AGENDA NOTES FOR 453RD MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC TO BE HELD ON 15TH NOVEMBER 2013
AT WRLDC MUMBAI ITEM No. 1: CONFIRMATION OF THE MINUTES
Minutes of 452ND meeting of Operation & Coordination Sub-Committee of WRPC
held on 17th October 2013 at Navi Mumbai, hosted by Reliance were forwarded vide
letter No. WRPC/OPN/OCC-Minutes/2013-14/10713 dated 24.10.2013.
CE, SLDC, MPPTCL, Jabalpur vide letter dated 08.11.203 (copy enclosed at Annexure-
1) commented on following items:
C - TECHNICAL MINIMUM REQUISITION FOR COAL FIRED CENTRAL SECTOR GENERATING STATIONS: Quote “ Member Secretary, WRPC appraised the forum about the decisions taken in 24th
WRPC Meeting held at Goa on 8/9 Oct 2013 regarding technical minimum scheduling
of coal based units. He informed that technical minimum level for 500 MW units was
decided at 60% and for 200/210MW units it would be 70%. In case of requisition from
beneficiaries being lower than the technical minimum the schedule shall be enhanced
by WRLDC to at least technical minimum levels.
Member Secretary, WRPC finally concluded that WRLDC and all beneficiaries must
ensure technical minimum schedule of NTPC coal based units and also that proper
ramp-up/ramp-down time should be considered in line with agreements in 24th
TCC/WRPC Meetings till final decision taken in the issue of Reserve Shutdown of
units and technical minimum in a meeting of separate group to be held in first week of
November 2013.”

It is to mention here that SLDC MP representative has informed that committee that
the requisition to ensure technical minimum schedule of NTPC coal based units by MP
is not possible as they have to follow the merit order principle. He further informed that
SLDC has to submit the report of merit order dispatch followed by MP to MPERC &
Govt. of MP as and when required by them. He further infirmed that due to heavy
rains, the demand of MP could not pick up and running of Hydel Stations including
Indira Sagar was also restricted even in the period of spill over from reservoir. He
stated that in view of the above, MP shall continue to give their requisition as per their
demand and merit order dispatch principle and WRLDC may enhance the schedule to

the technical minimum levels in case of requisition from beneficiaries being lower than
the technical minimum as mentioned in para 1 above. SLDC MP representative
requested Member Secretary to record the comments of MP in the minutes of 452nd
OCC meeting but the same is not included in the above minutes. It is therefore
requested to include the comments of MP in the minutes of 452nd OCC meeting.
It is also to mention that SLDC’s view on scheduling of technical minimum in case
consolidated requisition by all beneficiaries is less than technical minimum of stations
was also narrated by SLDC representative in the OCC meeting.
9.15 FREQUENT TRIPPING OF 220 kV AURAIYA MALANPUR AND AURAIYA MEHGAON: SE (Opn.) requested MP to submit updated status of frequent tripping of 220 kV
Auraiya –Malanpur and Auraiya-Mehgaon Circuits on Single phase to earth fault.
SLDC MP representative informed that the Shutdown was taken on Malanpur-Auraiya
Line on 08,09 and 10.10.2013 for patrolling work and replacement of flash over disc.
He further informed that after availing shut down there is no tripping occurred on the
Malanpur – Auraiya line. He informed in the meeting that the shut down on Mehgaon –
Auraiya line has been planned on 18.10.2013 and 19.10.2013 for patrolling work and
replacement of flash over disc.
Members may discuss & decide on inclusion of modifications suggested by Madhya Pradesh.
ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF
OCTOBER 2013. 2.1 Frequency Particulars
During October 2013 the system frequency was below 49.7 Hz for 1.01 % of time
against 1.51 % of time during September 2013. The system frequency was within the
IEGC range of 49.7 Hz -50.2 Hz for 89.19 % of the time against 89.24 % of time during
September 2013. The average monthly frequency was 50.03 Hz during October 2013,
whereas it was 50.02 Hz in the month of September 2013. Regarding operation in high
frequency range, frequency during the month of October 2013 was above 50.20 Hz for
9.80 % of time against 9.25 % of time during September 2013.
The detailed frequency particulars are enclosed at Annex- 2.1.

