THE SECRET SHADOW GOVERNMENTA STRUCTURAL ANALYSIS

The secret "shadow" government is the large organisational network which operates alongside theofficially elected and appointed government of the United States of America. Just as with the official

government, the secret government has functional branches.

Just as with the official government, the Shadow Government has functional branches. However, unlike theofficial government, the purpose of the non-executive branches of the Shadow Government is simply todistribute various functions, but not to achieve a system of checks and balances, as was supposed to happenconstitutionally between the executive, legislative and judicial branches of the U.S. Government. That isbecause the Shadow Government is a creature of a powerful elite, who need not fear being dominated by aninstrument of their own creation.

In the Shadow Government five branches may be identified. These branches are: the Executive Branch, theIntelligence Branch, the War Department, the Weapons Industry Branch, and the Financial Department.

The reporting lines of the Intelligence Branch and the War Department to the Executive Branch arestraightforward and obvious. Intelligence exists to provide the Executive Branch with sufficient necessaryinformation to make adequately informed policy decisions. The War Department exists to provide coercive forceto carry out Executive policy decisions which could meet with public resistance. The Special Operations unitswithin the Intelligence Branch and War Department exist to carry out policy directives requiring covert actionand official deniability.

The Weapons Industry Branch reports to the Executive Branch most often indirectly, through the WarDepartment and/or the Intelligence Branch (for Black Budget weapons systems).

The Financial Department theoretically reports to the Executive Branch for fiscal policy implementation, but defacto also reports directly to the international power brokers who have created the Shadow Government. TheFinancial Department serves at times directly as their instrument of fiscal policy implementation.

An analysis of the overall purposes of these five branches suggests that the overall purpose of the ShadowGovernment is to exercise covert control by:

Collecting comprehensive institutional and personal informationBy establishing national and international policy independently of the established GovernmentBy developing high-tech arms and equipment, and, with these, establishing small, specialized, highlymobile, elite military units to effect these covert policies, when need arises, without having to rely onthe official (and "unreliable") Armed Services, (whose subservience to the Shadow Government isreasonably suspect)By developing an armed capability to repel any threat to the status quo, (including the uncertainontological, social, and economic impacts of any revelation of the reality of UFO and extraterrestrialpresence) through the development of a Star Wars/BMDO ground and space-based surveillance and SDIweapons networkBy denying information compromising to the Shadow Government from all those outside "need-to-know"policy-making levelsBy exercising control on the money supply, availability of credit, and the worth of money, through policy

FEMA: The Secret Government

Some people have referred to it as the "secret government"of the United States. It is not an elected body; it does notinvolve itself in public disclosures; and it even has a quasi-secret budget in the billions of dollars.

This government organization has more power than thePresident of the United States or the Congress. It has thepower to suspend laws, move entire populations, arrest anddetain citizens without a warrant and hold them withouttrial. It can seize property, food supplies, transportationsystems, and can suspend the Constitution. Not only is itthe most powerful entity in the United States, but it wasnot even created under Constitutional law by the Congress.It was a product of a Presidential Executive Order.

No, it is not the U.S. military nor the Central IntelligenceAgency; they are subject to Congress. The organization iscalled FEMA, which stands for the Federal EmergencyManagement Agency. Originally conceived in the RichardNixon Administration, it was refined by President JimmyCarter and given teeth in the Ronald Reagan and GeorgeBush Administrations.

FEMA had one original concept when it was created—toassure the survivability of the United States government inthe event of a nuclear attack on this nation. It was also

provided with the task of being a federal coordinating bodyduring times of domestic disasters, such as earthquakes,floods and hurricanes.

Its awesome powers grew under the tutelage of people likeLt. Col. Oliver North and General Richard Secord, thearchitects on the Iran-Contra scandal and the looting ofAmerica’s savings and loan institutions. FEMA has evenbeen given control of the State Defense Forces, a rag-tag,often considered neo-Nazi, civilian army that will substitutefor the National Guard, if the Guard is called to dutyoverseas.

