A note to our stakeholdersA message from Ben J. Davenport Jr., chairman of the Virginia Tech Foundation Board
I first became an investor
in Virginia Tech way
back in 1965, though I
did not really think of
myself in that way at the
time. I was a year out of
college, received a request
for support from the
Alumni Annual Fund, and sent in $5 to give back to
the school that had provided me so many wonderful
learning experiences. While I was happy to help,
it was not something I spent much time thinking
about.
Years later, thanks in no small part to my education
at Virginia Tech, I found myself in the fortunate
position of being able to make more substantial
investments in our university. By then, the dynamic
had changed. I had specific philanthropic goals I
wanted to accomplish, so I did not simply cut a
check, I asked probing questions to make sure those
aims could be achieved.
Likewise, when I was invited to serve on the
university’s Board of Visitors and, later, on
the foundation board, I took my governance
responsibilities seriously. While I love my school, I
know that the best way I can serve it as a volunteer is
not just to cheerlead, but to pay close attention and
offer honest feedback.
In the course of serving Virginia Tech, it has been
my pleasure to come to know its president, Charles
W. Steger. I consider him to be both a colleague and
a friend. His persuasive vision for our university and
his demonstrated ability to deliver on the initiatives
he prioritizes has gone a long way toward keeping
me so enthusiastic about staying involved.
One reason Charles’ vision has been so inspiring
is its scope. As a proud resident of Southside
Virginia, I care deeply about the economy of
my region. I appreciate the way Virginia Tech is
helping that region, even though it is many hours
from Blacksburg, through projects such as the
Institute for Advanced Learning and Research,
located in Danville. I have also enjoyed seeing the
internationalization of Virginia Tech’s operations
over the years, which allows it to better prepare its
students to thrive in our diverse, ever-shrinking
world.
I believe that anyone seeking to make a philanthropic
investment should consider higher education. The
scale of institutions such as Virginia Tech mean that
no matter what type of beneficial change you hope to
facilitate, there is likely to be a relevant program.
That said, it takes far more than scale for any
organization to make an impact. It takes quality
leadership and a culture of excellence. Virginia Tech
has been fortunate to have both for many years, and
I am confident that trend will continue after the new
president takes office.

A tribute to transformative leadershipA message from John E. Dooley, CEO and secretary-treasurer
Annual reports typically
focus on just the past
fiscal year. But due to
Virginia Tech President
Charles W. Steger’s
announcement in May
that he will step down
once a replacement is
found, I hope you will give me latitude to begin this
message not with details from fiscal 2013, but with a
look back all the way to 2000.
In his inaugural speech that year, President Steger
laid out his vision of a far more comprehensive
Virginia Tech. I recently re-read his speech and was
struck by the degree to which the course it charted
has come to fruition. I am proud of the extent
to which our work at the foundation has helped
facilitate what was called for in the speech.
President Steger laid out seven major priorities in
his address: advancing among the top tier of research
institutions, greater prominence in the arts, student
diversity, globalization of our institution, making
a greater impact throughout the commonwealth,
information technology improvements, and
excellence in athletics.
Our foundation has contributed to all these areas
through our ongoing efforts to mobilize financial
support and make investments that benefit Virginia
Tech and those it serves. On the following pages,
you will see specific examples of how we have
accomplished that. Given that this is an annual
report, the examples are indeed drawn from the past
fiscal year, but as you read them, I hope you will view
them in the context of the progress we have made
since President Steger took office.
Since assuming my responsibilities in July 2012, I
have come to better appreciate the importance of
engaging our many stakeholders. The many millions
of dollars our supporters provide each year truly do
help provide what President Steger has called “the
margin of excellence,” which is why I thought that
title was appropriate for this year’s report.
Even for state schools, the funding model for
higher education has become contingent on private
support and endowment income. In light of that,
I’m extremely pleased by our financial results—both
raising money and investing it—during fiscal 2013.
While those results are listed in detail later in this
report, I do wish to mention one highlight: the value
of our endowment at the end of the fourth quarter
stood at $660.3 million, a record high.
Before becoming university president, Charles
Steger was Virginia Tech’s vice president for
development and university relations. Those of us
at the foundation and in University Development
have enjoyed working with a president who is able
to inspire donors and understands how a university
foundation can help achieve strategic aims.
As we follow the search for a new president, we
are both hopeful and confident that a worthy
successor will be found to maintain the tremendous
momentum our institution has enjoyed during
President Steger’s tenure.