2.2 Operational Discipline
There was a net inter-regional export of 2223.27 MUs by WR against net export
schedule of 2366.73 MUs. The Sub-Committee may like to discuss.
2.3 Voltage Profile Voltage profile at some of 765/400 kV sub-stations during the month of October
2013 furnished by WRLDC is enclosed at Annex-2.3.
During the month, the deviations of voltages from the accepted limit on either
side were recorded at the following locations in WR grid: -

• Minimum voltages beyond IEGC range were not observed at above substations.
WRLDC intimated that since about 30th October it is observed that voltages at Indore,
Nagda, Bina and Gwalior had been reducing gradually to about 395kV between
08:00hrs-11:00hrs. On 30.10.2013 the voltage at Indore reduced to 385kV at
08:38hrs. The typical voltage profile at Indore is shown below (plotted from SCADA,
the spikes are due to change of data from non-current state to current state):

  The maximum and minimum voltages at the above stations (as per SCADA) on
30.10.2013 are mentioned below:

The following measures are to be implemented:
a. Bus reactors at Indore(PG), Nagda, Itarsi, Bina(MP), Bina (PG) and
Gwalior are to be switched off at 08:00hrs and to be switched on at
about 09:45hrs.
b. VAR generation at Satpura, JaypeeBina to be ensured during the above
period.
c. The hydel generation at Indira Sagar and Omkareshwar can be
maximized between the above period.
d. The lines opened to control O/V voltage during night hours are to be
taken into service by 07:30hrs when the M.P. demand starts increasing.
Similarly the voltages at 400 kV Parli and 400 kV Sholapur are about 390kV in the
afternoon hours when the demand in Maharashtra is high. Necessary measures of

taking all opened lines into service and switching of bus reactors to be ensured by
MSETCL and WRTS-I.
2.4 U/F Relay Operations
As per WRLDC records during October 2013 the system frequency didn’t touch 48.8
Hz. The details of UFR operation received from constituents for the month of October
2013 is enclosed at Annexure 2.4.
GETCO has reported, AUFLS on five occasions in October 2013. GETCO had also
informed UFR operation in the month of September when frequency did not touch 49.2
Hz. Matter was discussed in 452ndOCC and Gujarat was advised to check the relay
setting. GETCO may review the relay setting to avoid unintentional operation of UFR

2.5 Power Cuts / Load Restrictions Details of Power Cuts and Regulatory measures during October 2013 as furnished
by the state utilities are given in Annex. 2.5. The Sub-Committee may note.
2.6 Details of Generating Units under Forced outages Details of generating units under forced outages during October 2013 are given in
Annex-2.6. The Sub-Committee may discuss.
2.7 Details of Generating Units under Planned outages
The details of generating units under Planned Outages during October 2013 are given in Annex-2.7
The Sub-Committee may discuss.
ITEM NO.3: OPERATIONAL PLANNING 3.1 Proposed Planned maintenance programme of generating units.
The proposed maintenance programme of generating units for October 2013 &
November 2013 is given in Annex 3.1. The Sub-Committee may discuss and finalize the outage schedule of
generating units for the above period.

Maintenance programme for transmission lines during the months of November &
December 2013 is given in Annex 3.2 A & B. The Sub-Committee may discuss and finalise the maintenance
programme proposed above. B. Line outages planned vs. implemented:
In 452nd OCC meeting it was decided that WRLDC shall submit the list of
planned transmission element outages vs. actual availed or emergency outages
during the October 2013. WRLDC had submitted the list of emergency
outages(Attached at Annexure-3.2-C1).
WRLDC submitted the status of planned transmission element outages vs.

