Minister for Water Resources (Mr. Muhammad Faisal Vawda): (a) • The machinery procured and installed in Golen Gol Hydropower Project by Civil, E&M and Transmission Line Contractor are of good standard and meet approved specifications. The machinery and equipment has been procured from the approved vendors of international repute, specified in the Contract Documents. Full Load Testing and Commissioning of all the three units have been performed successfully, and since commissioning of the project in January, 2019, performance of the units are satisfactory.

70. *Moulana Abdul Akbar Chitrali: (Deferred during 18th Session)

Will the Minister for Water Resources be pleased to state:

(a) whether it is a fact that the machinery purchased for Golan GolHydel Power is substandard;

(b) whether it is further a fact that electricity at the concessionalrate of Rs.1.70 is not being provided from 108 MW Golan GolPower House; and

(c) whether it is also a fact that the electricity is being provided tothe local consumers of Malakand and Dargai at production cost?

Minister for Water Resources (Mr. Muhammad Faisal Vawda):(a) • The machinery procured and installed in Golen Gol HydropowerProject by Civil, E&M and Transmission Line Contractor are of goodstandard and meet approved specifications.

• The machinery and equipment has been procured from theapproved vendors of international repute, specified in the ContractDocuments.

• Full Load Testing and Commissioning of all the three unitshave been performed successfully, and since commissioning of the projectin January, 2019, performance of the units are satisfactory.

(b) Relates to National Electric Power Regulatory Authority(NEPRA).

71. *Mr. Afreen Khan: (Deferred during 18th Session)

Will the Minister for Water Resources be pleased to state:

(a) the total number of locals of District Kohistan which have beenrecruited in the Dasu Hydro Power Project;

(b) whether it is a fact that employees had been recruited ontemporary basis in the years 2012 and 2015 in the said projectand if so, the time by which they would be regularized; and

(c) the number of those employees which do not belong to the saiddistrict and still recruited in the said project?

Minister for Water Resources (Mr. Muhammad Faisal Vawda):(a) Detail of locals of District Kohistan which have been recruited in DasuHydropower Project are attached at Annex-I.

(b) • All the employees have been recruited on Contract, Daily wage(against regular sanctioned posts and against work estimate) and Contingentbasis. As & when they complete the time limit as prescribed by the Authority(Annex-II), their services are being regularized from time to time (Annex-I).

• Other staff were appointed on Contract (lump sum pay package)initially for two years (extendable upto to five years satisfactory performance)and at present, they have completed four year satisfactorily service and enteredin last one year service according to the terms & conditions as mentioned intheir letter of appointments (Annex-III).

(c) Detail of those employees which do not belong to the said districtand still recruited in the Dasu Hydropower Project are attached at Annex-IV.

79. *Ms. Munawara Bibi Baloch: (Deferred during 18th Session)

Will the Minister for Water Resources be pleased to state:

(a) whether it is a fact that the agriculture is being badly affectedin Balochistan due to shortage of water and the agricultureproduce of the province is decreasing persistently; and

(b) the number of pending and ongoing projects regardingconstruction of dams in Balochistan alongwith details thereof?

Minister for Water Resources (Mr. Muhammad Faisal Vawda):(a) Agriculture is a devolved subject being implemented by ProvincialGovernment.

According to provincial Irrigation Department, in fact Agricultureproduct of the Balochistan is affected; however, Government of Pakistan andGovernment of Balochistan are doing their best for improvement of agriculture.In this regard several water sector projects are in progress and in planning.

These projects will significantly contribute towards development ofagriculture, economic and social sectors in the province besides alleviatingpoverty in the project area.

(b) Federal Government is financing amounting Rs. 52.803 billionfor construction of various small and medium dams in the Balochistan provincebesides, delay action and recharge dam projects through Federal Public SectorDevelopment Program. An expenditure of Rs. 13.688 billion have beenincurred up to June, 2019 whereas an allocation of Rs.5.934 billion has beenearmarked for these ongoing projects during current fiscal year. Similarly anamount of Rs. 2.733 billion has also been made for new projects. Theseprojects aim at to provide water for irrigation / agriculture and drinkingpurposes.

