NEWS FROM RADIO BEIJINGfrom The Messenger 9/10, '92

As reported in last month's Shortwave toGol column, Radio Beijing will change itsname to China Radio International (CRI) onJanuary 1 1993. They will use both namesfor the remainder of this year. This will makethe English name the same as it is in Chinese.thus eliminating the confusion with the localBeijing Radio. (This is the station's secondname change in the last fifteen years; it wasformerly Radio Peking.)

In addition, Radio Beijing is celebrating its45th anniversary. On September 11, 1947,the New China Broadcasting Station, NorthShaanxi began broadcasting in English. Itmoved to Beijing in 1949 and has been there

ever since. They are currently on the air for146 hours every day in 43 languages anddialects.

The latest copy of The Messenger is full ofinteresting information about the early daysof RB including several reminiscences byretired staff members. There are also featureson upcoming programming as well as articleson Chinese life and culture. It's a very nicepublication that does not seem as preachy orpropagandist as past efforts. KNLS HAS NEW INTERVAL SIGNALfrom The Good New Letter Fall '92

KNLS has adopted a new interval signalthat will be used starting on September 27. Itwas written and recorded by musician andsong writer Jeff Brock. It is as yet untitled.and listeners are invited to write In withsuggestions. This tune replaces the themefrom Chariots of Fire.

Kevin writes about an experience similarto the one I had with a personal reply fromRadio Yerevan. He had been listening to theprovincial stations from PNG to hear theirtribal music and to learn more about theirculture and history. I'll let him describe therest:

"On August 4, I monitored a speech inEnglish from a person I suspected to be thePapua New Guinea Prime Minister on RadioWestern Highlands. For a few critical minutes,reception improved and I heard an impassionedplea for national unity. Some of the quotes Iwrote down tell it all-'One nation, Papua NewGuinea ... Many challenges lie ahead, bringingpeace to our country . . PNG is a nation ofmany tribal and ethnic groups.'

"When I wrote the station to request a QSLand ask if I heard their Prime Minister speak,I received a long, personal letter from thestation technician, Mr. Esau Okole. Mr. Okoleproudly told me I had heard Prime MinisterPalas Wingti speaking. Further, Radio WesternHighlands' complete coverage of the 35 minutespeech was only natural since he was the

elected representative of the WesternHighlands province and had just won theelection in June against the incumbent.

"Further, Mr. Okole described his stationas a 'small set up with the main purpose toinform the rural population in the remotevillages through radio of government policies,education, health, agricultural awarenessprograms and cultures of Western Highlandspeople.' I suspect most stations we hear in thetropical bands would describe their mission insimilar terms.

"After describing his family, his 'homeprovince' and his work with NBC, Mr. Okoleclosed with 'I am enclosing a post card of atypical highlander dressed for singing incultural finery. I hope you like it and thankyou for the nice report and souvenir. Our bestwishes to you and your family. With greetingsand regards from Papua New Guinea, EsauOkole.' To me, this is what is so special aboutDXing-a personal connection with individualsof other cultures made possible by radio. Ofcourse, I will write him back and thank him!"

Back in the spring I wrote about the thenupcoming European DX Council conventionto be held in Tampere, Finland. R.C. Wattsasked me for more information, and, luckydevil, he actually was able to attend! Here'shis report:

"Am here at the EDXC-92 meeting, August21-24 in the Hotel Rosendahl with 150-200other DXers, SWLs and broadcasters. BBC.R Finland, Deutsche Welle, R Korea, RSweden, R. Nederland and R Moscow arehere, along with first timers R Talinn, RBudapest, R. Romania and R Vilnius/Centras.In addition to radio workshops, there was av

reception at City Hall for drinks/snacks, thebanquet tonight and a tour of the city tomorrow.Something different is Radioworld, a 200 wattevent station on 103.8 MHz. operating 24hours a day during EDXC-92. We'll see thestudio tomorrow. There are also DX videotapes run on the hotel TV system.