The most powerful organization in the United States

Though it may be the most powerful organization in theUnited States, many people don’t know it even exists. But ithas crept into our private lives. Even mortgage paperscontain FEMA’s name in small print if the property inquestion is near a flood plain. FEMA was deeply involved inthe Los Angeles riots and the 1989 Loma Prieta earthquakein the San Francisco Bay Area. Some of the black helicoptertraffic reported throughout the United States, but mainly inthe West, California, Washington, Arizona, New Mexico,Texas and Colorado, are flown by FEMA personnel.

FEMA has been given responsibility for many new disastersincluding urban forest fires, home heating emergencies,refugee situations, urban riots, and emergency planning fornuclear and toxic incidents. In the West, it works inconjunction with the Sixth Army.

FEMA was created in a series of Executive Orders. APresidential Executive Order, whether Constitutional or not,becomes law simply by its publication in the FederalRegistry. Congress is bypassed.

Executive Order Number 12148 created the FederalEmergency Management Agency that is to interface with theDepartment of Defense for civil defense planning andfunding. An "emergency czar" was appointed.

FEMA has only spent about 6 percent of its budget onnational emergencies, the bulk of their funding has beenused for the construction of secret underground facilities toassure continuity of government in case of a majoremergency—foreign or domestic.

Executive Order Number 12656 appointed the NationalSecurity Council as the principal body that should consider

emergency powers. This allows the government to increasedomestic intelligence and surveillance of U.S. citizens andwould restrict the freedom of movement within the UnitedStates and grant the government the right to isolate largegroups of civilians. The National Guard could be federalizedto seal all borders and take control of U.S. air space and allports of entry.

The Federal Emergency Management Agency has broadpowers in every aspect of the nation. General FrankSalzedo, chief of FEMA’s Civil Security Division stated in a1983 conference that he saw FEMA’s role as a "new frontierin the protection of individual and governmental leadersfrom assassination, and of civil and military installationsfrom sabotage and/or attack, as well as prevention ofdissident groups from gaining access to U.S. opinion, or aglobal audience in times of crisis."

FEMA’s powers were consolidated by President Carter toincorporate: The National Security Act of 1947, which allowsfor the strategic relocation of industries, services,government and other essential economic activities, and torationalize the requirements for manpower, resources andproduction facilities; the 1950 Defense Production Act,which gives the President sweeping powers over all aspectsof the economy; the Act of August 29, 1916, whichauthorizes the Secretary of the Army, in time of war, to takepossession of any transportation system for transportingtroops, material, or any other purpose related to theemergency; and the International Emergency EconomicPowers Act, which enables the President to seize theproperty of a foreign country or national.

These powers were transferred to FEMA in a sweepingconsolidation in 1979. Hurricane Andrew focused attentionon FEMA. FEMA’s deceptive role really did not come to lightwith much of the public until Hurricane Andrew smashed intothe U.S. mainland. What came out of the critical look wasthat FEMA was spending 12 times more for "blackoperations" than for disaster relief. It spent $1.3 billionbuilding secret bunkers throughout the United States inanticipation of government disruption by foreign or domesticupheaval. Yet fewer than 20 members of Congress, onlymembers with top security clearance, know of the $1.3billion expenditure by FEMA for non-natural disastersituations. These few Congressional leaders state thatFEMA has a "black curtain" around its operations.

FEMA has developed 300 sophisticated mobile units that are

capable of sustaining themselves for a month. The vehiclesare located in five areas of the United States. They havetremendous communication systems and each contains agenerator that would provide power to 120 homes each, buthave never been used for disaster relief.

FEMA’s enormous powers can be triggered easily. In anyform of domestic or foreign problem, perceived and notalways actual, emergency powers can be enacted. ThePresident of the United States now has broader powers todeclare Martial Law, which activities FEMA’s extraordinarypowers.

