WelcomeDear Delegate,

Welcome to FinanceMalta’s 8th Annual Financial Services Conference.

In the course of penning down this welcome address, the organisation of this year’s Annual Conference is well underway and is actually in its very final stages.

This year’s Conference bears the title “Building on Success, Reaching New Horizons” reflecting Malta’s vision to build on the success that has been achieved so far in the financial services industry and at the same time extend the reach to new areas of business as well as new markets in order to further strengthen the overall value proposition and international standing of the industry.

A lot of thought and effort has been given to this year’s conference program which included consideration to the recommendations tendered by the delegates’ feedback at the end of last year’s Conference as well as current themes revolving around the state of play of the industry in Malta and in Europe to include new potential areas of business going forward.

In fact, as you will see from the Conference program, the planned agenda will address a number of important topics. Centre stage are a number of new potential financial services business facets to include International Pensions, Islamic Finance and Malta’s Capital Market. The program also features three workshops that will address the fast changing developments in the asset management, insurance as well as residency and citizenship matters. Another important theme which forms an integral part of the Conference program is that related to the industry’s human resource requirements and the evolving need of specialist skill sets being sought by the various industry stakeholders. In addressing the different topics, we have carefully invited a number of high calibre local and international speakers to the Conference.

On a final note, I am confident that you will find this year’s Conference to be highly informative and trust that you will equally find this to be relevant to your own field of operation. As always we welcome your feedback at the end of the conference as we find this invaluable in preparing the agenda for next year’s event.

Conference Chairman:

Kenneth Farrugia joined Bank of Valletta plc, Malta’s largest banking group, in 1985 and over the years has occupied various positions within the Bank and its subsidiaries. He currently holds the post of Chief Business Development Officer and sits on the Management Board of the BOV Group. Kenneth is also the Chairman of FinanceMalta, Malta’s national promotional body for the financial services industry and also serves as Chairman of the Malta Funds Industry Association. He is also the Chairman of Malita Investments plc which is listed on the Malta Stock Exchange.

Speaker profiles

Speakers (in order of appearance):

Louis Grech is the Deputy Prime Minister and Minister for European Affairs and Implementation of the Manifesto. He also served in the European Parliament between 2004-2013. Mr Grech graduated in Economics at the University of Malta and then obtained a Masters from the University of Oxford where he was a Rhodes Scholar. Mr Grech was one of Air Malta’s pioneers in 1973, and held various senior positions in the airline, culminating in his appointment as CEO and Chairman of the airline and the Air Malta Group. He was also the Chairman of Lufthansa Technik, whom he attracted to Malta, and a director of the board of several companies. He has also been awarded the Tourism Personality of the Year by Skἅl International and Best MEP in 2007.

Bryane Michael is currently at the University of Oxford and Hong Kong University’s Law Faculty. He has over 20 years experience advising on financial sector reform, including 5 years with the World Bank and OECD and another 10 years serving as Cabinet-level advisor to governments in Russia, Turkey, Bulgaria, and elsewhere. He has also advised over 600 companies around the world and over 45 government agencies. His investment experience includes time with a top 3 Wall Street investment bank and work raising over $90 billion through the years on various advisory engagements. He also has board-level director/trustee experience with companies and/or charities in the UK, Hong Kong, Turkey, and India. He has done his graduate work in economics at Harvard and Oxford, holds US stockbroker and investment advisor licenses and a Certified Internal Auditor’s accreditation.

Fabrice Demarigny, a French attorney, PhD in Political Sciences, is a graduate in Law and Economics. Fabrice worked for 11 years in the French Securities Market Authority (AMF) where he was member of the Steering Committee of the College of Supervisors of Euronext and one of the drafters of the IOSCO Principles of Securities Regulation. In 2002, he has been appointed the Secretary General of CESR – today ESMA. During his tenure, he contributed to the adoption of all EU Directives and Regulations regarding Markets of financial instruments (MIFID), Prospectuses, Transparency obligations of listed companies, Takeover bids, Market Abuse and UCITS. In 2008, Fabrice became a member of Mazars’ international partnership and a partner of Marccus Partners in Paris. He is the Global Head of Financial Advisory Services and Capital Markets of Mazars’ group.

