay Road.

    Spacing between buildings, particularly the high rise buildings, has been optimised in the Masterplan to provide outlook, daylight access and privacy for residents. Orient buildings to optimise sunlight and amenity for residences and open spaces.

    Provide windows overlooking streets and other external spaces. Locate living spaces within residences generally towards adjoining streets and open spaces. At the lower levels of residential buildings, use level changes between floors and adjoining external spaces to provide passive surveillance of the outdoor realm while protecting privacy of those residences.

    Use building forms which reduce wind turbulence at ground level, and at podium- level landscaped areas. Provide wind protection generally for pedestrians at the interface of external spaces and the buildings.

    Incorporate plant and lift overruns as an integral part of the roof design of buildings. Where appropriate, take advantage of the roofs of buildings for recreation areas, and for rainwater and solar energy collection.

    Create tower/podium relationships, and utilise balcony projections, retail/leisure canopies and colonnades to create shelter for pedestrians and to ameliorate wind downdrafts onto footpaths and other landscaped areas.

    Shape building edges and corners to reduce wind acceleration around buildings. Consider adjacency of buildings to reduce acceleration of wind between buildings.

    Create shelter from wind in landscaped areas using integrated built elements: walls, recesses and courtyards.

    Philosophy

    The Eastside Masterplan describes building locations which optimise separations between those buildings to enhance environmental and urban design opportunities.

    At lower levels, the interface between buildings is intended to create a sense of enclosure to streets and other spaces, and to create a feeling of security through passive surveillance while preserving privacy within residences. At the same time, the opportunity to benefit from longer vistas between nearby buildings is intended.

    The main central street is bounded by buildings which are generally twenty metres from face to face, with closer frontages interspersed, possibly aligning with street kerbs where colonnades are incorporated.

    The main vehicular access streets are no less than twelve metres between building faces with significant variations in that width intended to provide street character and elements of surprise.

    The main pedestrian access streets are variable in width, but generally of a closer dimension, to provide pedestrian comfort and spatial delight with breakouts to provide opportunity and orientation.

    At higher levels the interface between buildings is intended to optimise view opportunity and solar orientation while preserving privacy.

    Recommendations

    Locate buildings generally within the footprints established by the Detailed Information.

    In determining that location, optimise the balance between view opportunity, solar orientation, privacy, and sunlight access to the streets and other external spaces.

    In podium level buildings create an appropriate balance between the creation of enclosure and activation of streets and other external spaces whilst optimising view opportunity, privacy and pedestrian amenity.
