On 07/18/2021 at 09:08 hours, Officer Kilpatrick (68405) reported a memo at Brainerd Rd / Greenway View Dr. While investigating a large littering/dump site under the Chickamauga Creek Bridge on Brainerd Rd., FTO Kilpatrick made contact with Mr. Scott. Although Mr. Scott is not responsible for the dump site, FTO Kilpatrick attempted to speak with him about the whereabouts of another homeless man who was responsible. Mr. Scott was immediately confrontational and refused to provide information. Mr. Scott was warned about the littering and was instructed to leave the area within a reasonable amount of time. Nothing further.

On 07/19/2021 at 07:33 hours, Officer Allison #237 wrote a continuation/supplement for a Vandalism at 5501 Highway 153. I made contact with Circle K Employee who provided picture of man with brick in his hand at 09:39 hours on business camera footage. There was no footage provided of the man with brick in hand committing the vandalism. I attached picture to the report. I notified the original Case Officer for him to look at since he was out with possible suspect on day of incident. Nothing further.

On 07/18/2021 at 11:52 hours, Officer Lockhart (66490) reported a memo at 3900 S Terrace. Police were originally dispatched to the above location due to a traffic accident. Once on scene, I spoke with both drivers, Bradley Slater and Patsy Bryson, and determined there was no damage to either of the driver's vehicles. After speaking with Mrs. Bryson she called a nearby friend to pick her up because she wasn't feeling well.

Van was abandoned, the driver side window was rolled down. There was a phone in the passenger seat that was plugged in and charging. Owner did show up at her vehicle. She ran out of fuel. Vehicle was not towed.

Walmart employee's stated Mr. Kevin Payton skip scanned items at self-checkout. The total amount stolen was $8. Walmart decided to not cite Mr. Payton for the theft and allowed Mr. Payton to payfor the items he did not pay for. No further.

Both parties stated they were in a verbal argument. Ms. Borden had Ms. Smith's sister's car keys. Ms. Bordens stated she was allowed to have the keys. I spoke with Donna( Ms. Smith's sister) over the phone and she stated Ms. Borden was not supposed to have the keys anymore. The keys were returned to Ms. Smith. Nothing further atthis time.

Staff stated they wanted Mr. Bulloch banned from the property. Officers made contact with Mr. Bulloch at the back of the building. Officers informedMr. Bulloch he was banned from the property and could be arrested if he comes back on the property. Officers observed Mr. Bulloch walk off the property. No further.

On 07/18/2021 at approximately 23:00 hours, Officer M Estock (82259) reported suspicious activity at 800 Mccallie Ave. Upon arrival I made contact with Security Guard, Mr. Kendrick Wright who stated an unknown black male was walking around theback of the facility at listed address. He stated he observed him on security cameras and could not see his face; however the suspect was shining a light on the buildings electrical breaker box. Mr. Wright feared the trespassing suspect would attempt to cutpower to the facility. The individual fled the location prior to my arrival. I was unable to locate. No further.

Upon arrival police made contact William Hill and Bryan Olsson. Police asked why they were there with no response. Both were negative for local or NCIC. Both were trespassed from the property.

On 07/19/2021 at approximately 01:00 hours, Officer M Estock (82259) conducted a field interview at 1386 Market St. While on scene of this location checking on a business alarm, I made contact with Mr. Mark Eades who was sitting on the front steps of theChattanooga Choo Choo, 1400 Market St. Knowing this business was currently closed and observing the front door was open, I asked Mr. Eades what his business was being at this location. He informed me an individual he knew dropped him off at this location and left with his vehicle. He stated he let the individual borrow his car, however was unsure when the individual would return with it. He did not give any information on who his friend is. I made contact with security inside 1400 Market St and assuredthe individual was not recently inside the establishment. I instructed Mr. Eades to relocate off this address due to business alarmscoming out.No further.

On 07/19/2021 at 01:34 hours, Officer Slater (84863) reported a memo at 30 Birmingham Hwy. Police made contact with a Mr. David Shelton who informed police that prior to calling a male party had attempted to make entry into his hotel room. Mr. Shelton confronted this party who informed him he had booked the room but potentially had the wrong key. Police made contact with staff inside of the hotel who informed police that a clerical error had taken place resulting in the room to show as available resulting in the confusion. All parties involved were able to resolve the issue with little to no police intervention. No further police action was needed at this time.

Upon further investigation there were one small circular hole in the window that is consistent with a bullet. Police searched the area but was unable to locate any shell casings.

She told him to leave and he did not. They had a short verbal argument then he left. She said that he has an outstanding warrant for his arrest so he left before police arrived. She said that he didn't do anything to her she just wanted him to leave.

On 07/19/2021 at 08:10 hours, Officer C. Glenn (60757) responded to a Damaged Property Accidental at 1314 Grove Street Ct. Ms. Sparks says that on 06/25/2021, her 2005 Chevrolet Tahoe was repossessed. She says the company that repossessed the vehicle was Title Max and they used MVTrac recovery services. and it was taken to an address on Asbury St. (street number unknown) She says that she got it back on 07/13/2021. She says now the radio does not work right, the left side rear door will not lock nor unlock and she can not turn off the light switch that it stays on automatic. She says that all of these problems happened after the vehicle was repossessed.

On 07/19/2021 at 09:44 hours, Officer K.Otto (1077) responded to a report of an abandoned vehicle in the area of 902 Federal St. Upon arrival I discovered a black Nissan Versa, Tn , parked curbside facing west. When checking the vehicle I discovered that an abandonment decal had been placed on the vehicle 7/13/2021 and I found no evidence that anyone had madean attempt to move the vehicle. When making contact with the residence at 902, they believed the vehicle had been abandoned by the previous occupants. After checking records, Cain’s Wrecker Service did respond to remove the vehicle from the roadway.

