Isang malaking tagumpay ng pamahalaan sa ilalim ng administrasyong Aquino ang pagkakaroon ng isang pambansang talaan ng mga mangingisda sa pamamagitan ng National Program on Municipal Fisherfolk Registration o FishR. Ngayong buwan ng Oktubre, nasa mahigit 1.2 milyong mangingisda na ang nairerehistro at ito’y nakamit natin wala pang isang taon mula nang pormal na ilunsad ang programa noong Enero.

Bago magtapos ang 2014, inaasahan natin ang pagtaas pa ng bilang ng mga rehistradong mangingisda sa buong bansa. Ang tagumpay ng FishR ay ibinabahagi natin sa lahat ng ating nakabalikat sa pagsusulong nito, lalung - lalo na ang mga local na pamahalaan.

Dahilan sa matagumpay nating naisulong ang pagkakaroon ng komprehensibong listahan ng mga mangingisda, minarapat nating iangkla sa tagumpay na ito ang ika- 51 pagdiriwang ng Linggo ng Pangisdaan. Nakasentro sa temang “Sektor ng mga Mangingisdang Rehistrado at Kinilala, Kabalikat sa Pagsulong ng Pangisdaang Masagana,” ang pagdiriwang ay tumutuon sa pagbibigay ng di mapapantayang parangal at pagkilala sa papel ng sector ng pangisdaan, hindi lamang sa ating ekonomiya kundi maging sa mga gawaing ukol sa pagpapanatili at pagpapayabong ng ating pangisdaan at yamang tubig.

Asahan po ninyo na ang pamahalaan ay patuloy na sasabayan ang sipag at pagpupunyagi ng sektor upang higit pang mapaunlad ang pangisdaan ng bansa. Ngayong may konkreto na tayong basehan sa pagpapadaloy ng ating mga programa sa pamamagitan ng FishR, inaasahan natin ang mabilis, angkop at tukoy na pagpapatupad ng mga ito.

Sisiguruduhin natin na ang mga datos mula sa FishR ay hindi mahihimbing sa mesa at taguan ng ating opisina. Ang impormasyon tungkol sa aktwal na bilang at mga pangalan ng ating mga mangingisda ay malawakan at aktibo nating gagamitin sa bawat rehiyon upang iangat ang antas ng kanilang kabuhayan lalo na yaong mas higit na nangagailangan. Mas epektibo rin nating maipapatupad ang iba’t - ibang programa sa pangangasiwa ng ating karagatan, dahil ang bilang ng mga gumagamit ng yamang ito ay hindi na hinuhulaan. Lahat ng ito ay sabay - sabay nating isusulong hangga’t ganap nating masilayan ang maliwanag na kinabukasan ng ating mga mangingisda at industriya ng pangisdaan sa buong bansa.

Maraming salamat at maligayang pagdiriwang ng Linggo ng Pangisdaan!

Launching of BAC 247

MotorcadeEvery third week of October is declared as Fish Conservation Week through Proclamation No. 176 signed by the then President Diosdado Macapagal on October 21, 1963 designating the Department of Agriculture - Bureau of Fisheries and Aquatic Resources as head of the Committee.

Since then, observance of Fish Conservation Week has become a nationwide practice. As a tradition, the celebration is always highlighted with a theme appropriate for the call of the time.

Several activities are also carried out to further dramatize the event at the central office as well as in the regions.

In region 02, this year’s observance of Fish Conservation Week kicked off through the launching of BFAR Administrative Circular (BAC) No. 247, a measure towards the conservation and protection of Ludong (Lobed river mullet) along Cagayan River and its tributaries.

The event was graced by no less than Bureau Director Asis G. Perez, local government officials, academe, media and fisherfolk from the locality.

The celebration was branded with a festive mood through the auspices of the Local Government Unit of Lal-lo headed by Board Member Ma. Olivia Pascual. The rich tradition attached to the gathering of Cabibe (a type of bivalve shellfish that is endemic only in Lal-lo) was artistically portrayed through street dance and creative performances.

The Batang Radyo, elementary pupils who moonlights as radio anchors at the DWRL, an LGU-operated radio community radio station also stirred the launching activity by interviewing Dir. Asis G. Perez and asked his views on how the young generation can take part in the conservation program of Ludong.

