Prime Minister Narendra Modi has inaugurated the 52ndAnnual Meetings of the African Development Bank (AfDB) inGandhinagar. The annual meetings were held fromMay 22-26, 2017. This was the 1st time that India hosted theannual meetings of the AfDB and its sister institutions,including of finance ministers of member countries, whocomprise the AfDB board of governors. These meetings are theBank’s largest annual event and serve to raise the profile of theinstitution on the global stage. The core theme of the AnnualMeeting was Transforming Agriculture for Wealth Creationin Africa.The main focus of the meeting was on achieving sustainableAsia-Africa growth corridor with High 5s- strategy- whichincludes agriculture, energy, industrialisation, and regionalconnectivity as well as improved quality of life. As per reports,India also organised an Africa-India Cooperation event on thesidelines of the event. The government has also organised anexhibition during the annual meetings of the Bank with anobjective to showcase the capabilities of Indian companies interms of technology, innovation, and start-ups for Africancountries.

HIGHLIGHTSIn addition to the Annual Meeting of the Board of Governors,these Meetings brought together about 3000 delegates andparticipants, and featured a number of official, knowledge, andside events. The Governors of the Bank were from the 54African regional member countries and 27 non-regionalmember countries (including India).The Annual Meetings provide a unique forum forrepresentatives of government, business, civil society,think-tanks, academia and the media , from Africa and beyond, to debate key issues on Africa’s development, and to discussthe Bank’s performance in delivering on its mandate.

About African Development Bank (AfDB) African Development Bank Group (AfDB), also known asBanque Africaine de Developpment (BAD), was founded in 1964 with a mission to fight poverty and improve living conditions of the people of African continent bypromoting investment in government and private capitalin development projects. The bank is made of threeentities viz.n African Development Bank n Nigeria Trust Fundn African Development FundIts headquarters are at Abidjan, Côte d’Ivoire (IvoryCoast). The motto of the bank is “Building today, a betterAfrica tomorrow” and currently, it has total 78 membersincluding India.Governing The AfDB is controlled by a Board ofExecutive Directors, made up of representatives of itsmember countries.Voting The voting power on the Board is split according tothe size of each member’s share, currently 60%-40% betweenAfrican (or regional) countries and non-regional membercountries (donors). The largest African Development Bankshareholder is Nigeria with nearly 9% of the vote.Representation All member countries of the AfDB arerepresented on the AfDB Board of Executive Directors.Member governments are officially represented at theAfDB by their Minister of Finance, Planning orCooperation who sits on the AfDB Board of Governors.The AfDB Governors meet once a year to take majordecisions about the institution’s leadership, strategicdirections and governing bodies.Unit of Account The African Development Bank is using aUnit of Account which is registered as XUA as ISO 4217standard currency code. It is not exchanged directly byindividuals, it is used for accounting between state members.

INDIA AND OTHER NON-AFRICAN MEMBERSIndia joined the African Development Fund in 1982, andbecame a member of the Bank in 1983. India is anon-regional member of the Bank. India and Africa share a great relationship, and have great degree of commonalitiesin terms of a shared history, and current challenges.India is a non-African member country for the AfDB.Some other non-African member countries include USA,Japan, Germany, Canada, France, China etc. Nigeria is the largest country in terms of voting powers at the AfricanDevelopment Bank, followed by the USA.

Paytm Payments Bank Starts its Job

Indian electronic payment and e-commerce company Paytmlaunched its Payments Bank on May 23, 2017, and therebybecame 3rd entity (after Airtel and India Post) to commenceoperation as Payments Bank. However, services of PaytmPayments Bank are currently available only via invitation.The first physical branch of Paytm Payments Bank is in Noida.Over the next two years, ` 400 crore will be invested to build the banking network. One 97 Communications (Paytm PaymentsBank’s parent company) has already invested ` 220 crore. Paytm Payments Bank has laid out plans to open 31brick-and­mortar branches and add 3000 customers within firstyear of its operations. Medium term plan is to add 500 millioncustomers by year 2020. The board will include independent directors PV Bhaskar(former executive director at the Reserve Bank of India), AshLilami (co-founder and managing partner at Saama Capita) andGS Sundarajan (former director at the Shriram Group). VijayShekhar Sharma, founder and chief executive of Paytm (One97Communications Ltd) and Renu Satti, chief executive or PaytmPayments Bank, will also be on the board. Offeringsn As a Payments Bank, Paytm will be able to accept deposits up to