On 07/19/2021 at 11:03 hours I, Officer King (78347), responded to a disorder at 2404 Glass St. I spoke to the complainant Mr. Narsingani who stated that a party who has been trespassed was on the parking lot asking people for money. Police searched the area around the parking lot and located the party Ms. Krissy Walker walking south on Wheeler Ave, away from the store. I spoke to Ms. Walker and she stated that she would not go back to the store and that she only went there to get a cigarette. I told Ms. Walker that if she was back over there that I would arrest her for criminal trespass.

On 07/19/2021 at 11:18 hours, Officer Stansberry (61910) reported a memo at 40 Starview Ln. During routine patrol officers spoke with management at the Fairfield Inn. Desk manager (Hillary) stated she has a homeless couple visit the hotel nearly every Sunday asking guests to contribute donations for a pizza party. The unknown couple arrives in a Toyota sedan and the woman goes knocking door to door while the man stays in the drivers seat. Hotel staff stated the couple have been asked not to return however they still frequent the facility. Officers recognized the subject as Valerie Reed whom who is a well known scam artist (conducting the same type of activity) form the E. Brainerd / Hamilton Place area. Officers will continue to monitor the area hotels for the subjects.

On 07/19/2021 at 11:42 hours, Officer Montana (84854) responded to a Shoplifting at 480 Greenway View Dr. Upon my arrival, I spoke with complainant Justin Smith. He stated a black male grabbed several clothing items from the front two tables and fled thescene in a black F150. The business next to them have video footage and was able get a tag TN . Tag comes back to a stolen Toyota Tacoma. They calculated the total price to $869. Nothing further at this time.

On 07/19/2021 at 12:05 hours, Officer Charles Bramlet(66966) responded to Hobby Lobby on a Counterfeiting/Forgery at 2288 Gunbarrel Rd. Upon arrival, police spoke to the caller, Stephanie Carter, who stated she was with loss prevention with Hobby Lobby. Mrs. Carter stated earlier a lady attempted to use a counterfeit 100 dollar bill. Mrs. Carter stated the lady attempted to buy some face masks and candy with the counterfeit bill. Mrs. Carter stated when the lady was told the bill was counterfeit she asked for it back. Mrs. Carter stated they refused to give her the counterfeit bill, so the lady paid for her items and then left. Mrs. Carter stated the lady was a black female around 30 years old. Police checked the area but were unable to locate the possible suspect. Police collected the counterfeit bill and entered it into property. Nothing further to report.

Police spoke with the building manager who stated that she would disablethe fob and get Mr. Wright's lock changed.

On 07/19/2021 at 13:20 hours, Officer Montana (84854) responded to a MVT/Passenger Vehicle at 310 S Germantown Rd. Upon my arrival, I spoke with victim Vanessa Kepper. She stated the time she saw her vehicle was last night and when she was off to work the vehicle was not there. She stated she is going to try and locate a video footage of possible suspect on her ring camera. Her vehicle is a Honda Accord hatchback that has a new pant job on it. Vehicle has been put into NCIC NIC#V593125983. Nothing further at this time due to lack of suspect information.

Her brother, Mr. Jackson, then showed up at her job and took off her temp tag while she was trying to drive away. She does not wish to press charges. No further police action was taken.

On 07/19/2021 at 20:06 hours, Officer Ziegler (83701) reported a memo at 1120 King St. A caller stated to police that he was approached by a homeless male. The homeless person stated that there were "things about to go down" in tent city tonight. The homeless party also stated he had a hit on him and he stayed in tent city. The homeless party did not give a name or birth date tothe reporting party. The reporting party just wanted to let police know what the homeless male said. No further police action was taken at this time.

On 07/19/2021 at 21:00 hours, Officer Aaron Smith (83695) responded to a Vehicle Recovered Stolen Outside of Chattanooga at 6300 Bonny Oaks Dr. Police were dispatched to a motor vehicle crash under the same complaint number where the driver had lefthe scene prior to police arrival. Through further investigation, it was determined that the vehicle was stolen (NIC #: V283076562).The reporting agency, Lanett, Alabama Police Department, asked for the vehicle to be held as evidence. Mosteller's #1 responded to the scene and towed the vehicle to Mosteller's #1 lot (2411 Rossville Blvd) to be held for Lanett PD. The vehicle wasremoved from NCIC as stolen. Nothing further at this time.

On 07/19/2021 at 21:45 hours, Officer S. Prinzo (86058) responded to a suspicious party at 1925 Aviara Dr. Officers called the reporting party who wanted to stay anonymous. My reporting party stated someone punched the window to his vehicle and yelled at him. My reporting party did not want to give his name but wanted a report made because he was scared of the party that punched his window.

On 7-20-21 around 01:51 hours I Ofc. Allison #237 was dispatched to 3904 Memphis Dr on an auto theft. I made contact with victim Jessica Laymon over the phone. Ms. Laymon stated she arrived home at approximately 00:30 hours and observed that her 2003 red Saturn Vue TN had been stolen from this location. She stated she last saw the vehicle at approximately 19:30 hours on 7-19-21 prior to leaving for work. Ms. Laymon stated that she suspected her ex boyfriend Robert Gosnell had stolen the vehicle while she was at work. There were no witnesses to this vehicle theft. Ms. Laymon stated that she has the only keys to the vehicle but Mr. Gosnell had broken the column inside the vehicle to where it could be started. The vehicle was enteredinto NCIC as stolen under NIC #V433117731. Nothing further at this time.

On 07/21/2021 at 00:22 hours, Officer Park (86057) wrote a continuation/supplement for a MVT/Passenger Vehicle at 1930 E36th St. Vehicle was found and recovered at this address. Police towed the vehicle for the owner due to the ignition being messed up as well as the dash being taken apart. Vehicle was towed by Doug Yates and taken out of NCIC using NIC #V433117731.

