50 State Survey – Coronavirus-Related “Stay at Home” Orders
Below is a tracker of states, counties and cities that, as of April 29, 2020, have implemented “stay at home” orders requiring the closure of non-essential businesses or a subset thereof (e.g., non-essential retail businesses). Included is a link to each state’s respective order, guidance, and any form or information available with respect to requesting an “essential” business designation. Links to local orders are included as well. “Social distancing” orders, if any, are included for jurisdictions that do not have a “stay at home” order. An analysis of what these orders mean for businesses can be found here: https://www.akingump.com/en/news-insights/what-shelter-in-place-shut-down-and-closure-orders-mean-for-businesses.html.

1 The Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA) released the following advisory to support state, local, and industry partners in identifying the critical infrastructure sectors and essential workers needed to maintain services and functions during the COVID-19 pandemic response: https://www.cisa.gov/identifying-critical-infrastructure-during-covid-19. Many states have relied on this guidance in drafting their “stay at home” orders.

Gov. DeSantis announced plans for phased-in reopening beginning 5/4 for all counties except Miami-Dade, Broward, and Palm Beach counties. The reopening is supposedly going to mirror the Administration’s federal reopening plan (retail stores can operate at 25% capacity following CDC social distancing guidelines), but no order has been officially issued yet: https://www.npr.org/sections/coronavirus-live-updates/2020/04/29/848093937/florida-takes-a-baby-step-to-reopening-its-economy-shut-down-to-stem-coronavirus; https://thefloridachannel.org/videos/4-29-20-press-conference-on-coronavirus-covid-19/