` 1 lakh per customer in savings or current accounts. n Customers will also be offered zero charges on all online

transactions and no minimum balance requirement.n Paytm Payments Bank is offering 4% per annum on savings

accounts interest, which is lesser than its competitor AirtelPayments Bank (7.25% per annum) and India Post PaymentsBank (5.5% interest per annum).

n Cash withdrawal charges through ATMs are similar to those ofany other major bank in India.

n The Paytm blog post which announced the launch of paymentsbank has mentioned about zero charges on online transactions,no minimum balance requirement and free virtual debit card.

n It is to be noted that, Paytm wallet service will now be owned byPaytm Payments Bank. This transfer of ownership from One 97Communication Ltd. to Paytm Payments Bank Ltd. will notaffect the users.

n Current accounts for businesses and interest bearing savingsaccounts for individuals will be offered by bank.

n A range of financial services such as insurance, loans, MutualFunds offered by paytm partners with the seamless Paytmexperience.

PAYTM WALLETPaytm Wallet will now move to the Paytm PaymentsBank Limited. However, customers can continue to usethe Paytm Wallet as before without any changes.There will be no impact on cash4ows or the mode ofaccepting payment. The wallet will not accrue anyinterest unlike money in the savings bank account. Toearn interest, customers will need to open a PaytmPayments Bank savings account.However, if you have not used your wallet in the last 6months and you have zero balance, you will be requiredto login to your wallet again to move to the PaytmPayments Bank.

About Payments BankPayments Bank is a new type of bank, licenced by theReserve Bank of India. As a Payments Bank, Paytm cannow accept customer deposits upto ` 1 lakh per customer in a wallet, savings or current account and offer otherbanking services like Debit Cards, Online Banking andMobile Banking.

Different between Payments Bank and aNormal Bank?

Payments Banks are not allowed to lend to customers.However, they can partner with other financialinstitutions/banks to offer financial products like loans,insurance, mutual funds, pension funds etc.

Background In Indian context, Payments Bank is a new category ofbank which can undertake restricted banking activities.Concept of Payments Bank was recommended byCommittee on Comprehensive Financial Services forSmall Businesses and Low Income Households, set up by Reserve Bank of India(RBI).This committee was headed by Nachiket Mor. RBI’sobjective behind setting up Payments Bank was topromote financial inclusion. On August 19, 2015,Reserve Bank of India gave in-principle licences to 11entities to launch Payments bank. Out of these, 3 entities have dropped out citing lowbusiness potential. Except Vodafone M­Pesa Ltd, other 7entities have received the final licence from RBI.

INDIA RETAINS WORLD’S HIGHEST FDI RECIPIENT STATUSIndia retained its top position being the world's top most greenfield FDIinvestment destination for the second consecutive year, attracting $ 62.3billion in 2016. India has remained ahead of China and the USA as far asFDI inflows are concerned in the last year 2016, published in the FDI Report 2017 compiled by FDI Intelligence, a division of The Financial Times Ltd.Globally, real estate emerged as the best sector attracting $ 157.5 billion FDIin 2016, marking an increase of 58%. Coal and natural gas projects witnessed an inflow of $ 121 billion, followed by alternate and renewable energy at$ 77 billion. Greenfield investment is a form of foreign direct investment wherein a parent company builds its operations in a foreign country right from the scratch i.e.construction of new production facilities, establishing new distribution hubs,setting up offices and hiring staff.

