ADB  organized a meeting with key stakeholders (DSWD, NAPC, UP, NEDA, NSCB) after the 2011 APIS questionnaire was pretested Big‐ticket SP programs included Inputs from NEDA Rider module in the APIS questionnaire; 1‐page space  for rider questions given to SP

Lessons Learned

Limited sample in surveys who are SP beneficiaries such as: Private medical insurance; Maternity Benefit; Training for Work Scholarship Program; Agrarian Reform Community Development Program; Sickness/injury compensation

Survey vs. 4Ps program ‐ Some respondents took interest on the programs because they think it will be the basis for the 4Ps

Laymanize the term Social Protection ‐ respondents are not aware about these SP programs

Value of in‐kind assistance – how can respondents be made aware ie. amount of value of goods received in Supplemental Feeding Program

Reporting of amount received ‐ SP module that the respondent reported that they received cash/good but with no corresponding entries given

Questions to capture the intended beneficiaries or those covered by the SP program should be crafted appropriately– beneficiaries of SP programs are identified through the question on whether or not family member received payments from the program. 

• Included in the 2013 APIS; question on membership in GSIS, SSS and PhilHealth added; data still being processed