Joseph V. Bannister is Chairman of the Malta Financial Services Authority, a position he has held since 1999.He also held the post of Chairman of its predecessor the Malta Financial Services Centre between 1995 and 1997. From 1990 to 1994 he was Chairman of Malta’s inward investment authority (Malta Development Corporation). After graduating in science from the Universities of Malta and Oxford (UK), he held positions at both Universities and at the Cranfield Institute of Technology (UK), and was Pro-Rector at the University of Malta from 2002 to 2006. He has served as Chairman of Tri-Med Fund Management Limited and Mid-Med Bank Overseas Limited (both subsidiaries of Mid-Med Bank Ltd).

Sohail Zubairi is the CEO of Dar Al Sharia Legal & Financial Consultancy, a subsidiary of Dubai Islamic Bank (DIB) launched in July 2007. Before that he served with DIB as Sr. Vice President and Head of Sharia Structuring, Documentation and Product Development and in charge of syndication and Sukuk at corporate banking. He has held senior Corporate, Structured & Project Finance and Risk Management positions in prestigious financial institutions in the UAE. He has over 2 decades of experience in the GCC markets acquired mainly in the fields of Large Corporate Finance (Syndication, bonds/Sukuk) and Risk Management. Since joining Islamic banking in 2001, Zubairi has taken several initiatives in promoting the noble cause of this industry, including writing several articles in print media and conducting workshops. He is a regular participant in various Islamic finance conferences.

Adil Hussain is a partner and the Global Head of Clyde & Co’s Islamic Finance practice. Based in the Abu Dhabi office, Adil focuses particularly on Islamic finance matters and has been involved in a number of leading Islamic financing transactions in the Middle East region and internationally. He has also advised on the structuring and development of a number of Islamic financing products. Adil has built up a wealth of Saudi finance experience having previously lived in Riyadh for 3 years. Adil is regularly cited in legal directories as being a leading banking lawyer and draws particular praise for his Islamic finance expertise.

Bethell Codrington started his career in 1984 as an Independent Financial adviser, and by 1990 had moved into the Pensions Arena, working for a number of ‘blue chip’ companies including Lonrho plc (Trustee and EBC), Alexander Forbes (EBC) Swiss Life (Investments) in various capacities, before joining what is now TMF Group in 2004 where he concentrated solely on the International Pension Fund Market. Codrington launched the first ‘commercial’ QROPS in 2007, and has been involved from the very early days in helping to build Malta’s nascent Pension Fund Industry and currently act as Chairman of the Malta Association of Retirement Scheme Practitioners (MARSP).

David Zahra, founder of David Zahra & Associates Advocates, a law firm based in Valletta, Malta specializes in commercial and financial services law, and has concentrated on Arab commercial laws in his post-graduate studies at the University of London. He takes a keen interest in the workings of Islamic finance and has participated and spoken at a number of Islamic Finance round tables and conferences in Malta and abroad. David is a council member of the Middle East Business Council within the Malta Chamber of Commerce and Industry and lectures on Islamic Finance in the Comparative Frameworks in Business and Ethics module of the M.A. (Business Ethics) degree offered by the University of Malta and in the “Corso biennale in Dottrina Sociale della Chiesa” organised at the Vatican by the Fondazione Centesimus Annus – Pro Pontifice and the Pontificia Universita’ Lateranense.

Reuben Buttigieg is the managing director and founder of Erremme Business Advisors, a business and management consultancy firm. Apart from his responsibilities as managing director Reuben has a direct involvement in the Corporate Finance and consultancy services of Erremme and is council member on the Malta Chapter of the Institute of Directors. Reuben has also held the Presidency of the Malta Institute of Management (MIM) for four consecutive terms. He has been the pioneer in the discussions on Islamic Finance in Malta and has prepared various papers and articles on the subject. A regular speaker in International Islamic Finance conferences, he acts as a consultant on various Islamic Finance transactions in Malta and abroad, and is the first Islamic Finance Advisor in Malta, advising, amongst others, on the formation of Islamic Micro Finance Fund. Reuben authored various articles in Maltese and foreign newspapers and is the local representative of Islamic Finance News. He is also a Director of various other companies and organisations.