On 07/20/2021 at 04:25 hours, Officer Harvey,Charles (66485) responded to a Damaged Property Accidental at 2351 Shallowford Village Dr. On scene police spoke to Mr. Hebda who stated he pulled in to the Sleep Inn hotel at the above address with his truckand trailer not knowing that the hotel didn't have an outlet at the back. Mr. Hebda stated he saw that he could not turn his truck and trailer around so he unhooked the trailer in a parking spot and turned his truck around and when he went to back up to the trailer so that he could hook it back to his truck he hit the trailer with the truck which caused it to start rolling and it rolled over a retaining wall that was around the parking lot. Mr. Hebda then stated when the trailer went over the wall it hit Ms. Ivey's vehicle causing extensive damage to the front of her vehicle and the trailer. Ms. Ivey was notified and came down from her room in a different hotel. All parties involved were given a complaint card. BWC was worn and activated during this call for service.

On 07/20/2021 at 06:16 hours, Officer K. Allen (123) reported a memo an abandoned auto at 300 Interstate 75 Nb. I was informed by dispatch that the complainant, Ms. Grace Ellis, observed a van stopped in the fast on 75 Nb.

I arrived in the area and located a blue Toyota Carola Matrix (FL, parked on the right shoulder. The vehicle was still running with the keys in the ignition however there were no occupants. The front driver side of the Toyota appeared to have new damage which left the vehicle inoperable. Upon further investigation I found that the on-view registration did not belong to the vehicle. I ran the VIN (2T1LR32E23C038045) and received no stolen returns. The vehicle was a traffic hazard due to the wet roadconditions and heavy traffic. The car was towed by Don Yates Wrecker Service. No further police action was taken at this time.

On 07/20/2021 at 06:59 hours, Officer Ricky Ballard (0060157) reported a memo at 6220 Shallowford Rd. Upon arrival, I spoke with the RP Eric Pitts. Mr. Pitts stated his girlfriend, Lacey Rogers had threatened to use mace on him. I spoke with Ms. Rogers who reported she did not, but Mr. Pitts was the one making threats to use the mace. Mr. Pitts reported in order to help keep the peace between them, he would leave the residence for while. Mr. Pitts left without incident. No further police assistance was needed.

On 7/20/21 at 0922 hours, I (FTO Clemons #827) responded to 2501 Milne St for a stolen vehicle recovery report. At the scene, I located a Chevy Silverado (TN- which confirmed as stolen through NCIC. Dispatch attempted to reach the owner by phone but was unable to. Ault Towing responded to the scene to recover the vehicle. Several personal items including the paper copy of the vehicle registration and several blueprints were found on the ground near the vehicle and the key fob was found destroyed under and around the vehicle. The left rear tire was flat as well but no other damage was seen. There were several tools in the bed of the truck including an air compressor, circular saw, nail gun, extension cords, and some hand tools. I attemptedto dust for fingerprints inside the vehicle but was unsuccessful in locating any useful lifts. There is no new suspect information at this time. I requested NCIC to remove the stolen status for this vehicle from NCIC.Nothing further to report.

Ms. McCarter believes that the responsible party for the vandalism is her ex-boyfriend Irving Anderson ( ) however, there was no evidence to support her beliefs.

On 07/20/2021 at approximately 08:00 hours, Officer M Estock (82259) reported an abandoned vehicle at 1011 Gadd Rd. Upon arrival, I observed a Red Lexius CT200h displaying GA parked in the middle of the road way beside the 700 building of the apartment complex. Both driver window and driver's side rear passenger window were rolled down. The vehicle was unoccupied and actively running while parked and the keys for the vehicle were still inside. A nearby resident in the complex shouted to me that the vehicle was as I observed for approximately an hour prior to my arrival. With these observations added with the fact it has been raining actively throughout the night, the vehicle appeared to have been stolen and the suspect fled the vehicle and location for unknown reasons. I moved the vehicle out of the roadway to avoid further resident traffic obstruction. I notified dispatch of my findings and was informed the registered owner is a Mr. Zachary Powell who's address is not listed at this location; however the vehicle was not listed as stolen. I notified the on-duty courtesy officer and will attempt to make contact with apartment management to see if Mr. Powell resides at this location. If I am unable to locate Mr. Powell, I will turn in the vehicle keys into Chattanooga Property for safekeeping. Until a contact with Mr. Powell is made, I will keep my findings as an abandoned vehicle.No further at this time.

She says the vehicle was parked in her driveway. She says that she found the driver's door was not closed all the way and does not know how entry was made. She says that there is a police camera outside of her residence that may have picked up this incident.

Upon arrival, I spoke with the RP, Ivana Henderson. Ms. Henderson reported her neighbor, whom resides in apartment 501, cameto the door with a gun in his hand, after she (Ms. Henderson) knocked on his door to ask about an item he left hanging on her front door knob.Ms. Henderson stated on 7/19/21, she accidentally dropped a gallon of milk she bought from the store. Ms. Henderson reported she wrapped the milk in a plastic bag and sat it outside of the complex building. Ms. Henderson stated after leaving for some timeand coming back, she forgot to get the milk to bring it inside. Ms. Henderson stated after realizing this, she opened her front door to get it but found someone had place the dripping milk on her door knob. Ms. Henderson reported the only person who saw her put the milk outside was the residence of apt. 501. Ms. Henderson also stated another neighbor told her he witness the residence of apt. 501 place the milk on her door knob. Ms. Henderson reported this is why she went to talk to residence of apt. 501. Ms. Henderson reported at the time residence of 501 came out with the gun, he did not threaten her verbal nor pointed the gun at her, just held it to his side with his finger on the trigger. Ms. Henderson stated the only thing he said was " Are you the girl that had hercar repo" Ms. Henderson reported she replied to him that has nothing to do with this incident. Ms. Henderson stated the man thenwent back inside. Ms. Henderson stated she did file a complaint with the complex management as well.