The Sub-Committee may like to note. ITEM NO. 5: SYSTEM DISTURBANCES IN WESTERN REGION There was no major grid disturbance in the Western Region during the month.
However the consolidated list of minor grid disturbances as furnished by WRLDC is
attached at Annexure- 5. The tripping details and Voltage profiles have to be furnished by WRLDC to WRPC on
first working day of the month. The same has to be reported to MOP via GM division

of CEA. Accordingly WRLDC may kindly furnish the tripping details to WRPC for
necessary action.
The Sub-Committee may like to note. ITEM NO. 6 Healthiness status of SERs/DRs of equipment in the system.

As per the approval of 33rd standing committee of WR and subsequently discussion in 23rd WRPC meeting the following reactors have to be installed at the various occasions in WR. In 36th Standing Committee of CEA 3 more reactors have been approved to be installed at Dhule, Rajgarh & RGPPL. In this regard decision taken in 24th TCC/WRPC meeting are given below.
1) During the discussion on the status of the reactors, MSETCL clarified that
revival of existing and non working CSRs (2x50MVAr) at Dhule would be done
by end of Oct.2013 and no new reactors have been planned. Further these are
line reactors.
2) WRLDC clarified there is a requirement of bus reactors at Dhule, in addition to
the line reactors. It was agreed to take the same in the next standing
committee.
3) The matter of controlling voltages at SSP complex was discussed with the
available resources and using split bus operations when required. NCA
representative informed that in the 51st PSC meeting of NCA, split bus was
agreed by the beneficiaries for temporary basis to control line flows if grid
conditions permit. WRLDC agreed that depending on outages and grid
conditions, if required split bus operation may be done.
4) Regarding the reactor installation at RGPPL, RGPPL intimated that they have
not agreed for installation of reactor at their own cost in the Standing
Committee. TCC recommended that RGPPL to take up the matter with their
management.

5) WRLDC informed that till reactor at RGPPL is commissioned, they have
suggested that shorter 400 kV lines from RGPPL to New Koyna side should be
charged and longer 400 kV lines towards Nagothane side should be opened.
Also shunt capacitors in the LNG terminals should be switched off. However
RGPPL was yet to implement the same. TCC Chairperson informed that all
instructions by WRLDC to curtail over voltages shall have to be implemented by
RGPPL. TCC Chairperson requested MS WRPC to look into the matter and if
required take up with RGPPL and WRLDC to furnish the necessary details to
MS WRPC for the same.
6) WRPC recommended that the additional capital expenditure of reactor shall be
passed on to beneficiaries by RGPPL through tariff mechanism.
The respective utilities were requested that the reactors are installed and commissioned according to the schedule agreed as above.
7.2 Status of completion of 765/400 kV and above on going Transmission Schemes being executed/implemented by Transmission Agencies.

ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS (A) FOLLOW-UP 8.1 QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN
All the constituents are requested to submit the CMP report for the Second
quarter (July 2013 to September 2013) for the year 2013-14.
The Sub-Committee members may like to note and furnish details in respect of above. 8.2 STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR REGARDING
Status of physical & cyber security in Power Sector for the Second quarter (July
2013 to September 2013) have not been received from some of the constituents. The
constituents/utilities may like to furnish the status. It was decided that PGCIL would
prepare and issue guidelines for all transmission licensees for implementation of CMP
and present in next OCC meeting.
PGCIL may give the presentation on guidelines of CMP.
The Sub-Committee may like to note and furnish details in respect of above.
8.3 IEEE SMART GRID RESEARCH AND ROADMAP:
IEEE is unveiling a host of resources designed to foster continued innovation and advancement of the global Smart Grid. IEEE Smart Grid Research represents a concerted effort to build one of the industry’s most comprehensive portfolios of smart grid-related intelligence, including materials such as vision documents and research papers that address problems and challenges in both the long- and short-term. It leverages potential use cases, application scenarios and enabling technologies to deliver the most complete picture possible of the next generation of technology in each respective smart grid space. IEEE Smart Grid Research will have a long-term vision document, reference model, and roadmap for each of the five technology sectors, as well as shorter-term research available for addressing more immediate concerns.
IEEE Smart Grid Research fellow would made a presentation which covers projections of where the smart grid will evolve to, technology challenges and opportunities, and areas where additional research is needed.

