Sub: Work and Manpower distribution amongst Scientists of Research Project Planning and Business Development Directorate (RPPBDD)- Reg.
Creation of Directorate:
Research Project Planning and Business Development Directorate (RPPBDD) was created vide CSIR OM No.6-1 (45)/2016-E.III dated 03.06.2016. Subsequent allocation of work activities and human resource to directorate was done vide CSIR OM No.6-1 (45)/2016-E.III dated 20.07. 2016.
Allocated Activities:
The Directorate is the nerve center of CSIR Headquarters, which is mandated to facilitate the overall R&D Planning and Business Development activities for CSIR with inputs from various divisions, directorates, CSIR laboratories/units and other stakeholders. This directorate also has a responsibility to act as a bridge between CSIR and Finance Ministry, Central and State ministries, Government Departments. NITI AYOG, Parliament and other key establishments of Government of India.
In general, the directorate handles public, and societal goods with a sprinkling of strategic goods besides business development activities. The specific activities assigned to the directorate are as follows:
i). Overall R&D planning for CSIR with inputs from other divisions, directorates, CSIR laboratories/units and other stakeholders;
ii). Scientific Matters pertaining to Society, Governing Body, Research Council, Management Council, Advisory Committees etc.;
iii) . To develop specific projects and programmes in the area of Public, Societal and select Strategic Goods;
iv). Preparation of background papers for allocation of financial resources in consultation with Heads of other Directorates and FA, CSIR and release of funds with the approval of DG, CSIR;
v). Preparation of required background papers including annual plans for Demands for Grants and notes for Parliament Consultative Committee;
vi). Interaction with Finance Ministry, Central and State ministries, Government Departments, NITI A YOG, Parliament and other key establishments of Government of India;
vii). Performance monitoring of the labs and preparation of output, outcome documents, compendium preparation, and audit matters;
viii). Preparation and submission of CSIR Annual Report and its executive summary to DSIR and its presentation to CSIR Governing Body and CSIR Society;
ix). All activities relating to business development with national and international industry, development of agreements in consultation of the concerned laboratory, all ground work for seeking security sensitivity clearance from DG, CSIR and Secretary DSIR as well as management of Innovation Fund;
x). DSIR schemes, Interaction with Industries, Industry Associations, Innovation hubs in CSIR labs for promotion of CSIR knowledgebase;
xi). Activities relating to CSIR Awards namely CSIR Award for S&T Innovation for Rural Development (CAIRO), CSIR Diamond Jubilee Technology Award (CDJTA} and CSIR Technology Awards (CTA);

xii). Activities related to Niche Creating Project (NCP), Focused Basic Research (FBR) Project, Facility Creation Project and TRL upgradation Projects efforts in identified themes;
xiii). Activities related to National Program for Rural Development and CSIR-HARIT (Harnessing Appropriate Rural Interventions and Technologies) Program;
xiv). Financial resource management related to NCP, FBR, CSIR-HARIT program, Facility Creation and TRL upgradation projects;
xv). Parliament matters relating to research at labs as well as the above mentioned activities;
xvi). Policy matters pertaining to the above activities; and
xvii). Any other activity as assigned by DG, CSIR from time to time.
Allocation of Activ ities:
The RPPBDD is headed by Mr K Venkatasubramanian as in-charge. He will be responsible for all the activities of the Directorate. There will be 8 verticals in the RPPBDD. All RPPBDD scientists are expected to work as a team in day to day work. Allocation of verticals among Nodal Coordinator is given below (The RPPBDD staff list is enclosed at Annexure 1 ):
