    SALF's Resolution Passes at US Conference of Mayors

    Meeting in Las VegasCommunity Response Committees to be Created in Cities Nationwide

    Spizzirri and FEMA Director R. David Paulison at US Conference of Mayors(USMC) in Las Vegas. Spizzirri and Paulison see eye to eye on the importance ocommunity emergency preparedness.

    Citing the need for cities to take the lead in providing Americans with vital life saving skills for emergencies, SALFsfounder Carol Spizzirri, in conjunction with Mayor Rita Mullins of Palatine, IL, spearheaded the passage of theCommunity Response System Initiative Resolution at the 74th Annual Meeting of the US Conference of Mayors.

    The resolution, voted on by mayors from cities nationwide, calls for mayors to formulate Community Response SystemInitiative (CRSI) committees that will train citizens, including children (K-12), to be active bystanders in cases of

    emergency by using life supporting first aid skills. The committees will also investigate preparedness issues that supportlife saving efforts for communities in case of emergency.

    The conference was a gathering of over 200 of the nations mayors June 2-6 to confer on issues affecting Americascities. Policy committees at the conference debated various resolutions which were open to be voted on by the entiremembership.

    We went to the mayors conference with high hopes that our nations mayors cared as much about equipping ourcommunities with life supporting first aid skills as we do, said SALFs president and founder Carol Spizzirri. Thesuccessful passage of this resolution supporting training in these basic life saving skills proves that our nations mayorsare equally dedicated to this important mission.

    Other elected officials who provided critical assistance in the passage of the CRIS resolution include Irma Anderson,Mayor of Richmond, CA. Mayor Anderson serves as chair of the Children, Health and Human Services committee andused her influence to guide the resolution through her committee which allowed the resolution be passed by theconference as a whole.

    4 . WHEREAS, according to Centers for Disease Control andPrevention in 2002 more than 160,000 people died frominjuries and people experienced more than 28 million non-fatal injuries serious enough to require a visit to the

    emergency department. Injuries, including unintentionalinjur ies, are the leading cause of death for people ages 1to 44 . Injury is the leading cause of years of potentiallife lost before age 6 5 . Approximately one-third of allemergency department visits and 8% of all hospital staysresult from injuries; and

    5 . WHEREAS, in the event of an emergency, there is a gapbetween the time of the emergency and the time forEmergency Medical Services (EMS) to arrive on the scene;and

    6. WHEREAS, citizens that are trained in emergencypreparedness are equipped with the tools to render aidbefore EMS arrive, and

    7 . WHEREAS, local municipalities play an important role inprotecting the safety and health of its cit izens,

    8 . NOW, THEREFORE, BE IT RESOLVED that The United StatesConference of Mayors urges Mayors to form a CommunityResponse System Initiative or CRSI Committee; and

    9. BE IT FURTHER RESOLVED that these committees will trainindividuals, including children (K-12), to be activebystanders , equipped with life supporting first aid skillsto assist during emergencies; and

    10. BE IT FURTHER RESOLVED that these committees will alsoraise important questions about needs related topreparedness yet to be addressed by cities and to wns, andwill seek out ways to make a difference, to help Mayorsprepare their residents, and ultimately, to save lives.