“We must expand the international and multicultural perspective in our curricula and in the life of our campus community, if we are to function successfully at the global level in the ways to which we aspire.” Charles W. Steger, inaugural address, 2000 Matthew Ridgeway was one of many young men
and women who spent part of the 2013 academic
year studying in Virginia Tech’s facility in Europe,
the Center for European Studies and Architecture,
which is used by students from a wide variety of
majors. The center, known as CESA, is owned by
the Virginia Tech Foundation Inc.
A native of Dayton, Va., who is double majoring
in architecture and philosophy, Ridgeway said the
experience “helped him develop a more internal
understanding of architecture,” and was one of the
highlights of his academic career so far.
Thanks to a major expansion of the facility that saw
significant progress in the past fiscal year, the center
should provide an even better experience for the
students who take advantage of it starting next year.
The $6.5 million project is expected to be complete
in spring 2014. It entails a renovation of Villa
Maderni, the 18th century building that houses the
center, and 6,200 square feet of new construction,
including a two-story addition.
The project will provide expanded, state-of-the-
art space for classes and design labs; will make it
easier to support both the academic and residential
functions of the villa; and will add a multipurpose
space that can also be used for dining, eliminating
the need to have meals in shifts, said University
Architect Emeritus Scott Hurst, who, despite
retiring, has remained heavily involved in this
initiative.
Improving CESA is in keeping with the priority
Virginia Tech has put in recent years on expanding
access to international education, an effort that saw
the number of students taking part in such programs
double between 2000 and 2013.
Private support is helping fuel the CESA project.
Nearly $2 million has been given to date, and $3
million of additional support is being sought.
Gordon “Sonny” Bowman II of Mount Jackson, Va.,
who earned his bachelor’s in horticulture from the
university in 1956, said he was inspired to donate
toward the project because of the tremendous
potential for personal growth for students who study
in other countries.
“I think it’s smart that Virginia Tech has this
facility,” said Bowman, whose family business grows,
processes, and packs apples. “Because we have a
global market, we have to be able to offer education
on a global scale. It broadens the kids that go over
there, no question in my mind.”

“The best learning experience is one where there is a compilation of people from different backgrounds and cultures.”Reco Charity, Presidential Scholarship Initiative recipient, 2013
Commencement is a highlight of any year at an
institution of higher education, but May 2013 was
unusually special for people involved in Virginia
Tech’s Presidential Scholarship Initiative.
The program provides renewable, four-year
scholarships for up to 50 Virginia residents each
year, and the conclusion of this past spring semester
marked the end of four school years since the first
cohort of scholarship recipients arrived.
Among those walking in cap and gown was Reco
Charity of Richmond, who became the first member
of his family to earn a college degree. Armed with his
bachelor’s in finance and minor in political science,
Charity was due to begin studying at the Howard
University School of Law. He aspires to become a
judge.
The need-based scholarship Charity received was
established to help students from low-income
families afford a world-class education. Preference
is given to first-generation college students.
Compared to the university’s student body at large,
a significantly higher percentage of students in the
scholarship program come from underrepresented
groups.
Maintaining a representative student body is a
priority at Virginia Tech, and the Presidential
Scholarship Initiative, along with other donor-
funded scholarships, is an important tool in those
efforts. During fiscal 2013, donors gave nearly
$12.3 million toward scholarships and created
128 endowed scholarship funds. The university’s
endowment, managed by the Virginia Tech
Foundation Inc., provided nearly $23.7 million in aid
to students during the course of the fiscal year.
Charity said he believes diversity brings value to all
students at a university.
“The best learning experience is one where there is
a compilation of people from different backgrounds
and cultures,” he said. “If we all know the same
things and experience all the same things in life, how
could we possibly learn from one another?”
While the Presidential Scholarship Initiative receives
significant university funding, that expense is
lessened somewhat by a generous scholarship fund
endowed by Paula Robichaud of Palo Alto, Calif.,
who said she was very proud of and excited for the
students from the program who graduated in May.
“When I get letters from the recipients, the vast
majority say that the fact that someone who doesn’t
know them supports their education makes them
want to turn around and do the same thing for
others,” said Robichaud, who earned her bachelor’s
of health and physical education from Virginia Tech
in 1977. “That response is a win-win and one of
several reasons I supported the [initiative] in the first
place. I love the ripple effect, and it’s very rewarding
to be a part of these young people’s academic
successes.”