"Have heard a few stations that wouldotherwise have been difficult. Talinn on 5.925kHz is SIO 555 as I write this. Will mail somereports, naturally. This was a rather expensiveundertaking, though. Should I get some QSLsthey'll probably have cost $500-1000 apiece.but if you can bring yourself to sell the kids

MORE ON "SMART RADIOS"from the Washington Post 8/31/92. via Gerald Hart

Last month we had an article about theradio broadcast data system (RBDS) thatdiscussed the possibility of tuning a radio bychoosing the format instead of frequency.Each station would send out a signal withtheir call sign and format that could bedeciphered by a "smart radio." This wouldhelp the listener find a heavy metal or all -newsstation in an unfamiliar city. This monthGerald Hart sent an article that describesmany other uses for this info system.

Besides displaying station information,song titles could pop up on the screen with theperformer and date of release. This would begreat for those hour-long music marathons.The score in a ball game could be broadcastcontinually so you wouldn't have to wait for

Harry Caray to remember to tell you.Advertising space could be sold on your radio'spanel, or it could be used as a paging system.When travelling, a fading station would beautomatically changed to a stronger one in thesame network. The radio could even be set upto turn on automatically with emergencyweather and traffic reports.

Early next year we will see RBDS-compatible receivers from Denon. Sony,Panasonic, Delco and 34 others. 30 stationsnationwide have already tested the technology."It's going to work technically," says TerryDenbrook, director of engineering at Seattle'sKUOW-FM. "Whether it works from amarketing perspective is an open question. Itall depends on what (we) do with it."

Another icon of the cold war is beingtransformed. The Emergency BroadcastSystem, built during the 1950s to provideinformation to civilians over radio andtelevision in case of a war, is on the verge ofbeing overhauled by the FCC to make it usefulin a time when people are more worried aboutchemical spills than nuclear attacks.

Though it has never been used for itsoriginal purpose, in recent years the systemhas been used increasingly by state and localgovemements to warn people about bli77ards.tornadoes and other disturbances. The policein Los Angeles used the system earlier thisyear during the riots.

Now FCC chairman Alfred C. Sikes isproposing an updating of the system to makeit more automated and flexible. Governmentagencies will be able to transmit information

on dozens of topics. while radio and televisionstations will be able to select and automaticallybroadcast bulletins that are relevant to peoplein their audiences. Cable TV will also beincluded as part of the new plan.

The biggest change for broadcasters wouldbe that signals would be broadcastautomatically without the need for humanintervention. A Kansas station could programits receiver to be activated by tornado warningsthat would go on the air immediately. Themost obvious difference for the listener,however. would be that the now weekly testswould be done on a monthly basis on the airand silently at other times.

So, I guess there's a chance of the phrase"If this had been an actual emergency . . ."

might go the way of "Duck and covert" Anotherweird part of my childhood disappearing . . .

The SURINAME DX CLUB INTERNATIONAL, with address in care of RavindranathSewdien, Bechaniestraat 58, Paramaribo, Suriname has another very uniqueoffering. It is a list by month, day and year when certain LatinAmerican stations began their broadcasting existence. In total, thereare about four (4) pages on letter -size paper and another page ofnational holidays. The last reprint of the LATIN AMERICAN DX CALENDARwas prepared in June 1992 and this information is great should you beable to hear one of those stations on their anniversary date --some LatinAmerican stations do offer special or longer programming on that day.The cost, directly from Ravin, is only $1.00US.

While this is basically only US andCanadian AM and FM station information and the actual shortwaveinformation is normally restricted to only two pages or so, I have heardtales that we shortwave listeners might occasionally turn on one ofthose AM or FM stations. If you have the interest, radio room space andmoney, M Street is worthwhile; if you don't have those three, so youskip it, no one will yell at you.

AWR-Radio, in particular, through their magazine, AWR-Current, c.p. 383,47100 Forli, Italy usually includes a freebie offer with each issue.The most recent insert card offered a couple religious items but alsoincluded a check -off box for an AWR Pennant --an IRC or so would be anice gesture with your request for the pennant.

I remember when I read thefirst effort, I mentally told myself a whole bunch of differentthoughts --that I knew that, I didn't know that, gee that's interesting,of course I do that and why hadn't I thought of that. The first bookwas good and this book is good. (And if any of you remember the oldBill Cosby humor monologue on good and other adjectives, you know goodis good.) The text, suggestions, copies of OSLs and general informationcover seventy-six (76) pages but a closing, extra chapter of the wellknown 'The CPRV Page' adds about forty (40) more pages of historic OSLinformation. A tewmembers have expressed their opinions on "What's On to the Wbrld" both pro and con. Youseen the compressed print that would have been used in last months bulletin which I foundreadable but I'm sure some members with poorer eyesight may have problems. Unless this isa lot more support for "W.O.T.T.W." the idea will have to be put on hold.