Martial law can be declared during time of increased tensionoverseas, economic problems within the United States, suchas a depression, civil unrest, such as demonstrations orscenes like the Los Angeles riots, and in a drug crisis. ThesePresidential powers have increased with successive CrimeBills, particularly the 1991 and 1993 Crime Bills, whichincrease the power to suspend the rights guaranteed underthe Constitution and to seize property of those suspected ofbeing drug dealers, to individuals who participate in a publicprotest or demonstration.

Under emergency plans already in existence, the powerexists to suspend the Constitution and turn over the reignsof government to FEMA and appointing military commandersto run state and local governments. FEMA then would havethe right to order the detention of anyone whom there isreasonable ground to believe will engage in, or probablyconspire with others to engage in acts of espionage orsabotage. The plan also authorized the establishment ofconcentration camps for detaining the accused, but no trial.

Three times since 1984, FEMA stood on the threshold oftaking control of the nation. Once under President Reagan in1984, and twice under President Bush in 1990 and 1992. Butunder those three scenarios, there was not a sufficient crisisto warrant risking Martial Law. Most experts on the subjectof FEMA and Martial Law insisted that a crisis has to appeardangerous enough for the people of the United Statesbefore they would tolerate or accept complete governmenttakeover.

The typical crisis needed would be threat of imminentnuclear war, rioting in several U.S. cites simultaneously, aseries of national disasters that affect widespread danger tothe populous, massive terrorist attacks, a depression inwhich tens of millions are unemployed and without financial

resources, or a major environmental disaster.

Three times FEMA has stood by ready for emergency In April1984, President Reagan signed Presidential DirectiveNumber 54 that allowed FEMA to engage in a secret national"readiness exercise" under the code name of REX 84. Theexercise was to test FEMA’s readiness to assume militaryauthority in the event of a "State of Domestic NationalEmergency" concurrent with the launching of a direct UnitedStates military operation in Central America.

The plan called for the deputation of U.S. military andNational Guard units so that they could take into custody anestimated 400,000 undocumented Central Americanimmigrants in the United States who would be interned at10 detention centers set up at military bases throughoutthe country.

The plan called for the suspension of the Constitution,turning control of the government over to FEMA,appointment of military commanders to run state and localgovernments and the declaration of Martial Law.

The plan also advocated the rounding up and transfer to"assembly centers or relocation camps" of a least 21 millionAmerican Blacks in the event of massive rioting or disorder,not unlike the rounding up of the Jews in Nazi Germany inthe 1930s.

The second known time that FEMA stood by was in 1990when Desert Storm was enacted. Prior to President Bush’sinvasion of Iraq, FEMA began to draft new legislation to setup operations within any state or locality without the priorpermission of local or state authorities. Much of themechanism being set into place was in anticipation of theeconomic collapse of the Western World.

The third scenario for FEMA came with the Los Angeles riotsafter the Rodney King brutality verdict. Had the riotingspread to other cities, FEMA would have been empowered tostep in. As it was, major rioting only occurred in the LosAngeles area.

The crux of the problem is that FEMA has the power to turnthe United States into a police state in time of a real crisisor a manufactured crisis. Intelligence reports indicate thatFEMA has a folder with 22 Executive Orders for the Presidentto sign in case of an emergency. The crisis, as thegovernment now sees it, is civil unrest.

For generations, the government was concerned with nuclearwar, but the violent and disruptive demonstrations thatsurrounded the Vietnam War era prompted President Nixonto change the direction of emergency powers from war timeto times of domestic unrest.