Clifford Pace is the Business and Product Development Manager at the Malta Stock Exchange plc., a position he has held for over 3 years. He comes from a long career in Financial Services, having held executive positions in diverse areas such as Branch Management, Public Relations, Marketing and Banking Operations. The role of Business and Product Development is relatively new to the Exchange and is responsible for the Exchange becoming more visible, structured, and pro-active in respect of market opportunities. Cliff has an MBA from Henley Management College, UK amongst other academic qualifications.

Edward Rizzo joined Rizzo, Farrugia & Co. (Stockbrokers) Ltd. in August 2000 after graduating with honours in Economics from the University of Malta in 1999. He became a Director in May 2003 and currently oversees the Trading function as well as the Research & Analysis Unit. In April 2007 Edward was appointed a Director and a Member of the Investment Committee of Vltava Fund SICAV plc, a professional investor fund listed on the Irish Stock Exchange. For the past few years, Edward has also been a weekly contributor of financial articles for the Times of Malta.

Olga Finkel is founder of WH Law (now known as WH Partners), a Malta-based leading law firm. Olga is regarded as an expert in corporate finance, M&A, technology, gaming & gambling fields with a particular focus on corporate finance to high-tech companies. Her expertise extends to venture capital financing, cross-border M&A, e-commerce, e-payments, crypto-currency, software licensing, data security, and intellectual property. Olga holds a doctorate in law from the University of Malta. Born in the Ukraine, she also holds an MSc in Information Technology and Economics from Kharkov Economics Academy. Olga is a lecturer on Gaming Law at the University of Malta.

Martin Webster worked at the Royal and Sun Alliance Life headquarters in a management reporting function, prior to returning to Malta in 2001. This entailed identifying market trends, and reconciling figures with the Actuarial Department prior to submittal to the Department of Trade and Industry. In 2001, Martin took on the role of Equity Analyst (for the local market) at Curmi and Mallia. This involved close interaction with corporate leaders and production of research reports for prospective investors. Martin was appointed Head of Equity Research at Curmi and Partners in 2008. This role involves the identification and monitoring of investment opportunities in the world’s major equity markets.

Douglas Goldstein, a Certified Financial Planner (CFP®) and licensed investment professional both in the United States and Israel, is the best-selling author of “Rich As A King: How the Wisdom of Chess Can Make You a Grandmaster of Investing.” His career began on Wall Street in 1992 at Dean Witter. After developing a successful practice in New York, Doug moved with his family to Israel. Doug is frequently invited to give lectures on investing, to comment on financial affairs on the radio and TV, and in local and international newspapers. Doug serves as a trainer and consultant to banks in Israel.

Chris Meilak is a Senior Manager at EY Malta, leading the Economic Advisory, Business Modelling and Valuation team. Chris has been involved in various research projects for both public and private sector clients, including studies on SME access to finance, potential market failure instances, and an assessment of the critical mass needed for private equity. He has also been involved in assisting local firms to obtain funding. Chris is a Visiting Lecturer at the Departments of Economics and Banking & Finance, University of Malta, and a lecturer for the ACCA and ACA modules with BPP Malta. Chris holds an MA degree in Economics and the ACCA Accountancy qualification.

Silvio De Bono graduated Doctor of Business Administration from Maastricht School of Management specialising in Organisational Development. He lectured with reputable International Business Schools and currently lectures at the University of Malta. He has gained professional international experience in Europe, Asia, Africa, South America and the Gulf. Dr De Bono is the author of Management Books and articles in refereed journals. He has been in consulting businesses for 22 years and served as director in several companies. He currently holds the role of President of the Board of Governors of MCAST and Chairman of MG2i which is the commercial arm of the College.