1 barely had time to put this months column together this month for on September 16the Trempealeau River flooded. Here in Arcadia we received 8" of rain. The river hit arecord high of 8.69 feet here, nearly twice its normal level. I had to evacuate my housebut. luckily the water only got up to the bottom of the door. The carpet was wet, aboutfive inches in. Unfortunately the car was caught up in the flood up to the bumper and haswater damage. Ashley Furniture had a foot of water in one of its plants and suffered550,000 worth of damage.

One logging was misdirected to me and it is too late toforward it to Bob Colyard and I can't pass up the chance to include it here -Steve George -MA has a tentative logging of the Azores --R. Club do Angra in SSor PP with apparant sports coverage, maybe a soccer match on 13584 kHz @ 2150most recetnly on 8/29. Unfortunately no ID heard...The new station from LatAm which has been heard on 49,;2 has been variously reported as being R.Fantasia in Venezuela & R. Cima Ciento, Dominican Republic. I haven't beenable to coax a good ID out of them yet, but my guess is the Dominican as theyare a relay of an FM station, and they seem to ID in the sloppy way that FMstations like to do...until next month remember to have n with your radio!

In 1987, a small group of idealistic and highly dedicated people with broadcastingexperience of their own had the idea of starting a shortwave radio station to act as a linkbetween independent cultural program makers and the European audience. The shortwavemedium had been recognized for years as the most effective means of reaching the largestnumber of Europeans by radio and for the high quality of its audience.

The Italian Radio Relay Service went on -the -air in November, 1988 and was animmediate success. The founders of NEXUS -IBA used their own funds to finance thenecessary equipment, and initially used the facility in their spare time on Saturdays andSundays to broadcast their own programming consisting of music, discussion programs,topical presentations, vintage radio shows, and plays. IRRS quickly became a unique partof the European shortwave scene and attracted a lot of publicity and interest. In fact, theexperiment was so successful that enquiries poured in from other program producers whowere also anxious to use shortwave, but could not afford the high rates for airtimecharged by the established commercial relay stations. And so, the NEXUS/IRRS idea grew.

Soon afterwards, IRRS began airing the current affairs and cultural programs ofleading international, intergovernmental agencies and special program services producedby other broadcasters. Literally thousands of listeners praised their content as being of aquality and nature not available elsewhere. The much older NEXUS FM station in Milanis today the sole outlet of the BBC World Service and a major source of multilingualprograms in Italy's most important industrial and commercial center.

In the religious broadcasting field, a number of internationally known and respectedradio ministries have also become NEXUS members, making NEXUS -IBA in co-operationwith "European Gospel Radio" one of the leading outlets of multilingual spiritualprogramming in Europe. NEXUS -IBA is, however, strictly non -denominational and opento membership of all faiths.

With its seat in Milan, NEXUS is a non-profit association founded under ItalianLaw. According to the Italian Broadcasting Act of 1991, the Association is designated as a"non-profit community broadcaster operating in the public interest". NEXUS -IBA makesbroadcast time available to members of the Association AT COST. Membership fees arevery modest and entitle members to the lowest airtime rates. The small NEXUS -IBAadministrative staff is highly dedicated and receives no remuneration beyond legitimateexpenses. All revenues above rents, electrical, and maintenance costs go back into theAssociation so as to guarantee the lowest possible airtime rates.

NEXUS -IBA is based in Italy, but is truly international in its scope and philosophy.In fact, current programming is in English, French, Spanish, Russian, Polish, andUkrainian. Programs may be in any language and deal with any subject. The NEXUS -IBAExecutive Council exercises no censorship or control, and intervenes only in cases wherethere might be a clear conflict with or violation of Italian Law.

On shortwave, NEXUS -IBA operates one Siemens transmitter of extremely highquality and reliability. It is rated at 10 kw output and is fully automatic. Although capableof standard AM (double aide -band) transmission, NEXUS -IBA has chosen to operate withthe much more effective and efficient "A3A" modulation, i.e. Single Side -Band, reducedcarrier mode, as recommended by the International Telecommunication Union. In thisway, our signal has the same communication power as a conventional AM transmitter of30 kw, while remaining completely compatible with non-SSB receivers. Careful frequencymanagement and the use of digital audio processing techniques assure a signal strengthand subsequent high station profile all over Europe and the Mediterranean area.