In an effort to bring back the population of the now threatened Ludong fish in the wild, National Bureau Director Atty. Asis G. Perez urges fishers to observe the forty-five day ( from October 1 – November 15) “ no fishing” period during the launching of BFAR Administrative Circular (BAC) 247 s. 2013 in Lal-lo, Cagayan.

Perez stressed that the only way to save Ludong fish from further depletion is to desist from catching of gravid or about to spawn female Ludong during onset of floods from the Cagayan River particularly near the river delta where it was identified as spawning ground of the fish.

Meanwhile, Regional Director Jovita P. Ayson earlier said that the BAC attempts to revive the fifty-year-old Fisheries Administrative Order (FAO) 31 signed into law in 1952 which imposes the banning of catching Mullet (Banak) and its relatives.

National Director Atty. Asis G. Perez of the Bureau of Fisheries and Aquatic Resources calls for support from local media practitioners here to assist the fisheries bureau in its drive to save the now threatened Ludong fish in Northern Luzon through the BFAR Administrative Circular (BAC) 247 s. 2013 declaring a “no fishing” period from October 1 – November 15 of the year in a press conference held in time for the launching of the fishery law.

Perez says that in order to implement the revitalized law banning the catching of Ludong fish during its spawning season, fishery law enforcers of the bureau will apply the “education vs. apprehension” strategy. “Make people aware on the great need to conserve and protect Ludong rather than apprehend them when they caught one, “ Perez quipped.

The Director also cited the case of the closed season for sardines imposed in Zamboanga’s fishing grounds where years after, the region experienced influx of sardine catch. He is optimistic that same scenario will also happen in Cagayan River once fishers will give gravid Ludong (spawners) chance to spawn during the forty-five day no fishing period set by the law.

“We want our Cagayan River to be teemed with Ludong fish just like the old times when our forefathers used to enjoy the bounties from it,” says Regional Director Jovita P. Ayson at the height of the bureau’s campaign on the dissemination of BAC 247.

Employees of the Bureau of Fisheries and Aquatic Resources Region 02 here show their respect to the Philippine Flag through the ceremonial act of reverence in time of the 114th observance of the Civil Service Commission (CSC) founding anniversary.

The act of patriotism was witnessed by Bureau Director Atty. Asis G. Perez, CSC Director Jovy Miguel for Batanes and Cagayan field office, Regional Directors Jovita P. Ayson, Lilibeth L. Signey BFAR CAR and Purita S. Licas of the Philippine Information Agency (PIA) Region 02.

Twenty-five worn out flags were burned and buried within the regional office grounds. Dir. Miguel in her talk lauds BFAR 2 for being the only agency doing such nationalistic deed in the entire Cagayan Valley region.

This tradition was started by the bureau in 2010.

Recognizing the power of youth participation in the society, the Regional Office of the Bureau of Fisheries and Aquatic Resources (BFAR) in Region 02 has tapped the youth in its advocacy in the management, conservation and preservation of its aquatic and fishery resources.

In its massive Information Education Campaign (IEC) in the region during the month-long advocacy in celebration of the Fish Conservation Week , Regional Director Jovita Ayson said that the campaign centers on the youth particularly secondary students in the five provinces of the valley.

The IEC aims to expose the youth to the real and critical scenario of the region’s aquatic resources with the challenge of the global phenomenon called climate change.

For this year, Ayson said that the IEC is centered on the campaign on BFAR Administrative Circular (BAC) 247, banning the catching of Ludong for 45 days from October 1 to November 15 of every year to give an opportunity for the fish to reproduce.

Advocacy campaigns on BAC 247 in selected municipalities recorded where Ludong fishers are also initiated by the Fisheries Regulatory and Law Enforcement Division.

A year after its launching in October 2013, the implementation of the National Program for the Municipal Fisherfolk Registration of BFAR 2 has recorded 62,013 registrants across the region with Cagayan province dominating the list at 30,840; Isabela closes at 23,562, Nueva Vizcaya at 3,405, Quirino, a landlocked province like Nueva Vizcaya at 2,941 and the island of Batanes, 1,266 . Male fishers dominate the list with 44, 951 and 17,062 females are involved in fisheries activity.