List of ongoing, new and completed small and medium dams alongwith delay action dams being sponsored by the Federal Government andexecuted by provincial Irrigation & Public Health Departments in theBalochistan under the PSDP are given at Annexure A, B & C. Cumulativecapacity of small/medium / large dams is as below:

Minister for Industries and Production:

Export Processing Zones Authority (EPZA)

i. A Memorandum of Understanding (MoU) between SindhIndustrial Trading Estates (SITE) Ltd, Karachi Government of Sindhand EPZA was signed in September 17,1998 for establishment ofEPZ-Sukkur (Land belongs to the Government of Sindh) Annex-I.

ii. AS per MoU (Clause - 6) that “The Zone will be fully developedby SITE on Self-Finance basis to provide all requiredinfrastructure and provide all the required utilities according toExport Processing Zones” Annex-II.

iii. After development of infrastructure Export Processing ZonesAuthority (EPZA)/Industries and Production Division will processto declare EPZ Sukkar under Section 2(k) of EPZA Ordinance.Annex-III.

iv. Since, Government of Sind has not developed the infrastructurein the proposed area as per MoU; therefore, Export ProcessingZone (Sukkar) could not developed/completed.

(b) time by which such task will be accomplished?

Minister for Housing and Works (Chaudhary Tariq BashirCheema): (a) Ministry of Housing & Works is pleased to share that the dataentry of all allotments (Category wise) has been completed. Anyone can checkthe status of allotments on the website of Estate Office, in order to ensure

110. *Moulana Abdul Akbar Chitrali:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that PIMS does not have enough ventilators,particularly in Children Hospital and Cardiology Departmentconsequently, patients who need to put on ventilators are referredto other Government and private hospitals;

(b) if so, number of patients which have been referred to otherhospitals since January 1, 2019 alongwith total number ofventilators, which are available in each department of thehospital;

(c) number of ventilators, which have been purchased during thelast five years; and

(d) what steps are being taken by the Government to make availablesufficient numbers of ventilators in the hospital?

Minister for National Health Services, Regulations andCoordination: (a) PIMS has 86 ventilators in various departments and presentlyall are functional. The department wise list is at Annex-A.

There are 21 beds in children hospital ICU Ward and 11 in CardiacICU ward which are equipped with ventilators. In case of non-availability ofbed in ICU ward, patients are counseled and informed about the status andthen referred to the other sister public organizations like Federal GovernmentPolyclinic and Army Hospitals.

(b) The record of patients referred to other hospitals has not beenmaintained. In future the record will be maintained.

(c) All the beds in the ICU areas are equipped with the ventilators.Therefore no new purchase has been made in the last five years.

(d) Expansion of MCH and the Neonatology Department with theassistance of JICA is under process. The new place under construction will behaving space of approximately 40 ICU beds with the ventilators.

Will the Minister for Water Resources be pleased to state that whetherquantum of water according to the domestic needs is available in allof the dams of the country at present?

——————————————————————————————As can be seen, the quantum of water in both the reservoirs is

unprecedented as compared with previous conditions. The present storage indams is 237 % & 79 % higher than the last year & last 10-years averagerespectively.

The present flows emanating from the Rim-stations of Tarbela, Kabul,Marala, and Mangla are also showing the same significantly higher values ascompared to the last year and last 10-years conditions.

Therefore, it is evident from the above mentioned data that currentlycountry is in a better position to cope with domestic needs.

112. *Mr. Muhammad Aslam Khan:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) what facilities are available in Pakistan for Liver Transplantand at what cost; and

(b) whether it is a fact that number of patients from Pakistan travelto India for Liver Transplant; if so, the reasons thereof alongwithamount required therefor?

Minister for National Health Services, Regulations andCoordination: (a) After 18th constitutional amendment, the domain of federalHOTA has been curtailed to Islamabad Capital Territory only. Currently, Livertransplant is being performed by three different public & private hospital withinthe jurisdiction of HOTA Islamabad as follows:

i. Shifa International Hospital Islamabad

ii. Quaid-e-Azam International Hospital Islamabad

iii. Army Liver Transplant Unit (ALTU), Military Hospital RWP.

Cost of Liver transplant in above mentioned hospitals is approximatelyRs. 05 Million.

(b) There is no exact information available to the authority regardingtravelling of patients to any other country for liver transplant. It is on the will ofthe patient and the resources they have for getting treatment. However, wehave the best possible resources available for such treatment in the country.

114. *Ms. Nasiba Channa:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state whether there is Cancer Hospitalexisting any where in the country under the Ministry of Health; if so,the location thereof?

Minister for National Health Services, Regulations andCoordination: There is no hospital established for cancer under this Ministry.But under the Federal Government, Pakistan Atomic Energy Commission(PAEC) has given a high priority to the application of nuclear technology inhealth sector. Through its 18 medical centers spread all over the country,patients receive state-of-the-art diagnostic and treatment facilities either freeof charge or at subsidized rates. PAEC Nuclear Medicine & OncologyHospitals (NM&O) are also involved in the national cancer awareness andprevention program.

