Indian brands like Tata Motors, Airtel and Maruti Suzuki have made inroads into Uganda. Apart from recently found oil and gas reserves, the country also seeks Indian investments in exploring its huge reserves of non-oil minerals like cobalt, uranium, and graphite. India can aspire to quadruple its revenues from Africa to $160 billion by 2025 by developing its presence in sectors where it has a unique value proposition in areas such as IT, agriculture, infrastructure, pharmaceuticals and consumer goods, said a McKinsey report released at the conclave. concluded that India and the African countries should mull forming a working group to explore healthcare cooperation. Finally, among the exhibitions at the conclave one showcased a new initiative - India Africa Craft Design Initiative - that has India partnering with African countries to empower African women by developing skills that already exist within them. If one looks at the issues that have been discussed here at the conclave it is all big stuff but focusing on women in rural areas is absolutely essential too," Prisca N. Nemapare, chief program officer of the Zienzele Foundation in Zimbabwe said. This conclave would help this project with exposure by creating market linkages and help small organizations with big impacts by way of funding, education or any other support that the communities may need," she said, adding that India's National Institute of Design (NID) has helped women in Africa in using their talent in the best possible manner. At the inaugural session of the conclave, Indian Commerce Minister Anand Sharma described the conclave as an initiative in addition to what India does bilaterally with African countries. He said India had been providing credit for African projects at highly competitive rates. "For Africa the cost of credit is highly competitive because we have put in interest subvention. It is as competitive as credit can be available to Africa from anywhere for infrastructure projects," Sharma said. Export-Import Bank of India Chairman Yaduvendra Mathur said the bank is planning to set up a project development company with the African Development Bank (AfDB) to encourage public-private partnership (PPP) projects in Africa. Till date the bank has in place 136 Lines of Credit (LOCs) with credit commitments of around $6.5 billion for financing exports from India to cover around 48 countries in Africa. These LOCs are earmarked for developmental projects like railway rehabilitation, setting up of textile, cement, tractor assembly, agro and food processing, rural

electrification and transmission and irrigation.about $5 billion worth of projects have been planned under the Buyers Credit introduced by the Indian commerce ministry. A total of 200 Line of Credit were in operation for Africa. Bilateral trade between India and Africa has shot up from $25 billion in 2006-07 to around $70 billion in 2012-13. However, the Indian government has targeted it to touch $200 billion by 2020. These initiatives carried out by India are also appreciated by African nations. Mozambique Agriculture Minister Jose Pacheco praised India for its "non-interfering stand" while providing lines of credit meant for the development of his country's agriculture and infrastructure sectors. India does not impose anything on us while granting the line of credit. India respects the priorities of our government," Pacheco said. India had offered credit assistance of $500 million to Mozambique during the state visit of President Amando Guebuza to India in 2010. India has provided Mozambique a total of over $600 million over the last four-five years, out of which 10 percent has gone to agriculture.

India Inc. to use third country funds for Africa growth

India Inc. Monday said it can help build infrastructure and expand growth in Africa by using cheap funds from third countries like Japan and Singapore. "Patient capital funds from Japan can be ustilised in Africa. Singapore can be another place from where funds can be accessed," said Noel Tata, chairman of Confederation of Indian Industry (CII) Africa Committee and managing director, Tata International. "These funds can be used in developing long-term infrastructure development (projects) in Africa and help Indian companies which find it difficult to fund projects with such long gestation periods." To grow their businesses, Indian companies require major capital infusion at cheaper rates to counter the growing influence of Chiness products and companies in Africa. Currently, China has made significant inroads in mining and infrastructure sectors in Africa. However, Chinese companies have been criticised for only employing Chinese workers in major projects and not developing local skill base in Africa. According to Tata, who was speaking at the tenth CII-Exim Bank conclave on India-Africa Project Partnership, India Inc.'s experience in growing business in a capital-constrained domestic conditions will come in handy in Africa. "We believe India's strengths and experience of operating in similar capital constrained conditions will be of great value to Africa," Tata said. "Africa needs constructive foreign investment and holds the promise of long-term business for India." "The Indian model is primarily driven by the private sector and supported by the government sector. We look for support in funding infrastructure and construction projects in Africa."