On 07/20/2021 at 10:27 hours, PIT McMahan (61444) responded to a Vandalism by calling the victim who was at 2341 Shallowford Village Dr at Comfort Inn & Suites hotel. I spoke to the victim over the phone who said that he had his ATV in an Open Trailer, which he left parked there Sunday night around 10:30 pm. The trailer stayed there overnight and he then left the hotel at 9:30 am the next morning (yesterday) when he went home with it to Florida. While unloading the ATV off the trailer this morning at home, he discovered that the key switch on it was messed up and there were some wires hanging down and he believes someone may have possibly been trying to steal it. Also, he said there was some grease around the key switch but no visible fingerprints. He said even though this wasn't discovered until unloading the ATV at home this morning, this had to have happened there at the hotel. He said he spoke to hotel staff but he was told they didn’t have video of this. Also, he said he had heard there were other possible break-ins in the area and an officer had been by at some point. He had no estimate yet but he said it could possibly cost around $1500 to repair it.

. Scott was upset because Marie drove up to the house in her car and honked her horn so that her sister would hear and come outside. Scott was upset because Marie honked her horn and so he started a verbal argument with her. Both parties stated that the argument was only verbal.Police told both parties that nothing illegal had transpired, and Scott was wrong for telling Marie that she could not honk her horn. Scott was very upset. Marie got in the car and left with her sister. There is nothing further.

On 07/20/2021 at 12:49 hours, PIT McMahan (61444) responded to a Credit Card/ATM Fraud by calling the victim while she was at 5500 Highway 153 at Mapco. The victim said she was there last Sunday around 4:30 pm and she last had her wallet in her hand while pumping gas and she can't remember what she did with it after that. She said she may have left it on top of her car before driving off or it could have been stolen at some point. She discovered she no longer had it when an Employee later messaged her on Facebook at 11:22 pm notifying her that he had found her Driver License in the parking lot of Circle K on Ashland Ter. She said she later discovered that she had a charge (payment) for $540.31 that was done online at Ally. She actually got the notice for the charge around 6:30 am yesterday on her phone. This report was taken by phone.

On 07/20/2021 at 13:20 hours, Officer M. Hauge (79528) responded to a Other Theft/Non-Specific at 5646 Brainerd Rd. On arrival police made contact with Mr. Jennings who stated he had gone into FedEx to ship several items for work. He stated when he left he forgot to pickup his wallet off the counter. Mr Jennings stated when he returned to FedEx his wallet was gone. store staff checked their cameras and stated a white female came up to the counter and looked at the wallet sitting on the counter. The female then positioned herself in front of the wallet. Staff stated the woman was not seen physically picking up the wallet but stated the female told them she was going outside to wait on a fax and when she left the wallet was gone and she never returned for any fax. Police were given a picture of the female but were unable to identify who the female is at this time. Mr. Jennings stated his wallet had around $700 US and $400 in Canadian currency along with several debt cards and his ID. Police checked the area and were unable to locate any parties matching the females description.

He stated that he tried talking to the party but the party just ignored him. Police arrived and located a male that matched the description given by the caller. The male identifiedhimself as Jacory Johnson. Mr. Johnson stated that he just needed a ride. Mr. Medellin stated that he could not locate his four month old Rottweiler dog. Mr. Medellin stated that he had left him in the back yard of above location at around 11:00am. Mr. Medellin stated that he went inside the residence for roughly ten minutes, when he returned outside he was unable to locate the dog. The dog was not on a chain or leash. Mr. Medellin is unsure if the dog was stolen or in the area lost. Mr. Medellin wanted police documentation of this incident. No further at this time.

On 07/20/2021 at 14:15 hours, Officer Sanchez (73514) responded to a MVT/Motorcycle at 4707 12th Ave. Upon arrival I spoke with the complainant, Nathan Jackson ( , who goes by the name "Savannah" and identifies as a female. Savannah explained that she parks her moped at the community center at this location. She left her moped, a black Tao Tao Pony 50, behindthe building and last saw it around 2200hrs the night before (7/19/21). This morning at around 1100hrs she saw that the moped was gone. She still has the keys to the moped. There are scratches on the left side of the moped, and a stiker of the Disney character Elsa with tattoos and also a sticker of Alice in Wonderland. Savannah did not have VIN information at this time, and so the vehicle could not be entered into NCIC. There is no suspect informaiton. Nothing further.

On 07/20/2021 at 21:30 hours, Officer T. PLUNKETT (079536) reported a memo at 726 Fulton St. Police were dispatched to the above address on a disorder prevention. Upon arrival, police made contact with the caller identified as Melissa Shook. Ms. Shook stated that she and her girlfriend were breaking up and they were arguing over their dog Loui. Shook stated that they bought the dog together, and that it was her dog just as much as it was her now ex- girlfriends dog. The other half of the incident is identified as Ms. Shaquille Jones, when police asked her name she stated that her last name was Payne. Police do not know why she lied about her last name as she had no warrants. Police spoke with both parties about the situation, both parties agreed that Jones would take the dog for now but that Shook couldtake Jones to court if she felt the need. Shook also mentioned that Jones had received a PPP loan from the federal government but did not own a small business or meet the required requirements and that she lied to get the money. Police are going to furtherinvestigate the accusation on the fraud portion of the accusation. Nothing further at this time.