All the tertiary level government hospitals of Pakistan having OncologyUnit are providing free of cost treatment to cancer patient.

A program for “Treatment of Cancer patients of ICT, AJK and GB”from 2019-2024 has been started in PIMS as a public private partnership.

115. *Mr. Attaullah:

Will the Minister for Industries and Production be pleased to state:

(a) the total area of Pakistan Steel Mills Karachi including school/houses/residential colony thereof; and

(b) whether its land has been encroached; if so, the steps being takento recover the same?

Minister for Industries and Production: (a) Total area of PakistanSteel Mills is 19,013 acres. Details are at Annex-I.

(b) About 344 Acres PSM Township land was encroached, out ofwhich 130 Acres land has got vacated. Existing encroached land is 214 acres.The said encroachments were made purely on basis of submitting fakedocuments under the name of Gothabad and through Court Cases filed by theencroachers. Details of encroached land and steps being taken by PSM canbe seen in Annex-II.

In order to resolve this issue Ministry of Industries & Production fromtime to time brought this matter in notice of Chief Secretary, Inspector GeneralPolice, Sindh and Secretary Ministry of Interior. The correspondence made inthe year’s 2018 & in 2020 is enclosed at Annex-III & Annex-IV respectively.

(b) the steps being taken to make the vouchers given to Membersof the Parliament valid for all of the trains?

117. *Syed Hussain Tariq:

Will the Minister for National Food Security and Research be pleasedto state:

(a) whether Government has taken notice of consistentdecrease in cultivation area of cotton for the last several yearsthat is eventually reducing the production of crop in the country;if so, the details thereof;

(b) whether Government has evaluated such reduction of crop inorder to identify reasons thereof; and

(c) what steps are being taken by the Federal Government with thecollaboration of provinces to increase cultivation area of thecrop and increase its production alongwith detail of any studyconducted and research on new cotton seeds for higher yields?

Minister for National Food Security and Research (MakhdoomKhusro Bukhtiar): (a) Yes Government has taken a notice of consistentlydeclining cotton production in Pakistan.

There were multiple reasons for the decline in cotton production,including reduction in area under cotton due to being less profitable thancompetitive crops. Climate change and extreme weather systems, Whitefly

and Pink Bollworm attack, lower cotton prices and shortage of irrigation wateretc. are some other factors which caused lower production during last fewyears.

(b) Yes, Government has evaluated these factors at all levels.

(c) Government is taking all possible steps to enhance the production ofcotton in future. The Government is planning to allocate considerable funds forcotton under PM Emergency Program.

In collaboration with Provincial Governments, capacity building programswill be launched for growers and field staff of Agriculture Department.

The Government is also seriously considering an intervention and budgetaryallocation of funds for public procurement.

Grower’s awareness program for climate change will be strengthened.

Sindh Seed Council has recently approved two new cottonseed varietiesdeveloped by Central Cotton Research Institute Sakrand whereas two newvarieties developed by Central Cotton Research Institute, Multan are underconsideration by Punjab Seed Council.

118. *Mr. Iqbal Muhammad Ali Khan:

Will the Minister for Industries and Production be pleased to state:

(a) number of times prices of different products in Utility StoresCorporation (USC) have been increased since August 2018 andnumber of times, prices have been reduced during the saidperiod;

(b) whether audit of subsidy, which has been granted to USC hasbeen carried out in recent years; if so, the details thereof; and

(c) what steps are being taken to make USC more effective?

(c) Prime Minister of Pakistan has announced PM Relief Package toprovide subsidy on basic food items to the poor segment of society. In thisregard Government of Pakistan has released Rs. 6 billion to Utility StoresCorporation of Pakistan in which Rs. 5 billion for procurement and Rs.1 billionfor monthly subsidy. PM Relief Package has been launched on 8thJanuary 2020, which includes subsidy on basic food items i.e. Atta, Sugar,Ghee, Rice & Pulses.

Federal General Hospital.

The Federal General Hospital only select the pharma companies ofcomparatively lowest evaluated bid price medicines available in the market. TheHospital advertised tender in National Urdu/ English newspaper through PIDDepartment and also post advertisement on PPRA website for biding.

Only registered pharma companies in Pakistan are eligible for participationin open tender process and selected lowest evaluated bids are ensured throughDrug Inspector.

The pharmaceutical companies or their authorized distributors are boundto quote DRAP registered medicine as per MRP decided by DRAP.

Minister for National Health Services, Regulations andCoordination: The ENT OPD has not been abolished and is working routinely inFederal Government Polyclinic (FGPC).

