Municipal Water & Wastewater Disinfection and Inland Power & Industrial Biofouling Control- ClorTec

Generating Sodium Hypochlorite Disinfection Solution from Brine

Severn Trent Services offers the ClorTec on-site sodium hypochlorite generating systems which range in capacity from 6 to 3,000+ lb/day (2.7 to 1,360 + kg/hr) of chlorine equivalent and generate a 0.8% sodium hypochlorite disinfection solution using three common consumables: salt, water and electricity. To meet varying application specific conditions, the ClorTec systems are available as component-based or skid-based systems. ClorTec units are NSF Standard 61 and Drinking Water Inspectorate (DWI) approved, compliant with ATEX requirements and have ETV verification.

On-site generation is a proven, cost-effective, reliable and safe alternative treatment to chlorine gas and bulk sodium hypochlorite disinfection. The use of on-site generated sodium hypochlorite reduces the formation of disinfection byproducts and improves water quality. On-site sodium hypochlorite generation offers advantages such as:

Increased safety Reduced operational costs Consistent solution strength On-demand production Non hazardous chemical (feed or product)

The use of on-site generation also eliminates OSHA and other similar process safety management training, risk management planning and purchasing and transportation of HazMat chemicals.

    Basic Operating Principles

For more than 30 years, on-site generation of sodium hypochlorite has been a key process in water treatment for municipal and industrial applications. The design and operation of the ClorTec electrochlorination system is straightforward:

Using softened water, salt (NaCl) is dissolved in a tank to form a concentrated (30%) brine solution.

The brine solution is reduced in concentration with softened water to 3%, thereby cutting scaling of cathodes and stretching the intervals for acid cleaning from two to three weeks to as long as four to six months.

  • Electrochemical Disinfection Capabilities Page 6 Statement of Qualifications Severn Trent Services & Severn Trent De Nora 500.0200.5 OCT//12

The diluted brine solution is pumped through an electrolytic cell that, using DC power from a rectifier, electrolyzes the diluted brine into a 0.8% solution of sodium hypochlorite.

The 0.8% hypochlorite solution flows into a storage tank. Hydrogen is safely vented to the atmosphere. A metering pump delivers the disinfectant to an ejection point in the specific application

water treatment system. Dose rate of the sodium hypochlorite is controlled with a chlorine residual analyzer within

water treatment plants. Severn Trent Services offers the MicroChem2 residual analyzer and controller.

The benefits of the on-site generation process over chlorine gas and bulk hypochlorite have been well documented and include:

Eliminate bulk storage of hazardous chemicals Reduce risk to plant personnel because of drastically eliminate hazardous material

(HazMat) storage and handling requirements; Remove transportation liabilities, risks and costs Reduce threat to public safety Process and risk safety management exemptions Lower disinfection byproducts Consistent solution concentration A simple, cost effective product

ClorTec Electrolytic Cell Operation & Design

The ClorTec electrolytic cell offers increased productivity through a proprietary coating. The cell consists of numerous titanium plates divided into arrays or cell packs consisting of an equal number of anodic and cathodic plates. The cell packs are configured electrically in parallel, while the overall cell is configured electrically in series.

The cell is fed DC power from a rectifier and electrolyzes the diluted brine into a sodium hypochlorite solution. In simple terms, chlorine is evolved at the anode surface, while hydrogen and hydroxide is evolved at the cathode surface. The secondary reaction of chlorine, sodium and the hydroxyl ion nets sodium hypochlorite (chlorine bleach) at a 0.8% solution. (As a reference, bottled household bleach is typically delivered at a 5% to 6% solution.) The process can be described as follows:

    NaCl + H2O + 2e = NaOCl + H2 or

Salt + Water + Electrical Energy = Sodium Hypochlorite + Hydrogen

  • Electrochemical Disinfection Capabilities Page 7 Statement of Qualifications Severn Trent Services & Severn Trent De Nora 500.0200.5 OCT//12

    Hydrogen Formation

During the generation of sodium hypochlorite, hydrogen (H2) is formed as a primary product. The ClorTec electrolytic cells and the hypochlorite storage tank are designed to safely separate, contain and vent hydrogen from the cell directly into the atmosphere. The dilution and dispersal process is managed by the systems proprietary hydrogen dilution system, which incorporates a blower that provides ventilation of both the sodium hypochlorite storage tank and the cell assembly vent stack.

The ClorTec design philosophy addresses hydrogen through: Natural ventilation to prevent buildup of hydrogen Maintaining hydrogen concentrations at less than 25% of the 4% LEL or 1% by volume Four-tier safety interlocks on the generation plant

Split Flow Cell Design: Dividing the Water

A split flow cell design delivers 20% reduction in consumable operating cost!

ClorTec has significantly advanced on-site hypochlorite generation technology with the introduction of the patented (Patent No. US 6,805,787) split-flow design and process; as well as an enhanced proprietary electrode coating that provides greater efficiency.