She reported that early this morning a strange Caucasian male came by her house and ringed the door bell, but she did not open the door. Whited stated that she was inside the house and saw the male in the surveillance camera but she did not regonized the male. The caucasian male was described as a slim build, short haircut, approximately 6'00 foot tall, was wearing a dark blue shirt and tan cargo pants. The male was carrying a gun (concealed). Police searched the area, but did not find anyone that could match the description.

He says that he found no damage to the vehicle and thinks it may have been unlocked. He says the unknown stole his wallet and the contents of it. He says he was able to get the debit and credit cards canceled except for the Regions bank card which was used at two locations. He says the unknown party used his debit card at a Speedway for $25.23 and at a McDonalds's for $45.42. He says he does not know the addresses of wither store.

When she came from her apartment, she stated that he was still asking for assistance, and she wanted police to check on him. I found Bradley Ferguson, speaking on the phone with his caseworker, who as it turns out, was a female, and that was who Ferguson kept calling out to, and not the party who stopped me. I asked if Ferguson needed any assistance, to which he replied that he did not need police assistance, then I left the area.

She stated she was supposed to receive a package from FedEx containing a "zero gravity" chair. She stated she received a notification from FedEx that said the package was delivered on 07/15 or 07/16 but she never found it. She stated she called FedEx and the driver stated that he had left the package with the office manager Jason Floyd. Shestated she contacted the office and Mr. Floyd denied holding a package for her. She believes that Mr. Floyd is maliciously lying to her in an effort to keep the chair for himself. No video footage or other security is available to confirm who actually took the package or if it was ever delivered.

She stated she was driving home when she ran over a man-hole cover that was misalignedand damaged and it caused damage to the fog light, ground effects, rocker panel, and front left tire and wheel of her vehicle. Ms. Kral's father provided a photo to police of the misaligned and broken man-hole cover. Police drove to the area of the man-hole cover where a city vehicle was parked beside with lights on and the cover realigned and level. No injuries were reported and Ms. Kral was able to drive from the incident on her spare tire.

On 07/21/2021 at 22:05 hours, Officer Wilde, Nicholas (86066) responded to a Theft from Motor Vehicle at 2809 E 50th St (CSL Plasma). Upon arrival I met the RP/Victim (Mikayla Patterson) who stated that when she came out to her vehicle (Honda CRV) she observed her driver door opened. When Mikayla searched her vehicle she noticed that someone had taken her Math composition notebook. No other items were taken. Mikayla stated that she had gone inside of her work around 1900 and then observed the door to be open around 2200. When viewing video footage of the incident, I was unable to get a clear picture of any suspect. The video footage was only able to catch Mikayla's vehicle lights come on when no one was outside. Mikayla stated that the composition notebook is only worth about $5. I checked the two dumpsters behind this location and a trash can located in the parking lot, but was unable to locate the composition notebook. Mikayla has a dash cam inside of her vehicle and is activated upon movement to the vehicle. Mikayla will be going through the dash cam to see if there is any video footage of a suspect.Nothing further.

On 07/21/2021 at 23:05 hours, Officer Perocchi, Tyler (79535) responded to a hold up alarm at 3956 Brainerd Rd. Police spoke with Dakotah Royal, the manager of the store. She told police a black male came into the store, bought cigarettes and left. Royathen told police after about 20 minutes the individual came back and wanted to exchange the cigarettes for a different brand. Royal explained the store policy after cigarettes are purchased they can not be returned. The male got very upset, came around the counter and hit her in the face with an open hand. The suspect fled immediately after in a black Chevy Avalanche. Royal did not have any visible injuries and did not want EMS, but showed police video of the incident where the suspect hit her in the face. Police checked the area and could not locate the suspect. Police did not immediately recognize the suspect and have not been able to identify him.

The victim Mrs. Catherine Byars said her bank representative from TVFCU had called her and informed her that an unknown white female had drove through their Eastgate location at 11:39-11:43 hrs. and their Hamilton Place Branch at 12:09-12:12 hrs. and used her stolen information to cash personal checks. The police spoke with Ms. Morgan Ray who represents the TVFCU Bank, she said an unknown white female driving a black Ford bearing Tn. had used Mrs. Catherine Byars bank account information and ID to cash two possibly stolen Capital One checks belonging to a Ms. Maria Coudeau for the amounts of $2,690.00 dollars and $2,300.00 dollars . The suspect received the money at both locations and drove away, but the bank does have pictures of the suspect and the vehicle. Auto Theft car # 175 was notifed about the new information.

The windows' tint was so dark I could not see any occupants inside the vehicle. I initiated a traffic stop at 4100 Hooker Rd. Upon approach of the vehicle I spoke with the driver, Rickey Myles, front passenger, Jewone Colvin, and rear passenger, Marquis Rollins. Mr. Myles' tint was tested and determined to be illegal. Mr. Myles was given a verbal warning and allowed to leave the scene.

The complainant then stated he got out of hisvehicle and attempted to ask the female if she needed an ambulance or wanted police involved but she stated that she did not want help but wanted to leave the scene. The complainant stated that before she left, a man that was riding a bicycle with her took a picture of his license plate before they left the scene. The complainant was wanting this interaction documented.

In addition both parties spoke very little English and had a hard time understanding police. Police at this point observed no injuries to either party and there were no signs of a struggle.

Police spoke to Noel Daniels, the manager of the Circle K who explained two people were in the store and stole 3 cases of beer. Daniels explained a female wearing a pink shirt walked out with three cases of beer valuing at about sixty-seven dollars ($67.00). SHe left with a black male wearing a white and black shirt in a black Chevy impala with a drive out tag. Police checked the area and could not locate the suspect.