Global consultancy firm McKinsey in its report titled "Joining Hands to Unlock Africa's Potential A New Indian Industry-led Approach to Africa" also pointed out that cheap third country funds can grow Indian businesses in Africa. "Joint Japan-India fund (can be instituted) to grow business in mid-level infrastructure development projects in Africa. These projects require huge capital investments and long-term gestation time," said Rajat Gupta, director, McKinsey & Company. "Africa is the next front for Indian businesses. Africa has some of the highest returns on investments from anywhere in the world. Indian firms would find this opportunity of great help in funding their projects in Africa." Currently, Indian investments account for 6.5 percent of total foreign direct investment (FDI) inflows into Africa and India-Africa bilateral trade accounts for six percent of Africa's total trade. The McKinsey report said that India Inc can quadruple its revenues from Africa to $160 billion by 2025 by developing its presence in sectors like information technology (IT), agriculture, infrastructure, pharmaceuticals and consumer goods. According to Gupta, India can aspire to capture almost seven percent of the African IT services market, five percent of the fast moving consumer goods (FMCG) space, ten percent of power sector, and two-five percent of the agri-allied services. The report added that as African nations continue to grow, they need constructive foreign investment and Indian industry could greatly contribute to their development by creating employment, spearheading talent and developing infrastructure. "To do so, India can leverage its strengths, such as the experience of setting up successful distribution for fragmented consumer markets, and the entrepreneurial mindset required to navigate ambiguity," the report said. Gupta added that Indian companies can play a vital role in skill development, business generation and execution.

By Aparajita Gupta The Export-Import Bank of India (EXIM) is planning to set up a project development company with the African Development Bank (AfDB) to encourage public-private partnership (PPP) projects in Africa, Yaduvendra Mathur, chairman and managing director of the export finance institution, said here. "We have been working very closely with AfDB and our team has just come back from Tunisia to explore possibilities of setting up a project development company with AfDB. This company will be targeted at bankable projects in Africa. "We are into getting projects developed for Africa so that Indian companies can participate. AfDB is in dialogue with us and we have been pushing them for the last one year and hopefully this will happen quickly. This is basically for PPP projects. This project development company is to encourage public-private-partnership in Africa," Mathur told IANS in an interview. Mathur was here to attend the three-day long 10th CII-EXIM Bank Conclave on India Africa Project Partnership. Till date the bank has in place 136 Lines of Credit (LOCs) with credit commitments of around $6.5 billion for financing exports from India to cover around 48 countries in Africa. Overall the EXIM Bank has lent 187 Lines of Credit totalling about $12 billion across the world, he said. Bilateral trade between India and Africa has shot up from $25 billion in 2006-07 to around $70 billion in 2012-13. However, the Indian government has targeted it to touch $200 billion by 2020. "African continent is one of most important partners for the country and 11 fastest growing economies in the world are in Africa. We are looking at infrastructure development in Africa, the big project exports. We are encouraging entire private sector in India to get into these sectors," Mathur said. "We have a big advisory service. If any company evinces interest to invest in that country, we provide them with advice. We do a lot of handholding of Indian companies who are going there." Talking about lending for various projects in the continent, Mathur said, "Buyers' credit under the National Insurance Export Account that was launched by the Indian government in 2011 has already fetched project proposals of nearly $5 billion. "Forty five project proposals are in the pipeline. Four projects have already started under this new scheme. Through this scheme the foreign company will get loan from us," Mathur said. He mentioned that the EXIM Bank is working with a number of African regional banks and institutions to facilitate credit available for projects. The financial institutions with which it is working are Economic Community Of West African States (ECOWAS), Western African Development Bank, AfrEXIM Bank and African Development Bank.

