Appendix A: Inset Maps and Site Briefs
For ease of identification and consistency, reference numbers for each site have been kept and not changed throughout the site selection and consultation process. Identification numbers of sites which have not been taken forward have therefore not been re-allocated to other sites. This is the reason for the numbers not being sequential.
Site briefs have not been prepared for employment land areas of search (ELAS). These areas are designated as B2 and/or B8 in district/borough plans, which may be compatible with waste management uses. Sites that come forward within ELAS will be dealt with on an ad hoc basis and judged against the criteria based policies within the Waste Core Strategy and Development Management Policies DPD.
Each site brief does not propose a particular waste use, but does suggest potential uses that may be acceptable on an individual allocated site. On sites where existing waste management facilities are in operation, the county council would like to see these facilities maintained throughout the lifetime of their respective planning permission. All stated site areas are gross.
For all sites, the following advice from the Environment Agency should be taken into consideration:
1. Depending upon the site, a minimum five to eight metre–wide buffer zone measured from the bank top alongside ordinary water courses should be provided. Bank top is defined as the point at which the bank meets the level of the surrounding land. The buffer zone shall be free of structures such as balconies. The buffer zone should be permanently delineated and planted with locally native plants, of British genetic provenance / left as a natural area for wildlife.
2. An assessment of the current conditions of the ponds, water courses and riparian habitat (against the objectives of the Water Framework Directive, the relevant river basin management plans and Bio Action Plans (BAPs) should be conducted.
3. Any private extraction boreholes within a site may be treated as being within SPZ1 if an application were to be submitted within 50m of it. Any identified extraction points need to be checked as to whether they are no longer active and have been properly decommissioned.
4. On sites that are on historic landfill, that took a variety of wastes, there is the potential for settlement, if large structures are constructed, which may lead to contamination of the groundwater. Any waste activity will require impermeable surfacing on top of the old landfill and should be designed to the potential for settlement. No drainage to soakaways or Sustainable Urban Drainage Systems (SUDS) would be acceptable. All surface and foul water must be discharged off site to sewer or via treatment to a local surface water. A risk assessment may also need to be conducted in order
Pre-Submission Waste Site Allocations 2012 -33-
Pre-Submission Waste Site Allocations 2012 -34-
to consider the increased risk to groundwater from the compression of historic waste.
5. A suitable risk assessment, which should address any contamination concerns relating to groundwater, would be required. The assessment should also pay particular attention to noise, dust and odour generation and the impact (and mitigation) of the development on the surrounding environment.

Inset Map -
AS002 New Ford Road/Britannia Road, Waltham Cross
Site Address: New Ford Road/Britannia Road, Waltham Cross
Location: This site lies within an established employment area close to the M25.
District: Broxbourne Borough.
Size: 1.65 acres (0.67ha).
Planning Status: A waste transfer station and materials recovery facility operate from the site.
1. Waste transfer station (dry recyclables only). Potential Use(s):2. Materials recovery facility (dry recyclables
only).Potential uses that may generate a leachate or liquor, which poses a risk to groundwater resources would not be appropriate.
Key Planning Issues: The site lies within the Lea Valley, which has been shown to contain archaeological and environmental deposits that date to the Mesolithic period.
Situated in groundwater source protection zone 1 (SPZ1), and borders an area situated within flood zones 2 and 3.
Located within 250m of a historic landfill site.
Situated within an established employment area, containing predominantly industrial buildings and warehouses. Housing and a school are within 150m to the north west of the site.
Screening exists around the waste transfer station (operated by Porters), in the form of a 3m high green metal clad security fence, erected in 2004.
Access is via Britannia Road, northbound onto the A121 (Eleanor Cross Road). Vehicle movements to and from the site are currently restricted to 300 per day, (150 in and 150 out) Mondays to Fridays and no more than 60 HGV lorry movements (30 in and 30 out) on Saturdays.14
14
Condition 11 of planning permission reference: 7/0553-08, approved on 25th September 2008.
Pre-Submission Waste Site Allocations 2012 -39-
Detailed Assessments A desk based archaeological impact assessment Required include: would be required to confirm any archaeological and
environmental deposits from the Mesolithic period, due to the site’s location within the Lea Valley.
A risk assessment would be required, which should address any contamination concerns relating
to the site’s location in groundwater source protection zone 1 (SPZ1). The assessment should also pay particular attention to noise, dust and odour generation and the impact (and mitigation) of the development on the surrounding environment.Further operations on the site may require mitigation against groundwater pollution.
A detailed design for the management of surface water and proposals to install an impermeable, sealed drainage system would be required.
Due to a historic landfill located within 250m, a landfill gas risk assessment may be required in order to assess the risk of landfill gas migration onto the site.
Further appropriate screening may be necessary, for the remainder of the site facing west onto Britannia Road and north onto New Ford Road.
A transport assessment would be required at the planning application stage.