On 07/23/2021 at 02:00 hours, Officer Ayres (82234) reported a memo at Portland St / Sheridan Ave. Upon arrival I spoke with Jevonta Scruggs. Mr. Jevonta Scruggs stated he was being harassed by his mother, Martresa Scruggs, and his brother Charles Scruggs. Mr. Jevonta Scruggs stated he was being threatened by both Martresa Scruggs and Charles Scruggs and that Mr. Jevonta Scruggs stated he was in fear they were going to kill him. Mr. Jevonta Scruggs stated this was in reference to his arrest on 7/16/2021 (report #: 21-074709). Mr. Jevonta Scruggs stated these threats were communicated to him by phone. Mr. Scruggs was unable to provide and definitive proof of what was said to validate these threats that were made to him. Mr. Scruggs just wished to make a report to document his concerns in the event some action were to take place.

Since there was no actual evidence any threats had taken place, there was no further action taken at this time for this incident.

Ms. King stated a coworker of hers only known to Ms. King as "Turk" arrived at her residence. Ms. King stated"Turk" knocked on her door at the above residence and requested to use her phone. Ms. King described "Turk" as a black female. Ms. King stated at this time "Turk" called 911 then left the residence in a gray Charger or Challenger heading east bound on Union Ave (unknown registration). Ms. King stated "Turk" did not state why she needed 911 and left the area.

No further action was taken at this time for this incident.

He further stated that he was homeless and came here to get hisdisability money that he receives every month. I then spoke with the complainant, Mr. Spires Baker (B/M , who stated that his son, Deljara, used the bathroom in his yard. He stated that he would not give him the money or his belongings until he cleaned it up. He also stated that his son was homeless and came by occasionally to retrieve his disability money. Deljara agreedto clean up his mess and his father gave him his money without issue. Deljara then left the scene on foot without further issue. Nofurther action necessary.

He says his truckwas locked and believes that the unknown used a slim jim to unlock the driver side door to gain entry.

On 07/23/2021 at 12:45 hours, Officer J. Crawford (79520) responded to a Property Found at 3003 Addison Rd. Upon arrival I spoke with Ms. Christina Wade who is with a cleaning service. Ms. Wade was at the above address cleaning the vacant apartment (apt C), when she located a small hand gun in the kitchen cabinet above the stove. I responded to the scene and retrieved the hand gun which was a Kel-Tec P-32 hand gun, .32 cal, with a black upper portion and tan lower portion. The serial number on the gun is 33068. However, when I ran the serial number on info it came back to .308 rifle. I placed the handgun in CPD property.

Police attempted to contact the owner of the wallet but were unsuccessful. The wallet will be taken to CPD propertydivision for safekeeping until the owner is notified and can retrieve it.

On 07/23/2021 at 16:04 hours, Officer Sherrill (86063) observed a panhandler standing in the median, obstructing traffic at 7400 Commons Blvd. I attempted to get out with the suspect and he began to walk away. I detained the suspect, later identified as Jessie Roberts, at this point and explained to him the law about obstructing roadways. After a conversation about the law and programs ran through the community kitchen, Mr. Roberts left the scene.

On 07/23/2021 at 17:20 hours, Officer Bryant (79858) responded to a MVT/Other at 975 E 3rd St. Upon arrival police spoke with victim Mitchell Barton who stated he started his vehicle up and noticed it sounded funny. Barton stated he saw a hat underneath his vehicle that did not belong to him and realized his catalytic converter had been cut from his vehicle. Barton stated he arrived awork around 8am and did not return to his vehicle until it was about 17:00 hrs. No suspect information known at this time. On 07/23/2021 at 17:40 hours, Officer Simpson (83694) responded to a Theft from Motor Vehicle at 4833 Hixson Pike. Upon arrival, police met with Ms. Johnson. she stated she had left her vehicle in the care of Mr. White while she was incarcerated and found out her wallet had been stolen out of her car along with her purse when he came to pick her up form Silverdale. She stated that he had parked the car at this location after it was running hot and left it to go get water. Police viewed camera footage from the hotel and only saw Mr. White and Ms. Redden enter and exit the vehicle in the footage. As of now, no suspects are known.

I observed a panhandler standing on the interstate off ramp to Shallowford Rd, flying a cardboard sign in attempts to solicit money from motorists. I approached the panhandler and he identified himself to be Mr. Gregory Caputo. Mr. Caputo stated he didn't knowit was illegal to panhandle on the interstate off ramps. Mr. Caputo stated he has been homeless for two months and is in between jobs. I informed Mr. Caputo of the options he has for assistance with being homeless and in need. Mr. Caputo is clear not to be walking/panhandling on the interstate any more. No further.

On 07/23/2021 at 21:00 hours, I, Officer Blansit #421 observed a white Saturn Ion that had been parked for hours unoccupied in the parking lot of Carver Rec Center, located at 600 N Orchard Knob Ave. The TN tag displayed was This tag expired in 2018 and did not come back to the correct vehicle. The VIN was partially covered. The part of the VIN that was visible was 5F57Z119173. The vehicle was locked. No vehicles with that partial VIN was located in COPLINK. I was able to locate a report from 7/1/21 where this vehicle took off when Police attempted to make a traffic stop (OCN 21-068579). Nothing further at this time.

Police also responded to Gabe's and Home Depot in attempt to view video footage but were not able to at this time as no employee's had access to the video on a Saturday. Upon arrival I observed that the front door made of glass had been damaged and there is a hole in the glass and the sheet of glass slid down in the door frame. There was no way to get in contact with the business owners through dispatch. It is unclear if there was or is anyone in the business at this time due to both front and back doors still being locked. A complaint card was left in the business.

Police were notified woman was banging on the walls yelling to call police by an anonymous caller. Police arrived and met Angela Burnette who told police she was the one banging on the walls. Burnette said her boyfriend, Devon Loftin, was arguing with her. Burnette stated Loftin attempted to spray shaving cream on Burnette and she was afraid it was going to escalate, prompting her tobang on the walls and call police. Burnette told police no physical altercation occurred and left the property to meet with a friend that was going to pick her up.

