1. Message from the President of the Indian National Committee of the IEC Message from the Indian NC, the hosting organization and BIS

The International Electrotechnical Commission National Committee of India (IEC INC) in conjunction with the Bureau of Indian Standards (BIS), the national standards body of Indi a, feels privileged and hon oured to welcome the entire IEC fraternity to New Delhi in October 2013 f or the 77th IEC General Meeting and related events. We have been working tirelessly with the IEC to make this mega event a memorable experience for all of you. The IEC meetings were held in India in 1960 for the first time. Subsequently, BIS hosted the 61st General Meeting of the IEC in New Delhi in 1997, which was attended by about 600 delegates from 52 countries. We hope that delegates will find the programme for the 77th IEC General

Meeting interesting. I trust that your participation in the technical and management meetings will be fr uitful and that you will exchange ideas and experiences which will strengthen global cooperation among countries in the field of electrotechnical standardization. Considering that the Indian economy is one of the most conspicuous growing economies of the world, we hope that all delegates will take this opportunity to visit the capital of India, New Delhi, to gain an id ea of its growing economy and vibrant culture. Delhi has a fine blend of old and new, ancient and modern, cultures and religions. Delhi has many renowned historic monuments, landmarks, museums, green parks and modern malls. 2. Message from the President of the IEC

Welcome from the IEC President We will soon be meeting in New Delhi, India, for the 77th General Meeting, and I look forward to welcoming you there. Let me share with you a few thoughts on the importance of the w ork you do. Most people do not r ealize that standardization is a corner stone of today’s world. Even you may sometimes forget, working on the minute details that are ne eded for a good standard, that your work directly impacts how companies and economies are able to develop and grow. It can improve the quality of life of populations in all corners of the globe and help to safeguard them. Standardization is a bit like energy: when it is there, it allows things to function efficiently, mostly unnoticed. It’s only when it is abse nt that the im pact is tru ly felt. Electric energy and everything it drives is the core business of the IEC. Since 1906, the IEC has been fundamental in allowing innovations to thrive and expand globally, systems to work with each other safely and reliably. With our work, we allow countries to build infrastruc-tures from standardized elements that are easier and cheaper to maintain and repair. Today, access to a reliable electricity supply determines a country’s ability to participate in global markets and extract value to build its economy and add jobs. The large majority of power generation ends up as electricity and that’s where our expertise adds all its value. With it, countries are able to add meaningful intelligence to their grids and cities; include renewable energy sources and ensure a consistent energy supply for the prosperity of future generations. In this context I draw your attention to the White Paper by the MSB, which we plan to publish at the General Meeting in New Delhi that focuses on maintaining access to electricity during and after disasters. I encourage you to download and share your copy of Microgrids for disaster relief widely in your industry and with your peers. With that, I hope to see many of y ou in N ew Delhi and wish you all success in the meantime.

3. General information

About the host The Indian National Committee of the IEC (IEC INC), in conjunction with the Bureau of Indian Standards (BIS), is pleased to be hosting the IEC General Meeting in 2013. The last time India held an IEC General Meeting was in 1997. The IEC INC participates in 67 IEC technical committees and foll ows the w ork of a further 84 committees. BIS, the national standards body of India, holds the Secretariat of IEC INC. BIS is involved in numerous activities such as standard formulation, product certification, hallmarking of gold and silver jewellery / artefacts and management systems. Indian standards are formulated keeping in view national priorities, industrial development, technical needs, export promotion, health and safety, etc. So far, over 18 700 Indian standards have been formulated in different areas of technology. These Indian standards include 2 926 Indian standards formulated in the electrical, electronics and information technology fields. These standards are evolved on the consensus principle, through technical committees comprising representatives of various stakeholders such as consumers, regulatory and other government bodies, industry, scientists, technologists, testing organizations, etc. BIS has been actively participating in the work of IEC technical committees. Indian standards are harmonized with IEC standards (wherever they exist) to the extent possible in order to facilitate adoption of IEC standards by all segments of industry and business.

Meeting dates and locations The 77th General Meeting of the IEC, hosted by the Indian National Committee of the IEC and the Bureau of Indian Standards will take place in New Delhi, India, from 21 to 25 October 2013. 4. Timetable at a glance

Unless otherwise decided by the Chairman of the committee concerned, meeting hours will be from 09:00 to 12:30 and from 14:00 to 17:30. Please note that Management Meetings (SMB, CAB, CB and Council) will start at 08:30. Coffee or tea breaks are scheduled twice a day: between 10:30 and 10:45 and between 15:15 and 15:30 approximately. The quoted prices are valid for all registrations received up to 14 September 2013. Hotel rooms will be allocated on a first-come, first-served basis. Prices are per room, per night and include breakfast and currently applicable hotel taxes. In case of any increase in the taxes, the difference will be collected at the time of check-out. Check-in time is 14:00. Check-out time is 12:00. Early arrivals or late departures may be charged by the individual hotel upon check-out. The individual hotels’ cancellation policies should be checked before booking. You are solely responsible for all financial obligations arising from reservations made by you or on your behalf. This includes all charges for cancellations, late or non-arrival. A credit card number is required to secure hotel booking. 7. Travel and transportation

