CMP This course management plan provides all the TASS Ordnance Battalion
Purpose course managers, and the instructors the information required to conduct the
training prescribed by the enclosed training materials. It also provides
information the student needs to meet their responsibilities for learning and
successful completion of the course.

Part I Introduction
Introduction a. This course is designed for use by Active Army, Army Reserve,
and National Guard enlisted personnel who are reclassifying to MOS
63H.
Security b. Possess the required security clearance.
Clearance/
Access
Foreign c. The materials contained in this course have been reviewed by the
Disclosure course instructors in coordination with the Fort Lee, VA foreign
disclosure authority. This course is releasable to military students from
all requesting foreign countries without restrictions.
Safety/Risk d. The following special safety/risk hazards, notes, cautions, etc.Management apply to the presentation of this course: NONE. Safety actions are
also identified in the training materials at the appropriate point in the
materials.
Environmental e. It is the responsibility of all soldiers and DA civilians to protect the
environment from damage. The following special environmental
considerations, notes, cautions, etc., apply to the presentation of this
course as a whole.
1. Environmental considerations will be stressed throughout this course.
Specific environmental considerations and protection actions are
included in the training material at the appropriate location.2. In lessons that use fuels, hydraulic fluids, solvents, acids, and toxic
coolants each student must be cautioned against the possibility of spills
and the proper actions to take if a spill occurs.

Part II Implementation Requirements
Instructor a. All instructors presenting this training must meet the following
Certification certification requirements.
Requirements (1) Instructor Training Course (ITC) qualified. For personnel with
instructor designator H, who have exercised these responsibilitiesduring the last five years:
(2) MOS qualified in 63H30 for (Phase II and III).
(3) Meet HT/WT standards and physical fitness requirements.
(4) Is thoroughly familiar with all courseware and POI requirements.
(5) Must have operator license for equipment of the module been taught.
Special b. Special student prerequisites other than those listed in the Program of
Student Instruction Preface are: None.
Prerequisites
Test c. This section prescribes responsibilities and procedures for
Administration procurement, safeguarding, and the scoring of tests or graded practical
Security exercises. The Test Control Officer (TCO) or designated alternates
will be appointed on orders, and maintain the following:
(1) Procedures for requisitioning, handling, scheduling, administration,
and scoring of tests.
(2) Disposition of test materials.
(3) Procedures governing security of test materials in accordance with
AR611-5.
(4) TCO Responsibilities:
(a) Designate, in writing, personnel who are authorized access andcan handle test materials.
(b) Ensure that all personnel administering tests are thoroughly
familiar with test security procedures.
(c) Ensure that all test results are reported as soon as possible to
students.
(d) Observe testing sessions to ensure proper handling of test
booklets, scoring keys, and completed answer sheets.
(e) Ensure Instructors/evaluators have tests on hand so that they
can begin testing when scheduled, which is often at the end of
class. Instructors must maintain personal control of tests
during this time. Tests are not to be left unsecured in instructorbooks or visitors copy of POI.

(5) Security:
(a) Test inventories will be maintained on DA Form 5159-R (The
inventory of Army Test Material).
(b) Tests will be stored in locked containers (safety/file cabinets) not
accessible to unauthorized personnel.
(c) TCOs or alternates will establish procedures for close supervisionover all phases of receipt, storage, protection, issue, administration,
scoring and destruction of tests.
(d) Completed test and/or answer sheets cannot be retained by
students. Scores will only be furnished to the students. Test and/or
answer sheets may be returned to students to discuss test questions
and results but must be collected after completion of this discussion.
(e) The TCO or alternates will make a quarterly inventory of test
materials using DA Form 5159-R. The inventory will include test
booklets, administration, scoring manuals, and keys. All test
booklets, scoring manuals, and scoring keys will be numbered for
internal security. If test booklets arrive bound together,separate each test and number it as prescribed in AR 611-5 or IAW
numbering system prescribed in Battalion SOP.
(6) Test Administration.
(a) Test administrator can be any enlisted personnel qualified to instruct.
They will be listed on an access roster.
(b) Students taking test will not be left unattended under any
circumstances.
(c) Testing environment will be a quiet room or test site. Never give a
test in a location where normal business is conducted. Make sure
instructions are loud and clear. No student may give or receive helpon the meaning of test questions during the test. Individual words
may be read and acronyms identified. When possible a student
should be tested or evaluated by an instructor/evaluator who
did not train him, when being evaluated on a performance test.
(7) Test Procedures.
(a) The examiner will read the oral directions from the test
administration guide. If test is performance oriented, evaluator must
read test procedures to one student at a time, not as a group. For
knowledge/written test instructions can be read to the entire class.
(b) Time limits stated on the test manual must be strictly observed.
(c) Stopwatches must be available for each evaluator when tests are
timed.
(d) Re-testing will be done as authorized per course standards.