Allen stated that last night he invited two acquaintances of his over to stay the night because they are homeless. Allen fell asleep around 0200hrs, and when he woke up he found that the individuals who were staying with him were gone and also that the cash out of his wallet was gone. Allen did not know the names of the individuals and contacted a mutual friend to find out what the two individuals names were. The male is believed to be Thomas Cross (possible ), and the female is believed to be Miranda Skulley (possible Allen is unsure who took the money. Without further evidence and suspect information, no further action can be taken at this time.Nothing further.

On 07/24/2021 at 09:59 hours, Officer K.Otto (1077) responded to a report of a stolen vehicle at 610 Gurley St. When making contact with the residents in apartment 100, I was met by Mr. Mathew Gidney. Mr. Gidney stated that when he stepped out of theapartment this morning he discovered his 2010 Honda Accord had been taken from the parking area. Mr. Gidney stated that he and his wife had parked the vehicle in the parking area at approximately 4PM on the evening of Friday the 23rd. Mr. Gidney stated that he has the keys to the vehicle and they paid cash for the vehicle so there was no reason for it to be repossessed. Mr. Gidney had no idea how the vehicle would have been removed from the parking area. Mr. Gidney described his vehicle as a silver 2010 Honda Accord, four door sedan. Mr. Gidney stated that the vehicle was all factory with nothing descriptive added to the vehicle. At the time of contact with Mr. Gidney there were no witnesses and the parking area was not covered by surveillancevideo. Mr. Gidney was then given this report number, a lookout was posted for the vehicle and the vehicle was entered into the National Data Base (NCIC) as stolen. (NIC # V343141520 )

(73497) wrote a continuation/supplement for a MVT/Passenger Vehicle at 610 Gurley St. This vehicle was found abandoned in the driveway of a business at 624 West Bell Ave. There were no cameras and no suspect information/witnesses. The vehicle's window was down and had possible water damage to the interior from weekend rain. The owner was notified, arrived on foot, and was able to drive away his vehicle. The vehicle was taken out of NCIC. Nothing further.

On 07/24/2021 at 16:20 hours I, Officer King (78347), responded to a Counterfeiting/Forgery at 2101 Mccallie Ave. Upon arrival, I spoke to the complainant, Mr. Joseph Haroon. Mr. Haroon stated that a male, Mr. Jeffrey Braswell came into the store picked up a cigar, lit it, and started smoking it. When Mr. Haroon told him to pay for the cigar Mr. Braswell handed a fake $100 bill that had pink writing printed on it in Japanese. Mr. Braswell told Mr. Haroon that he did not have any money on him to pay for the cigar. When I spoke to Braswell he argued with me that the money was real and told me that he did not have other money. Mr. Haroon stated that he did not want to prosecute but he wanted Mr. Braswell to leave the store and he wanted him trespassed. I told Mr. Braswell that he is not allowed back on the property and if he comes there he will be arrested for trespassing. The fake money will be turned into property.

I spoke to Rock Creek Outfitters Manager, Taylor Chesney, over the phone who stated he had two black females come in to the store, grab some items and run out. Mr. Chesney stated they stole about $720 worth of items. Mr. Chesney stated they go into a blue SUV, no further info at this time.

On 07/24/2021 at 17:48 hours, Officer S. Long (79892) responded to a Shoplifting at Walmart located at 2020 Gunbarrel Rd. Upon arrival, I spoke with the complainant, Ms. Victoria Stargel who is the AP associate for Walmart. Ms. Stargel stated that she had detained a shoplifter and had her in the AP office. I made contact with the suspect and identified her to be Ms. Jaimie Keown. Ms. Keown was mirandized and consented to a search of her handbag. Nothing else was located. Ms. Keown had skip scanned merchandise and passed all points of sale without paying for the stolen merchandise. The total value of stolen and recovered merchandise was $22.56. Walmart chose not to prosecute and did not trespass her. No further.

On 07/24/2021 at 19:38 hours, Officer S. Long (79892) responded to a Shoplifting at Old Navy located at 2220 Hamilton Place Blvd. Upon arrival, I spoke with the AP manager for Old Navy, Mr. Kris Wendel, who stated he had two black females shoplift fromthe store and flee the scene. I observed the camera footage and it shows two black females grab multiple items of merchandise, conceal it within bags, and pass all points of sale without paying for the stolen merchandise. The suspects attempted to take moreas they loaded up other bags but were thwarted when trying to take those bags as well. The suspects fled in a tan Chevy Tahoe. The stolen items are worth around $150 in value. No further at this time.

On 07/24/2021 at 20:35 hours, Sgt. Cook (66482) responded to a Damaged Property Accidental at 1816 Gunbarrel Rd.

Upon arrival, police were informed the victim's car (Honda) was damaged while it was parked and unoccupied in the Target parking lot. The damage most likely occurred between 1920 and 2015 hours on this date.

Police observed fresh damage to the drivers side near the rear of the vehicle.

On 07/24/2021 at 20:31 hours, Officer Coleman (79519) reported a memo at 1238 Cowart St. Police observed a black Nissan Altima and a white BMW 320i illegally parked at the 1238 Cowart St. Both vehicles were parked the wrong direction in the street. The vehicles were parked in a no parking zone and had not attempted to pull to the side of the street. The vehicles were obstructing the south bound lanes of Cowart St. The vehicles were a traffic hazard so tows were called. Shackflord Towing responded to the scene and towed the vehicle. Police responded to the above address on suspicious activity, Police made contact with Kimberly Rucker who showed Police a video of a Nissan Altima driving by her residence, and in the video, as the car is passing you hear a ping which resembles a rock hitting a metal object. In the Video it is unclear if the vehicle throws a rock or not. Ms. Rucker stated that she has no property damage that she can see at this time. Police spoke with the vehicle driver Keshayla Haden who stated that she was just driving by herself and that she does not throw a rock and had no clue on if a rock was thrown or not. Police returned to service with no Police action taken. EOR.

