    A Plan is a deliberate attempt to spell out howthe resources o a countr! should be put to use.

    "t has some general and speci#c goals, whichare to be achie$ed within a speci#c period o time.

    %he general goals o a Plan are growth,moderni&ation, ull emplo!ment, sel'reliance ande(uit!. But all Plans ma! not gi$e e(ual importanceto all o them.