(8) Test Scoring. Scoring will be done manually. The passing grade will be
established by the testing authority IAW course standards. Students will
not be allowed in areas where tests are being graded. If possible,
instructors should not grade tests or evaluate students they have
instructed.
(9) Test critique.
(a) The test administrator will complete an item analysis of each written
exam and will prepare a critique of questions failed by majority of the
class. Completed analysis will be given to the course manager to be
used in developing the course after action report. Information will
also help course manager to identify possible courseware problems
and possible poor instructor techniques.
(b) The same day as exam, PI will discuss analysis data with students to
get feedback and to ensure students received maximum learning.
(c) Recommendations for revising questions and tests will be submitted
to the appropriate training proponent at the Ordnance School.

Part III Implementation Guidance
Course a. This course is performance-oriented and designed to provide reclassification
Structure training and MOS certification to enlisted soldiers who are reclassifying to
MOS 63H.
b. Phase 1 Program of Instruction 091-63A, B, D, H, M, will be usedfor the IDT phase for MOSS 63A, 63B, 63D, 63G, 63H, 63M, 63S, 63W,
and 63Y.
c. Phase 2 and Phase 3 Program of Instruction 091-63H10 is to teach the
ADT phases for 63H10.
d. Refer to Program of Instruction (POI) for complete list of the tasks to be
trained, the organization of lessons (task grouping), phases of training, and
resources needed for support of the instruction.
(1) All training is performance-oriented. Tasks are trained under the
conditions and to the standards outlined in the objectives. At the end of
training, students are expected to perform the task(s) under theconditions stated in the training objective and complete task(s) to
standard. Performance measures are used as a training guide to ensure
that the student learns how to do a task step by step.
(2) Student progress will be measured by his ability to perform each task as
trained before going to the next task or series of tasks. Retraining and
re-testing will be a continuous requirement of the instructor to ensure
student proficiency. The end-of-class practical exercises, scheduled
throughout the course, represent a method of ensuring that the student
can perform the task prior to moving on to the next task.
(3) Evaluation Procedures.
(a) Testing of students, to assess and ensure proficiency in MOS tasks,
will be a requirement for course completion and award of the MOS.
(b) A student that fails the first test must be retrained, and re-tested.
Normally, the student may be retrained and re-tested only twice. If a
student fails after successive re-testing, take appropriate
administrative action to eliminate them from the course. Follow
procedures outlined in AR 623-1 when completing adverse AER.
. (c) Performance training evaluation. Performance measures of tasks
are taken from the student guide. As the instructor trains studentsin the tasks, he reinforces this training by using a GO/NOGO
standard for evaluating their ability to perform the task. The
instructor instills confidence in the student by having them
demonstrate their ability to perform the task. This evaluation also
provides the instructor with valuable feedback regarding the
effectiveness of instructional techniques.
(d) The instructor will maintain formal records as a basis for certifying
the students successful completion of course requirements.

(e) Evaluation of course material content will be done on a continuing
basis, using feedback questionnaires and student performance
results. Recommendations for changes to course material will be
forwarded to USACASCOM & FL, ATTN: ATCL-AO, 401 First
Street, Suite 227, Fort Lee, VA 23801 for incorporation during course
revision. Results of end-of-course testing may identify a need torevise course supporting material, change the method of instruction,
and/or to conduct performance-oriented training, when this method is
not currently being used.

Course c. The course manager will meet the qualifications and perform the duties listed

Guidance
(1) Course Manager Qualifications.(a) Is a member of the TASS Institution (Battalion or RTI), preferably
full time.
(b) Is a qualified instructor for all courses that are managed.
(c) Grade not exceeding that authorized by TDA.
(d) Meets HT/WT standards and physical fitness requirements.
(e) Has required security clearance.
(f) Is MOS qualified for courses.
(g) Is thoroughly familiar with all courseware and the POI requirements.
(h) Is qualified to board and certify instructors.
(2) Course Manager Duties and Responsibilities.(a) Maintains all records and files.
(b) Student records.
(c) Test results/Progress records.
(d) In-processing documents

NOTE. Maintains an up-to-date and accurate status of all requests with a suspense file, i.e., a
dated request for training aids, copy of request in suspense file with TASC received
stamp or signature, status of request approved or disapproved, a scheduled pick-up
date, and any necessary follow on confirmations.