127. *Pir Syed Fazal Ali Shah Jillani:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state the number of Health Cards issued tothe poor people of District Khairpur alongwith their names andaddresses?

Minister for National Health Services, Regulations andCoordination: Sehat Sahulat Program, a social health protection initiative byFederal and participating Provincial / Regional Governments, is working toprovide financial protection to poor and marginalized families against extra-ordinary health care expenditure. Through this program free of cost “SehatInsaf Cards” are provided to enrolled families to access cashless quality indoorhealth care services from any empaneled hospital across Pakistan with dignityand respect.

Keeping in view the 18th Constitutional amendment of 2010, wherefinancial and administrative aspect of health is being devolved to all provinces,

Sehat Sahulat Program was designed in such a way where economy of scalecan be achieved through Federal and Provincial unified procurement ofinsurance company and where program implementation in each province ismanaged by respective Provincial Government, independently with 100%contribution in health insurance premium.

Based on the financial contributions by respective province, SehatSahulat Program has enrolled and providing services to around 9 millionfamilies in 91 districts of Punjab, Khyber Pakhtunkhwa, Islamabad, AzadJammu and Kashmir, Gilgit-Baltistan & Islamabad Capital Territory. As aspecial provision by Honorable Prime Minister the program has also beenexpended to all permanent resident families of districts Tharparkar - Sindhwith 100% Federal Government funding (Program Enrolment Statistics arepresent in Annex-A) .

Keeping in view of above, the ambit of Sehat Sahulat Program has notyet been extended to 237,000 expected poor families of District Khairpur -Sindh and will be done soon after Provincial Governments agree to contributehealth insurance premium for enrolled families of the districts and develop adedicated Project Management Unit (PMU) at Provincial level to manage andmonitor program implementation at district level (Expected families to beenrolled in the districts of Sindh are placed in Annex-B) .

Minister for Industries and Production: (a) Pakistan Steel Mill(PSM) was placed on the priority list of Privatization Commission (PC) in linewith the decisions of Economic Coordination Committee (ECC) of the Cabinetand Cabinet Committee on Privatization (CCoP) dated 3rd May and 17thJune, 2019 respectively (Annex-A & B). Financial Advisor (FA) is evaluating

Minister for Water Resources (Mr. Muhammad Faisal Vawda):The percentage of construction work on Mohmand Dam Hydropower Projectis 1.5% up to 30-01-2020. The details are as under:

Preliminary Works Completed by WAPDA

• WAPDA completed the preliminary activities i.e. Geo-TechBoring, Installation of River Gauging Station, Automatic DischargeMeasurement, Weather Station and Construction of Katcha trackto Dam site in April, 2019 using in-house capabilities.

• Subsequent to mobilization of the Contractor and Consultant,the construction activities are in full swing aiming to execute theworks within given timelines.

Construction of Right Bank Permanent Roads

Surface cutting and sub-grade preparation activities are in progress.

Construction of Left Bank Permanent Roads

Excavation and filling works are in progress.

WAPDA Project Office

• Surface excavation of Project Office and Senior Office Hostelhas been completed.

• Cutting and filling works of various Project Colony Buildings i.e.High School, Project office, Jamia Mosque, Junior Officers &Staff Hostel, Rest House, WAPDA Hospital, Community BuildingArea, Shopping Centre and Play Ground Area are in progress.

• Excavation and filling works on internal roads is in progress.

Construction of Diversion Tunnels

Temporary access roads to inlet and outlet portals for construction ofdiversion tunnels are completed. Excavation for inlet and outlet structures is inprogress.

Main Dam Embankment

Contractor has started construction of access to quary area forpreparation of Dam fill material.

Re-Regulation Pond

Topographic Survey above water level has been completed andhydrographic survey is in progress. Re-Regulation Pond excavation worksare in progress.

Right Bank Irrigation Tunnel

Contractor has prepared Temporary Access Road to Right Bank TunnelOutlet Structure.

130. *Dr. Darshan:

(a) the number of patients visit daily in the Gynae OPDs of FederalGovernment Polyclinic and PIMS Hospitals the number ofdoctors performing their duties therein;

(b) whether it is a fact that doctors come late in morning time thenthey take breakfast and also take a tea break at 11.00 am;

(c) whether it is also a fact that doctors are using mobile phonescontinuously, while patients are compelled to stand in queuefor hours; and

(d) the steps being taken to increase the number of doctors and toarrange the sitting facilities for patients in Gynae OPDs; and

(e) the time by which action will be taken against the doctors whoare using mobile phones during their duty hours?

