Monitoring and Inspection
A District Level Inspection committee has formed to inspect and to submit monthly
report of work is being carried out by the Official at GP/Villages. BDOs are also directed to
monitor the works, to submit monthly inspection report in prescribed format and to take
photographs of works during inspection. The targets fixed for inspection of works are –
100% of works at the Block Level and 10% of works at District Level.
Vigilance and Monitoring Committee (VMC)
In the District Level, a VMC has constituted according to guideline of NREGA and
TREGS to centrally monitor the NREGA works taken up in the South Tripura District. The
members of this committee meet quarterly and the status of NREGA works and plans of the
District are viewed, reviewed, new plans and decisions are considered for proper
implementation of the Scheme. Along with this, a local GP/Village based VMC has also set-
up by the BDO with the people of that concerned area to monitor and inspect the works of
that are. Every work sanctioned under the Scheme, is also verified locally by a monitoring
committee before submission of muster to the Block after completion of the work. These
monitoring committees also submit the report of progress and quality of work while it is in
progress. Gram Sabhas select the members of the Committee and ensure that
representatives of SC, ST and Woman contain the committee, is according to guideline.
The implementing agency informs this committee about the estimate of that
particular work, time frame and quality parameters planned so far. Report of the committee
is attached along with the completion certificate of the work. Muster Rolls are not received
by the Block unless this report is attached with the documents. The report of the
committees is received regularly.
District level meeting of Vigilance and Monitoring Committee meetings were held
during the year 2007-08 on 31/10/2007and 27/03/2008.

Social Audit
Social audit is conducting regularly in each GP/Vill. through meetings of Gram Sabha
and Gram Samsad. On 29/11/2007 a mandatory social audit was also arranged in all the
GP / Villages of the District where selected District Level Officers were trained about
NREGA Social Audit and sent for auditing in scheduled GP/Village. Each of them had also
submitted a report on their findings after compiling all the reports these were sent to State
Committee for onward submission.
Recently, R. D. Department, Govt. of Tripura signed a MoU with Society for Social
Services, Madhya Bharat Chapter for conducting Social Audit which will start their job from
April, 2008.
Gram Sabha
According to NREGA guideline, one special gram sabha is arranging twice in a year
apart from the regular Gram Sabhas. It was organized mainly to review the social audits
which are conducting monthly basis by work based monitoring committees. Sub-division /
Block Level Officers were present in these Gram Sabhas to monitor and verify the
transparency during implementation of the Scheme.
Perspective Plan
Rural Development Department, Govt. of India issued an order to prepare
perspective plan of NREGA works and also allotted an amount for this. The Govt. of Tripura
had decided to prepare the same for the State Centrally and also published an
advertisement seeking expression of interest from the reputed organization for preparation
of perspective plan Tripura. The whole matter is under process now. In the District,
implementation of the Scheme is running based on the Annual Action Plan submitted by
Programme Officers of Blocks and approved by District Programme Coordinator (DM &
Collector), South Tripura.

Qualitative Analysis
The qualitative measures taken in implementing the works of NREGA in South Tripura
District are as follows –

Technical Resource Network / District Technical Agencies
a) At the District Level to assist in the Planning, Designing, Monitoring, Evaluation and
Quality of various works, the Executive Engineer, R. D. Division, South Tripura has
been entrusted to give proper guidance, technical sanction and monitoring etc. with a
view to improving the quality and cost effectiveness of the Scheme.
b) To facilitate technical resource support to the Implementing Agencies, there is a R.D.
Store Division. The Store Division is procuring almost all the material components of
NREGA works, after due process of tender and the materials are being used in
implementation of the said works.
c) Standard Model Estimate for works that are to be executed repeatedly have been
prepared and used at the time of similar nature of works. Labour Intensive
Technologies have been identified for water conservation & water harvesting, rural
shelter etc. considering geographic condition of the District.
d) Prepared Manual & Schedule to explain the process of estimation and layout
process for use of technical staff.
e) VMC has been formed for each and every work and they are maintaining close
inspection on the work for maintaining quality.
f) District Level Officers and Sub-Divisional Level Officers are inspecting the projects
taken up under NREGA to ensure the transparency and quality of work.
g) Appropriate trainings are also given to all NREGA related employees for
implementing the scheme as per guide line.
h) Social Audit is being conducted by the Panchayats for each work and during the
Social Audit all job card holders including other villagers are invited. All records,
registers and muster rolls are displayed for inspection of the villagers. These ensure
transparency of NREGS.

Use of Information Technology
Supports of Information Technology are being taken in connection with preparation
of project proposal, execution, numbering of muster rolls, job cards, report generation and
financial management. There are also provisions for grievance redressal system,
monitoring and evaluation, monitoring in system with a database on preferred works,
resource requirement, registered households and payment of wages. One district level web
site also opened and it carries information related to NREG Scheme of South Tripura
District.
NREGA Website
With the help of NIC, Ministry of Rural Development, Govt. of India has launched a
website on NREGA named ‘www.nrega.nic.in’. In this website, NREGA data entries on work
orders, demand for works, Muster Roll & all other registers, fund flow, MPR etc. are done.
Apart these all the reports related to NREGA like Employment Generation, Work Status,
Financial Statement, Fund Transfer Statement & Expenditure, Category wise Expenditure
Statement for Works, Assets Created and also sanctioned orders from Central Govt. are
displayed.

