CNOA is proud to offer a special presentation by General Barry McCaffrey (retired), and Jeffrey B. Stamm, Mid-West HIDTA Director. The presentation Why We Fight Dope, Terror, and the War on Drugs will emphasize the importance of leadership, and team work for law enforcement officers to continue this fight to protect our nation. Issues linking Foreign Terrorist Organizations (FTO’s) to Drug Trafficking Organizations (DTO’s), the commonalities and relationships between FTO’s and DTO’s involving smuggling, human trafficking, money laundering, drug trafficking, weapon trafficking, and cyber-crime will be discussed.

INTRO TO DRUG ABUSE RECOGNITION (DAR)

FRIDAY, NOVEMBER 22, 2019 (0800-1730 HOURS) Course Description: Intro to DAR is an eight-hour workshop that will update the current DAR techniques and drug trends. It is a good refresher course for trained DAR officers and an introduction for those wishing to attend the 24-hour DAR course in the future. This course will provide you with an overview of the skills, knowledge, and techniques necessary to identify the drug user. DAR is definitely a practical useful course for a peace officer, probation, parole, or corrections officer; those dealing with the drug user. The seven- step process will take you from the “curbside to the courtroom” and will familiarize prosecutors with the “Under the influence” concept. Instructional topics include:

DRUG ENDANGERED CHILDREN INVESTIGATIONS

“The Social DEC Autopsy – Writing Search Warrants to Save Kids” FRIDAY, NOVEMBER 22, 2019 (0800-1700 HOURS)

Course Description: This training course will review child death cases and show missed opportunities for first responders to intervene. The course will also teach investigative skills necessary to link drug usage, trafficking, manufacturing and grow operations with child endangerment, a violation of Penal Code Section 273a. Whether you’re a law enforcement officer (Police, Probation, and Parole), Social Worker, Prosecuting Attorney or one of many first responders, you will learn how to identify and evaluate the dangers to children living in drug environments, as well as protecting yourself and the community from harm. These cases can result in more felony charges, accountability, less time in court, better case oversight, enhanced victim services and increased sentences through proper investigation and prosecution. Felony child endangerment charges can result in sentences of 2, 4, or 6 years per child. In this day and age of drug legalization we need extra tools to protect the community. ELECTRONIC SURVEILLANCE (WIRETAP) FRIDAY, NOVEMBER 22, 2019 (0800-1700 HOURS)

STATE CERTIFICATION COURSE (POST CERTIFIED PLAN IV)

The California Department of Justice in cooperation with the California Narcotic Officers' Association will present this course the day before the Annual Training Institute. Course Description: This 8-hour course is for peace officers or qualified individuals assigned to intercept and record wire communications ("wiretaps"). This class covers the legal basis for California wiretap operations as well as the practical and tactical aspects of operating and monitoring a wiretap. Penal Code Section 629.94 requires successful completion of this course before seeking authorization for, or participating in, wiretap operations. Who Should Attend: Qualified individuals assigned to investigate narcotics, murder, solicitation to commit murder, gangs, human trafficking, bombing of public or private property, aggravated kidnapping, or conspiracy to commit any of those crimes, and who will be involved in a court-authorized state wiretap. Course Objectives: Upon completion of this course and a written examination, students are certified by the Office of the Attorney General of the State of California to participate in wire intercept operations. Additional Information: This is a tuition free course for local officers/agents from POST reimbursable agencies only. For State LE agents/officers, and Federal Officers/Agents there is a tuition charge of $101.00 payable at the door. Payment must be by check/money order made to POST. Class size is limited. FENTANYL AND OTHER SYNTHETIC OPIATES FRIDAY, NOVEMBER 22, 2019 (0800-1700 HOURS)

Course Description The object of this course is to enhance the ability and skills of the student to correctly identify, detect, and successfully through safety protocols, seize the drug fentanyl and other synthetic opiates. Students will also participate in a practical exercise involving a pill milling operation and make counterfeit pills using non-toxic materials. Objectives Covered - To Identify and Recognize:

• The most updated list of Synthetic Opiates, to include fentanyl, other analogues and their dangers.

• Recognition of opiate users and why they overdose on these dangerous drugs. • Recognition of Pill Mill labs, fentanyl pills and other type synthetic opiate labs,

including all paraphernalia. • The proper safety equipment as documented by Federal DEA and Washington D.C.,

office of ONDCP, protocols needed to safely search, seize and properly submit for evidence of all synthetic opiates.

• Dangers of confronting subjects using synthetic opiates. • Discussion of Naloxone/Narcan. • Each attendee will also be issued basic Personal Protective Equipment (PPE).

INSTRUCTORS: Mick Mollica and Gil Van Attenhoven Mick is a 30-year veteran in law enforcement. He is the president & CEO of LEARN Associates Inc., a company that specializes in drug law enforcement training. He has trained over 35,000 students throughout the United States, Central America, Soviet Union & Europe. He is a consultant & contractor for the Department of Defense, CA POST, Bureau of Justice Assistance, COPS Program, & Fox Valley Technical College in Wisconsin. He is a Lifetime member of CNOA. He is a U.S. Marine Corp veteran where he served in combat in Vietnam & was awarded the Purple Heart. Mick is the 2108 recipient of the CNOA Lifetime Achievement Award. Gil has over 29 years of law enforcement experience, 26 years in narcotic enforcement. He retired as a Sr. Special Agent in Charge for CA DOJ. From January 2013 – December 2018, he was the Director of Training for the CA Narcotic Officers’ Association (CNOA). He is currently an instructor for the Department of Defense Counterdrug programs (MCTC, RCTA, WRCTC), the COPS Office, Bureau of Justice Assistance, CNOA and the National Criminal Justice Training Center. Gil was the president of CNOA in 2009 and is a Lifetime Member. There is no cost for the recertification class and CNOA Institute registration is not required but we encourage you to stay and attend the greatest Law Enforcement Training Institute anywhere.