(8) After action reviews of courses with deficiencies noted, recommendations
to correct deficiencies, student and instructor course critiques with any
shortcomings noted for correction.
(9) All evaluation or accreditation inspection reports from all external
agencies.
(10) All course material deficiencies noted with copy of memorandum signed
by Commandant (forwarded to USACASCOM & FL) with any response
from the Ordnance school attached.

(12) Advises the Commandant on any problem or contingency that may arise
in the course with the aid of the senior instructor and the assigned Title
XI.
(13) Conducts After Action Reviews (AARs) and meetings as needed with
selected or all instructors.
(14) Reviews all training schedules, recommends changes to training schedule,
ensures that remedial training and retest time is programmed, and changes
made to schedule are forwarded through the appropriate channels.
(15) Compiles lessons learned, student and instructor comments, all
shortcomings and strengths observed or informed of during course into
memorandum format, placing one copy on file and gives original to
Commandant.
(16) Maintains a room or building for course materials, publications, on-handtraining aids, and field or range box with supplies.
NOTE. Even though other staff personnel may be assigned to accomplish some of course
managers duties and responsibilities, the course manager is still responsible for
ensuring duties are completed. These duties and responsibilities are as important as the
instruction itself because they are linked to successful execution of training.
Instructor d. Primary Instructor Duties and Responsibilities. Instructors are directly in-
Guidance contact with the students and represent the command in the presentation of the
instruction. They serve as the role model for the students. They must be
technically competent and professional in demeanor. Each instructor and/orfacilitator must:
(1) Ensure all equipment, materials, and training aids are present in required
ratios, serviceable and up-to-date.
(2) Review TSPs or lesson plans for content and correct information.
Review publications to ensure current changes are posted. Read and
follow all instructor notes. Check with Ordnance School, Training
Directorate Fort Lee training proponent for new errata to lesson.
(3) Evaluate proficiency of AIs ability to assist you in the instruction.
Conduct training with AIs the night or day prior to training if required.
At a minimum, all AIs should demonstrate proficiency by performing
the task(s) to be instructed.
(4) If AI does not know subject and cannot be trained to a proficient level in
time, do not use them for training. Notify the Course Manager or
assigned staff of situation. They should call the U.S. ARMY FT. LEE to
request a waiver to the student/instructor ratio, and follow up with a
written request. As the PI, you must then adjust the class time to cover
additional time needed for class. The training schedule must then be
adjusted to accommodate the change.

(5) Review with AIs the procedures for conducting training, how class or
training site will be set up. Use errata sheets to update or make any
changes necessary to TSPs or lesson plans so all AIs have and
understand the changes. Ensure AIs have all publications required for
training.
(6) All requested waivers are available.(7) If task is testable, review Test Administration Guide (TAG) and Criterion
Scoring Checklist (CSC) for accuracy. Take the test to ensure each
testable item is covered in the lesson plan. If it is not, request
clarification from the Training Directorate, USACASCOM & FL. Ensure
each evaluator has his own copy of CSC to review and become familiar
with testing procedures, evaluator notes, i.e., when to prompt a student of
certain procedures already completed or that places a student in a
simulated scenario to perform task.
(8) Plan and explain test site set up, procedures, location, and ensure each
evaluator understands what to do when a student receives a NO-GO.
Students who NO-GO must be counseled. Designate staff or personnelwho will conduct the counseling.
(9) Plan for NO-GOs and allot time for retraining and re-testing. Designate
instructors for retrain/retest stations.
(10) If task/subject is to be evaluated at a later time or is not evaluated
formally, determine where it would be possible to place equipment at
another training site for concurrent training to allow students another
opportunity for refresher training. This practice reduces a loss of training
time due to a student/instructor ratio of one to one in the Practical
Exercise (PE) standards.
(11) Class set up.(a) Set up training area or classroom so that all students can observe
PIs demonstration.
(b) Set up table at rear of class or training site for visitors book and all
reference materials used in instruction.
(c) Visitors book should contain all instructors qualification
documents, a copy of the TSP or lesson plan, the course POI, a
sign-in sheet, training schedule, current ATRRS class roster, and a

(12) Conduct of Instruction.
(a) Read learning objective statement, reason statement and procedure
section exactly as printed in lesson plan/TSP.
(b) Use lesson plan. Know instructor notes. Read all notes, cautions, or
warnings pertaining to instruction to students.
(c) Have students take notes. Ensure all students have studenthandouts or supplemental material (if applicable) and have students
follow along in TM or FM.
(d) Ensure all instruction is given in an environment conducive to
learning. Distracters should be eliminated or minimized, i.e., noise,

(e) Students should be asked questions during training to determine
whether they are retaining knowledge of subject and if instruction is
effective. When questioning student uses proper questioning

or does everyone understand what I just covered.(f) If task is testable the students must practice the task exactly as it is
to be tested.