Subsequently a letter from WRPC(Copy attached at Annexure-8.4-A) has issued to the
concern generating agency to furnish specific reasons which resulted in shortfall in
generation and proposed plan made if any so that the loss of generation suffered during

period April- September, 2013 could be made up during the remaining period of the year
2013-2014.
In response of the above NTPC HQ-II, Raipur furnished the reason(copy enclosed at
Annexure 8.4-B) and other respective generating stations/agencies are requested to
furnish the reasons. The Sub-Committee may like to discuss. 8.5 KORBA UNIT-6 R& M WORKS DURING 2014-15
A meeting of Annual Generating Unit outage planning was held on 18.10.2013 at
Mumbai, wherein the Korba unit # 6 outage planning for the year 2014-15, was
discussed and beneficiary members are not agreed as proposed by NTPC.
Beneficiary constituents are requested NTPC to preponed the outages in lean season.
AGM(OS), WR-II, NTPC, Raipur vide letter dated 28.10.2013(Copy attached at
Annexure-8.5), requested to allow to take the Korba Unit-6 outages from 21.11.2014
to 19.01.2015.
The Sub-Committee may like to discus. 8.6 ANNUAL MAINTENANCE PROGRAMME OF GENERATING UNITS IN WR
DURING 2014-15. As per the Regulation 5.7.4 of Central Electricity Regulatory Commission (Indian Electricity Grid Code)(First Amendment) Regulations, 2011(reproduced below for reference) Quote “(c) RPCs Secretariat shall compile load Generation Balance Report for peak as well as off peak scenario and also prepare annual outage plan for transmission elements and major generating stations in the region. RPCs Secretariats shall then come out with the draft outage programme for the next financial year by 30th November of each year for regional grid taking in to account the available resources in the optimum manner and to maintain security standards. This will be done after carrying out necessary system studies and, if necessary, the outage programmes shall be rescheduled. Adequate balance between generation and load requirement shall be ensured while finalizing outage programme. The same shall be uploaded by the RPCs on their website.”
Unquote Accordingly WRPC shall come out with the draft outage programme for the Year
2014-15 by 30th November 2013 for Western Grid. Subsequently a meeting was held

on 18.10.2013 at WRLDC Mumbai, wherein Annual Maintenance programme of
generating units in WR was discussed and finalized and abstract is attached at
Annexure 8.6. Annual Maintenance programme for the Korba unit-6 is yet to finalized.
Annual maintenance program from some the generating agencies are still awaited
and requested to furnished the maintenance programme on or before 20th November,
2013, otherwise it will considered as no outages during the year 2014-15 and report
would submitted to CEA on 28th November,2013.

In the 451st meeting of OCC held on 12th September 2013 representative from Sasan had informed that the tentative plan for commissioning of elements at 765 kV Sasan is as under:

The 765/400 kV ICT at Sasan is loaded critically (850 – 900 MW)particularly when the Sasan unit # 3 is not available and the generation at Vindhyachal STPS is full. Representative from Sasan may apprise the OCC-members on the following issues:

9.2 AVAILING WRLDC CONCURRENCE FOR SWITCHING OF ANY OF THE
IMPORTANT TRANSMISSION ELEMENTS IN WESTERN REGION
As per the regulation 5.2 (c) of the IEGC “No important element of the National/Regional grid shall be opened or removed from service at any time, except when specifically instructed by RLDC or with specific and prior clearance of RLDC. The list of such important grid elements on which the above stipulations apply shall be prepared by the RLDC in consultation with the concerned Users, CTU and STUs, and be available at the website of NLDC/RLDC/SLDCs...” In line with the above provision a list of important element list was compiled in May 2013 and is available on WRLDC website at the following URL. http://wrldc.com/docs/LIST%20OF%20IMPORTANT%20GRID%20ELEMENTS%20in
%20WR_May_2013.pdf With the growing complexity in the grid and its associated impacts it is now desirable that concurrence of WRLDC is taken in the form of an operation code prior to switching of any of the transmission element included in the important elements of the Western Region.

