Nowadays, Illegal Unreported Unregulated (IUU)
Fishing becoming a major problem in fisheries
management for each state whether domestic or
international IUU Fishing.
According to FAO, IUU Fishing is representing up
to 26 million tons of fish caught annually, valued at
USD 10 to USD 23 billion. It is huge number of lost
our seafood every year.
In Malaysia, about 980,000 tonnes of marine
products worth between 3-6 billion MYR are lost
yearly due to the encroachment of foreign vessels.
There are many ways in deterring IUU fishing
among the countries. Coordination among
enforcement agencies in combating IUU fishing is
very important through MCS network.

Technical Committee and Steering
Committee IUU fishing are establish since
2017 which functioning as the highest committee
that responsible for policy, way forward and
actions to be taken in deterring IUU Fishing.
These two committee are consisting of related
enforcement agencies. Besides, in this
committee each agency is appointed as focal
contact to share notification of IUU vessels and
others related information

Secretary General of Ministry of Agriculture and Agro-
Based Industry
Technical Committee on IUU Fishing in 2017 chair by
Director-General of Department of Fisheries Malaysia

TERM OF REFERENCE (TOR) TECHNICAL COMMITTEE IUU FISHING
Assess legal implications, human resource
development, infrastructure and financial implications
for the implementation of IUU fishing instruments including
the Port State Measures Agreement (PSMA).
Provide recommendations for handling IUU fishing to
High Level committee IUU fishing.
Formulating SOPs together to address specific issues IUU
fishing.
Formulate appropriate roadmap for the implementation
of IUU fishing instruments including PSMA.
Establish a database and coordinate efficient data
sharing and information between enforcement agencies.
Coordinate and seek cooperation among committee
members to implement Malaysia's commitment to IUU
fishing at regional and international levels.
Conduct scientific research to obtain a loss picture of
IUU fishing if necessary.
Discussing on matter related to IUU fishing.

1 Department of Fisheries Malaysia (DOFM)
Received the information – location & route etc. of IUU vessel
from AFMA & RPOA Sec. & disseminate to other enforcement
agencies e.g. MMEA;
Confirmed the followings:
• NO notification under Sec. 16(3) Fisheries Act 1985;
• NO prior notification under Sec. 15(2) Fisheries Act 1985;
• NO approval under Sec. 20 Fisheries Act 1985;
• FV Perlon is a fishing vessel thru inspection & verified by
authorized engineer and fishing gear expert;
• The fish species – Patagonian Toothfish thru DNA test
conducted by Fisheries Research Institute and Department
of Chemistry Malaysia.

Malaysia continuously commit combatting IUU
fishing inline with National Agro-Food Policy
2011-2020 and Strategic Plan of Department of
Fisheries Malaysia 2011-2020 through MCS
programme, coordination among agencies and
cooperation with regional and international
organizations.
As the results, fisheries sector can be manage
successfully and our seafood will sustainable for
next generation.