Travel information The Indira Gandhi International Airport, New Delhi, is located on the South West border of New Delhi. The most convenient mode of transport from the airport to the respective hotels is to travel by pre-paid taxi or radio taxi. You can catch a taxi after exiting the arrival hall. They are available 24 hours a day and it will take about an hour to reach the hotels. Pre-paid taxi service is the most commonly

accepted mode of transport from the airport. Radio taxis are also available. The cost from the airport to the respective hotels is approximately INR 1 000. A n airport shuttle metro train is also available from 06:00 to 23:00 to reach the centre of New Delhi (New Delhi Railway Station/Shivaji Stadium).

Entering India Visas In order to enter India, all foreign visitors are required to have a valid passport and visa. Visas must be obtained before departure (except for delegates of countries which have visa-on-arrival arrangements with India) and applications should be made to the nearest Indian Embassy / High Commission / Consulate or a travel agent in the country of residence, taking into account the length of notice for obtaining a visa. In order to obtain a visa, please request a formal invitation from the Host Committee by filling out the relevant section of the registration form at meetings.iec.ch - Visas tab. Please advise us of your visa requirements as soon as possible to avoid any possible delays. Registration An IEC Information and Registration desk will be located at both Vigyan Bhawan and the India Habitat Centre from Tuesday 15 October 2013 from 08:00 to 17:30 each day of the General Meeting. When registering, delegates will receive: - an identification badge - invitations to social events - updates and general information to assist them during their stay Identification Badges The following colour codes are used on identification badges: • White : Delegates • Yellow : Accompanying persons • Blue : IEC officers and staff • Red : Event management company staff • Orange : Host Committee / staff • Green : Young Professionals All delegates are requested to wear their identification badge throughout the General Meeting, including during all meetings, receptions and social functions. Business centre A business centre will be available to delegates at Vigyan Bhawan and the India Habitat Centre. It w ill be open from Sunday morning, 20 October 2013 t o Saturday evening, 26 October 2013. The opening hours are 08 :00 to 17:00 daily at bot h venues. The Business Centre will be equipped with a number of PCs, connection points for laptops, printers and a scanner. PCs will have standard software pre-installed (Microsoft Office, Adobe Acrobat Reader, WinZip and Internet browser). You will need a ful ly installed/configured LAN card to con nect to the local area network (TCP/IP protocol) with your laptop using a Wi-Fi-enabled system.

*Some shopping centres close one day a week; this varies from place to place. Malls are usually open till 21:00. Climate and clothing The weather in New Delhi in October is pleasant with temperature varying from 18-30 degrees centigrade. There may be occasional rains. Light to medium clothes are best for everyday wear. Credit cards All major credit cards are accepted in hotels, restaurants and shops. Currency/exchange The Indian currency is the Rupee (INR). Notes are issued in following denominations: 1 000, 500, 100, 50, 20 and 10. The approximate conversion rate is:

Electricity supply The electricity supply in India is at 230 Volts/50Hz. You will require a voltage adaptor if you are carrying a device that does not accept 230 Volts/50 Hz. Internet connections Free high speed Wi-Fi internet access will be available to delegates inside the General Meeting locations at both venues. Wi-Fi internet access is available at hotels in New Delhi on a free or chargeable basis according to hotel policy. Language Hindi is the official language of India, though English is widely spoken. Signs, however, are often written in both languages. Meal facilities There are a number of good restaurants within walking distance of th e hotels which serve both lunch and dinner. Smoking In India, smoking is prohibited in public buildings and other places open to the public. This also includes offices, public transportation, hotels, bars, restaurants and all other establishments where food and beverage are served. You must be 18 years old or more to buy tobacco and tobacco products in India. Taxes A Value Added Tax (VAT) is added on most products in India. All taxes are included in the price indicated on the product. Service Tax is added on most services in India.

Telephones All regular telephone numbers in Delhi consist of eight digits, and there are area codes (the area code for Delhi is 011). In ca se of e mergency, the pol ice can be contacted through number 100 and ambulance through 101. To call India, the international telephone access code is +91 (city code)(number). To call from India, the outgoing code from India is 00 (country code)(city code)(number). For calls from your hotel, please enquire directly at the reception. Time zone The time zone for India is Greenwich Mean Time (GMT) + 5½ hours. This time zone remains unchanged throughout the year. Tipping Whilst a tip is not essential and you should not feel obliged, it shows appreciation of good service. In restaurants, a tip of 10% of the billed amount is considered generous.
