In the first few weeks, St. Augustine locals hung around outside Biassou’s rented house on St. George Street to stare at the “family.” Biassou complained again. Biassou liked attention on his own terms. He hosted a festival for the town’s black community to celebrate the Catholic Day of Kings with an African flair. The Spanish Catholics were stunned. Biassou’s life in Florida was like a retirement com- pared to his days as the fiery leader of the Haitian slave revolt against the French. He chose to spend his impressive income on impressive hospitality. But even though his salary was second only to the governor, it fell short of what Havana promised him because of St. Augustine’s frequent inability to cover payroll. Non-profit Foundation To Run 450thSt. Augustine’s City Commission has endorsed a

plan to have a private non-profit foundation run thecity’s 450th commem-oration.

The original planwas to have it govern-ment-run, but commis-sioners admitted openmeeting requirementswould make day-todayactivities difficult. Alocal attorney and businessman will move the plan to asteering committee appointed earlier, asking its mem-bers to apply for the foundation board and disband thecommittee.

Aviles Street, documented as possibly America’soldest street dating from 1573, will be getting amakeover in the next two months, including under-ground utilities and wiring, fresh brick surface andwidened sidewalk for outdoor dining. The makeoverarea extends from King Street to Artillery Lane.

A proposed carriage ordinance, after input from car-riage businesses, a public workshop, and CityCommission review, is going into another draft.Assistant City Attorney Carlos Mendoza has softenedseveral areas, including a permit fee reduced from$5,000 to $1,000 or 2 ½ percent of annual gross, andallowing carriages to go off-route for prearranged pas-senger pickups at bed and breakfasts.

A state panel advising the governor and cabinet onuse of land in the Internal Improvement Trust Fundmay recommend that the city repay the state in cash orequivalent land for the $588,000 value of land in theColonial Spanish Quarter. The land is needed as part ofa package with city-owned land to build a Castillo vis-itor orientation center. Mayor Joe Boles considers aland package for the Castillo center is “critical” todeveloping joint ticket sales for the Castillo andQuarter.

ing in basketball. A free-throw, 1-1/16 point; a fieldgoal, 2-3/8 points; and a long-distance basket, 3-1/15!”

Feta and Chard Tart Crust Ingredients:

3/4 cup whole-wheat pastry flour3/4 cup all-purpose flour1 tsp. The Spice and Tea Exchange Thyme1 tsp. The Spice and Tea Exchange Oregano3/4 teaspoon The Spice and Tea Exchange French Grey Sea Salt3/4 tsp. The Spice and Tea Exchange

Ground Black Pepper1/3 cup extra-virgin olive oil5 Tbsp cold water

Filling Ingredients:2 tsp extra virgin olive oil6 cups chard, chopped (about 1 bunch, remove stems and sepa-

rate)2 Tbsp. The Spice and Tea Exchange Minced Garlic2 Tbsp. water2 large eggs1 cup part skim ricotta cheese1 tsp. The Spice and Tea Exchange Lemon Grass1/8 tsp. The Spice and Tea Exchange Ground Black Pepper1/2 cup chopped pitted kalamata olives1/3 cup crumbled feta cheese

To Prepare Crust:Combine flours, thyme, oregano, salt and pepper in a bowl.Make a well in center of mixture, add 1/3 cup oil and 5 Tbsp

water.Stir wet ingredients into dry to form a soft dough.Knead on lightly floured surface until dough comes together.Wrap in plastic and chill 15 minutes.Preheat oven to 400 degrees F.Coat 9 inch-pan with cooking spray.Roll dough into 12 in circle on lightly floured surface.Transfer to prepared pan and press into bottom and sides.Trim extra dough and use to patch.Prick bottom and sides with fork in a few places.Bake until firm and slightly brown, about 20-22 min.Cool 10 minutes.

To Prepare Filling:Heat 2 Tbsp. oil in large skillet over medium heat, add chard

stems and cook until tender, 2 min. Add garlic, cook until fragrant, about 15 sec. Add chard leaves and 2 Tbsp water, cook until leaves are tender

and water has evaporated, 2-5 min.Transfer to sieve over a bowl, drain and cool 5 min.Whisk eggs, ricotta, lemon grass, and 1/8 tsp pepper.Fold in greens, olives and feta.

To Combine and Bake:Pour filling into crust and bake until top is lightly browned and

toothpick inserted in center comes out clean, 30-25 min.Let cool for 10 minutes before cutting into wedges.