Over the past decade, technology has become heavily
integrated into every aspect of modern life, whether
it involves catching up on the local news, mapping
a route for a weekend diversion, or staying in touch
with family and friends.
These advances in technology are equally evident
in higher education and the business community.
Online classrooms, podcasts, and social media
have changed the face of teaching and learning at
Virginia Tech and around the world. Professors
now can link their students in Blacksburg to
discussions in locations hundreds of miles away.
Campus classrooms, equipped with projection
screens, wireless technology, tablets and laptops
allow students to participate in group activities that
parallel the real-world professional experiences they
are likely to encounter as they pursue careers.
Economic growth and development have been
similarly influenced by these changes. Today, access
to advanced technology is an essential component
to developing and sustaining economies, yet many
rural communities in Southwest Virginia lacked
the necessary infrastructure to excel in this new
environment. That is until recently.
In fiscal 2013, the Virginia Tech Foundation
completed a project, which was partially funded by
a grant from the U.S. Department of Commerce
Broadband Technologies Opportunities Program, to
extend Virginia’s open-access fiber-optic backbone
into the central Appalachian region of the state.
The project, a partnership with the Mid-Atlantic
Broadband Cooperative, involved laying fiber-optic
cable over more than 100 miles of rugged terrain
across six counties. As a result, information exchange
and connectivity for the region has increased
exponentially.
“Connecting Virginia’s research universities to
the state’s open-access fiber network effectively
puts the resources of those institutions [online]
creating access to education and applied research
opportunities everywhere that network exists,” said
Jeff Crowder, the executive director for strategic
initiatives at Virginia Tech Communications
Network Services.
The new fiber-optic path creates a digital interstate
with Virginia Tech at the epicenter. The university
will use the fiber to enhance research, development,
public safety, health care, and education programs
throughout the region. Virginia Tech also plans to
use the fiber to improve high-performance access
to national and international high-performance
networks, which is required for high-end science and
engineering research.

“[A] new home for the fine and performing arts will culturally enrich the lives of our students, and the entire university community as well. ... Quite simply, it reflects our commitment to being a multi-dimensional, comprehensive university.” Charles W. Steger, inaugural address, 2000
The role of a great university is not only to educate,
but to inspire; to impart not just knowledge, but
wisdom.
Increasing the prominence of the arts at Virginia
Tech through the construction of a roughly $100
million facility at the northern end of campus is one
of the most visible signs of the university’s drive to
become an even more comprehensive institution.
At the close of the fiscal year, the amount donated
or pledged in support of construction since this
project first began was more than $21 million.
In April, it was announced that one of the most
prominent portions of the facility had been named
in recognition of the generosity of two Virginia
couples—Nicholas and Fay Street of Bristol and
William C. “Jack” and Sandra Davis of Blacksburg.
“We believe this center will contribute a great deal to
the university experience for all students by adding
a world-class arts component to the mix,” said Fay
Street, an attorney who earned her bachelor’s in
finance from Virginia Tech in 1977.
Jack Davis, former executive director of the
university’s Virginia Center for Civil War Studies,
predicted the Center for the Arts will “bring
incalculable benefits to the university and to
Blacksburg, and it’s going to be a cultural and
economic dynamo for the region.”
The Street and Davis Performance Hall accounts
for 84,000 square feet of the 150,000-square-foot
center. The performance hall encompasses the bulk
of new construction for the project, while most of
the remainder is extensively renovated space in the
former Shultz Hall.
Center for the Arts construction was one of several
high-profile projects underway at the northern end
of campus in fiscal 2013. The Signature Engineering
Building, which donations are also helping fund,
proceeded toward its spring 2014 opening target.
Along with support space and the facility’s main
lobby areas, the Street and Davis Performance
Hall contains the 1,260-seat Anne and Ellen
Fife Performance Hall Theatre, also named in
recognition of philanthropy.
The Virginia Tech Foundation also opened a
141,953-square-foot office-and-retail building and
an 800-space garage adjacent to what formerly was
known as Collegiate Square. The new buildings and
the ones that constituted Collegiate Square are now
jointly known as North End. Center for the Arts
patrons will use the new garage during events, which

“This entire project is really a collaborative effort,”
said Ruth Waalkes, the university’s associate
provost for the arts and the center’s executive
director. “There is funding from the university and
funding from the state, but the private funding that
is going into this building is significant.”

