All classes of post offices will receive an initial supply of the stamps under the automatic distribution schedule. First-class post offices requiring addi-tional bulk quantities should immediately submit a requisition (Form 3356) to the Bureau of Engraving and Printing using item No. 459.

All Postal Installations, Except Fourth Class Post Offices

Planning Schedule for Postal Fiscal Year 1973

A revised Notice 25, for use by personnel responsible for planning, scheduling, and reporting at data cen-ters, regional, metro and district of-fices, first-, second-, and third-class post offices, and classified stations and branches is scheduled for delivery to the area supply centers.

The schedule has an arrangement similar to that of a calendar and in-cludes eight sheets, or 16 pages, each 10 by 12 inches. Thirteen of the six-teen pages are used to show the ac-counting periods.

Each accounting period is divided into two pay periods, 4 postal weeks and 28 days. Each week starts with Saturday and ends with Friday. A rectapgular space 11/3 by 1 inches is provided for each day. The lower por-tion of the page contains lines for re-cording plans for the following ac-counting period and following quar-ter. Each page is also identified as to postal quarter.

Installations having requirements for this schedule should immediately submit requisitions to their supply center. The supply of Notice 25 is limited. Therefore, the quantity req-uisitioned shall be carefully deter-mined and based on the number ac-tually needed. If quantities requisi-tioned exceed stock, shipments will be reduced accordingly. Use Form 4750, Special Requisition for Supplies. Do not order any other item on this req-uisition. Supply centers will fill all requisitions as soon as stocks are re-ceived. Stocks on hand of previous editions are to be disposed of as waste when revised edition is received.— Finance Department, 5-25-72.

All Post Offices Using Vehicle Hire

Vehicle Hire Effective with Accounting Period 1,

fiscal year 1973, make the following changes in reporting vehicle hire— these changes will not be made in reporting service for fiscal year 1972:

Showing Hours for Daily Rate and Other Contracts. In the boxes headed, 4-7, 19-22, and 42-45 on Form 1804-B, Postmaster's Cer-tification of Vehicle Hire Service, enter the hours for "daily rate and other rate contracts respectively. These entries are to be used for statis-tical purposes and not for payments. Exclude lunch and standing time.

Numbering New Contracts. Num-ber new vehicle hire contracts with five-digit numbers beginning with the last digit of the fiscal year in which the contract begins. For example, all contracts effective in fiscal year 1973 will begin with "3." The second digit will show the type of contract as follows:

2—All standby contracts 8—Temporary contract 9—Christmas contract 0—Park and loop route 1, 3, 4, 5, 6, and 7—Regular

contract Renumbering Renewed Contracts.

Most contract numbers already con-form to the above. Renewed con-tracts that do not conform should be renumbered using for the first digit 9, 0, and 1 for 1969, 1970, and 1971 respectively, and for the second digit, the code numbers indicated above.

Reporting Numbers 1, 3, 4, 5, 6, and 7 (regular contracts) in the second digit and all numbers in the last three digits may be used for local contract classifica-tion as needed.

Classifying Vehicles by Code. The code printed on Form 7374-B, Solici-tation, Offer and Award-Furnishing Vehicles, appears in the table.

Forms 7374, Solicitation, Offer and Award—(Furnishing Vehicles—Fis-cal Year) Short Form—Not to Exceed $5JOOO and 7374-A, Solicitation, Of-fer, and Award—Christmas and Tem-porary Vehicle Hire, Short Form— Not to Exceed $5,000/60 Days will be revised at a future date to show the same codes as above. Use these codes on all new contracts beginning in fiscal year 1973.

Coding Emergency Vehicles. Use these same codes for emergency ve-hicles, entering the code on Form 1804-B, Postmaster's Certification of Vehicle Hire Service, just to the right of the words "Emergency Service."

Recording Vehicles for Renewed Contracts. Record vehicles for re-newed contracts as indicated above.

Notice to St. Louis, PDC. The St. Louis Postal Data Center shall send an inquiry form to the postmaster for each contract at his office. The post-master will enter on this form the new contract number, if revised, or indi-cate no change. Also enter the new code(s) for vehicles used under the contract, if revised, or indicate no change.

All Post Offices MIGRATORY-BIRD HUNTING STAMPS SERIES 1972-73

Postmasters at all first- and second-class offices and those third- and fourth-class offices having a demand for the $5 Migratory-Bird Hunting Stamp shall immediately consider their requirements for the 1972-73 series stamp. Associate Offices

Postmasters shall, by not later than June 1, 1972, submit a separate req-uisition on Form 17, Stamp Requisi-tion, to their sectional center facility for a sufficient quantity of the $5 Migratory-Bird Hunting stamps to last until June 30, 1973. Postmasters shall order the new series stamp in sheets of 30, except that offices re-quiring a lesser quantity may order 15

stamps. Postmasters should also indi-cate on Form 17, the number of Wa-terfowlers—Attention posters needed for their local office, stations and branches.

Requisitions for additional stocks of bird stamps may be submitted to your SCF if the initial supply is not adequate to last until June 30, 1973. Sectional Center Facilities

Postmasters at sectional center fa-cilities designated to distribute ac-countable paper requiring the $5 Migratory-Bird Hunting Stamp in minimum lots of 3,000 stamps shall requisition the stamps on Form 3356, Stamp Requisition-Bulk Quantities (using item No. 312) direct from the

Bureau of Engraving and Printing. Order in quantities of 3,000, 6,000, 9,000, 12,000, 15,000, 30,000, 45,000, 60,000, 75,000, and multiples of 75,000 stamps.

Postmasters at SCF's requiring less than 3,000 bird stamps shall immedi-ately submit a Form 17 to their ac-countable paper depositories. Each SCF designated to distribute ac-countable paper will be automatically furnished an initial supply of 150 pos-ters No. 3-108, Waterfowlers—Atten-tion. Additional posters, if needed, may be ordered from your area sup-ply center, using Form 4750, Special Requisition for Supplies.

All Postal Installations Participating in Passport Application Program

PASSPORT POSTERS AND EASEL CARDS Post offices, stations, and branches

participating in the passport applica-tion program will be receiving two copies of poster 15-A, 22 by 28 inches, captioned, Passport Applications Ac-cepted Here. These posters should be prominently displayed from time of receipt until November 1972.

If for some reason the poster has not been received by May 26, contact the regional office passport program coordinator. Each regional office will receive 100 posters for use as needed to replace lost or damaged posters and to supply facilities that may be added to the program between now and November 1972.

In addition, an 11- by 13*ihch easel card, poster 15-B, has been prepared for the 17 metropolitan areas listed below. Each card contains the street address and name of town or city of participating postal facilities in the area. These easel cards will be shipped to the appropriate metro centers and metro areas for distribu-tion to:

All post offices, stations, and branches in the metropolitan area not participating in the area;

College and university dormitories, student centers, et cetera.

Fraternal organizations, civic or-ganizations, local, State, and Federal Government offices;