9.3 UPDATION OF THE RESTORATION PROCEDURE FOR WESTERN
REGION The recovery procedure for Western Region was compiled in November 2012 in consultation with all the stakeholders. Since then significant changes have taken place in the transmission network and generation capacity in Western Regional Grid. All stakeholders are requested to forward their inputs and suggestions by 30th November 2013 to WRLDC. The draft procedure would be put up for discussion and finalization in the next OCC meeting.
The Sub-Committee may like to note. 9.4 ENSURING INJECTION FROM (MOUDA + IEPL + TIRODA)WITHIN 1750 MW A meeting was convened by WRPC on 26th June 2013 for discussing the SPS for Wardha flow gate. It was decided in the meeting that the total injection by NTPC Mouda, APL Tiroda and IEPL would be limited within 1750 MW. It is being observed that the schedule issued by SLDC Maharashtra to Tiroda alone is around 1850 MW. Consequently the loading on 400 kV Warora-Chadrapur is 900-950 MW; loading on 400 kV Chandrapur-Chandrapur is 550-600 MW, loading on 400 kV Wardha-Akola D/C is 600-650 MW and loading on 400 kV Parli-Lonikhand is 500-550 MW each. The system is N-1-1 insecure and following actions are desirable from SLDC Maharashtra:
• Ensure that despatch schedule given to Tiroda as well as its injection in
real-time is in line with the WRPC MoM ref. WRPC/Protection/SPS/2013-14/949 dated 27/06/2013.
• Ensure that the SPS of Tiroda is in operation • Coordinate to increase generation at South Western Maharashtra
(Koyna/Jaigad/RGPPL) to control the power flow on EHV lines in Maharashtra.
The Sub-Committee may like to discuss. 9.5 SPS IMPLEMENTATION STATUS: 9.5.1 SPS for 765 kV Gwalior-Agra D/C (Generation Run back Scheme in WR)
An SPS was envisaged for ensuring backing down WR generation by 500 MW ( VSTPS - 200 MW, KSTPS - 120 MW, CGPL - 180 MW) in case of sudden reduction of NR import from WR on Bina-Gwalior-Agra link by 1500 MW. The matter was already

discussed in 449th, 450th and 451st OCC and 22nd WRPC meeting. NTPC, CGPL, Power Grid may apprise the members on the progress on the issue. During the 451st OCC NTPC intimated that they have got the approval from their corporate centre and it was decided to implement the same within a month. Regarding CGPL Power Grid representatives confirmed that tele-link was being provided at Mundra by them.
9.5.2 SPS at APL Tiroda
The implementation of SPS at APL using the signal from 400 kV Wardha may be confirmed by MSETCL. Further subsequent to the synchronization of 400 kV Warora- Chandrapur-stg-II line it is proposed that the logic at SPS needs to be revised as under:
In addition to above action curtailment of drawal by Maharashtra would also be required either by increasing generation on South-west Maharashtra or distress load shedding in South Maharashtra.
9.5.3 SPS at 4x300 MW Balco IPP The SPS at Blaco was scheduled for commissioning by Nov 2013 after commissioning of first unit of 4x300 MW Balco IPP. It was also reported that as a consequence of disconnection from Chattisgar, a revised islanding scheme would be in place at Balco.