As regulations governing chlorate/chlorite become a matter of concern, the ability to actively manage disinfection byproduct concentration to less than 2% of the total disinfection production will prove to be a tremendous benefit to users.

The patented ClorTec Split Flow arrangement provides 33% higher hypochlorite production with lower energy and salt usage.

In summary, the split flow cell, with enhanced electrode coating: Reduced salt consumption from 3.5 to 3 lbs per lb of chlorine equivalent (1.6 to 1.4 kg

per kg of chlorine equivalent) operational cost reduction of 14% in salt consumption Reduced energy consumption from 2.5 to 2.0 DC kWh per lb of chlorine equivalent (5.5

to 4.4 DC kWh per kg of chlorine equivalent) operational cost reduction of 20% in power

The operating cost reductions over the life of the equipment can amount to hundreds of thousands of dollars.

Industrial Power & Coastal Biofouling Control and Desalination Water Disinfection- SEACLOR

Generating a Sodium Hypochlorite Biofouling Control Solution from Seawater

The SEACLOR product line offers electrochlorination units ranging in size from small systems for oil and gas facilities to large custom engineered systems for coastal power generation and desalination stations.

On-site generation of sodium hypochlorite is an economical and safe method to produce this powerful biocide and disinfecting agent in coastal industry applications.

When injected into the cooling water circuits, on-site generated sodium hypochlorite solution provides efficient protection to the equipment against the growth of organic fouling (micro and macro). This occurs without the undesirable side effects of commercial hypochlorite (such as the build up of hard deposits by reaction of excess alkalinity with the substances dissolved in water) or the safety hazard connected with the transportation, storage and handling of chlorine gas.

Because this technology eliminates dependency upon outside suppliers and the heavy costs of purchased commercial products, it finds application in a broad spectrum of facilities requiring biofouling control of seawater systems.

SEACLOR for the on-site generation of hypochlorite from seawater has demonstrated reliable, economic and low maintenance operation in numerous installations throughout the world. SEACLOR systems range in capacity from 500 to 50,000 lb/day (20 to 900 kg/hr), per train.

    Basic Operating Principles

In general the chemistry of electrochlorination is the same from brine or from seawater. However, some reactions that are more prevalent in seawater due to much higher concentrations of calcium, magnesium and other metals form hydroxides and carbonates resulting in suspended solids that are taken out of the electrolyzer by the higher flowrate seawater stream. Cathodic deposits, however, tend to deposit on the cathodic surfaces and therefore a periodic chemical cleaning procedure is recommended.

Pressurized seawater is delivered to the SEACLOR system where it is strained to 0.8mm to remove suspended solids. The seawater passes through a manual valve, a flow orifice (passive type) and a flow transmitter that provides local indication and low flow shut down. The seawater then passes through the electrolyzer cell and exits the cell as 0.05 -0.1% sodium hypochlorite solution and hydrogen gas.

The solution then passes through a tank or cyclone to separate the hydrogen. The hydrogen is diluted with air using a blower to a safe level. The hypochlorite is then injected at a fixed flow rate with variable concentration to provide proper biofouling control to seawater systems.

    SEACLOR Product Offering

SEACLOR systems are the standard and preferred electrochlorination unit for biofouling control in power plants, cooling towers, liquefied natural gas (LNG) terminals and desalination facilities, as well as coastal installations using seawater for cooling or other process needs all over the world.

    Power Plants

Thermal power plants powered by nuclear energy or fossil fuel located along a seacoast normally use seawater as a coolant in the steam condensers- typically a once-through cooling water system. The efficiency of power generation can be significantly increased but controlling the fouling of the steam condensers. Sodium hypochlorite is introduced to the seawater intake of the power station where it can prevent the fouling of the mechanical equipment such as the seawater circulating pumps, bar screen and drum screens.

    Cooling Towers

Sodium hypochlorite is generally injected at the intake structure and the intake basin to control biological growth in open loop seawater cooling tower systems.

    LNG Terminals

LNG must go through a liquefaction process prior to loading where chlorinated seawater is used in the refrigeration process. During unloading, the regassification process uses chlorinated seawater for the heating process. Sodium hypochlorite, generated onsite, is an excellent chlorine equivalent for this biofouling control application.

    Desalination Plants

In a typical desalination application, sodium hypochlorite generated from seawater is injected in the intake structure and protects the equipment from organic fouling.

Offshore & Marine Biofouling Control- SANILEC Generating a Sodium Hypochlorite Biofouling Control Solution from Seawater

SANILEC systems take full advantage of our knowledge and experience in the design of offshore skid-mounted units, with strenuous area classification requirements. These systems generate sodium hypochlorite from seawater using an extensively field-proven electrochemical process suited for biofouling control in water flood, cooling water and fire water loops.

On-site generation of sodium hypochlorite is an economical and safe method to produce this powerful biocide and disinfecting agent in offshore and marine applications. Because this technology eliminates dependency upon outside suppliers and the heavy costs of purchased commercial products, it finds application in a broad spectrum of offshore facilities requiring biofouling control of seawater systems.