“Election to the National Academy of Sciences represents for earth scientists the ultimate recognition we can ever hope to achieve.” Robert J. Bodnar, university distinguished professor and the C.C. Garvin professor of geochemistry, in reaction to Patricia Dove being named to the National Academy of Sciences, 2013
During her senior year of high school, Patricia
Dove’s study of how light intensity affects plants
won the Grand Award at the Virginia Science Fair
and participation in the Westinghouse (now Intel)
International Science and Engineering Fair. To do
that research, she was happy to have received a small
grant of only $19 from the Virginia Junior Academy
of Science. In the years since, Dove has never stopped
doing notable research, though the recognition and
funding it has received have certainly grown.
In April 2013, Dove was formally inducted into the
National Academy of Sciences, which is considered
one of the highest scientific honors in the world.
Papers by Dove and her research group have been
cited more than 3,800 times in science publications,
and her work has received more than $6 million in
funding from the National Science Foundation and
the Department of Energy.
Like many of Virginia Tech’s distinguished,
productive faculty members, Dove holds a named
professorship that was endowed through donations.
Her position as the C.P. “Sally” Miles Professor of
Science honors Sally Miles, a beloved professor and
alumnus of Virginia Tech. Such professorships help
to advance their holders’ scholarly work by providing
discretionary funding that allows them to develop
new ideas. They are also a powerful tool for recruiting
and retaining a world-class faculty, which is critical to
growing Virginia Tech’s status to one of the world’s
preeminent research institutions.
During the course of fiscal 2013, donors gave more
than $4.3 million to faculty-support funds such as
chairs, fellowships, or professorships. The number
of named professorships at the university is now
greater than 200, and 19 professors were appointed or
reappointed to named posts during fiscal 2013.
Such appointments are a highlight of any faculty
member’s career, as they recognize superior
performance. Election to one of the national academies
is an even greater honor.
Dove studies how organisms grow minerals into a
wide variety of skeletons, teeth, and sensors. She is
the fifth Virginia Tech faculty member to be in the
National Academy of Sciences while at the university
and the only currently active member of the academy.
The National Academy of Engineering has selected 16
Virginia Tech faculty members over the past 47 years.
One of Dove’s colleagues in the Department of
Geosciences has explained the significance of election
to the National Academy of Science in their field.
“The Nobel committee doesn’t award a prize in earth
sciences, although it probably should, because the
Earth arguably is the most important field of science
of all,” University Distinguished Professor and the
C.C. Garvin Professor of Geochemistry Robert J.
Bodnar has said. “Election to the National Academy
of Sciences represents for earth scientists the ultimate
recognition that we can ever hope to achieve.”

“For our intercollegiate teams, we have every hope to sustain a strong, national presence and to provide facilities to assist these programs.” Charles W. Steger, inaugural address, 2000
At Virginia Tech, athletics is an integral part of the Hokie
experience, and the university’s commitment extends to all
sports and teams. A dedicated athletic staff, talented student
athletes, and the generosity of donors combine to create a
winning combination on and off the field. During fiscal 2013,
the university received nearly $23 million in donations toward
athletics.
In the spring, a portion of Cassell Coliseum was renamed to
honor the memory of W.A. and Mae Street. Philanthropic
support from the couple’s children funded extensive renovations
to the venue, increasing the size and scope of the strength- and
sports-performance training room and improving both men’s
and women’s locker rooms dedicated to various teams.
In addition, Virginia Tech’s outdoor football practice fields were
renamed the Steve Johnson Practice Fields in recognition of the
accomplishments and philanthropy of an alumnus from Bristol,
Va. A former player, Johnson recently committed $1 million
toward construction of an indoor practice facility.
“Athletics instill work ethic, dedication, drive, passion, and
persistence,” Johnson said. “Those are qualities that contribute
to being productive, whether the ball is snapped and you have to
execute a play, or you are at your desk and you have to execute in
business.”