HDFC AMONG TOP 10 CONSUMER FINANCIALSERVICES COMPANIES GLOBALLYMortgage lender HDFC Ltd is the only Indian company to be named among the top 10 consumer financial services companies in the world, withAmerican Express claiming the first position. This comprehensive ranking ofthe worlds biggest, most powerful and valuable publicly listed companies isbased on a mix of four metrics: sales, profits, assets and market value. Thenews came up on May 26, 2017. Capital One Financial and Visa in the 2nd and 3rd place, respectively in thislist. The other consumer finance services companies that made it into the listinclude Orix at the fourth place, Synchrony Financial (5th), DiscoverFinancial Services (6th), Mastercard (8th), PayPal (9th) and CIT group(10th). The HDFC rank is 7th in the list. As many as 58 Indian companiesappeared in the overall Forbes Global 2000 list.

RBI ALLOWEDCOOPERATIVE BANKS TOISSUE MOBILE WALLETSThe Reserve Bank of India (RBI) hasallowed cooperative banks who arepermitted to install ATMs and issue debitcards, to also issue Prepaid PaymentInstruments (PPIs) like mobile wallets.In a notification issued late on May 25,2017, RBI laid down strict norms andconditions to be followed by co-operativebanks before permitting them to issuewallets for utility bill payments and otheractivities up to a limit of ` 10000. RBI has also laid down following criteria –n Banks should be core banking or CBS

compliant n The net non­performing assets should be

less than 3% n The bank should be profitable in the

previous financial year. n There should be no monetary penalty being

imposed on the entity during the last twofinancial years

n A comprehensive customer grievanceredressal mechanism should be set up.

n The bank should have internal and auditinspection processes both for its branchesas well as the head office.

SBI LAUNCHED NATIONALHACKATHONState Bank of India (SBI) has launched anational hackathon for developers, startupsand students on May 24, 2017 to come upwith innovative ideas and solutions for thebanking sector. The hackathon, namedCode For Bank, will focus on the businessvalue driven by technologies like predictiveanalytics, fin-tech/blockchain, digitalpayments, IoT (Internet of Things), artificial intelligence, machine learning, BOTS androbotic process automation. In the phase 1,participants can register their ideas duringMay 20 to 29, 2017 followed by hackathonwhich will start from June 6, 2017 and ends on June 20, 2017.

CENTRE PERMITED DIPP TO GRANTINDUSTRIAL LICENCES TO DEFENCEMANUFACTURERSThe government has announced on May 27, 2017 the Department ofIndustrial Policy and Promotion (DIPP) to grant Industrial licences todefence manufacturers. The decision will clear the confusions in the minds ofthe defence products manufacturing companies as the battle on the matterbetween the DIPP and the Home Ministry had virtually stopped the processof granting industrial licenses since last year.Earlier, a few months back, the Home Ministry was given the responsibility.The decision was taken considering the workload of Home Ministry whichhas to look after security concerns of the entire country.The Department of Industrial Policy and Promotion (DIPP) was firstestablished in 1995, and then reconstituted in 2000 and merged with theDepartment of Industrial Development. It falls under the Ministry ofCommerce and Industry.

COUNTRY’S LONGEST BRIDGE INAUGURATEDIN ASSAM Prime Minister Narendra Modi has inaugurated India’s longest river bridge,the Dhola-Sadia Bridge, in Assam on May 26, 2017. He has also renamedthe bridge as Bhupen Hazarika Bridge. The construction of the bridge beganin 2011. The cost of the project is about ` 2056 crores. Dhola-Sadia Bridge is a three lane bridge stretching 9.15 kilometre built over river Lohit, which is atributary of the Brahmaputra river. The bridge was built by Navayuga Engineering Co. Ltd. The bridge willconnect Sadia, which is 540 km from Guwahati and Dhola, situated 300 kmfrom Itanagar. Road connectivity between Dhola to Sadia will boost overalleconomic development of the areas north of Brahmaputra in upper Assamand Arunachal Pradesh.The bridge fills a huge connectivity gap that existed in the north east region.The bridge will cater to the strategic requirements in border areas and willfacilitate troop mobilization much more quickly in Arunachal Pradesh, thestate which is claimed in its entirety by China.