Fulfilling one of the bureau’s thrusts under its mandate on regulatory services, the regional office initiated several activities that are centered on curbing ill practices in fishing such as the use of electro fishing gadgets, and the use of dynamites. Regular monitoring on the fishing grounds both in inland and marine waters were also conducted. Law enforcement officers also visited selected major markets in the region from the inspection of illegally caught fish.

Clad in red shirts, BFAR 2 employees have kick started the third week of October which was declared as Fish Conservation Week through Proclamation N0. 176 signed by the then President Diosdado Macapagal with brisk walk around the regional government center.

The hike which lasted for more than an hour was characterized by merriment and hilarious laughs especially when threading uphill streets.

After the bout with aching limbs and sweaty bodies, hikers were rewarded with sumptuous breakfast consist of a bowl full of soup and pandesal...

The BFAR 2 war on electrofishing intensifies as it dismantles 35 improvised fishing gadgets confiscated during campaign on illegal, unreported, unregulated fishing (IUUF) across region 02.

“The activity has been a tradition of the regional office during observance of Fish Conservation Week”, says Regional Director Jovita P. Ayson to local media present during the event.

Law enforcement operatives of the bureau regularly conduct IUUF activities regionwide in areas where electrofishing practices still proliferate. The use of electro-fishing gadgets and other improvised fishing tools that are detrimental in the environment are strictly prohibited by fisheries laws as stipulated in Section 88 of the Republic Act (RA) 8550, Otherwise known as Philippine Fisheries Code of 1998.

Around 170 fisherfolk from the coastal towns of Gonzaga and Sta. Teresita in the province of Cagayan received their certificates of completion after having completed the twelve lessons on Mudcrab Aquasilviculture Technology espoused under the Fisheries School-on-the- Air (FSA), an educational tool being initiated by the region’s fisheries bureau since 2006.

During the onset of the program, there were around 200 fisherfolk enlisted as captive listeners and some of them are identified living near the mangroves of their respective hometown and who currently culture Mudcrabs in said mangrove areas.

The said graduates for this year’s FSA finished listening to the said set of modules for two-months which started on August. The program was aired over two different local community radio stations, The Tanguyob ti Gonzaga (DWTG) and Timek ti Sta. Teresita (DWTS).

Aquasilviculture of Mudcrab is one of the three components of the Philippine National Aquasilviculture Program (PNAP) a banner program of the DA-BFAR which allows production of fish in a mangrove forest.

The Fisheries Post-Harvest and Marketing Division has put up a display area at the Fisheries Information Technology Services (FITS) Center during the month long celebration to promote processed fisheries products. Demonstration on the processing of seaweeds based recipes were also done where walk in clients, and BFAR Staff enjoyed food tasting spree of the cooked products.

Guided with the rationale behind conservation and protection programs of the bureau, resources enhancement activities were conducted where inland fishing grounds were seeded with 1,088,500 tilapia fingerlings, ulang Post Larvae 5,000 pieces, 125,000 pieces of carp , 3,490 pieces pangasius, 50,000 Saline Tilapia and 158,000 elvers. The activity was headed by the Fisheries Production Division.

Mangrove Planting

As part of the resource enhancement program, the region’s farm facilities initiated mangrove planting activities in suitable planting sites just like the muddy tidal flats in Buguey Lagoon. Mangrove reforestation initiatives were undertaken as a regular activity during the observance of Fish Conservation Week

In its move to ensure fisherfolk’s income and food security, the Bureau of Fisheries and Aquatic Resources (BFAR) in region 02 awarded additional fishing paraphernalia to registered fisherfolk in Diadi, Nueva Vizcaya.

During the awarding ceremony, four units of fish cage materials were given to Casamacan Fisherfolk Association with 20 active members and other fishing paraphernalia like 15 units of non-motorized boat and 15 units of bottom set gill nets were received by the town’s Municipal Fishery and Aquatic Resources Management Council (MFARMC).

Other municipalities of Nueva Vizcaya which already received fishing materials were the towns of Villaverde and Aritao with 3 units non-motorized boat to Balaquit SWIP Fisherfolk Organization and 2 units non-motorized boat to Kirang SWIP Fisherfolk Association, respectively.Aside from the awarded materials, the bureau marks to award this year two units of fish cages, an addition to the four units awarded last year to Galintuja Fisherfolk Association of Alfonso Castañeda of the same province.