Further as per MOM of 17th meeting of WR regarding connectivity/OA applications held on 03.01.13, Balco was asked to implement SPS to trip selected units from 4x135MW in case of load throw off of Aluminium refinery load.Representative from Balco may update the progress on the matter.
9.5.4 Defense mechanism for high frequency With reference to item 9.3 of 450th OCC minutes and 9.15 of minutes of 451st OCC, the status of implementation automatic tripping of generation at KSTPS (unit-7:500 MW), VSTPS (unit-7: 500 MW), CGPL (unit-10: 830 MW) at high frequency may be apprised to the committee
9.5.5 SPS at Sipat: As discussed in 449th OCC and subsequently in the special meeting of WRPC on 3- Sep-13 at TAPS 3&4 regarding review and formulation of SPS and islanding schemes in WR grid, NTPC Sipat, ACBIL, PGCIL may kindly intimate the status of implementation of the proposed SPS for reliable operation of Sipat units. The Sub-Committee may like to discuss.
9.6 SHIFTING OF 125 MVRA SPARE REACTOR AT 400 KV ITARSI TO 400 KV
DAMOH S/S. It was decided in the 23rd WRPC meeting that the spare 125 MVAR reactor at
400/220 kV Itarsi would be shifted to 400/220 kV Damoh S/S. WRTS-II may apprise
the members regarding the progress.

9.7 EXTENSION OF START-UP POWER FOR JP-BINA TPS In the 451stOCC, a proposal for extension of startup supply for JP Bina TPS with from
Rajghat / Medikheda HPS was discussed. SLDC-MP had stated that they would
examine the proposal and give their feedback. SLDC-MP may apprise the OCC
members of its views.

SRTS-1 is mobilizing manpower of 1600-2000 people for carrying out the
maintenance of the Talcher-Kolar D/C lines and crossing of new lines over the D/C
lines. The outage of the above HVDC link would reduce the transfer capability
between the NEW grid and Southern Grid. Proposal for planned outage of other
transmission elements which would affect the transfer capability in that corridor shall
be avoided on those days. This is for kind information of all Users/Utilities in Western
Region.
The Sub-Committee may like to discuss. ITEM NO.9.9.1 SYNCHRONIZATION OF SR- NEW GRID As per the Latest information received ,synchronization of SR with NEW grid is to be conducted between December 22 to 27, 2013. Following points may be discussed towards preparedness for smooth synchronization of SR – NEW grid .
• Testing Of Frequency Response of HVDC Controllers of Chandrapur HVDC Back to back. Power Grid WRTS 1 to intimate the entire Scheme and a suitable date for conducting the same.
• Power Grid WR-I may apprise the status of 765 KV S/c Raichur – Solapur transmission system and transmission elements like Line Reactor, Bus reactors required during time of synchronization.
• Readiness of 2nd circuit of 765 KV S/c Raichur – Solapur line. As per information available this line is being constructed by M/S RSTCL

• Status of installation PMUs at Sholapur required for observation of any oscillation during synchronization to be discussed .As per information available, PMU has been already installed ,however its communication link up to WRLDC is yet to be established. Power Grid WRTS1 to indicate the present status.
• Implementation of both instantaneous as well as time-delay SPS .The present status of installation of this SPS may be indicated by Power GRid WRTS1.
• Implementation of UF Load shedding Relay Settings from 49.2 Hz to 48.6 in 4 stages by WR Constituents as per National Power Committee
• Shut downs of Lines and ICTs during the period 22nd to 27th of December may be avoided for smooth synchronization. Committee may discuss.
ITEM NO.9.9.2 SHUTDOWN REQUEST FOR HVDC B2B VINDHYACHAL SUBSTATION AGM(GM), WRLDC vide letter dated 11.11.2013 intimated that they received proposal for shutdown of HVDC B2B Vindhyachal substation for overhauling of isolators for rectification of hot spot problem to avoid any contingency during upcoming winter season on 18.11.2013 to 22.11.2013 . During this time HVDC Block1 will be under shutdown. Committee may discuss.
ANY OTHER ITEMS ITEM NO 9.10 NOT INFORMING TO SLDC KALWA REGARDING MAJOR
SYSTEM OPERATION INSTRUCTIONS ISSUED BY WRLDC TO PGCIL S/S IN MAHARASHTRA.
CE, SLDC Kalwa, Maharashtra intimated vide letter dated 11.11.2013 that, it is observed
that WRLDC control room is issuing instructions to PGCIL S/s in Maharashtra directly
without giving any information to SLDC Kalwa. Following two such instances which has
major impact of power flow in Maharashtra network are mentioned below :
1. On dated 10th Nov. 2013, 400 KV Parli(PG)-Pune(PG) II was taken in service at
2018 Hrs and 400 KV Parli(PG)-Pune(PG) – I was taken in service at 2151 Hrs.
Effect : Power flow on 400 KV Chakan-Lonikand and Pune(PG) – Kalwa
reversed, load on Parli-Lonikand reduced. Load on 220 KV Talegaon(PG)-
Talegaon(MS) S/C increased to 280 MW.