SWACHH BHARAT APPLAUNCHEDCulture Minister Mahesh Sharma haslaunched Swachh Bharat app at theNational Museum in New Delhi onMay 23, 2017. The app will enable visitorsto report garbage on the premises of the ASI monuments across the country. The mainfocus of this “Swachh Bharat App” is tobasically involve people actively to becomepart of Swachh Bharat Abhiyan (CleanIndia Movement).At present, this App is available for Android Mobile phones which can be downloadedfrom Google Play Store. In this App theconcept of Physical web is implemented. Assoon as the visitors enter the premises of the monuments and switch on the Bluetooth,the app will relay Swachh Bharat-relatedinformation to the visitors and will ask them to report any garbage around them.Even if the visitors have not installed theApp on their handsets, a message will bedelivered by Google about the SwachhBharat Abiyan and will provide the visitorswith a link to install the App. he Swachh Bharat App will be monitored by the Ministry of Culture. INDIA’S TAJ MAHAL AMONG TOP 10 GLOBAL LANDMARKSIconic attraction of India Taj Mahal has emerged as the 5th most popularlandmark in the world and second in Asia, according to the results of onlinetravel portal TripAdvisor’s ‘Travellers’ Choice Awards for Landmarks’.The other iconic landmarks to feature in the top ten included Sheikh ZayedGrand Mosque Center in Abu Dhabi at 2nd rank, Spain’s MezquitaCathedral de Cordoba at the 3rd and St Peter's Basilica in Vatican City at the4th rank. 28TH EDITION OF NATO SUMMITThe 28th edition of North Atlantic TreatyOrganisation (NATO) summit held inBrussels, Belgium on May 24-25, 2017 inwhich terrorism topped the agenda of themeeting. It is expected that NATO is tojoin the US-led anti-Islamic Statecoalition(IS) to fight against Islamistterrorism.There were multiple competing agendasleading up to the summit, with SouthernEuropean members concerned with security in North Africa and the Middle East andthe European migrant crisis and EasternEuropean members concerned more aboutRussian aggression. The 2018 NATO summit will held inIstanbul, Turkey. NATO was formed in1949 . It has twenty-eight members, mainly in Europe and North America.

70TH WORLD HEALTHASSEMBLYThe 70th World Health Assembly (WHA)opened on May 22, 2017 at Geneva-basedUN headquarters in Switzerland. TheWorld Health Assembly is the maindecision-making body of the World HealthOrganisation (WHO). The Member States of the WHA will elect a new Director-General, who will take chargeof the office for a 5-year term from 1st July2017 onwards. The three nominees for the position are Dr. Tedros Adhanom Ghebreyesus of Ethiopia,Dr David Nabarro of the United Kingdomof Great Britain and Northern Ireland, andDr Sania Nishtar of Pakistan. The WHA will also examine a number oftopics related to non-communicable diseases like dementia, cancer. It will also look over the preparations forthe UN General Assembly High-LevelMeeting on NCDs to be held inSeptember, 2018.

GLOBAL REPORT ON INTERNALDISPLACEMENT With 2.4 million people displaced in 2016, India ranked thirdglobally after China (7.4 million) and the Philippines(5.9 million). As per Global Report on Internal Displacement(GRID) 2016, released by Internal Displacement MonitoringCentre (IDMC) of the Norwegian Refugee Council (NCR) onMay 22, 2017, nearly 2.4 million people in India were internallydisplaced due to conflict, violence and disasters in 2016.Monsoon season floods in Bihar between mid­ July andOctober led to more than 1.6 million displacements. TheGRID 2016 has highlighted that displacement will continue ifunderlying causes of conflicts and disasters are not addressed by giving necessary political attention and allocating sufficientfunds to undertake measures for conserving the environment.

3RD RCEP INTER-SESSIONALMINISTERIAL MEETING3rd Regional Comprehensive Economic Partnership (RCEP)Inter­sessional Ministerial Meeting was held on May 21& 22,2017 in Hanoi, Vietnam. Indian delegation to this meeting was led by Union Commerce and Industry Minister NirmalaSitharaman. As Philippines is currently holding the Presidencyof ASEAN, the RCEP Inter­sessional Ministerial Meeting waschaired by Ramon Lopez – Trade Minister and IndustryMinister of Philippines. Ministers discussed various global economic developments with a specific focus on trade . The Regional ComprehensiveEconomic Partnership is a proposed mega regional free tradeagreement between 16 countries, comprising 10 ASEANcountries (Brunei, Cambodia, Indonesia, Laos, Malaysia,Myanmar, Philippines, Singapore, Thailand and Vietnam) plus6 ASEAN Free Trade Agreement partners (Australia, China,India, Japan, Korea and New Zealand). RCEP negotiationswere formally launched in November 2012 at the ASEANSummit in Cambodia.