BBC Russian Relay News (transcript from BBCWS "Newsdesk", 10 September 1992, 0027 UTC):

Peter Shoesmith: Finally, radio transmitters once used by the Soviet Union to jam BBC broadcasts willshortly be put to a new use. Instead of jamming, they'll be broadcasting BBC radio programmes toneighbouring countries, such as India and China. Under a deal signed with the broadcastingauthorities in Moscow, the BBC will rent the transmitters, which are in three cities in what used to beSoviet Asia. The agreement was announced by the Managing Director of the World Service, Mr. JohnTusa, as Torren [sp?] Douglas now reports.

Torren Douglas: It's a graphic demonstration of how the old order has changed. The country whichonce spent many millions of pounds on jamming BBC broadcasts is now to earn badly neededcurrency by bringing the programmes to a wider audience. John Tusa, Managing Director of WorldService, says it's a direct result of the fall of Communism, and the opening up of the former SovietUnion.

John Tusa: They now have a great deal of spare transmitter capacity lying around. They're ready tosell it; they can get hard currency, and it suits us to be able to supplement our existing relay stations inorder to get into crucial areas of the world such as China and India.

Torren Douglas: One of the transmitter sites, in Tashkent, was identified as a source of Sovietjamming in 1980. It will now relay BBC programmes to the Indian subcontinent, and two others willbeam programmes to China, helping counter that government's jamming of World Service broadcasts,[which] has gone on since the killings In Tienanmen Square. The Soviet Union stopped jamming BBCbroadcasts five years ago, and, after the attempted coup against President Gorbachev. he said theWorld Service had kept him in touch with events.[Transcript via W. Radiostansiya Alef (Alef being the Hebrew letter A") was first heard on 21stApril 1992 on 12075 and 7130kHz (changed to 7305 since 3rd May). It was aprogramme prepared by Radio Moscow and the Jewish Children's Associations.The service is being for Moscow, the Moscow oblast and Israel. Radio Alefcarries advertising and occassional announcements in Hebrew. The twofrequencies, 12075 and 7305kHz, from 1630-1700 carried a pop music introducedin Arabic. The station identfied itself as "Radio Moscow" but the twofrequencies were not in parallel with other frequencies that had been carryingRadio Moscow in Arabic since 1600.

Actually, your September copy of SRT got out of here in relatively good time. Mydeadline to receive the columns here falls somewhere between the 21st and the 27th ofeach month, whichever of those days happens to be a Thursday; this gives our variouseditors at least nine days to compile the columns, and gives me the weekend (or whatpasses for weekends around here) to put it together, which is, in my humble opinion, fairenough. The Trenton regional mail center has been unusually sloppy lately, but thatsituation seems to be out of my control.

Starting next month, the bulletins will be mailed from the Kilmer Complex inEdison, NJ, by none other than our beleaguered, overworked Prez, Don Thornton. Thiswill make Don's life even more intolerable, but it will take the heat off me; I've beenworking about 60 hours a week, and, frankly, if it was up to me to mail these things outany more, it wouldn't get done.

In other news, the Chuck Yarbrough Utility World is on sabbatical this monthand maybe next; besides being a teach (or a perfesser. I guess they call it) at GeorgiaSouthern, Chuck is media coordinator for the Clinton/Gore campaign in Georgia. I've been really impressed with the great run of PNG loggingsin the past few columns, and so, it seems, have been those actually hear-ing the stations. Richard Hankison comments on his PNG experiences: "Iwoke up one morning and knew they were there. It was the same thing forthree of the next four days. They were calling me! That's the secondtime in two years it's happened. I'm getting scared. I may have toground myself!. Now that's called Having Fun with Your Radio --and anyonecan do it, even if you can't catch PNG. (I went perfectly gaga recentlyover the music mix on Croatian Radio Zagreb.) It's not hard to go gaga,so flick on the set and give it a try. When you do go gaga --and I knowyou will --report it, to me or to one of our other editors. Fun is so muchmore fun when it's shared, as you've no doubt discovered when reading thiscolumn, so be a Fun Donor! Besides, it's an easier way of getting yourname into print than marrying a Hollywood star --and probably more fun, too.