On 07/24/2021 at 22:15 hours, Officer Coleman (79519) reported a memo at 303 Browns Ferry Rd. Police made contact with Jane Crohan who stated she was locked out of her vehicle. Ms. Crohan asked for a ride to her son's house at 3307 Browns Ferry Rd. Police transported her to that address. Nothing further.

On 07/24/2021 at 23:15 hours, Officer J. Cannon 1089 responded to a noise complaint at 4012 Chandler Ave. Once on scene police observed approximately 50-75 vehicles parked and blocking the roadway for emergency vehicles. Also approximately 100 people standing in the roadway having a block party. Police utilized emergency equipment and vehicle rumblers to clear the area.

I will transport (my personal) thumbdrive containing video evidence from this incident andwill turn it into the CPD property room as evidence under this complaint number. The thumb drive also contains video evidence from another shoplifting incident with the same suspects (see OCN 21-078062).

On 07/25/2021 at 00:01 hours, Officer T. Durham (77571) reported a memo at 800 Market St. On this date Mr. Samuel Sims wanted to report a person he believed to be intoxicated. Mr. Sims stated a white Toyota driven by a white female with a ponytail was flashing the high beams at him repeatedly while creeping up towards his car. The female then got out of her vehicle and started walking north on Market St. Police checked Mexiville near by to attempt to locate the female. There was only one female in the bar, who stated she does not own a Toyota. Nothing further at this time.

On 07/25/2021 at 12:31 hours, Officer Waltero (79887) responded to a Theft from Motor Vehicle at 730 Chestnut St.

I spoke to Lute Hall over the phone, who stated someone got into his vehicle between 1700 hours on 7/24/2021 and 1200 hours on 7/25/2021. Mr. Hall stated his vehicle was left unlocked and they managed to take his Taurus Judge pistol. Mr. Hall did not have the serial number but would call back later when he got it, no further info at this time.

On 07/25/2021 at 13:24 hours, Officer Waltero (79887) responded to a Theft from Motor Vehicle at 1323 N Glen Dr.

I spoke to Kyle Capps over the phone, who stated someone got into his unlocked vehicle between 0100 hours on 7/18/2021 and 1700 hours on 7/19/2021. Mr. Capps stated they took his 9mm Taurus from the vehicle. The firearm was entered into NCIC and NIC #G315366837 was generated, no further info at this time.

On 07/25/2021 at 18:50 hours, Officer Waltero (79887) responded to a Theft of Vehicle Parts/Accessories at Interstate 75 SB.

I spoke to Kwantia Barnes over the phone, who stated someone stole the catalytic converter off her vehicle while it was parked onI-75 SB right before exit 11 on 7/23/2021 at 0700 hours and 7/24/2021 at 1500 hours, no further info is available at this time.

I spoke to Kwantia Barnes over the phone, who stated she had a picture of the possible suspect because he was caught taking someone else's converter. The picture was added to the report. Ms. Barnes stated this suspect was 30 minutes away from where her vehicle was parked.

On 07/26/2021 at 12:07 hours, PIT McMahan (61444) responded to a Property Lost by calling the complainant (Sunni Morris) at 3104 7th Ave. I spoke to Ms Morris over the phone who said that her husband (victim) keeps his vehicle parked there at his Nana's home. She said that he noticed that the tag was gone about a week ago and he's not sure when he last saw it still on the vehicle. She said that he drives it a lot and the tag possibly just fell off at some point because it had a loose screw holding it on.

I contacted NCIC and had the Tag entered as Lost under Nic# P787576336.

On 07/27/2021 at 09:20 hours, Officer Doub (79522) responded to a MVT/Passenger Vehicle at 3610 Chateau Ln.

Police contacted Mr. William Cooper via telephone to complete his stolen vehicle report. Mr. Cooper stated that he left his 2019 Chevrolet Suburban at 3610 Chateau Ln last Monday(7/19/2021). Mr. Cooper stated when he went to get his vehicle, it had been stolen. Mr. Cooper stated the vehicle has a "Thin Blue Line" sticker on the back of the vehicle and that he does not know who tookthe vehicle. Mr. Cooper stated he does not let anyone else drive his vehicle. Mr. Cooper would like to prosecute if his vehicle is located. Police entered the vehicle into NCIC(NIC V293115751) and had dispatch BOLO the vehicle. Mr. Cooper valued the vehicle at $58,000. No further at this time.

On 07/27/2021 at 20:00 hours, Officer Coleman (79519) wrote a continuation/supplement for a MVT/Passenger Vehicle at 3610 Chateau Ln. Police observed the white Chevy Suburban sitting in the driveway of 611 W 47th St. Police confirmed the vehicle was stolen. The vehicle was towed by Mostellers Towing to 3410 Amnicola Hwy for crime scene. The vehicle was removed from NCIC. The owner was notified his vehicle was recovered. Nothing further to report.

On 07/27/2021 at 10:14 hours, PIT McMahan (61444) responded to a Theft from Motor Vehicle by calling the victim at 721 E 49th St. I spoke to the victim over the phone who said she last saw her gun (pistol) in her car at home last Saturday around 7 pm and the car was left locked. She then went to the store the next day and left the car running and unlocked while she went inside for only a few minutes. She then discovered that it was gone yesterday (Monday) around 7 pm at home before she went to work.

I contacted NCIC and had the gun entered as stolen under Nic# G035365416.