INTERNATIONAL TOURIST ARRIVALS CONCEPTS India has ranked 24 in terms of International Tourist Arrivals(ITA) for 2014 and 2015 as pre revised rankings of WorldTourism Barometer by World Tourism Organisation(UNWTO) on May 21, 2017. This sector generated ` 14.1 trillion in 2016 which isequivalent to 6% of India’s GDP. Including arrivals of Non­Resident Indians (NRIs),India’s share in international touristarrivals (ITA) for 2015 has increased to 1.12% from 0.68%before inclusion. India ranked 40 on Travel and Tourism Competitiveness Index (TTCI), 2017. This marks a jump of 12 spots as compared to52 rank in previous edition of this index, released in 2015. UNWTO is the United Nation’s agency entrusted with theresponsibility to promote responsible, sustainable anduniversally accessible tourism. It was founded in year 1975.Headquarters of UNWTO is located in Madrid, Spain.

HEALTHCARE INDEX 2017India has ranked 154th among 195 countries onhealthcare index 2017 in Lancet medical journal’s reporttitled ‘Global Burden of Disease’ on May 19, 2017.Performance of countries was assessed for a period of 25years from 1990­ to 2015. Pakistan and Afghanistan arethe only SAARC countries which have ranked lower thanIndia.Sri Lanka has scored 73 on the index, whereas China andBangladesh have score 74 and 52, respectively. Asannounced in new National Health Policy, released inMarch 2017, Indian Govt aims to increase healthspending to 2.5% of GDP. It is to be noted that theWorld Health Organisation (WHO) has recommendedspending 5% of GDP.

BASEL, ROTTERDAM, STOCKHOLMCONVENTIONS IN GENEVAAn inter-ministerial Indiandelegation headed by theSecretary, Ministry ofEnvironment, Forest andClimate Change, AjayNarayan Jha, participated inthe 2017 Conference ofParties (CoPs) to the Basel,Rotterdam, Stockholm (BRS)Conventions. The 3 COPs to BRS Conventions held jointly andback-to-back from April 24 to May 5, 2017 in Geneva,Switzerland. The theme of the meetings and the high-level segment will be – “A future detoxified: soundmanagement of chemicals and waste”.Conference of Parties (CoPs) to the BRS Conventioninclude - the 13th meeting of the Conference of Parties to“Basel Convention (BC COP 13); the 8th meeting of theConference of Parties to “Rotterdam Convention (RCCOP 8) and 8th meeting of the Conference of Parties to“Stockholm Convention (SC CoP 8).

Basel ConventionThe Basel Convention was adopted on March 22, 1989by the Conference of Plenipotentiaries in Basel,Switzerland, in response to a public outcry, following thediscovery, in the 1980s, in Africa and other parts of thedeveloping world of deposits of toxic wastes importedfrom abroad. The Basel Convention was adopted in 1989and entered into force on May 5, 1992. India ratified theConvention in June 24, 1992.

Rotterdam ConventionThe Rotterdam Convention is a multilateralenvironmental agreement which prescribes obligations onthe importers and exporters of certain hazardouschemicals. The Convention’s objective is to promoteshared responsibility and cooperative efforts among parties in the international trade of listed chemicals in the

Rotterdam Convention, to protect human health andthe environment, and to contribute to theenvironmentally sound use of chemicals. TheConvention was adopted on September 10, 1998 andentered into force on February 24, 2004. India ratified the Convention on May 24, 2005.