    SANILEC systems range in capacity from 2.8 to 47,620 lb/day (1.2 to 21,600 kg/day).

Pressurized seawater is delivered to the SANILEC system where it is strained to 0.8mm to remove suspended solids.

    SANILEC Product Offering

    Fire Water Systems

Biofouling, when mussels and algae restrict the intake to firewater and jockey pumps, must be considered by offshore facilities using seawater for their firewater systems so that these restrictions in flow do not compromise the performance of the vital safety equipment. Severn Trent De Nora offers skid-mounted systems that provide a shock dose of sodium hypochlorite at set intervals to the firewater pump caisson and a continuous does of sodium hypochlorite to the jockey pump caisson. This shock dose keeps the firewater pump caissons clean and free from macrofouling while also ensuring the firewater main loop is algae and slim free.

    Cooling Water

In applications where seawater is used for cooling, biofouling or the build up of marine growth reduces the system efficiency, increases the frequency of system maintenance and decreases the life of process equipment. Severn Trent De Nora offers a skid-mounted system that receives pressurized seawater and produces sodium hypochlorite at a concentration of 40 to 1660 ppm that can then be injected, at any point, within the vessel to control marine growth. The product can be varied 0 to 100 percent to maintain the desired residual.

Water Flood, Offshore Oil and Gas Production Platforms

In a typical water flood package sodium hypochlorite is used to restrict marine growth in the seachest, condenser, heat exchanger and downhole. Reduced marine growth in the condenser and heat exchanger can increase efficiency and significantly reduce the requirement for maintenance. Sodium hypochlorite injected with the seawater in downhole applications can prevent slime and marine growth in the oil bearing substrate.

    Electrolytic Cell

Severn Trent De Nora offers two different mechanical configurations of electrolytic cells for seawater applications. The best cell configuration is selected for the application. When selecting a cell configuration application, seawater characteristics, cost, size, weight, pressure, maintenance and historic preference are considered.

Bureau Veritas (BV) Type Certification to Directive (MED) 96/98/EC

  • Electrochemical Disinfection Capabilities Page 16 Statement of Qualifications Severn Trent Services & Severn Trent De Nora 500.0200.5 OCT//12

    Basic Operating Principles

The processing function of every OMNIPURE Series 55 unit is the same regardless of size. The automated process for generating an oxidant on-demand is simple and proven effective. Operation is semi-continuous, with continuous collection of sewage and cycle processing of the accumulated black and gray water. Replace with: Stage 1: sewage is macerated while Biological Oxygen Demand (BOD), Total Organic Carbon (TOC) and fecal coliform are significantly reduced as the wastewater stream flows through the patented electrolytic book cell. Stage 2: is composed of an electrocoagulation (EC) reactor, a gas-liquid separator (Degassing Column), and a solids-liquid separation tank (Settler). The EC reactor electrolytically enhances the sewage stream with iron particles that serve as nucleation sites forming a flocculation with the organic matter that readily drops out of solution. A defoaming agent is injected into the waste stream between the bookcell and the EC reactor to enhance gas-liquid separation of the stream exiting the EC reactor. Gas generated in both the book and electrocoagulation cells is removed in a degassing column mounted on top of the Primary Settler. A proprietary design encourages disengagement of the entrained process gases from the stream which percolates gently into the Settler. An internal standpipe provides significant reaction time for solids to fall to the bottom of the settler. Liquid with minimal solids exits near the top of the Settler tank. Stage 3: is a second settling (or clarification/concentration) step. The process stream enters Severn Trent De Noras unique clarifier tank where velocity is kept at a minimum to further encourage settling of any remaining flocculants to the bottom of the solids Concentrator. This results in a clear effluent from the top of the Concentrator that meets effluent composition requirements for MEPC 159(55). The solids from the Settler and Concentrator can be handled by the operator as a concentrated waste stream or further processed using Severn Trent De Noras patent-pending solids handling unit.

Marine Ballast Water Treatment Systems - BALPURE Ballast Water Concerns

The introduction of aquatic nuisance species into coastal marine and estuarine waters comes from a variety of sources. However, because of the large volumes and frequency of use, ballast water is currently the most frequently cited method for the worldwide transference of non-indigenous organisms. The U.S. federal and state governments, United States Coast Guard (USCG) and international agencies such as the International Maritime Organization (IMO) are combating the problem by mandating ballast water exchange in the open ocean or utilizing ballast water treatment systems.

    BALPURE Ballast Water Treatment System

The patented BALPURE ballast water treatment system generates biocides, meters and analyzes the residual level of both biocides and neutralizing agents and logs the performance of the overall ballast water treatment system. With international, national, state and local environmental agencies worldwide taking action to regulate the discharge of ballast water arriving in ships coming from overseas ports, the BALPURE system has proven to be an effective, economical and high-capacity device to treat ballast water with no adverse effects on the environment. Third party testing of the BALPURE system has confirmed effluent quality that meets proposed International Maritime Organization ballast water standards.
