4 aims :
• protect people and property by acting for Security and Public Health
• take into account social aspects and avoid inequalities in confronting the risks
• limit costs and maximize the benefits • preserve cultural heritage
► an intermediary step between the scientific diagnosis and the action plan

National adaptation plan (July 2011)
• Set into law : Loi Grenelle 1 n°2009-967, August 3, 2009.• Referred to the national assessment of the cost of impacts of
climate change and adaptation in France, September 2009.• A large consultation, like “Grenelle” :
- January 2010-June 2010 : 3 workshops produced a national report
- July 2010 : Overseas regions produced their comments and proposal on the national report
- September to November : Regions (continental) have been consulted
- September 13 to October 15, 2010 : public consultation by internet. 3800 people gave their opinion.
• A monitoring, evaluation and review process of the Plan by DGEC through indicators
► Will be published early July 2011

Regional “climate-air-energy” plans (end 2011)
• Set into law : Loi Grenelle 2 n°2010-788, 12 July 2010
• Involve regional authorities : regional prefect and head of regional council
• Define for 2020 and 2050 :- guidelines to reduce and adapt to climate change impacts, - guidelines to reduce air pollution- objectives for developing energy resources
► All regions should have their plan by the end of 2011.

Territorial “climate-energy” plans - PCET(2012)
• Set into law : Loi Grenelle 1 n°2009-967, August 3, 2009 and Loi Grenelle 2 n°2010-788, 12 July 2010
• For regions, departments, and cities or inter-cities of more than 50 000 inhabitants.
• These Plans define :
- strategic and operational objectives,
- program measures to be implemented,
- a monitoring and evaluation of results. • Published and updated at least every five years.
► All territories must have a plan by December 31, 2012.

What changes do we need to adapt locally? • Local data is needed• A mission, led by Jean Jouzel,
has gathered data from the two French climate models ;
• France is cut into 5 sections with regional data. National data is also produced
• Data include simulation of climate in 2030, 2050 and 2090 and uncertainties for each scenario A2 and B2, for each section.
• Examples of parameters : Temperature or rainfall, number of days of using heating or air-conditionning, dry period duration ...
• Overseas data (La Réunion island).

Example 1 of local initiatives : The Sète lido
• The Sète lido, a strip of sand and land between Thau lake and the Mediterranean was in danger of disappearing (- 1 hectare every year).
• Move the coastal road inland to recover a wide beach and its dune system,to restore the natural functioning of the coastal area andensure its long-lasting protection.

Example 2 of local initiatives : Lyon city Climate Plan
• Identify urban “hot spots” : most often, areas of activity.
• Bring the vegetation in these areas and develop lakes of rain water to reduce the temperature and enhance well-being.