For more than 150 years, land-grant colleges have
been change agents, expanding opportunities for
personal development and encouraging social and
community growth. At Virginia Tech, a major goal
is to engage innovative thinking and cutting-edge
research. But efforts don’t end there. Putting the legs
under ideas and creating practical applications for
technologies ensure that the university is making a
difference for the greater community.
One example is the Virginia Tech Research Center
– Arlington. The seven-floor, 144,000-square-
foot facility contains exhibits and two restaurants
on the first floor. Upper floors house university
conference rooms, office space, and computational
laboratories, in addition to a private tenant working
in collaboration with Virginia Tech.
The Virginia Tech Applied Research Corporation,
located on the top floor of the building, was awarded
a five-year partnership intermediary agreement with
the U.S. Air Force Office of Scientific Research
in December 2012 to enhance innovation and
collaboration within the Air Force’s basic research
program. As the partnership intermediary, the
corporation enhances connections between the
Air Force, academia, industry, and government
to address challenging Air Force problems. The
Virginia Tech Foundation plays a significant role
in this partnership, providing meeting space within
the executive briefing center located in its research
center. The Air Force had conducted more than 450
collaborative sessions in the facility as of June 30,
2013, involving hundreds of scientists, engineers,
and program managers from across the globe.
Another illustration of Virginia Tech’s commitment
to its land-grant mission is the National Tire
Research Center that opened in Southside Virginia
in fiscal 2013, and contains a force-and-movement
machine for research. During its first five months,
the facility generated more than $1 million in
revenue with that machine alone—double the
budgeted projection.
The center, which employs 20 people and currently
is a subsidiary of the foundation, is expected to
draw employers to the region. In its first 10 years
of operation, the center is projected to have an
economic impact of $147 million.
The above projects exemplify the land-grant mission
embraced by Virginia Tech and its foundation,
according to John Provo, director of the university’s
Office of Economic Development.
“The roots of the land-grant system are in economic
competitiveness—created by placing knowledge in
the hands of people who can apply it in the world,”
he said. “Collaborations among faculty, students, and
industry drive discovery and learning, and give the
commonwealth an edge in a global economy.”
“Virginia Tech is and will be a university that puts knowledge to work.”Charles W. Steger, inaugural address, 2000
across the commonwealth

The Hotel Roanoke completed a
comprehensive renovation of the site’s historic
restaurant, the Regency Room, in the spring of
2013. Highlights include a new color scheme, carpet,
upholstery, and drapes as well as updated menu items,
all carefully selected to preserve the ambiance of the
original facility. A newly constructed dividing wall
creates a more intimate environment with dining space
available for private functions. A patio addition offers
an al fresco dining option.
The Virginia Tech Foundation opened a new retail-and-office
building and an 800-space parking garage adjacent to the
foundation-owned complex that had been called Collegiate
Square. The entire collection of facilities was rebranded as
North End. Both that name and proposed logo for
the complex were developed by students as part of a hands-on
learning initative. The new building is 141,953 square feet. Much
of it is occupied by administrative units of the university.

Ranked the eighth-best campus course by Golfweek magazine in 2013, the Pete Dye River Course of Virginia Tech has been selected as the site for the 2014 Virginia-West Virginia Men’s Team matches and the 2016
Virginia State Amateur, Virginia’s premier golfing event. The course hosted more than 1,900 guests associated with 49 golf outings
sponsored by businesses, community organizations, and the university this year. Semester passes and special daily rates resulted in a
63 percent increase in student play.
The Virginia Tech Corporate Research Center is building for the
future. During fiscal 2013, construction at the nationally recognized center included
progress on an additional building for the Virginia Tech Transportation Institute, further
development of a site for jet engine research, and breaking ground on a multitenant research
facility that will house Rackspace, a national cloud-based hosting company.
In addition to taking steps to expand listenership on non-radio
platforms, including the Internet and digital devices, WVTF Public Radio added a RADIO IQ signal in
Spotsylvania County. Broadcasting from WQIQ 88.3 FM, it is
that county’s first local NPR member station. WVTF also achieved
national recognition when its Charlottesville bureau chief won
awards for journalistic excellence.