Opening of Bank & Post Office Accounts for NREGS Workers
According to the decision of Central Govt. to disburse the payments of NREGA
workers through Bank/PO accounts, a meeting was held at the State level with Bankers and
the Director of Postal Service to ensure payment of wages of workers through Bank/POs.
On the basis of this meeting, BDOs are also directed to take necessary steps to open
accounts of all job card holders to facilitate payment of their wages through Bank/Post
Office. The process has started and within a few months, a large number of card holders
may be able to open their accounts though there are some acute problems and confusions
in both the parties (wage earners and Bank/PO branches) about opening the accounts.
Coverage of Target Groups
DPC has taken some special efforts to cover the target groups under NREGS.
Through IEC and other publicity campaigns at the grass root level with the help of local
Panchayats resulted in registration of more than 90% of the rural families.
Media Management
The following activities were taken up –
1) One Video documentary on NREGA activity is under preparation. After completion it
will be telecast through Electronic Media.
2) Display of advertisement under theme of NREGA on the Cable Network like M/s.
Tripureshwari Cable Networks etc.
3) Publication of Booklets as salient feature of NREGA in Kokborok language and
distributed to different Media.
4) Printing of leaflets/folders under NREGA.
5) Preparation of Videography on NREGA during inaugural execution of activities for
coverage in Electronics Media.
6) Telecast of NREGA theme through Door Darshan for wide publicity.
7) Broadcast of NREGA theme through All India Radio (Akash Vani) for wide publicity.

Management Information System (MIS)
The successful implementation of NREGA is mainly depends on its systematic and
format based maintenance of records such as Job Cards, Muster Rolls, Employment
Register, Work Register, Asset Register, Complain Register, Cash Book etc. physically as
well as in electronic version for proper monitoring and verification. The Govt. of India
through the help of NIC prepared a website on NREGA named www.nrega.nic.in and by
this management system enables maintenance of transparency and accountability in the
implementation of the scheme and facilitates effective monitoring. With this view District
Administration of South Tripura is also trying to develop a software through which inter
block data entry system can be monitored from District HQ.
All the modules of NREGA Soft are using by the District and the outcome is also
shows good when evaluated.

Training
Training programmes to make aware and knowledgeable were conducted several
times for the members of GP, PRI bodies and District Level Officials involved in
implementing NREGS. The members of local committees like vigilance monitoring and
social audit team were also undergone training.
Along with the above, on 27th & 28th June, 2007 a combined training-cum-workshop
for 2 days on NREGA with all the Accounts Assistants, Programme Assistants and
Computer Operators related to NREGS of the District were conducted at Office of the DM &
Collector, South Tripura. Apart from this, monthly and quarterly meeting-cum-training
programmes in the District HQ are also arranged for Technical Assistants and Programme
Assistants of NREGS staffs of the District. In the Blocks, a monthly meeting-cum-training
programmes are also arranging by BDOs for Panchayat Secretaries, Gram Rozgar
Sahayaks and Other employees related to NREGS.

Problems Facing during Implementation of NREGS
1) In the months of rainy season and paddy cultivation season, attendances in NREGA works
are very poor. As a result, the mandays generated works are hampering and mandays
generation is also shows poor figures.
2) The reason behind poor demand of work is also for the lower daily wage rate of NREGA. It
seems that the wage rate of public unskilled work for man and woman is Rs.100/- and
Rs.125/- respectively in the district, where in case of NREGA, it was Rs.65/-, Rs.71/- and
currently Rs.85/- only which is not justified with increasing price-hike of essential
commodities.
3) In case of opening of Bank/PO accounts for wage earners of NREGA, problems facing are –
i) Lack of employees, so that un-interesting attitude from Bank/POs, most POs of the
villages running with one-employee set-up.
ii) In some ADC areas of Blocks like Hrishyamukh etc., Bank/PO branches are in
distance of more than 3kms from the villages.
iii) There are many illiterate job card holders in rural areas who may face problems in
opening of accounts as well as withdrawal of wages.
iv) Peoples of rural areas are commonly bought their weekly essential commodities
from the local market (“haat”) and on that particular day (“haatbar”) weekly
payments are generally made to NREGA Workers. Payment through cheque will
struck in their weekly routine and will also take time to cash the cheque which may
also hamper the attendance of their working period of NREGA works.
4) In works where maximum workers are women, evaluation result shows less output in
comparison to expectation.
5) Where the persons more than 60 years are working, shows less output even in comparison
to women workers in evaluation report.
6) Fund transfer rate from DRDA to GP accounts takes a long time, sometimes it transfer after
a month also. On this issue, several times meetings were also held but all the times due to
shortage of employees and proper infrastructure facility, the venture of minimization of times
became failed. But they are trying to make it success from 2008-09.
7) In NREGA guide line project cost ratio for permissible works are given but during the
implementation of works, the scheduled ratios for some works like rural connectivity,
flood-control and protection works etc. shows fluctuation in ratio.