Matthew Camilleri is a Chartered Accountant by profession having qualified in the Banking and Capital Markets practice of PwC London before working with the firm in corporate finance advisory. Matthew returned to Malta in 2006 when he founded Castille, a leading specialist search and consultancy firm which he manages till today.

John Consiglio worked for Barclays, Mid-Med, and HSBC banks in a 42 year career in Malta and overseas. He served on the boards of various government companies, and was also Malta’s longest serving Chairman of the Income Tax Appeals Board. During his career he spent several years responsible for staff training in Barclays Bank, and since his retirement in 2000 has been lecturing on banking and finance at the University of Malta. He is now also a member of the Board of Governors of the MFSA and chair of its Education Consultative Council. He holds degrees from the universities of Malta, Wales, Manchester and Rome.

Jose’ A. Herrera is a member of the Maltese Government. He is a lawyer and has served as a Member of Parliament for 19 years. He was appointed Parliamentary Secretary for Culture and Local Government in March 2013. As a Parliamentary Secretary for Competitiveness and Economic Growth he is responsible for the Maritime Policy and Promotion, the Promotion of Financial Services, Information and Communication Strategy, and Digital Economy. For 27 years Hon. Herrera practised his profession as a lawyer, owning a legal office, specialising in criminal law. Throughout his political career, he has attended various international conferences, and was in the first group of Maltese Members of Parliament to take part in a preliminary session of the European Parliament, held in Strasbourg.

Chris J. Naudi is the Head of Tax at Ernst & Young Limited in Malta where he works, predominantly in International Tax Services, and has been a Partner at EY since 2001. Chris is a Fellow of the Institute of Chartered Accountants in England and Wales, a Fellow of the Malta Institute of Accountants, a Certified Public Accountant and a Member of the Malta Institute of Taxation. He is also a past examiner of the Malta Institute of Accountants where he also sits on the Education Committee. Chris is an outgoing president and Council member of the Institute of Financial Services Practitioners and also sits on the tax sub-committee of the Institute.

Philip von Brockdorff graduated B.A. (Hons) and M.Sc. Econ. (Wales), and D.Phil. (University of York). His teaching areas include Macroeconomics, Applied Welfare Economics, History of Economic Thought, and Cost Benefit Analysis, while his research areas are mainly on Economics of Ageing Populations and Transport Economics. He served as Permanent Secretary for almost 7 years and was one of the main negotiators for the Agriculture and Fisheries Chapters before EU accession. He also served as Chairperson of the National Commission for Higher Education, and is now Head of the Department of Economics, at FEMA, University of Malta.

Robert Coates joined the EMEA sales team of Deutsche Bank London in 2012 as Director of Fund Services Sales. Fund Services (FS) is part of Deutsche Bank’s Global Transaction Banking (GTB) division, which services over EUR 7 trillion in assets as trustee, custodian or administrator. Joseph Camilleri joined Bank of Valletta Group in October 1985. Agathi Pafili is Senior Regulatory Policy Advisor in the European Fund and Asset Management Association (EFAMA) since September 2012. Ms. Pafili was formerly a member of the cabinet of the Vice President of the European Parliament, being in charge of the Economic and Monetary Affairs Committee legislative discussions between 2009 and 2012. Prior to that, Ms. Pafili has worked as a policy advisor for Members of the Economic and Monetary Affairs Committee of the European Parliament. Ms. Pafili started her career in 2002 as a lawyer in the Commercial Bank of Greece. She is member of the Euribor Steering Committee and holds a LL.M on International and European law.

Christopher P. Buttigieg is Director of the Securities and Markets Supervision Unit at the MFSA. He joined the Authority in 2000 as manager in the Investment Services Unit and has gained experience in different areas of financial supervision and the investigation and enforcement of market misconduct and malpractice. He sits on the Authority’s Supervisory Council and has represented the MFSA at various European Fora on financial regulation and supervision. Dr. Buttigieg has a Bachelor of Accountancy (Hons.) and an M.A. in Financial Services from the University of Malta, and an M.A. in EU Law and Society and a D.Phil. in Law Studies from the University of Sussex (UK). His Doctoral thesis deals with the governance of EU securities regulation and supervision. Dr Buttigieg is a lecturer in the Banking and Finance Department of the University of Malta and has published various articles in academic and professional journals which focus on EU law and on regulation and supervision in general.