Foundation endowment highlights
Consolidated endowment performance
As of June 30, 2013, the market value of all endowments held by the Virginia Tech Foundation Inc. totaled $660.3 million. Of that total, $611.2 million was invested in the foundation’s pooled consolidated endowment fund, while $49.1 million was held separately in notes, deeds of trust, gift annuities, contributions receivable, real-estate partnerships, and other miscellaneous endowed assets.
The June 30 allocation of the foundation’s pooled endowment fund consisted of 36.2 percent global equities, 4.9 percent fixed income, 28.0 percent marketable alternative assets (hedge funds), 23.6 percent non-marketable alternative assets (private equity), 5.8 percent real assets, and 1.5 percent cash and cash equivalents. The fund achieved a total return of 14.8 percent for the year ending June 30, and an annualized return of 4.9 percent over the trailing five-year period.
The overriding principle of the foundation’s consolidated endowment program is that funds should be managed so that a gift today will fund a donor’s objective in perpetuity. For example, if a benefactor endows a scholarship, the money is managed to maintain the real value of the endowment and keep pace with inflation. Each gift entering the consolidated endowment fund purchases units analogous to shares in a mutual fund, and a program support payout-per-unit (or dividend) is paid quarterly.
In an effort to maintain the endowment’s purchasing power, the payout rate for program support is adjusted annually to reflect the change in the Consumer Price Index over the preceding calendar year. A 12-quarter average of endowment values is used to smooth out the unit values when determining if program spending falls within
the approved range of 3.4 percent to 4.9 percent. Without this moving average, funding might dramatically rise in one year, then fall drastically the next, leaving the beneficiaries of the endowments vulnerable to the volatility of the capital markets.
Policy on endowment management is made by the Virginia Tech Foundation Investment Committee, whose main focus is the allocation and spending of assets. Endowment consultants are retained to assist the investment committee and foundation staff with asset-allocation decisions, the selection and retention of managers, performance monitoring, and related endowment policy issues. To completely diversify its portfolio, management of the fund is allocated among more than 70 management firms, partnerships, and direct equity investments, offering a wide variety of asset classes and investment styles.

An excellent fiscal yearA message from Elizabeth A. “Betsy” Flanagan, Vice President for Development and University Relations
Alumni, friends, faculty,
and staff were extremely
generous to Virginia
Tech in fiscal 2012-2013.
Combined, they gave
more than $90 million,
which is the third-
highest yearly total in
Virginia Tech history, the most money ever raised
in a non-campaign year, and 18 percent more than
what was given the previous fiscal year.
The College of Engineering raised $25 million—its
second highest total ever. Engineering’s $9.7 million
increase over the previous year was the largest gain
by any unit in dollar terms. Athletics raised nearly
$22.9 million, topping $20 million for a ninth
consecutive year.
A majority of college or program fundraising units
increased the amount they raised. Combined, the
Virginia Tech Carilion School of Medicine and
Research Institute raised nearly five times more.
The College of Natural Resources and Environment
and the Virginia-Maryland Regional College of
Veterinary Medicine more than doubled their
amounts raised, while the W.E. Skelton 4-H
Educational Conference Center at Smith Mountain
Lake raised nearly 89 percent more.
Annual Giving raised a record total of $4.9 million,
which was a nearly 8 percent improvement over what
had been a record total the previous year. More than
$15.8 million in estate distributions were received.
That was the second-highest amount of such receipts
in university history.
Each of our giving societies was joined by many
new members. Sixty-three households joined
the Ut Prosim Society. One-hundred-sixty-three
households qualified for the Caldwell Society.
Fifty-nine households joined the Legacy Society.
The Pylon Society grew by 2 percent and passed the
13,000-member mark.
More highlights of our excellent fiscal year follow.
All of us in University Development, and across
Virginia Tech, appreciate our many loyal and
generous supporters, whose philanthropy fuels
excellence throughout our institution.

Virginia Tech giving societies
Ut Prosim Society
Virginia Tech is proud to have some of the nation’s most loyal and enthusiastic donors, and has four giving societies to recognize them.
Ut Prosim Society members have lifetime giving of $100,000 or more on an individual or joint basis. The society has four levels: Benefactor (beginning at $100,000), Senior Benefactor (beginning at $250,000), Distinguished Benefactor (beginning at $500,000) and President’s Circle ($1 million or more).
Caldwell Society members have lifetime giving of $50,000 or more on an individual or joint basis. A member whose giving reaches $100,000 or more advances to the Ut Prosim Society.