Some Probable Ways to come-out from the Problems
To come out from the problems, the following measures may be taken up:
1) The wage rate of NREGA wage earners should be increased at least 25% of the
current rate depending on the gradual increase in price of essential commodities.
2) If the work category for women and aged persons are identified separately, the
puzzlement on output of evaluation report may be overcome.
3) Fund transfer procedure from DRDA to GP account should be speed up. The fund
must be transferred to destination within 2-3 days.
4) In case of accidental benefits, the grants may be increased in a justified ratio
depending on the mode of accident.
5) There should be a tolerance level in project cost ratio for permissible works given in
NREGA guide line.

a. History of South Tripura District:
The South Tripura District with its headquarter at Udaipur was created in 1970.
Udaipur is popularly known as the city of lakes and was the capital of Tripura till 1760 A.D.
The city is famous for Mata Tripura Sundari Temple which is situated about 3 km away from
Udaipur at Matabari. The temple is one of the 51 Mahapithasthans of India. The legend is
that toe of the right foot of Mata Sati fell, as a result of the cutting of the body of Mata Sati
into pieces by Sudarsan Chakra of Lord Vishnu.
b. Location & Geography:
The State of Tripura lies approximately between the lattitudes 22 degrees 56
minutes, and 24 degrees 32 minutes North and between longitudes 91 degrees 0 minutes
and 92 degrees 22 minutes East. South Tripura District is situated approximately between
East longitude 91 degrees 18 minutes and 91 degrees 59 minutes and between North
lattitude 22 degres 56 minutes and 23 degrees 45 minutes. The South Tripura District is
bounded on the North by Dhalai district and West Tripura District, while on the other sides
by international border with Bangladesh. The total geographical area of South Tripura
District is 2624 Sq. Km. which is about 25% of the total state area.

c. Socio-Cultural Setup
About 37.5% of the population in South Tripura Disrtrict is scheduled tribe and
17.16% of the population is scheduled caste. Major tribes in the district are: Tripuri,
Jamatia, Reang, Chakma and Halam. The tribals as well as the non-tribals residing in the
District have a socio-cultural similarity with the tribals and non-tribals of Bangladesh.
Language spoken by majority of the population is Bengali while the tribals mainly speak
Kakborak.

d. Economic Activity:
Agriculture is the main occupation. However, only 31.61% of the land in the district is
cultivable. The holdings are small, and agriculture is mainly rainfed and at subsistence
level. The State Government has set before itself a target of attaining self-sufficiency in
food production by 2010 A.D. As a result of this, a number of activities are undertaken
these days to bring more land under cultivation, make them irrigable and increase the
productivity. A large population however is daily labourer, which depends on the
employment generation schemes of the Government. As a result of weak economic base
and lack of industrial development and entrepreneurship, dependency on the Government
is very high. An analysis of occupational structure in the District shows that about 12.6%
are cultivators, 8-9% are agricultural labourers and 1.61% are dependent on trade and
commerce. The non-working population is about 68% which is an indication of the weak
economic base and under-development. About 72% of the rural population are living below
poverty line. Paddy is the main food crop grown. Potato, sugarcane, mesta, jute, mustard,
etc. are some other crops grown in the district. Tea, coffee, rubber, jackfruit, banana,
mango, pineapple, etc. are the major plantation crops.
e. District Administration
The South Tripura District Administration at the Udaipur Town of Udaipur Sub-
division is headed by the District Magistrate and Collector (DM & Collector) and assisted by
the Additional District The basic objectives of the Act is to enhance livelihood security in
rural area by providing at least 100 days of guaranteed wage employment in a financial
year to every household whose adult members volunteer to do unskilled manual work. This
work guarantee can also serve other objectives: generating productive assets, protecting
the environment, empowering rural women, reducing rural urban migration and forecasting

f. Administrative Structure of NREGA:

urban migration and forecasting social equity, among others.
The overall responsibility for ensuring the NREGA Scheme is implemented

h. Block wise Success Clippings: Adequate awareness campaign and providing information (IEC activities) on regular
basis become key indicators to the success of the NREGS in this district. As a part of IEC
activities, short scale documentary films on NREGA which is likely to be beneficial in
consideration of literacy standard and glimpses of social audit programme, important points,
success stories of phase-I NREGA Districts are showed through local cables and in local
fairs alongwith demonstration in Bengali and Kakbarak languages. These awareness
programmes make people aware. Thereafter rural people came forward with their demands
for work to Panchayat Secretaries and works have been given from approved shelf of
projects with worksite facilities.

On implementation of this project , about 9 hect of agri land will be protected from flood in coming days.