Stockholm ConventionThe Stockholm Convention is a global treaty to protecthuman health and the environment from a class ofchemicals known as Persistent Organic Pollutants(POPs). The Convention was adopted on May 22,2001 and entered into force on May 17, 2004. Indiaratified the Convention on January 13, 2006.

G20 LABOUR & EMPLOYMENTMINISTERS’ MEETING HELDG20 Labour and Employment Ministers’ Meet washeld in Bad Neuenahr (Germany) from May 18 to 19,2017. Germany chaired the G20 Labour andEmployment Ministers’ Meet, as it currently holds theG20 presidency.The meeting focused on the theme ‘Towards anInclusive Future – Shaping the World of Work’. AG20 Labour and Employment Ministerial Declarationwas adopted at the end of this meeting, which will bepresented at G20 Summit scheduled to be held inHamburg, Germany on July 7 and 8, 2017.The Indian delegation to G20 Labour andEmployment Ministers’ Meet in Germany was led byUnion Labour Minister Bandaru Dattatreya. He wasaccompanied by Labour Secretary M Sathiyavathy andother senior officials. Write a Précis in about one-third of the total length of the passage.The per capita income of Jharkhand at constant prices (NSDP at factor cost) was ` 18510 in 2004-05 and is projected tobe ` 33260 in 2015-16. It has grown by 5.47% per annum (CAGR) in the last 11 years. The growth rate in per capitaincome in this period has remained impressive except for the four bad years 2004-05, 2005-06, 2008-09 and 2011-12. In2004-05 and 2008-09 the growth rate was negative, in 2005-06 it was negligible and in 2011-12 it was very low. If theseyears are not considered, the average growth in per capita income in this state would have been about 10%. The percapita income has grown at 7.18% (CAGR) since the initiation of 12th five year plan in 2012-13. The growth rate in this period has not only remained reasonably high, but also remained almost stable. If the Jharkhand economy maintainsthis growth rate, the per capita real income of the State will get doubled every ten years. The per capita income of theState at current prices has grown at a compound annual rate of (CAGR) 11.13% between 2004-05 and 2015-16 and13.68% between 2012-13 and 2015-16. The difference between per capita income at constant and current prices and intheir growth rate is because of the rate of inflation. Since the rate of inflation has not remained uniform in this period,the difference between the growth rate of per capita income at current and constant prices differs from year to year.

Read the following passage and answer the questions given below them.Many of the underdeveloped countries will promote the growth of their economies in one way or the other, no matterwhether they receive substantial outside aid in the process or not. The character of that development, however, islikely to be strongly influenced by the types of and amounts of aid available. The outcome is much more likely to befavourable, from the' standpoint of the objectives for successful development set-up previously, if there is substantialinternational aid than if there is not. By substantial aid I mean not only large amounts of technical assistance but alsoof capital. Initially, the capacity of an underdeveloped country to use capital productively may be surprisingly small,limited by lack of organisation, trained personnel, and other social obstacles. At this stage technical assistance is themain need from outside, with comparatively small amounts of capital, much of which may have to be in the form ofgrants for oneself liquidating projects, in education, health, access to roads to rural areas, and the like, if, at this stage,substantial capital is available from outside to supplement what can be formed internally (and to simulate internalcapital formation, for it does that too) the rate of economic growth can be consistently increased, and the strains andfrustrations and political risks of the development are likely to be considerably less. It is possible for underdevelopedeconomies to modernise themselves with very little capital from outside. Japan imports of capital were small thoughsome of it came at crucial times. The contribution of foreign direct investments to the advancement of technicalknowhow also was greater than would be indicated merely by the size of the investment. The Soviet Unionindustrialised its economy with practically no aid from foreign investment capital except for the foreign ownedinstallations confiscated after the revolution, though it imported machinery in the early days on short term orimmediate term credits and hired services of foreign experts. Both Japan and Russia achieved their development in anauthoritarian political and social framework. The outcome in both cases form standpoint of the peace of the world and democratic ideals was highly unfavourable. In the absence of outside aid, the only way to accumulate capital is toincrease production without taking much of the benefit in more consumption or even while pushing consumptionstandards down. Where the people are already near the subsistence level this may mean extreme hardship.