2. On dated 11th Nov. 2013 at about 1040 Hrs. FSC on 400 KV Raipur-Wardha
taken in sevice.
Effect : Flow on 400 KV Chandrapur-Warora ( S/C quad line ) increased from
850 MW to 1128 MW, flow on Chandrapur-II – Chandrapur-I ( S/C twin moose
line ) increased from 360 MW to 685 MW. Flow on 400 KV Raipur-Wardha D/C
increased from 950 MW to 1450 MW. APML generation reduced from 1950 MW to 1650 MW. Maharashtra over drawl increased by 300 MW.
Any switching operation in CTU network connected to Maharashtra system has major
impact on power flow and many times loading on lines become critical. Only after
enquiry with WRLDC control room by SLDC Kalwa switching events are informed. It is
informed that FSC is taken in service to improve voltages in South Maharashtra,
please note that 400 KV Solapur-Kolhapur-I, Kolhapur-Mhapusa-II, RGPPL-
Nagothane-I & RGPPL-Newkoyna-II lines are out of service in south Maharashtra.
Voltage profile could have been improved by taking these lines in service.
In integrated system any switching event in CTU network has impact on entire state
network and same may please be carried out in coordination with state SLDC.
The Sub-Committee may like to discuss. OTHER ITEMS FROM POWER GRID
(1) MOU for Tapping of Auxiliary Power supply from tertiary of 400/220/33 kV Transformer in POWERGRID sub-station.
The ICTs in various POWERGRID substations having 33 kV Bushings which are
connected to AC Distribution Board through 33 kV/440 V Transformers. The Power
supply through this Transformer is tapped whenever the requirement arises.
Generally, the back up supply in event of the Auxiliary supply is provided through
DG Set. In case of failure of DG Set, power is taken from 33 kv of ICT.
In this context, it is to intimate that the 765 kV Station at Solapur is under construction
and likely to be commissioned by December end. The station will have the line
coming from Raichur in Southern Region. This will connect POWERGRID
SOUTHERN REGION and WESTERN REGION directly and the entire power system
of India will have one frequency.
Further, the Solapur sub-station would be the most important station and the failure of
AC power supply to the sub-station will affect the reliability of the station.

The MOU for tapping of power through 33 kV side of the Transformer needs to be
addressed by local MSETCL and MSDCL offices.
2) Dismantling of Shunt Reactor at Aurangabad sub-station. The clearances for shifting of Shunt Reactor from MSETCL Aurangabad sub-station to
POWERGRID, Aurangabad sub-station was approved in 14th OCCM and accordingly
the committee has agreed to dismantle the Reactor in Akola-Aurangabad line I which
is in operation without Reactor from last two months. However, the MSETCL
Aurangabad is not allowing the dismantling of Reactor.
The above issue needs to be discussed. 3) Testing of Frequency Controller in HVDC Back to Back station at Bhadrawati. As per the guidelines circulated by CEA on 30.09.2013, the Frequency Controller in all
the HVDC stations including Back to Back are to be tested to facilitate the smooth
synchronization of 765 kV Raichur-Solapur line. The preparation for charging of
Raichur –Solapur line is in full swing and the line is likely to be commissioned by mid
December, 2013.
As per the procedure received from the CEA, the power flow through HVDC
Bhadrawati needs to be controlled between 500 to 600 MW and the frequency range
shall be 49.5 HZ to 50.5 Hz.The testing is to be carried out at the earliest so that the
necessary feed back is to be given to CEA well before the charging of Raipur-Solapur
line.
The above issue needs to be discussed and dates of testing to be finalized.