Indian lines of credit help Ethiopia build sugar and power sectors

Lines of Credit worth more than $1 billion extended by India to Ethiopia have helped the landlocked country build its sugar and power industries and rail network, Ambassador Gennet Zewide said here Monday. The Ethiopian government has a clear policy to be a middle income country by 2023-25. Every five years, it has its own programme. For 2011-15 we have the programme to transfer our economy from agriculture to that of industry. Hence both electricity and sugar are very important," Zewide said, addressing the 10th CII-EXIM Bank Conclave on India Africa Project Partnership. The EXIM Bank has been extending credit to Ethiopia for about eight years. Till date, more than $1 billion in Lines of Credit have been provided for the development of three sugar companies in the Horn of Africa country. Ethiopia has been net importer of sugar for so many years. We were the third largest importer of sugar. Earlier $200-300 million annually was spent on sugar but after the line of credit came in we are not importing sugar. We are rather selling. By 2015 we are going to be net exporter of sugar. We will export to European Union countries," Zewide said. We will have 2,000 MW of electricity generation as co-generation from sugar and 3 lakh tonnes of ethanol generation," she added. Zewide said the rural areas in the country often face difficulties due to unavailability of electricity -- especially, the hospital and the education sectors are most hit. "We have a programme of electrifying our village by 2015. We are electrifying 87 towns and villages in the rural area. It means a lot in terms of hospital and education. Talking about a rail link between the Ethiopian city of Asaita and the port city of Tadjourah in neighbouring Djibouti, she said: "So far we are negotiating and we are talking... and hopefully, it will be pretty soon finalised to get a line of $600 million and $400 million, totalling $1 billion for the project." She said the rail link will drastically bring down the transportation cost of goods and services.

Uganda offers Indian business gateway to East Africa

On our part, we recommend areas like agro-processing, setting up of petroleum industries, participation in transport sectors," the minister said on the sidelines of the 10th Confederation of Indian Industry (CII)-Exim Bank conclave on India-Africa Project Partnership here. We would also like to see Indian participation in our power sector. We have several hydro, gas and geo-thermal projects coming up. We would also like Indian companies to come into the ICT (Information and communications technology) sector," she added. According to Kiwanuka, Uganda provides opportunity for Indian companies to seek entry into East African markets. Uganda has a completely open economy on capital account and current account, which means you can bring your money in and out. Apart from this, we are also part of the East Africa Common Market whereby anything being produced in Uganda automatically has access to the 150 million-strong East African markets." Uganda is member of the East African Community (EAC), which is the regional intergovernmental organisation of Burundi, Kenya, Rwanda, Tanzania and Uganda. In 2010, the EAC launched its own common market for goods, labour and capital within the region. Kiwanuka added that Uganda's liberal and stable government set-up is another attraction for Indian investment.

Zimbabwe invites Indian companies to partner in agriculture

Zimbabwe Tuesday invited Indian companies to partner it in "kick-starting" its agricultural development after a series of setbacks to the sector. "I'm advocating that you come and accompany some of our farmers in food production, in maximising the output from the land", Zimbabwe's Minister for Small and Medium Enterprises Sithembiso G. Nyoni said at a plenary here on "India Inc support in creating affordable food security in Africa" during the on-going 10th CII-Exim Bank conclave on India-Africa Project Partnership. "Let us have joint ventures so that we can make our countries great," the Zimbabwean minister said, pointing out that her country's campaigns from early this century to expropriate colonialists' lands, and the international sanctions on Zimbabwe during the decade had been big factors for declining agriculture. She said 76 percent of Zimbabwe's agriculture is in the form of small enterprises. Besides partnerships for the food production, Zimbabwe wanted partnering for value addition so that it could export, the minister said.

"We want value addition and then to export to India," Nyoni said echoing a demand for many African countries, as it engages more with the world and in newer ways than in the traditional mould of resources exporters. Nyoni went on to offer specific partnership proposals whereby an Indian company can import mangoes from Zimbabwe during the flowering season in India. "We'd also like you to help set up agro-processing plants to make mango, guava juices and then export to India. We'd like you to transfer your small machines technology to Zimbabweans, so that they can take it up and build the machines themselves," the minister said.  

 

 

Commerce ministry adds new Line of Credit for Africa

A new Exim Bank Line of Credit for Africa has been introduced to speed up infrastructure project development in the continent, Commerce Minister Anand Sharma said here Sunday. We've also introduced another Line of Credit, added to the Exim-Bank. The finance ministry has put it together under the Export Credit Guarantee Corporation (ECGC) and the National Exports Insurance Authority (NEIA), for which Buyer's Credit is available for infrastructure projects in Africa," Sharma said at the 10th CII-Exim Bank (Export-Import Bank of India) conclave on India Africa Project Partnership. Describing the conclave as an initiative in addition to what India does bilaterally with African countries, the commerce minister said Lines of Credit had been in operation for years to build infrastructure like hydel projects, transmission lines and rural electrification schemes.