Minister for National Health Services, Regulations andCoordination: (a) Approximately 400 patients visit daily in the Gynae OPDPIMS and 770 patients in the Gynae Unit-I-II and MCH Centre G-6/1-4 ofFGPC. About 25 – 30 Medical Officers / Postgraduate Residents per day areperforming their duties in PIMS while 31 perform their duties in FGPC.

(b) In every department of OPD, doctors come by 08:30 AM.Consultant / Senior Doctors arrives after round of their wards approximately09:30 AM to 10:00 AM. Therefore taking breakfast is mis-concept. However,at day time doctors may take tea break in the Cafeteria. Half of the doctorscontinue performing the duty during the period.

(c) Use of mobile phones while on duty is only allowed for emergencycall and to consult the doctor of other specialties on need basis. Circulars areregularly issued for entire staff to avoid unnecessary use of mobile phonesduring duty hours.

(d) PIMS administration has referred all the vacant posts of MedicalOfficers / Consultants to FPSC for recruitment. They have completed therecruitment process and Medical Officers have been issued offer letters tojoin their duties. There joining is under process. Rest of recruitment ofConsultants is near to finalization in FPSC and it is hoped that in near future(approximately 02 months) it will be finalized. 14 more Medical Officers havebeen posted in the MCH Centre and now the doctors are sufficient to copewith the patient care in Gynae / Obs department. There is a huge hall in MCHRIMS which caters for 200-250 patients at a time in OPD. The vacant postsin FGPC have been forwarded to FPSC for recruitment. A hall has beendedicated for Gynae OPD in FGPC where patients are seated. Besides, anew shed has also been added in Gynae OPD for Patients.

(e) If any doctor is found guilty of miss-using mobile phone duringduty hours will be dealt as per rules.

131. *Ms. Shams Un Nisa:

(a) the number of rail accidents occurred since 2018 alongwithnumber of casualties and losses incurred by Pakistan Railwaysin each incident; and

(b) what steps the Government have taken to reduce probability ofsuch accidents?

Minister for National Food Security and Research (MakhdoomKhusro Bukhtiar): (a) Yes it is fact that the target fixed for the year 2019-20for cotton crop have not been achieved.

Following are the specific reasons for lower production:

1. Abrupt change in temperatures, especially high temperatures inAugust and September, caused flower and fruit shedding andeffected cotton yields.

2. Higher rain-fall than last year resulted in humid conditions andcaused boll rotting.

3. The adverse climate resulted in a conducive environment for pestresurgence and development.

4. Whitefly and Pink Boll Worm remain major pests during the seasonand were hard to control.

5. Cotton Leaf Curl Virus (CLCV), a disease peculiar to Pakistan,also increased during the season.

6. Cotton Prices also remain lower than the cost of productionduring the peak arrival season, resulting in restricted investment onmanagement.

(b) Government is taking all possible steps to enhance the productionof cotton in future and is planning to allocate considerable funds for cottonunder the PM Emergency Program.

In collaboration with Provincial Governments, capacity buildingprograms will be launched for growers and field staff of agriculture department.

The Government is also seriously considering an intervention andbudgetary allocation of funds for public procurement.

Grower awareness programs for climate changes will be strengthened.

Minister for National Health Services, Regulations andCoordination: The National Institute of Health (NIH) is the technical arm ofMinistry of National Health Services Regulations & Coordination (NHSRC).The NIH under the directives of M/o NHSR&C issues Seasonal AwarenessAlert Letter (SAAL) 3 times a year before every season, predicting/ forecastingthe diseases which could be on high alert during that season with a briefdescription of high alert diseases. The NIH recommends preventive and controlmeasures to provincial health departments, AJK and GB. Accordingly, theconcerned health departments are responsible to take actions for therecommended measures.

OBJECTIVES OF SAAL

To alert concerned health authorities and professionals at all levelsregarding the epidemic-prone infectious diseases in the winter season.

To facilitate the preparations for timely and efficient response to theencountered alerts / outbreaks and thus reduce the associated morbidity andmortality.

Minister for Water Resources( Mr. Muhammad Faisal Vawda):Due to increase in population and excessive extraction, ground water hasdrastically depleted in the country.

Surface water and rainfall are the only sources for groundwaterrecharge. Therefore, additional reservoirs are required to supply water togroundwater stressed areas.

WAPDA has prepared a comprehensive plan to store flood water duringhigh flow season and utilize the same during lean season.

In last decade, WAPDA has completed Mangla Dam Raising(2.88 MAF), GomalZam Dam (0.892 MAF), Satpara Dam(0.053 MAF) and Darawat Dam (0.089 MAF) to store water.