James Farrugia spearheads GANADO Advocates’ Investment Services & Funds team’s licensing and regulatory consultancy activities. Leveraging his extensive experience working with the local competent authority, Mr. Farrugia is able to offer clients regulatorily sound insight and practical solutions throughout the licensing application process and on an ongoing basis. James regularly contributes to international journals associated with investment funds and has addressed a number of local and international conferences focusing on this sector. James also regularly lectures on investment services and investment funds at training programs organised by the Institute of Legal Studies, the Institute of Financial Services, the Malta International Training Centre and the Malta Financial Services Authority.

Chris Casapinta is the Managing Director of Alter Domus where he is responsible for the day-to-day operations. Before joining Alter Domus, Chris was a senior manager at PricewaterhouseCoopers. He started his career at the end of 2000 in the Malta office. He then spent a significant time of his career within the Luxembourg office where he was responsible for managing assignments in the fund industry and large multinationals. His 10 year career with PricewaterhouseCoopers gave him opportunities to work on various other high profile audit and advisory assignments within various offices of the PricewaterhouseCoopers network including Boston (US), New York (US), London (UK) and Milan (Italy). Chris is a certified public accountant and auditor and is a member of the Malta Institute of Accountants.

Elizabeth Carbonaro joined Willis Management Malta in 2012. She is a director of the company, and project leader for Global Captive Practice ‘GCP’ Solvency II Pillar III reporting platform for clients. Previous to joining Willis she worked for the Middlesea (Mapfre) company for 12 years, 3 years as the general manager for their captive management operation and 9 years head of finance unit. She started her career with PWC working in Malta and Luxembourg.

Stephen Portelli is employed at Marsh Management Services Ltd as Senior Vice President and is responsible for the finance function and responsible for the coordination and management of a portfolio of affiliated and non-affiliated insurance companies. Stephen is also involved in business development and the formation of new companies. Before joining Marsh in 2006, Stephen was employed as a Chief Financial Officer, responsible for financial planning and control with a local group of companies for 5 years. He mastered his working experience with five and a half years’ experience at KPMG working in Dublin, Luxembourg and Malta in the audit and consultancy field.

Neil Coulson has specialised in the London insurance market for over 30 years. He continues to act as external audit partner and advisor for several Lloyd’s syndicates as well as insurance companies, intermediaries and other insurance related companies. In the past Neil has been seconded to Lloyd’s during its restructuring into Equitas. Neil is on the Insurance Committee of the Institute of Chartered Accountants and a member of their Solvency II working party. Neil is also heavily involved in internal audit work for insurers and in this role has been particularly involved in testing various aspects of insurers’ Solvency II preparedness.

Sarah Goddard is the CEO of DIMA, the Dublin International Insurance & Management Association, which represents international insurance and reinsurance companies operating in Ireland. Sarah has the overall responsibility for the leadership of the association. Sarah is a member of the IFSC Insurance Working Group and currently is acting chair of its Solvency II Group. She sits on several industry-related groups and committees in Ireland and internationally, and speaks at conferences and seminars around the world. George Mangion is a senior partner of PKF Malta, an audit and consultancy firm, and has over 30 years experience in accounting, taxation, financial and consultancy services. George is a regular contributor to both local and foreign publications on business, financial services, taxation, captives, company structure and insurance. Rosanne Bonnici is the Tax Partner at Fenech & Fenech Advocates, a leading multi-disciplinary Maltese law firm. Dr. Bonnici graduated LL.D. (1993) and M.A. Fin. Serv. (1998) from the University of Malta. Her professional practice focuses on taxation and financial services law and she has practised in both areas of law for over 20 years. Nadine Goldfoot has been practising in the field of immigration law for over 10 years. She is considered an authority on high net worth immigration. She works with high net worth individuals, third party advisors in the private wealth industry and governments on global citizenship and residency planning.
