The Senate Election for 1939 was held on May31st in conformity with the University Act andthe regulations of the Senate in referenc ethereto .

As there was only one candidate nominated fo rChancellor, namely, Robert Edward MoKechnie, Esq . ,he was duly elected by acclamation .

In the matter of the election of members o fSenate, the total number of ballots received wa s1808 . Of these, 1799 were valid ; 9 were spoile d(not signed, etc .) .

The Secretary read minutes of the Senate of Augus t

14th and September 13th, 1935, regarding the last elec-

tion of representatives . Attention was called to th e

clauses in the University Act in regard to the member s

of Senate elected to the Board of Governors, particular -

ly Clauses 24, 30, 31, and the question arose as to th e

time any of the present members, if re-elected, coul d

hold membership on the Board .

It was agreed that the election be postponed unti l

after the other items on the agenda had been dealt with .

For the information of Senate letters from the

Board of Governors under dates of June 7th and July 6t h

were read, relative to the terms of award of the I .O .D .E .

Scott Memorial Scholarship and the opinion of th e

University Solicitor in reference thereto . The Board ,

after consulting the Solicitor, had reached the follow-

ing decisions :

1. The University is prepared to meet the paymentof the I .O .D .E . Scott Memorial Scholarshi pfrom year to year but it is not empowered t otransfer the fund .

2. After the 1939-40 year, the University wil lnot be in a position to have the I .O .D .E .Scott Memorial Scholarship entered in th eCalendar as it appears at present, namely ,under the heading of "Scholarships Announce dby the University but Awarded by Othe rInstitutions" .

Training Programme together with a draft of a "Studen t

Aid" Schedule . The Board noted that the University

members of the Committee which had considered th e

matter were not in accord with a suggestion made to th e

effect that the University waive fees in the cases of

students who received Bursaries under the propose d

scheme . The following resolution was passed by th e

Board :

That the recommendation of the Committee a scontained in the memorandum be accepted, i tbeing understood that the adoption of th erecommendation does not involve any remissionof fees unless the Dominion Government regula-tions impose this condition on all Universitie sin Canada .

Award of Junior and Senior Matriculation Scholarship s

Communications from the High School and University

Matriculation Board, from the Joint Faculty Committe e

on Prizes and Scholarships, and from the Chairman o f

the Committee on Scholarships of the Board of Examiner s

were read, relative to recommendations in regard to th e

award of additional Junior and Senior Matriculation

Scholarships .

It was recommended by the High School and Univer-

sity Matriculation Board that additional scholarship s

be provided as follows :

1. That two scholarships of $175 each (one of thes ean additional scholarship) be awarded to Beverl yMarie Witter and Carl Eric Pearson who tied fo rfirst place in Junior Matriculation .

2. That two scholarships of $175 each (one of thes ean additional scholarship) be awarded to Arthu rStanley Rashleigh and Marjorie Ann Aldritt wh otied for first place in Junior MatriculationDistrict No . 1 .

3. That an extra scholarship of $175 be awarded t oDonald Gordon Duncan, with an average of 85 .2 ,who would have received the third scholarshi paward in Districts II, V, VI and VII, if ther ehad not been a tie for the second highest stand-ing in Senior Matriculation in the Province .

received a First Year Arts scholarship and was there -

fore not eligible for a Senior Matriculation scholar -

ship . It was recommended by the Joint Faculty Committe e

on Prizes and Scholarships that the scholarship, th e

honour of which was accorded to Mr . Boxall, be awarde d

to D . G . Duncan, making it unnecessary to provide a

third extra scholarship .

A letter was received from the Board of Governor s

approving of the recommendations of the Joint Facult y

Committee on Prizes and Scholarships (subject to th e

adoption by Senate of the report on the award of Junio r

and Senior Matriculation scholarships) in reference t o

the provision for two extra Junior Matriculation schol -

arships - the funds for these scholarships to be take n

from the Special Bursary Fund .

read in reference to the question of the re-admissio n

of students required to withdraw from a Faculty of th e

University on account of unsatisfactory academi c

record - a question which had been referred by Senat e

to the Solicitor for consideration .

The Solicitor expressed the opinion that thi s

was in reality a form of expulsion, and that th e

course followed by the Senate heretofore is the prope r

one to pursue ; further, that "any action taken by th e

Senate at one time, may be repealed at a later tim e

if deemed advisable . Where a student has been require d

to withdraw on account of his academic record bein g

found unsatisfactory, he may at a later date be re -

admitted by the Senate if such action is considered t o

be advisable . "

extended to him by the Senate upon the passing of Mrs .

standing vote, and ordered spread upon the records o f

Senate :

The members of the Senate record with deepregret the passing of Mary, Wife of Presiden tLeonard Klinck, and they would offer respectfu lsympathy to the President and his son in thi sbereavement . They would record, also, thei rsense of profound obligation to Mrs .