While Diamer Basha Dam (6.4 MAF), Mohmand (Munda) Dam(0.676 MAF) and Nai Gaj Dam (0.16 MAF) are at implementationstage.

WAPDA is also planning to construct KurramTangi Dam Stage-II(0.90 MAF), Chiniot Dam (0.85 MAF), Shyok Dam (5.0 MAF), Akhori Dam

(a) whether it is a fact that the Government has opted for thedissolution of Pakistan Medical and Dental Council (PMDC)without taking the stakeholders into confidence; if so, reasonsthereof;

(b) whether it is also a fact that there is a panic among medicalpractitioners across the country due to aforesaid decision; and

(c) whether it is further a fact that the interests of private medicalcolleges have been safeguarded while promulgating PakistanMedical Commission Ordinance 2019; if so, reasons thereof?

Minister for National Health Services, Regulations andCoordination: (a) The Government and the Prime Minister’s Task Force onHealth over the last one year have been in discussions with stakeholdersacross the board to obtain their views and concerns regarding the quality ofmedical education and medical practitioners the weaknesses in the regulatorystructure (PM&DC) which have been further highlighted by successivegovernments in the past 8 years with at least four attempts made to rectify theadmitted weakness in the regulatory structure without much success.

(b) It is incorrect that there is any panic amongst medical practitioners.This false impression of a panic has been merely promoted by a few vestedinterests in social media and other forums. Majority of the medical practitionershave shown their confidence in the regulatory changes and welcomed the moretransparent, efficient and simpler structure. This is evidenced by the fact thatPMC is on a regular basis responding to the licensing needs of medicalpractitioners including grant and renewal of licenses and issuance ofcertifications for practitioners seeking to go abroad for training etc.

(c) The Government does not have “interests” in private medicalcolleges. There are individual members of Parliament who own medical collegesand such members belong to all the major political parties represented inParliament. The private medical colleges have in fact been placed under stricter

regulatory controls as a result of which some of the steps taken include; (a)their standard of educating being subject to their students qualifying the NationalLicensing Exam, (b) their recognition being subject to an independent inspectionand assessment by HEC subject to standards and criteria determined by theAcademic Board of the PMC and thereafter regular inspections to ensuretheir recognition remains in good standing, (c) no over and above seats beingpermitted in excess of allocated strength of students, (d) no guaranteed fillingof vacant seats by PMC after close of annual admissions, (e) all annualprofessional exam results have to be provided to PMC, (f) inspection byPMC of teaching hospitals attached to the colleges where training and housejobs are undertaken which were not inspected in the past and are critical tothe quality of training provided by a college, and (g) national ranking systemthrough the accepted HEC system to enable students to have a transparentbasis to make a choice and allow market forces to determine the fee a collegecan charge based on its quality.

Under the previous structure private medical colleges were allowed tocharge a fixed tuition fee of Rs.950,000 irrespective of their quality of educationand they were guaranteed that 100% of their allocated seats would be filledthrough the central admission process. Colleges were in addition permitted tocharge other charges such as transport, hostel, insurance etc. over and abovethe tuition fee as a result of which most of them have been charging cumulativelybetween Rs.1.2 to Rs.1.5 million per student per year. Under the new structurethey have to declare ALL their charges and fees well in advance to enablestudents to make a choice whether to apply to a college or not based on theranking and qualiti of the college and the students ability to afford the fee.

Using a completely automated online computerized system to registerstudents, faculty and examination results total transparency has been introducedinto the system resulting in the quality of atollege becoming public knowledge.

48. Mr. Saad Waseem:(Deferred during 17th Session)

(a) that salaries of employees of the offices of Surface WaterHydrology (SWH) Kohistan, Dasu and Diamer are not being paidsince long; if so, the detail alongwith the justification thereof;and

Minister for Water Resources (Mr. Muhammad Faisal Vawda):(a) Yes, itlis a fact that salaries to the employees of Surface Water Hydrology(SWH) of District Kohistan, Dasu and Diamer are not being made since July2019.

Total 76 No. of employees are working on dai ly wages/contingent

basis in Surface Water Hydrology Department of District Kohistan i.e. KeyalKhwar HPP (06 Nos.), Dasu HPP (18 Nos.) & Diamer (52 Nos.).

The salaries of these staff could not be paid by WAPDA as the estimatesof deposit works are in process of approval with the concerned WAPDA’soffices. Upon internal approval of WAPDA for the said estimates, salaries willbe paid to the staff.

(b) All the approval process of estimates of deposit works has beenexpedited by WAPDA. The salary of the said staff will be paid by them withinthe period of one month i.e. by February 05, 2020.

