What is Advocacy?

Advocacy is the act of educating in favor of something, such as your child, a cause, an idea, a policy, or a law

Parent Advocacy

• There are different levels of parent advocacy:• Participation: being present and

engaging in partnerships and relationships,

• Using your voice: start to communicate your needs, desires, and dreams,

• Formal advocacy: use the first two levels of advocacy and take action, usually using an official or formal process

Using Your Voice

• Outside of your child and family, there are larger issues that impact your program, community and state. These are Policy and Legislative issues.

• Advocating at this level means educating decision makers and law makers in order to impact outcomes for issues you are about.

• Your Center and PSESD Early Learning participates every year and is a major partner with the Washington State Association of Head Start and ECEAP who hosts this opportunity

• Early Learning parents and staff from all over the state attend!

Early Head Start(EHS) at WCCW

Shares information with mothers and caregivers about child development, health & nutrition

Supports children’s individual development & learning for school readiness

Helps families plan for release transition

Fifteen mothers and their infants or toddlers can be served at a time by the program.

They live full time together in J Unit, in the Minimum Security Compound of WCCW.

Eligibility

Must be pregnant before becoming incarcerated

Must be classified as minimum custody

Must be eligible for release by the time the child reaches 30 months old

Must be willing to meet program expectations

No violent criminal history or crimes against children

J UnitEach mother and child have their own room with a crib, and live dormitory style.

Women at WCCW can apply to be caregivers for RPP/EHS infants and toddlers. Caregivers are screened much like the mothers are before entering the program. Once approved they go through a training that EHS provides.

Home-Based Program

Enrolled prenatally with bi-weekly home visits

Weekly home visits when baby is born

New Moms Group (socialization group) meets twice monthly

New Moms Group

New Moms group is WCCW Early Head Start’s playgroup for home based families. Pregnant mothers and Moms with infants attend before they begin using the childcare center.

Center-Based Program

Early Head Start provides state licensed childcare with state childcare subsidy, serving children one month through 2 1/2 years.

WCCW has the only state licensed childcare center funded by Early Head Start operating inside a federal or state prison.

Workshops

A variety of workshops and events are offered at WCCW Early Head Start.

Parent Leadership

Although WCCW parents are in a different setting, they have many of the same opportunities that EHS offers parents.

In the Fall of 2003, elected representatives from EHS at WCCW began attending Policy Council meetings. WCCW mothers also participate in site parent committee meetings.