Diana Reynolds, program director of the Edward R. MurrowCenter, summed up the danger of FEMA today and the publicreaction to Martial Law in a drug crisis:

"It was James Madison’s worst nightmare that a righteousfaction would someday be strong enough to sweep away theConstitutional restraints designed by the framers to preventthe tyranny of centralized power, excessive privilege, anarbitrary governmental authority over the individual. Theserestraints, the balancing and checking of powers amongbranches and layers of government, and the civilguarantees, would be the first casualties in a drug-inducednational security state with Reagan’s Civil EmergencyPreparedness unleashed. Nevertheless, there would bethose who would welcome NSC (National Security Council)into the drug fray, believing that increasing state policepowers to emergency levels is the only way left to fightAmerican’s enemy within. In the short run, a nationalsecurity state would probably be a relief to those whosepersonal security and quality of life has been diminished bydrugs or drug related crime. And, as the general publicwatches the progression of institutional chaos and socialdecay, they too may be willing to pay the ultimate price,one drug free America for 200 years of democracy (sic)."

The first targets in any FEMA emergency would be Hispanicsand Blacks; the FEMA orders call for them to be rounded upand detained. Tax protesters, demonstrators againstgovernment military intervention outside U.S. borders, andpeople who maintain weapons in their homes are alsotargets.

Operation Trojan Horse is a program designed to learn theidentity of potential opponents to Martial Law. The programlures potential protesters into public forums, conducted by a"hero" of the people who advocates survival training. Thelist of names gathered at such meetings and rallies arecomputerized and then targeted in case of an emergency.

The most shining example of America to the world has beenits peaceful transition of government from oneadministration to another. Despite crises of greatmagnitude, the United States has maintained its freedom

and liberty. This nation now stands on the threshold of ruleby non-elected people asserting non-Constitutional powers.Even Congress cannot review a Martial Law action until sixmonths after it has been declared.

For the first time in American history, the reigns ofgovernment would not be transferred from one electedelement to another, but the Constitution, itself, can besuspended.

The scenarios established to trigger FEMA into action aregenerally found in the society today, economic collapse, civilunrest, drug problems, terrorist attacks, and protestsagainst American intervention in a foreign country.

All these premises exist; it could only be a matter of time inwhich one of these triggers the entire emergency necessaryto bring FEMA into action, and then it may be too late,because under the FEMA plan, there is no contingency bywhich Constitutional power is restored.

#10990 allows the government to take over all modes oftransportation and control of highways and seaports.

#10995 allows the government to seize and control the

communication media.

#10997 allows the government to take over all electricalpower, gas, petroleum, fuels and minerals, public andprivate.

#10998 allows the government to take over all foodsupplies and resources, public and private, including farmsand equipment.

#11000 allows the government to mobilize Americancivilians into work brigades under government supervision;allows the government to split up families if they believe itnecessary.

#11001 allows the government to take over all health,education and welfare functions and facilities, both publicand private.

#11002 designates the Postmaster General to operate anational registration of all persons: men, women andchildren, for government service.

# 11003 allows the government to take over all airports andaircraft, including commercial aircraft.

#11004 allows the Housing and Finance Authority torelocate communities, build new housing with public funds,designate areas to be abandoned as "unsafe", and establishnew locations for populations.

#11005 allows the government to take over railroads, inlandwaterways and storage facilities, public and private.

#11051 specifies the responsibility of the Office ofEmergency Planning and gives authorization to put all EOsinto effect in times of increased international tensions andeconomic or financial crisis.

#11310 grants authority to the Department of Justice toenforce the plans set out in EOs, to institute industrialsupport, to establish judicial and legislative liaison, tocontrol all aliens, to operate penal and correctionalinstitutions, and to advise and assist the President.

#11049 assigns emergency preparedness function to federaldepartments and agencies, consolidating 21 operative EOsissued over a fifteen year period.

# 11921 allows the Federal Emergency Preparedness Agency

to develop plans to establish control over the mechanismsof production and distribution, of energy sources, wages,salaries, credit and the flow of money in U.S. financialinstitution in any undefined national emergency. It alsoprovides that WHEN A STATE OF EMERGENCY IS DECLAREDBY THE PRESIDENT, CONGRESS CANNOT REVIEW THEACTION FOR SIX MONTHS. -end article-