30. Mrs. Farukh Khan:(Deferred during 18th Session)

(a) whether it is a fact that despite the hectic efforts by theGovernment there has been no reduction in the prices ofmedicines;

(b) whether it is also a fact that some medicines of urgentrequirement needed for treatment of fatal diseases like canceretc., are not being manufactured in Pakistan and being imported,some even from India; and

(c) whether the Government is taking any steps to askpharmaceuticals companies of Pakistan to produce thesemedicines in Pakistan?

Minister for National Health Services, Regulations andCoordination: (a) Prices have been reduced in compliance of notification

issued with approval of the Federal Government by most of companies.However, few companies have obtained restraining orders from the court.These cases are being vehemently contested with assistance of office ofAdditional Attorney General of Pakistan and it is expected that these caseswill be decided in next two / three months.

(b) Drug Regulatory authority is vigilant in provision/registration ofmedicines for almost every kind of aliment in accordance with the need ofpublic which is either manufactured in Pakistan by licensed manufacturers orimported from various sources around the world, as per laid down criteria ofsafety, efficacy & quality.

These products include majority of generic products for the treatmentof prevailing diseases like anti-hypertensives, anti-diabetic, anti-virals, anti-TB. However, some of the products that requires specialized manufacturingfacility and advanced technology (e.g Biologicals, innovator products, anticancer products, blood components) are being allowed import in Pakistan tomeet the requirements of general public.

It is pertinent to inform that due to advanced technology requirementfor manufacturing of innovator products, anti-cancer products etc, there arefew sources around the globe for manufacturing of such medicines andaccordingly are imported from other countries to cater their requirements ofpublic till the development of the same in Pakistan.

(c) Drug Regulatory authority of Pakistan is encouraging thepharmaceutical sector of Pakistan in bringing the latest technology needed inthe manufacturing of high-tech products not only by giving priority review tosuch cases but also by providing technical support. Recently, those who tookthe initiative of manufacturing of such drugs like anti-cancer drugs, anti-viraldrugs etc were granted manufacturing licenses and registrations on priority, inaccordance with Drug Act 1976 and DRAP Act 2012.

The drugs for following treatments are given priority consideration.

Minister for Housing and Works (Chaudhary Tariq BashirCheema): (a) The procedure of submission of application for renovation ofhouses / Flats to the Secretary Housing a Works is not in vogue. However onreceipt of 05 LNos applications from the resident of House No. 8 street 49,Cat-II, G-10/3, Islamabad, the estimate for the same was prepared andsubmitted to the competent authority for arrangement of funds vide letter No.EE/CCD-VIII/W-91/2440 dated 03-10-2018 for Rs.580000/- Funds arestill awaited.

(b) The minor works are being carried out through enquiry office,where as the work will be completed within 15-days through contract, in theanticipation of arrangement of fund.

41. Mr. Iqbal Muhammad Ali Khan:

(a) whether it is a fact that Supreme Court in CP No.1498/2011,dated 19-10-2011 and CRP No.174/2012, in CP No.849/2012,date 07-03-2013, Muhammad Afsar vs Ministry Housing andWorks, directed to review all those allotments made after thejudgment dated 19-10-2011 and get ensure to implement thejudgment in letter and spirit;

Minister for Housing and Works (Chaudhary Tariq BashirCheema): (a) The Honourable Supreme Court in Civil Petition No. 1498/2011 has directed as under:

i. That in future all the allotments will be made strictly on merits on thebasis of General Waiting List and;

ii. Relaxation of rules under Rule 29A of the Accommodation AllocationRules, 2002 will not be often exercised, except in the case of hardshipand that too by recording justifiable reasons for the same, after hearingthe likely affected employees in the General Waiting List.”

In order to implement the order of Hon’ble Supreme Court of Pakistanall allotments made in relaxation of rules were withdrawn and allotted on meritas per accommodation allocation Rules, 2002.

(b) No proposal is under consideration to revive the cancelledallotments.

42. Mr. Saad Waseem:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that MRI Machines in NIRM either has becomeout of order or expired;

(b) if so, when was each of MRI Machine purchased; and

(c) the time by which state of the art MRI Machines will be installedin said institution?

Minister for National Health Services, Regulations andCoordination: (a) There is only one MRI machine (One Tesla) in NIRM whichis functional. The said machine was properly installed and inaugurated in 1997.

Forthis purpose, a PC-I valuing Rs. 222-million for purchase including MRI andreplacement of other Electro medical Equipments, has been approved andtenders have been floated in the newspapers. On completion of process asrequired under the relevant rules, the machines will be installed.

43. Ms. Nusrat Wahid:

Will the Minister for Housing and Works be pleased to state the stepsbeing taken by the Government to resolve the problems being facedby Government employees in allotment of Governmentaccommodations on their turn?

Minister for Housing and Works (Chaudhary Tariq BashirCheema): The Ministry of Housing Works/ Estate office is having 28210Government accommodations, whereas 32000 Federal Government Servantsare registered in General Waiting List. wherein, Ministry of Housing Worksallows allotment of vacant accommodation purely on turn of FGS from GeneralWaiting List.

The Federal Cabinet had imposed ban on new constructions of governmentaccommodations on 14-05-1995. Thereafter, no new construction ofgovernment accommodations has been made.

However, to alleviate the problems being faced by Federal GovernmentServants, the Government is extending the facility of hiring of privateaccommodation to Federal Government Servants,

Further, the government has launched the housing schemes to enablethe Federal Government Servants to have their own houses through PHAFoundation, FGEH Authority.

Government to improve the nutritional status of children in lessdeveloped areas of the country?

Minister for National Health Services, Regulations andCoordination: Federal government is cognizant of the situation of malnutritionin the country especially among women and children less than 5 years of age,as revealed by National Nutrition Survey 2018 (NNS-2018). After Devolutionthe Federal Ministry is responsible for policy formulation, providing guidanceand technical assistance to the provinces, formulation of legislation andstandards and coordination between the provinces. The implementation of theprograms in the provinces is with the provinces and it is only Federal Areasincluding ICT, AJ&K and GB where federal Government can implement/support regional governments in implementation of different interventions.

Recently as per advice of the National Health Task Force, acomprehensive Nutrition PC1 for the entire country including the federal areaswith the title, “Tackling Malnutrition Induced Stunting in Pakistan” has beensubmitted by the Ministry of NHSR&C to the Planning Commission. This PC -1targets the beneficiaries of the “Sehat Sahulat Program” in the country whichbelong to the most underprivileged and marginalized segments of the societyand country. This is under consultation with the provinces.

However multiple initiatives have been initiated through the NutritionWing. Ministry of NHSR&C during past 5 years in Collaboration withProvincial Deparanents of Health, UN Agencies and development partners asa continued nutrition response to prevent and treat malnutrition among mostvulnerable especially children.

These interventions include:

1. Stunting Prevention for chronic Malnutrition

2. Counselling and Supplementation for prevention3. infant and Young Child Feeding (IYCF) practices4. Breast Feeding promotion and protection5. Food Fortification (Salt iodization. Oil/Ghee & Wheat Flour

To resolve the issue, JV agreementon land sharing basis was concluded with another land provider / developer,adjacent to the scheme in October, 2019. Land up to 6000 kanals already mutatedin the name of FGEHA. Development work started, access to site alreadycompleted. Layout plan in final stage, initial allotment will be done in 30-45 days.Development work will start in 60 days and will be ready for possession in oneyear.

Regarding Thallian, efforts are underway to resolve access/ approachthrough JV partner and NHA from Motorway in forum of dedicatedinterchange. Whereas, Housing Scheme Sector F-14/15 & Park Road arepresently under litigation in Supreme Court of Pakistan. The developmentwork on these schemes will be started after the decision of the SupremeCourt and acquisition of land in these sectors. 46. Syed Agha Rafiullah:

Minister for Housing and Works (Chaudhary Tariq BashirCheema): (a) It is clarified that there is no exclusive membership for housingscheme at Park Road. The members who are registered under MembershipDrive-II have been issued consent letter and Provisional Offer Letters in thePark Road housing scheme according to the merit on age-wise seniority basisin their specific quotas.

(b) The Membership was started in April, 2015 and remained openedfrom time to time. The Executive Board in its 160th meeting held on 27-06-2019has decided to keep membership drive-II open w. e. f. 01-07-2019 to 30-06-2020 as one Pocket. The seniority of Members registered in earlier pocketswill remain intact.

(c) Total expenditure incurred on account of Advertisement for ParkRoad Scheme is Rs. 227,649/-

(d) Presently the Park Road housing scheme is under litigation inSupreme Court of Pakistan, hence, allotment under Constitutional Quota will

(a) details of allotments of Category “C” in terms of number ofeach allottee in General Waiting List (GWL), date of issuanceof offer/consent letter, date upon which each employee had givenhis consent, date of allotment alongwith date upon which eachof such accommodation were supposed to be occupied and dateof actual occupation by each allottee since 11th December, 2017;and

(b) whether it is a fact that Estate Office has been ignoring GWLand allotted Government accommodation in violation of GWL?
